We would like to thank Mr. Dennis Kucinich a Representative from Ohio who submitted the H.R. 2977 Preservation of Space bill into the House of Representatives on Oct. 2, 2001. This was a short lived bill but one of the most exciting disclosure projects of Government information. In the definition part of this bill as stated below there were true disclosure of directed energy like extremely low frequency electromagnetic energy (which has been used as a mind control tool) and words like mind control and psychotronics.
When all of us victims saw this bill for the first time we cried and laughed for joy since we realized that our pain and suffering would soon come to an end. That our torture would finally stop. It was sent to the Armed Services Committee and several other committees where all of those disclosure words in definition section were omitted. We were saddened by this, but the bill H.R. 3616 is still standing for what the first one stood for which was to stop weaponization of space. We will support this bill and Kucinich for being so brave to stand up against such a super power Govt. for he is the only Congressman who has ever had nerve enough to expose the truth about mind control weapons and we will always support him.

SEC. 7. DEFINITIONS.
In this Act:
(1) The term �space� means all space extending upward from an altitude greater than 60 kilometers above the surface of the earth and any celestial body in such space.
(2)(A) The terms �weapon� and � weapons system� mean a device capable of any of the following:
(i)Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by�
(I) firing one or more projectiles to collide with that object;
(II) detonating one or more explosive devices in close proximity to that object;
(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation, plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object ;or
(IV) any other unacknowledged or as yet undeveloped means.
(ii)Inflicting death or injury on, or damaging or destroying, a person ( or the biological life, bodily health, mental health, or physical and economic well-being of a person)�
(I)through the use of any of the means described in clause (I) or subparagraph (B);
(II)through the use of land-based, sea-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control or such persons or populations; or
(I) by expelling chemical or biological agents in the vicinity of a person
(B) Such terms include exotic weapons systems such as �
(i) electronic, psychotronic, or information weapons;
(ii) chemtrails;
(iii) high altitude ultra low frequency weapons systems;
(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;
(v) laser weapons systems;
(vi) strategic, theater, tactical, or extraterrestrial weapons; and
(vii) chemical, biological, environmental, climate, or tectonic weapons.
(C) The term �exotic weapons systems� includes weapons designed to damage space or natural ecosystems (such as the ionosphere and upper atmosphere) or climate, weather, and tectonic systems with purpose of inducing damage or destruction upon a target population or region on earth or in space.

It is not necessary to the point being made in this Bill, whether it passed or not. What is necessary is that Congress acknowledged Chem Trails are real and are a type of weapon.

Why aren't we visible?
At certain stages of evolution, cosmic "humanities” discover new forms of science beyond the apparent control of matter. Structured dematerialisation and materialisation are part of them. This is what your humanity has reached in a few laboratories, in close collaboration with other "extra-terrestrial" creatures at the cost of hazardous compromises that remain purposedly hidden from you by some of your representatives.
Apart from the aerial or spatial objects or phenomena known about by your scientific community, that you call 'UFOs, there are essentially multidimensional manufactured spaceships that apply these capacities.
Many human beings have been in visual, auditory, tactile or psychic contact with such ships, some of which are under occult powers that "govern" you. The scarcity of your observations is due to the outstanding advantages provided by the dematerialised state of these ships.
By not witnessing them by yourself, you cannot believe in their existence. We fully understand this.
The majority of these observations are made on an individual basis so as to touch the soul and not to modify any organised system. This is deliberate from the races that surround you but for very different reasons and results.
For negative multidimensional beings that play a part in the exercise of power in the shadow of human oligarchy, discretion is motivated by their will to keep their existence and seizure unknown.
For us, discretion is motivated by the respect of the human free will that people can exercise to manage their own affairs so that they can reach technical and spiritual maturity on their own. Humankind's entrance into the family of galactic civilisations is greatly expected.
We can appear in broad daylight and help you attain this union. We haven't done it so far, as too few of you have genuinely desired it, because of ignorance, indifference or fear, and because the emergency of the situation did not justify it. Many of those who study our appearances count the lights in the night without lighting the way. Often they think in terms of objects when it is all about conscious beings.
Who are you?
You are the offspring of many traditions that throughout time have been mutually enriched by each others' contributions. The same applies to the races at the surface of the Earth. Your goal is to unite in the respect of these roots to accomplish a common project. The appearance of your cultures seems to keep you separated because you substitute it to your deeper being. Shape is now more important than the essence of your subtle nature. For the powers in place, this prevalence of the shape constitutes the ramparts against any form of jeopardy.
You are being called on to overcome shape while still respecting it for its richness and beauty. Understanding the conscience of shape makes us love men in their diversity. Peace does not mean not making war, it consists in becoming what you are in reality: a same Fraternity.
To understand this, the number of solutions within your reach are decreasing. One of them consists in contact with another race that would reflect the image of what you are in reality.

