Should Iraqis today and those not yet born have to be put in a debtor's prison to pay off the secret payouts to Saddam? James Wolfensohn, president of the World Bank, says "No!" Wolfensohn has never been on my Christmas card list, but in this case he's got it right: Iraq should simply cancel $120 billion in debt.
Normally, the World Bank is in charge of post-war debt restructuring. That's why the official name of the World Bank is"International Bank for Reconstruction and Development." This is the Bank's expertise. Bush has rushed Baker into pre-empt the debt write off the World Bank would certainly promote.
"I Fixed Florida"
Why is our President so concerned with the wishes of Mr. Baker's clientele? What does Bush owe Baker? Let me count the ways, beginning with the 2000 election.
Just last week Baker said, I fixed the election in Florida for George Bush. That was the substance of his remarks last week to an audience of Russian big wigs as reported to me by my somewhat astonished colleagues at BBC television.
   It was Baker, as consiglieri to the Bush family, who came up with the strategy of maneuvering the 2000 Florida vote count into a Supreme Court packed with politicos.
Baker's claim to have fixed the election was not a confession; it was a boast. He meant to dazzle current and potential clients about his Big In with the Big Boys in the White House. Baker's firm is already a top player in the Great Game of seizing Caspian Sea Oil. (An executive of Exxon-Mobil, one of Baker Bott's clients, has been charged with evading taxes on bribes paid in Kazakhstan.)
Over the years, Jim Baker has taken responsibility for putting bread on the Bush family table. As Senior Counsel to Carlyle, the arms-dealing investment group, Baker arranged for the firm to hire both President Bush 41 after he was booted out of the White House and President Bush 43 while his daddy was still in office.
Come to think of it, maybe I'm being a bit too dismissive of the Iraqi make believe government. After all, it's not as if George Bush were elected by the voters either. It would be more accurate to say that TWO puppet governments have agreed to let the man who has always pulled the strings come out from behind the curtain, take a bow, take charge' then take the money and run [end quote]."

IMF’s Christine Lagarde ‘under investigation’
French authorities have formally opened a negligence investigation into Christine Lagarde, the head of the International Monetary Fund (IMF).
She has been questioned about her role in awarding 400m euro (£318m; $527m) in compensation to businessman Bernard Tapie in 2008. She denies wrongdoing.
Ms Lagarde, 58, was finance minister in President Nicolas Sarkozy’s government at the time of the award.
Mr Tapie supported Mr Sarkozy in the 2007 presidential election.
He was once a majority shareholder in sports goods company Adidas but sold it in 1993 in order to become a cabinet minister in Francois Mitterrand’s Socialist government.
Mr Tapie sued Credit Lyonnais over its handling of the sale, alleging the partly state-owned bank had defrauded him by deliberately undervaluing the company.
His case was later referred by Ms Lagarde to a three-member arbitration panel which awarded the compensation.
Investigators suspect he was granted a deal in return for his support of Nicolas Sarkozy.
Ms Lagarde said last year that her decision to refer Mr Tapie’s long-running dispute with Credit Lyonnais to a panel of judges was “the best solution at the time”.
Although being placed under formal investigation does not necessarily lead to charges, the development could raise questions about the rest of her term at the IMF, which is due to end in 2016.
She told AFP news agency she had no intention of resigning from the IMF.
Ms Lagarde replaced Dominique Strauss-Kahn as IMF managing director in 2011.
Mr Strauss-Kahn – also a former French minister – resigned following his arrest in New York on charges of sexual assault that were later dropped.

IMF’s Christine Lagarde placed under formal investigation
Christine Lagarde, head of the International Monetary Fund, has been placed under formal investigation by a French court on suspicion of “negligence” in a political scandal dating to her time as finance minister under former president Nicolas Sarkozy.
The case stems from allegations that an arbitration process that awarded €400m in 2008 to controversial businessman Bernard Tapie to settle a commercial dispute with the state was rigged because of his support for Mr Sarkozy in the 2007 presidential election.
Ms Lagarde has always protested her innocence, denying any improper role in the arbitration process, which she says was independent and in the best interests of taxpayers. In a statement to the AFP news agency on Wednesday, she said that she had instructed her lawyer to appeal against the decision to place her under investigation, which is “without merit”.
“After three years of procedure, the sole surviving allegation is that through inadvertence or inattention I may have failed to intervene to block the arbitration that brought to an end the longstanding Tapie litigation,” Ms Lagarde said.
Her spokesman told the Financial Times she had been placed under formal examination after 15 hours of questioning on Tuesday by France’s Court of Justice of the Republic, which has been investigating her role in the case. It was her fourth appearance in front of the judges.
The spokesman added that the charge was relatively minor but one that nevertheless carried a maximum penalty of one year in prison and a fine of €15,000 if convicted.
Being placed under formal investigation signals that the court believes there is evidence of a crime but does not always lead to charges being brought.
The spokesman said that Ms Lagarde would not resign from her position at the IMF. He said she was returning to Washington and would convene a meeting of the IMF board to brief them on the case, in which she had hitherto been treated only as a witness. The board has so far supported her.
The so-called “Affaire Tapie” has enmeshed several other high-profile figures in French politics, including Mr Sarkozy’s former chief of staff and Stéphane Richard, Ms Lagarde’s former chief of staff at the finance ministry and now chief executive of Orange, France’s leading mobile phone network operator.
Mr Richard and others are being investigated by a separate court as part of a parallel probe.
Christopher Baker, a member of Ms Lagarde’s legal team, said that the commission of the court had six months to study her appeal.
He said that if it rejected that appeal, Ms Lagarde would then take her case to France’s Cour de Cassation, France’s highest judicial authority, which would be likely to take at least another year to reach a conclusion.
“We will fight this decision,” Mr Baker said. “And we will fight for a couple of years.”
He added that the next stages would not be a tax on Ms Lagarde’s time as it would be handled by lawyers. “The next two years will be a legal procedure in which Ms Lagarde’s personal involvement will not be required,” he said.
The case centres on investigations into suspicions of organised fraud linked to the €400m that the French state awarded Mr Tapie to end a dispute dating back to the 1990s. Mr Tapie alleged that he was defrauded by Crédit Lyonnais, the now defunct bank, over the sale of sports equipment company Adidas, which he owned.
Residual assets of Crédit Lyonnais were held by the state following the bank’s own collapse. Jean-Marc Ayrault, then leader of the Socialist opposition in parliament, and later prime minister under President François Hollande, was among those who instigated the court action, alleging that the arbitration had been rigged as a pay-off to Mr Tapie.
Mr Tapie – a controversial character with a career including television presenter, singer, businessman, government minister and even owner of a cycling team that twice won the Tour de France – has vehemently denied socialist claims that he worked with the Sarkozy administration to manipulate the arbitration process as a reward for backing Mr Sarkozy in his 2007 presidential campaign.
Ms Lagarde, who was finance minister at the time of the settlement, has undergone many hours of questioning by the Court of Justice of the Republic, which deals with cases of alleged ministerial wrongdoing.
In May last year, following 25 hours of interrogation, the court placed Ms Lagarde under the status of an “assisted witness”, stopping short of making her an official suspect – until this week.
Ms Lagarde has always argued that the settlement was properly conducted and represented a reasonable outcome for the taxpayer after years of expensive litigation. In March, after another round of questioning, Ms Lagarde told reporters as she left the court: “I have always acted in the interests of the state and in accordance with the law.”

A top-secret weapon being developed by the US military was destroyed four seconds after its launch from a test range in Alaska early on Monday after controllers detected a problem with the system, the Pentagon said.
The Advanced Hypersonic Weapon is part of a program to create a missile that will destroy targets anywhere on Earth within hours – traveling at speeds in excess of 3,500 miles-an-hour or Mach 5.
The mission was aborted to ensure public safety, and no one was injured in the incident, which occurred shortly after 4 am EDT at the Kodiak Launch Complex in Alaska, said Maureen Schumann, a spokeswoman for the U.S. Defense Department.
‘We had to terminate,’ Schumann said. ‘The weapon exploded during takeoff and fell back down in the range complex,’ she added.
The incident caused an undetermined amount of damage to the launch facility 25 miles from the city of Kodiak, Schumann said.