What is your situation?
Except for rare occasions, our interventions always had very little incidence on your capacity to make collective and individual decisions about your own future. This is motivated by our knowledge of your deep psychological mechanisms.
We reached the conclusion that freedom is built every day as a being becomes aware of himself and of his environment, getting progressively rid of constraints and inertias, whatever they may be. Despite the numerous, brave and willing human consciences, those inertias are artificially maintained for the profit of a growing centralising power.
Until recently, mankind lived a satisfying control of its decisions. This can change as long as you keep this creative power in you, even if it cohabits with the dark intentions of your potential lords. This is the reason why we remain invisible. This individual power is doomed to vanish should a collective reaction of great magnitude not happen. The period to come is that of rupture, whichever it may be.
But should you wait for the last moment to find solutions ? Should you anticipate or undergo pain ?
Your history has never ceased to be marked by encounters between peoples who had to discover one another in conditions that were often conflictual. Conquests almost always happened to the detriment of others. Earth has now become a village where everyone knows everyone else but still conflicts persist and threats of all kinds get worse in duration and intensity.
Although a Human being as an individual, yet having many potential capacities, cannot exercise them with dignity. This is the case for the biggest majority of you for reasons that are essentially geopolitical.
There are several billion of you. The education of your children and your living conditions, as well as the conditions of numerous animals and much plant life are nevertheless under the thumb of a small number of your political, financial, military and religious representatives.
Your thoughts and beliefs are modelled after partisan interests to turn you into slaves while at the same time giving you the feeling that you are in total control of your destiny, which in essence is the reality.
But there is a long way between a wish and a fact when the true rules of the game at hand are unknown. This time, you are not the conqueror. Biasing information is a millenary strategy for human beings. Inducting thoughts, emotions or organisms that do not belong to you via ad hoc technologies is an even older a strategy.
Wonderful opportunities of progress stand close to big subdual and destruction threats. These dangers and opportunities exist now. However, you can only perceive what is being shown to you. The end of natural resources is programmed whereas no long-term collective project has been launched.
Ecosystem exhaustion mechanisms have exceeded irreversible limits. The scarcity of resources and their unfair distribution - resources which entry price will rise day after day - will bring about fratricide fights at a large scale, but also at the very heart of your cities and countrysides.
Hatred grows bigger but so does love. That is what keeps you confident in your ability to find solutions. But the critical mass is insufficient and a sabotage work is cleverly being carried out.
Human behaviours, formed from past habits and trainings, have such an inertia that this perspective leads you to a dead end. You entrust these problems to representatives, whose conscience of common well-being slowly fades away in front of corporatist interests, with those difficulties. They are always debating on the form but rarely on the content.
Just at the moment of action, delays will accumulate to the point when you have to submit rather than choose. This is the reason why, more than ever in your history, your decisions of today will directly and significantly impact your survival of tomorrow.
What event could radically modify this inertia that is typical of any civilisation ? Where will a collective and unifying awareness come from, that will stop this blind rushing ahead ?
Tribes, populations and human nations have always encountered and interacted with one another. Faced with the threats weighing upon the human family, it is perhaps time that a greater interaction occurred.

Who are the "third party"?
There are two ways to establish a cosmic contact with another civilisation: via its standing representatives or directly with individuals without distinction. The first way entails fights of interests, the second way brings awareness.
The first way was chosen by a group of races motivated by keeping mankind in slavery, thereby controlling Earth resources, the gene pool and human emotional energy.
The second way was chosen by a group of races allied with the cause of the Spirit of service. We have, at our end, subscribed to this disinterested cause and introduced ourselves a few years ago to representatives of the human power who refused our outstretched hand on the pretext of incompatible interests with their strategic vision.
That is why today individuals are to make this choice by themselves without any representative interfering. What we proposed in the past to those whom we believed were in a capacity to contribute to your happiness, we propose it now to ... you!
Most of you ignore that non-human creatures took part in the exercise of those centralising powers without them being neither suspected nor accessible to your senses. This is so true that they have almost very subtly taken control. They do not necessarily stand on your material plan, and that is precisely what could make them extremely efficient and frightening in the near future. However, be aware that a large number of your representatives are fighting this danger ! Be aware that not all abductions are made against you. It is difficult to recognize the truth !
How could you under such conditions exercise your free will when it is so much manipulated ? What are you really free of ?
Peace and reunification of your peoples would be a first step toward the harmony with civilisations other than yours.
That is precisely what those who manipulate you behind the scenes want to avoid at all cost because, by dividing, they reign! They also reign over those who govern you. To defend yourselves against this aggression that bears no face, you need at least to have enough information that leads to the solution.
As is also the case with humans, resistance exists amongst those dominant races. Here again, appearance will not be enough to tell the dominator from the ally. At your current state of psychism, it is extremely difficult for you to distinguish between them. In addition to your intuition, training will be necessary when the time has come.

We know that "foreigners" are considered as enemies as long as they embody the "unknown". In a first stage, the emotion that our appearance will generate will strengthen your relationships on a worldwide scale.
How could you know whether our arrival is the consequence of your collective choice ? For the simple reason that we would have otherwise been already there for a long time at your level of existence ! If we are not there yet, it is because you have not made such a decision explicitely.
Some among you might think that we would make you believe in a deliberate choice of yours so as to legitimate our arrival, though this would not be true. What interest would we have to openly offer you what you haven't got any access to yet, for the benefit of the greatest number of you ?
How could you be certain that this is not yet another subtle manoeuvre of the "third party" to better enslave you ? Because one always more efficiently fights something that is identified than the contrary. Isn't the terrorism that corrodes you a blatant example ?
Whatever, you are the sole judge in your own heart and soul ! Whatever your choice, it would be respectable and respected ! In the absence of human representatives who could potentially seduce into error you ignore everything about us as well as from about those who manipulate you without your consent.
In your situation, the precautionary principle that consists in not trying to discover us does no longer prevail. You are already in the Pandora's box that the "third party" has created around you. Whatever your decision may be you will have to get out of it.
In the face of such a dilemma, one ignorance against another, you need to ask your intuition. Do you want to see us with your own eyes, or simply believe what your thinkers say ? That is the real question!

What is going on? Something very sinister is going on.
Polls reveal that over 90% of the Americans people believe in UFO's and 95% of these people believe the government is keeping this knowledge from the public. But Why?