6 Ways to slow down the aging process

I was visiting my Mom in the nursing home this week and got the shock of my life when I met her new roommate (Monica). 
Monica can barely walk, she has trouble speaking, she’s lost a good amount of her hair and is missing some of her teeth.
My Mom whispered to me, “How old do you think she is?” and I guessed maybe late 70’s. 
I almost fell over when my Mom told me Monica is 52.
My age. 
That was a slap-in-your-face, grim reminder of how the aging process can take its toll no matter what your numerical age is.
Yes, my friend, the biological clock ticks away for all of us, it’s not very kind and there’s no turning it back.
But the good news is you can help S L O W it down and encourage better physical health as well as a youthful appearance.
You just need understand what the aging process is all about, look at the primary factors that contribute to age acceleration, and most importantly, take some safe, effective measures to fight back at those causes of aging…and win!
So what exactly is aging?
In order to understand how you age, we need to take a peek inside your cells.
Inside the center (nucleus) of your cells, your genes sit on twisted strands of DNA called chromosomes.  At the ends of your chromosomes are stretches of DNA called "telomeres."
Telomeres protect your genetic code and make it possible for your cells to divide.  Cell division is needed so you can grow new skin, blood, bone and other cells when needed.
Telomeres are like the plastic tips on your shoelaces.  They prevent the ends of your chromosomes from fraying and sticking to each other, which would in turn mix up your genetic information and may lead to cancer, other diseases or death.
But unfortunately, nothing lasts forever and that includes your telomeres.
You see, each time one of your cells divides, the telomeres continue to get shorter and shorter.  When they eventually get too short, the cell no longer can divide and becomes inactive or dies.
As this process continues and increases over time, you begin looking and feeling older and older.
Plus since your bones, tissues, muscles and organs are made of cells too, once the cells that make them up begin to die, they are more susceptible to damage, disease or merely not working as well as they once did.
This is why, for example, many elderly people have trouble digesting their foods when they never did before—because enzyme production declines as we age.
Factors that speed up the aging process
Although telomeres naturally shorten over time and nothing can be done to completely stop this, there are certain factors that can accelerate the aging process.
Number one is a poor diet--especially eating foods with trans-fats, vegetable oils, sugar and refined carbs.  All of these substances contribute to inflammation in your cells (and arteries!) which impairs your cells’ functioning, encourages the development of disease, and can make you look FAR older than your years.  
Stress is another major ager.  Chronic stress causes the repeated release of the hormone cortisol and over time not only can this greatly impair your immune system functioning, but it also damages your cells and speeds up the aging process.
Environmental and household toxins cause inflammation in your cells, they stress your liver and kidneys (your organs of detox) and can put you on a path of disease and aging much easier and faster than you ever dreamed possible. 
Decreased levels of hormones also play a big part.  Hormones impact every major organ and system in your body, so when your levels of certain hormones begin to diminish, you can feel the effects from head to toe.
Fight back…and WIN!
Now that you know how aging occurs and all the possible factors that can make it that much sooner before Boy Scouts offer to help you cross the street, now is the time to take action and fight to SLOW down that aging process in you!
Here are six very effective strategies than can help:
1) De-stress
There are many ways to help de-stress: Meditation, exercise, yoga, counseling, deep breathing, prayer and seminars, to name a few. 
Also taking up a hobby or getting a pet have both been shown to reduce stress in various studies.
Pick what feels right to you and help get rid of that stress.
You just might end up living longer if you do!
2) De-tox
The first step here is to avoid common sources of household and environmental toxins like unfiltered tap water, bug sprays, weed killers, cigarette smoke and medications (both prescription and OTC) as much as you can.
Every little bit counts. The biggest bang for your buck may come simply from using a filter for your tap water.
Another biggie is buying organic produce whenever you can. First time that has happened. The published “market rate” is what is dropping – not the 1166 (auction rate)… the fact that the market rate and auction rate are getting closer together is pretty good news…

This is one of the precursors put forth by the IMF before Iraq can gain entrance to article 8 – and international acceptance.   first two days it is realistic…which doesn’t absolutely mean it will happen tomorrow – just that it CAN.

 [So they are now in compliance or close to it?]  as I understand it – today they are.  I would suspect the IMF wants to see some stability at such a marker – JMHO.

Stryker - Exchange Rate Update: The Market Rate of the Iraqi Dinar dropped to 1203 today from 1212 after dropping from 1217 on August 19th. This means that Iraq is heading closer to the 2% target rate the IMF says is needed for currency reform.

 It looks like that with the daily auctions at and well over $2 million per day it will not take long to get to the target rate that the IMF has stated Iraq needs to be at to implement currency reform. Target rate needs to be within 2% of the de-facto CBI rate of 1166 and the market rate, and as you can see a 14 dinar drop just since August 19th is a great start.

The dust from the Islamic State’s attack on the Kurdistan Region has finally begun to settle, giving us a clearer picture of what occurred.

What we now know is that Iran was the first country to send weapons and artillery to stop the extremists’ advance into Makhmur.

But why Iran?  And why weren’t Iranian Kurds allowed initially to join the fight against the Islamist militants? Why is the Kurdistan Workers Party (PKK) — which was hiding in the mountains until it joined the fight against the extremists —roaming freely around Iraqi Kurdistan now?

From the start of the Islamic State’s (IS/formerly ISIS) attack on Mosul in June, Iran put Kurdish parties under pressure to fight the Islamist radicals. The Patriotic Union of Kurdistan (PUK) was happy to join the fight, but the Kurdistan Democratic Party (KDP) was reluctant.