Are they afraid the people will panic if an "Official" announcement were made? Hardly. Such an announcement would create interest and excitement and many questions, particularly by the churches, but do not panic. Why then the continued cover-up?
There is overwhelming evidence in the past several years from "Whistle Blowers" retired military officers who have finally said, "Enough is enough! It's time the government told the people the truth!" These officers, such as Navy Intelligence officer, William Cooper, Major John Lear (whose father founded the Lear Jet Corp.) and Air Force officer William English, to name but a few, have all discovered the truth, and at the risk of their very lives, are trying to alert YOU to the secrets behind the UFO's and the Alien Presence on this earth. These people worked on the secret projects, had access to 'classified' Top Secret documents , had seen with there own eyes 'captured' aliens, or extraterrestrial entities, UFO's and the incredible technology they brought with them.
Sightings of UFO's have been reported throughout history, and biblical and historic references to "Flaming Chariots" huge flying 'birds' and odd looking beings predate our history by thousands of years. In the 1940's several alien spacecraft were recovered by the U.S. and other countries, along with a few dead aliens and one live one they named EBE (a name suggested by Dr. Vannever Bush and was short for Extraterrestrial Biological Entity).
In 1953 astronomers discovered large objects in space which were moving toward earth. At first they believed they were asteroids, but later evidence proved the objects could only be spaceships. Project Sigma and Project Plato intercepted alien radio communication and using the computer binary language, was able to arrange a landing that resulted in face-to-face contact with alien beings from another planet. Meanwhile, a race of human-looking aliens contacted the U.S. Government, warning us that the aliens orbiting the equator were hostile beings from Orion. These human-type aliens demanded we dismantle and destroy our nuclear weapons, that we were on a path of self-destruction and we must stop killing each other, stop polluting the earth, stop raping the earths natural resources and learn to live in harmony with one another. President Eisenhower rejected these demands.
Later in 1954, the race of aliens, known as Greys, from Zeta Reticuli area in space, who had been orbiting the equator, landed at Holloman Air Force Base. they stated their planet was dying and needed quarters on earth to conduct genetic experiments that might allow their race to survive; this in exchange for certain technology. President Eisenhower met with the aliens and a formal treaty was signed [Greada treaty]. The treaty stated the aliens would not interfere in our affairs and we would not interfere in theirs. We would keep their presence on earth secret; they would furnish us with advanced technology. They could abduct humans on a limited basis for the purpose of medical examination and monitoring, with the stipulation that the humans would not be harmed, would be returned to their point of abduction, that the humans have no memory of the event. It was also agreed the alien bases would be constructed underground, beneath Indian reservations in the 4 corners area of Utah, New Mexico, Arizona and Colorado. Another was to be constructed in Nevada in the area known as S-4, about 7 miles south of area 51, known as 'Dreamland'. A multi-billion dollar secret fund was organized and kept by the Military Office of the White House, supposedly to build secret underground sites for the President and the staff in case of military attacks.
By secret Executive Memorandum, NSC5410, Eisenhower established a permanent committee known as "Majority Twelve" (MJ12) to oversee and conduct all covert activities with the aliens. This included FBI director J. Edgar Hoover and six leaders of the Council on Foreign Relations, known as the 'Wise Men' and later others from the Trilateral Commision. George Bush, Gordon Dean, and Zbigniew Brzezinski were among them.
A major finding of the commission was the aliens were using humans and animals for a source on glandular secretions, enzymes, hormonal secretions, blood and in horrible genetic experiments. The aliens explained these actions as necessary for their survival, that if their genetic structure were not improved, their race would cease to exist.
The ruling powers decided that one means of funding the alien project was to corner the illegal drug market. A young ambitious member of the Council on Foreign Relations was approached. His name is George Bush who at the time was president and CEO of Zapata Oil Co. based in Texas. Zapata Oil was experimenting with offshore oil drilling and it was arranged that the drugs could be shipped from South America to the offshore platforms by fishing boats, then transferred to the U.S. shore by normal transportation, thus avoiding search by customs agents. The plan worked better than anyone expected, and today the CIA controls all the world's illegal drug markets. One should remember, it was George Bush who first started selling drugs to our children. The drug money was used to finance the deep underground alien bases.
Conclusions: the Bilderburgers, the Council on Foreign Relations and the Trilateral Commision are the SECRET GOVERNMENT and rule this nation through MJ-12 and the study group known as the Jason Society.
Throughout history the aliens have manipulated and/or ruled the human race through various secret societies, religion and the occult. By 1989 over 3 million 'Greys' are occupying these deep multi-level underground complexes. Level 7 at Dulce is called "Nightmare Hall". They have welched on their agreement on abducting humans; today over 25 million citizens have been abducted and implanted, a literal army awaiting orders to march! Within 5 months the communist monolith Russia was dismantled to unite with the U.S. and it's technology to fight the invasion. The Hubble Space Telescope was created to keep a watchful eye on the invasion fleet; Star Wars technology has been developed to hopefully stop them in outer space before they can get to the earth.
Today, the government is on the horns of a dilemma. Too may sources are releasing alien information. The public could get angry at continued secrecy. While this piece is largely correct, there is error in it.
First,the ships around the equator are Lighted beings who stabilized the planet so that the poles did not reverse after WW2. Mother was about ready to throw us off.
Second, of the supposed 3 million greys, most of these were manufactured on the earth by earth beings in underground earth labs.
Third, the use of animals for organs was for the purpose of Zionists who use the organs to grow actual fake humans, and insert them into the public at large, and for use as military without a conscience. The little greys, whether cloned on this earth, or the ones who came to this planet, do NOT need the organs and the extracted hormones from them.

There is a worldwide conspiracy being orchestrated by an extremely powerful and influential group of genetically-related individuals (at least at the highest echelons) which include many of the world's wealthiest people, top political leaders, and corporate elite, as well as members of the so-called Black Nobility of Europe (dominated by the British Crown) whose goal is to create a One World (fascist) Government, stripped of nationalistic and regional boundaries, that is obedient to their agenda. Their intention is to effect complete and total control over every human being on the planet and to dramatically reduce the world's population by 5.5 Billion people. While the name New World Order is a term frequently used today when referring to this group, it's more useful to identify the principal organizations, institutions, and individuals who make up this vast interlocking spiderweb of elite conspirators.
The Illuminati is the oldest term commonly used to refer to the 13 bloodline families (and their offshoots) that make up a major portion of this controlling elite. Most members of the Illuminati are also members in the highest ranks of numerous secretive and occult societies which in many cases extend straight back into the ancient world. The upper levels of the tightly compartmentalized (need-to-know-basis) Illuminati structural pyramid include planning committees and organizations that the public has little or no knowledge of. On page 161 of the Conspirators Hierarchy, Dr Coleman accurately summarizes the intent and purpose of the Committee of 300 as follows:

In this One World entity, population will be limited by restrictions on the number of children per family, diseases, wars, famines, until 1 billion people who are useful to the ruling class, in areas which will be strictly and clearly defined, remain as the total world population.

All laws will be uniform under a legal system of world courts practicing the same unified code of  laws, backed up by a One World Government police force and a One World unified military to enforce laws in all former countries where no national boundaries shall exist. The system will be on the basis of a welfare state; those who are obedient and subservient to the One World Government will be rewarded with the means to live; those who are rebellious will simple be starved to death or be declared outlaws, thus a target for anyone who wishes to kill them. The sheer magnitude and complex web of deceit surrounding the individuals and organizations involved in this conspiracy is mind boggling, even for the most astute among us. Most people react with disbelief and skepticism towards the topic, unaware that they have been conditioned (brainwashed) to react with skepticism by institutional and media influences that were created by the Mother of All mind control organizations: The Tavistock Institute of Human Relations in London. Author and de-programmer Fritz Springmeier (The Top 13 Illuminati Bloodlines ) says that most people have built in "slides" that short circuit the mind's critical examination process when it comes to certain sensitive topics. "Slides", Springmeier reports, is a CIA term for a conditioned type of response which dead ends a person's thinking and terminates debate or examination of the topic at hand. For example, the mention of the word "conspiracy" often solicits a slide response with many people. (Springmeier has co-authored three books on trauma-based programming which detail how the Illuminati employs highly tuned and extrememly sophisticated Mind Control (MC) training programs that begin the programming process while the intended victim is still within the womb. Mind Control is a much greater problem than most people realize. According to Cisco Wheeler, a former Illuminati mind control programmer, there are 10 million people who have been programmed as mind controlled slaves using trauma-based MC programs with names like Monarch and MK Ultra. The newer, non-trauma, electronic means of MC programming that grew out of the Montauk Project, may include millions more. Al Bielek, who played a principle role in the development of the Montauk Project, said that there likely 10 million victims of Montauk style mind control programming worldwide, the majority located in the USA. He also said that there are covert Montauk Programming 'Centers' in every major city in the U.S. )
What most Americans believe to be "Public Opinion" is in reality carefully crafted and scripted propaganda designed to elicit a desired behavioral response from the public. Public opinion polls are really taken with the intent of gauging the public's acceptance of the Illuminati's planned programs. A strong showing in the polls tells the Illuminati that the programing is "taking", while a poor showing tells the NWO manipulators that they have to recast or "tweak" the programming until the desired response is achieved. While the thrust and content of the propaganda is decided at Tavistock, implementation of the propaganda is executed in the United States by well over 200 'think tanks' such as the Rand Corporation and the Brookings Institute which are overseen and directed by the top NWO mind control organization in the United States, the Stanford Research Institute (SRI) in Menlo Park, California.
The NWO global conspirators manifest their agenda through the skillful manipulation of human emotions, especially fear. In the past centuries, they have repeatedly utilized a contrivance that NWO researcher and author David Icke has characterized in his latest book, The Biggest Secret, as Problem, Reaction, and Solution.
The technique is as follows: Illuminati strategists create the Problem- by funding , assembling, and training an "opposition" group to stimulate turmoil in an established political power (sovereign country, region, continent, etc.) that they wish to impinge upon and thus create opposing factions in a conflict that the Illuminati themselves maneuvered into existence. In recent decades, so called "opposition" groups are usually identified in the media as 'freedom fighters' or 'liberators' (recently the KLA-Kosovo Liberation Army).
At the same time, the leader of the established political power where the conflict is being orchestrated is demonized and, on cue, referred to as 'another Hitler' (take your pick: Saddam Hussein, Milosevic, Kadaffi, etc.). The 'freedom fighters' are not infrequently assembled from a local criminal element (i.e. KLA, drug traffickers). In the spirit of true Machiavellian deceit, the same NWO strategists are equally involved in covertly arming and advising the leader of the established power as well (the Illuminati always profits from any armed conflict by loaning money, arming, and supplying all parties involved in a war).