The message President Massoud Barzani gave the Iranian envoys to Erbil was: “This isn’t our war and we don’t want to get involved in it.”

But it was a war, and the Kurds’ involvement was inevitable.

At the outset, Shiite leaders talked big by calling up militias and making speeches declaring an imminent victory. The Americans and top Shiite clerics warned of a Shiite-Sunni war that could destroy the Middle East.

Iran, meanwhile, removed outgoing Prime Minister Nouri al-Maliki from office and didn’t let the war disintegrate into a Shiite-Sunni fight.

Iran turned the war against IS into a broad-based battle. If the Kurds hadn’t joined the fight, it would have remained a religious war and not a war on terrorism as it is now.

Iran and the PKK pulled one over on the KDP and the Change Movement. It is believed that some in the KDP were in favor of appeasing Iran and joining the fight.

Yet Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani’s silence on this issue raises questions. More than anyone else, the prime minister and the Minister of Peshmerga Affairs, Mustafa Sayid Qadir, have been quiet regarding this extraordinary situation.

It is true that America and Iran got the Kurds involved in this war, but each side made calculations of their own that didn’t necessarily work out as they had hoped.

Barzani can now say that he is fighting terrorism on behalf of the world and that he is receiving arms and support from the international community. Indeed, it was his dream to acquire weaponry.

BGG - Market dropped to 1203 today – BIG FINANCIAL NEWS…puts them well within the required 2% range.    [Now it can happen at anytime, right?]  numbers wise – yes…the advertised and “market rate” can have no greater than a 2% difference and still be in compliance with IMF requirements to proceed to next status (article 8 – international acceptance).   For all practical purposes – they are there…it appears as though they are getting their financial house in order for something.

I like how they end it in essence saying…despite this accomplishment, they have more work to do. Yes…we are waiting on that.   …they probably have fulfilled the IMF requirements and are in compliance now. That does not mean they will request Article VIII tomorrow.

In fact, the IMF may make them demonstrate they can sustain it for a period of time as well as they still need to form the GOI, pass stalled economic and banking laws and get some stability regarding the ISIL threat.  So it still could be a while.  But today is a good day.

Breitling - After WWII did Japan and Germany have an advantage by a lower currency?  Yes Absolutely.  Why would Iraq raise their currency?  Wouldn’t that take away their advantage? 

They stated they wanted to make the IQD a world reserve currency and wanted their people to compete on a global scale.  Yes they needed to lower the currency…that’s why we were able to buy it for a 10th of a penny…during the restructuring phase.  Why is Iraq going to raise the value of their currency?

Because it’s only worth a 10th of a penny…sooner or later they have to increase it or their people will not be able to compete on the world stage.  For Iraq to get to the next stage they have to give their people purchasing power…

The CBI needs the people of Iraq to have purchasing power to rebuild their infrastructure…so the people can bring home money from other countries in the region and start businesses etc…then we’ll watch the country and wealth explode…it’s going to be fantastic.

Arthur - We now know from the various meetings and PM Designate Abadi press conferences that the negotiations between the blocs are “positive and constructive”; especially important and positive are the ones between Baghdad and Kurdistan. 

Although the seating of the COM (Council of Ministers) is an important and necessary step, the most critical element of the political and economic stability compulsory for a potential currency revaluation is the HCL (Hydrocarbon Law).

There is no way for oil officials in the provinces to rationally manage their particular sectors without this understanding between politicians and their parties therefore it would be virtually impossible to begin economic reform in earnest without this crucial contract since without it there could be no fair distribution of the countries enormous wealth potential…

The lack of this Law has also caused a possible split between Kurdistan and Baghdad which would be catastrophic for our investment. 

The deadline for the formation of the new government is 9/11 which will hopefully include the 2014 budget which will likely come before parliament in the next phase starting 9/2, and the long awaited and much needed HCL,

along with the continually ameliorating security outlook, hopefully completing the economic and political climate necessary for the CBI/PTB to begin the final phases of economic reform including the revaluation of the IQD.

He's saying it's finally on TV out of Baghdad that Abadi wants the new positions filled by 9/9, even though the GOI is already seated. Someone has told him to say this on TV so people will look toward that date. Those are the 2 positions DC has been talking about. It isn't neccesarily going to go to that date. It could be today. We know everybody last Monday had agreed it's time and yet here we are. The banking system is verified. The Qi Cards are being used internationally. Last Monday he made an announcement and another today. The banks in Iraq were told the rates would change on Monday. He's    it but somebody in the background is asking him to hold off. He doesn't want to be compared to Maliki.