The conflict is drawn to the world stage by the controlled  media outlets with a barrage of photos and video tape reports of horrific and bloody atrocities suffered by innocent civilians. The cry goes up "Something has to be done!" And That is the desired Reaction (note: the  same technique is presently being used to bring about gun control in the United States).
The NWO puppeteers then provide the Solution by sending in UN 'Peace Keepers' (Bosnia) or a UN 'Coalition Force' (Gulf War) or NATO Bombers and then ground troops (Kosovo). Once installed, the 'peace keepers' never leave (Bosnia, Kosovo).  The idea is to have NWO controlled ground troops in all major countries or strategic areas where significant resistance to the New World Order takeover is likely to be encountered.
East Timor, Indosnesia. (9/14/99) Virtually , the same strategy used to occupy Kosovo with UN/NATO troops was applied by the NWO manipulators to take military control of  East Timor. Once again, the same morality play is trotted out for public consumption: the local evil and demonic Indonesian Army trained militias responsible for the slaughter of innocent civilians following the August 30 vote for Independence (from Indonesian control), must be stopped at all costs. This time, Australia (to keep up the appearance of an 'international' humantarian effort) will lead the charge with 'peacekeeping' troops. Of course, it didn't take long for Madeline Albright to announce that US 'support assets' will be part of the "UN Peacekeeping Team". In a  front page story in the LA Times (9/13/99), Mike Jendrzejczyk  of Human Rights Watch (an Illuminati front group) in Washington DC  said that it's "crucial" that "peacekeepers have the authority to disarm militia forces and any Indonesian soldiers actively working with them". ]
The local, sovereign military force is either defeated (i.e. Yugoslavia) or, as in the case of the United States itself, replaced by foreign UN "Partnership For Peace" (PFP) troops who take over the jobs of  US soldiers who have been sent overseas on  'peacekeeping' missions. In addition to being killed in ground conflicts on foreign soil, US military forces will likely be reduced in the next few years through disease induced attrition (i.e. from mandatory Anthrax Vaccinations required of all US military personnel). These vaccinations will, in all probability, eventually produce the symptoms of the so-called Gulf War Illness, which was acquired by a certain percentage of Gulf War soldiers who were given a "special" anthrax vaccine (intended by the Illuminati/CIA as a test run to ascertain how quickly (and fatally) the disease would progress with a substantial population of healthy young men and women).
The corporate portion of the NWO pyramid seems to be dominated by international bankers and the big pharmaceutical cartels, as well as other major multinational corporations. The Royal Family of England, namely Queen Elizabeth II and the House of Windsor, (who are, in fact, descendants of the German arm of European Royalty -the Saxe-Coburg-Gotha family-changed the name to Windsor in 1914 ), are high level players, along with the British oligarchy which controls the upper strata of the Illuminati. The decision making Illuminati nerve centers of  this effort are in the London (especially the City of London), Basel Switzerland, and Brussels (NATO headquarters).
The United Nations, along with all the agencies working under the UN umbrella, such as the World Health Organization (WHO), are full time players in this scheme. Similarly, NATO is a military tool of the NWO.
The leaders of all major industrial countries like the United States, England, Germany, Italy, Australia, New Zealand, etc. (E.g. members of the "G7/G8" ) are active and fully cooperative participants in this conspiracy. In this century, the degree of control exerted by the Illuminati has advanced to the point that only certain hand-picked individuals, who are groomed and selected by the Illuminati are even eligible to become the prime minister or president of countries like England, Germany, or The United States. It didn't matter whether Bill Clinton or Bob Dole won the Presidency  in 1996, the  results would have been the same (except maybe for Zipper Gate ). Both men are playing on the same team for the same ball club. Anyone who isn't a team player is taken out: i.e.President Kennedy, Ali Bhutto (Pakistan) and Aldo Moro (Italy). More recently, Admiral Borda and William Colby were also killed because they were either unwilling to go along with the conspiracy to destroy America, weren't cooperating in some capacity, or were attempting to expose/ thwart the Takeover agenda.
Most of the major  wars, political upheavals,  and economic depression/recessions of the past 100 years (and earlier)  were carefully planned and instigated by the machinations of these elites. They include The Spanish-American War (1898), World War I and World War II; TheGreat Depression; the Bolshevik Revolution of 1917; the Rise of Nazi Germany; the Korean War; the Vietnam War; the 1989-91"fall" of Soviet Communism, the 1991 Gulf War;  and the recent War in Kosovo. Even the French Revolution was an orchestrated into existence by the Barvaian Illuminati and the House of Rothchild.
FEMA
In America, the Federal Emergency Management Administration (FEMA) was created in 1979 under Presidential Memorandum 32 authored for President Carter by Prof. Samuel P. Huntington, a Harvard professor and former FEMA Advisory Board chairman. Huntington wrote the Seminal Peace for the Trilateral Commission in the mid 70's, in which he criticized democracy and economic development as outdated ideas. As co-author of another report prepared for the Trilateral Commissiosn, The Crisis of Democracy, Huntington wrote:
"We have come to recognize that there are potential desirable limits to economic growth. There are also potentially desirable limits to the indefinite extension of political democracy. A government which lacks authority will have little ability short of cataclysmic crisis to impose on its people the sacrifices which may be necessary."
Huntington's ideas were rewritten into National Security Decision Directive #47 (NSDD47), which was enacted in July 1982 by President Reagan. Treated as a passing footnote by the media, this law identified legitimate areas to be upgraded to maintain national defense, but it also laid the groundwork for Emergency Mobilization Preparedness, a plan under which existing socio/economic regulations or other legal constraints would be waived in the event of a national emergency. This plan was further strengthened in Public Law 101-647, signed by President Bush in November 1990.What it boils down to is this: in the event that the President declares a national emergency, for any reason (from major earthquakes to increased international tensions or economic /financial crisis of any stripe), FEMA can then, at their discretion, implement Executive Orders 10995 through 11005. These Executive Orders permit a takeover by FEMA of local, state, and national governments and the suspension of constitutional guarantees. FEMA will have the authority to exert any sort of control that it deems necessary upon the American public. A trained National Police Force, formally referred to by the name of Multi Jurisdictional Task Force (MJTF), wearing black uniforms and composed of:
1. specially selected US military personnel
2. foreign military units carrying United Nations ID cards, and
3. specially trained existing police groups from larger metropolitan American cities.
These members of the MJTF will implement and enforce martial law under the direction and controlof FEMA. The President and Congress are out of the loop.
FEMA is the Trojan Horse by which the New World Order will implement overt, police-state control over the American populace.
War on Drugs
The "War on Drugs" is a cruel joke. The US government, specifically the CIA, is the biggest 'drug lord' on the planet. Drug money is used to pay for innumerable 'black projects', including the construction of huge underground cities housing both humans and aliens working with the secret US government.
The instigation of a trumped-up war as a cover for amassing  fortunes can be dated back to at least the 12th Century when only a core group of nine members of an Illuminati group called the Knights Templar, the military arm of an Illuminati secret society known as the Priory of Sion, kicked off the The Crusades that lasted for over a century and a half. A rift later developed between the Templars and the Priory of Sion when Jerusalem was lost to Saracen Turks in 1187. In 1307, the king of France, Philippe the Fair (a Merovingian Illuminati), coveted the wealth and was jealous of the Templars' power. The French king, being a puppet of the Priory of Sion, set out to arrest all the Templars in France on October 13. While many Templars were seized and tortured, including their Grand Master, Jacques de Molay, many other Templars (who had been tipped off) escaped. They eventually resurfaced in Portugal, in Malta (as the Knights of Malta) and later in Scotland as The Scottish Rites of Free Masonry.
The acquisition and consolidation of ever greater wealth, natural resources, total political power, and control over others are the motivating forces which drives the decisions of the Illuminati. The toll in human suffering and the loss of innocent lives are non issues for these individuals, who are aligned with very dark and malevolent 4th dimensional aliens. The dominant group of 4th dimentional malevolent aliens controlling and manipulating the human Iluminati are known as Draconians or Drakos Reptilians. Not all alien reptilians are of a negative spiritual orientation.
Mind Control

On Aug. 17, Germany became the latest country to remove longstanding protections for civilian populations from military intervention in domestic conflicts. In a new court ruling, which repealed laws created out of the Nazi era in Germany, the governmentcan now use the military against citizens in extreme cases, joining the U.S. and other nation states who have removed the dividing line between civilian and military policing.

The German military will in future be able to use its weapons on German streets in an extreme situation, the Federal Constitutional Court says.

The ruling says the armed forces can be deployed only if Germany faces an assault of "catastrophic proportions", but not to control demonstrations. - BBC

In the United States, Northcom was created shortly after 911 to be an military command dedicated to threats within the homeland, and instituted a discontinuation of Posse Comitatus, which had separated civilian police from military use on citizens since the end of the Civil War. Since its inception in 2002, the Federal government has expanded its sphere of influence over Americans with the creation of the Department of Homeland Security, and the militarization of many bureaucratic agencies. In fact, the majority of these increases have taken effect since the credit crisis of 2008.

In 2010, the Federal Reserve secretly ordered five major U.S. banks to develop plans in case of an economic and banking collapse, even while telling the American people that the banking crisis was over. Revelations of this order coincided with several well respected economists declaring that a major economic collapse was inevitable, and could come within months.

Europe's financial system remains in turmoil, and is increasingly growing insolvent. New estimates show that European banks are holding more than one trillion Euros worth of toxic assets, which is a 9% increase from just last year. Impotency by the Troika over how to fund the growing debt issues in many Euro states is already leading to civil unrest in Spain, Italy, Greece, and Ireland. It is inevitable that governments know that civilian revolts and rioting will escalate, especially with growing shortages in energy and food due to war and global drought.

In the past six months, the U.S. government has been purchasing nearly a billion rounds of ammunition for agencies that do not even carry a military or policing purpose. This growing stockpile of bullets, to include hollow point rounds for theSocial Security Administration, brings into question the overall purpose and plan for militarizing domestic economic agencies outside their scope and mission.

Since 911, the Federal government in the U.S., along with Britain, and now Germany, have increased their military and surveillance presence on their own civilian populations, even as potential and actual terror plots have decreased in these nations. However, if one looks at when the primary growth in the militarization of domestic policing activities took off, the ground zero event was the 2008 credit crisis, and not due an increase in terror events. Unrest since that time has been primarily economic, with several nation states like Egypt and Libya, succumbing to political turnover.

The potential for economic collapse, civil unrest, revolution, and societal collapse are increasing exponentially across the West, and in other global economies. Since the credit crisis of 2008, several nations have removed longstanding civilian protections from military policing of domestic events, with Germany now being the newest country to overrule decades long legislation that assured protections for their citizens in domestic disputes.

Report of investigations by Federal Reserve and department of justice follows $340m settlement by Standard Chartered

US authorities are investigating Royal Bank of Scotland for possible violations of sanctions with Iran,the Financial Times reports.
The Federal Reserve and department of justice are conducting the investigation, the paper said, citing several people close to the situation. The investigation comes after the British bank volunteered information to US and UK regulators 18 months ago, the Financial Times said.
Ed Canaday, a spokesman for RBS, declined comment.
But in its quarterly report filed on 8 August, RBS said it had "initiated discussions with UK and US authorities to discuss its historical compliance with applicable laws and regulations, including US economic sanctions regulations". The bank said it could not predict the outcome of those discussions.
RBS made a similar disclosure to investors 18 months ago.
A spokesman for the Federal Reserve said it could not "comment on supervisory matters pertaining to individual institutions". A representative at the justice department did not respond to a request for comment.
The report of the investigations into RBS followed last week's $340m (£215m) settlement by Standard Chartered. The British bank had been accused by the New York Department of Financial Services of concealing $250bn in Iranian transactions.
The Financial Times said the New York state agency was not investigating RBS.
In 2010, RBS agreed to pay $500m to settle similar allegations by US federal authorities that ABN Amro, a Dutch bank RBS acquired in 2007, had violated US sanction laws.

So what can we expect to come of this? In all honesty I believe that even the most naive are beginning to realize that these too big to fail financial behemoths are operating above the law. They quite simply hold the nations they reside in to ransom. To quote a Rothschild.

"Give me control over a nations currency, and I care not who makes its laws"

What I expect to see here is a small fine. Now I say small in banking terms. It will probably amount to less than the profit made by the crime they are being fined for. Which is about as useful as a snooze button on a smoke alarm. Or Tony Blair as Peace Envoy. But lets face it, it isn't meant to be fair. The idea is to settle the issue as efficiently as possible in order to placate the masses.  Basically they will receive a light spanking. Nothing more! 

A few months ago RBS enraged the entire United Kingdom with a catastrophic computer glitch. They informed the masses that it would be dealt with swiftly and that no customer would be left destitute. As always with Banks, it was a complete and utter lie.

I was unable to access any of my funds for 2 weeks. I could not pay my bills. I could not feed and care for my family. Their call centers were woefully inadequate. After roughly £50 worth of phone calls I managed to get hold of somebody who was offering me £13 to feed and care for my family until the system was restored. That was an offer I abruptly turned down as that would just about cover 1 container of baby formula. (I have 2 children) so asked to speak to that persons manager who informed me "We have strict guidelines that we cannot deviate from" To which I responded "I have an opportunity to appear live on the national  news this evening. They would like to interview me because your company has informed them that the problem has been resolved and that you are taking care of your customers needs" He then replied "Could you hold for 1 moment while a make a call" So I said "yes" (Cue the crappy 80s porno music) The manager then told me "I can give you £50 until the issue is resolved" I said "I will accept no less than £100 if not set your TV box to record BBC1 at 6pm and you can put a face to my name" 

I got my £100 but the vast majority of people affected were left destitute!
