Russia will not go to war with the people of Ukraine, but will use its troops to protect citizens, if radicals with clout in Kiev now try to use violence against Ukrainian civilians, particularly ethnic Russians, Putin told the media.
Putin, who was given a mandate by the Russian senate to use military force to protect civilians in Ukraine, said there is no need for such an action yet.
Putin cited the actions of radical activists in Ukraine, including the chaining of an official to a stage as public humiliation and the killing of a technician during an opposition siege of a parliamentary building, as justification for Russia to be concerned for the lives and well-being of people in eastern and southern Ukraine.
Incidents like those are why Russia reserves the option of troop deployment on the table.
Russia is not planning to go to war with the Ukrainian people, Putin stressed, when a journalist asked if he was afraid of war. But Russian troops would prevent any attempts to target Ukrainian civilians, should they be deployed.
Putin dismissed the notion that the uniformed armed people without insignia who are currently present in Crimea are Russian soldiers. He said they are members of the Crimean self-defense forces and that they are no better equipped and trained than some radical fighters who took part in the ousting of Yanukovich.
He assured that the surprise military drills in Russia’s west which ended on Tuesday had nothing to do with the Ukrainian situation.

Sanction threats are counterproductive

Asked about criticism of Russia over its stance on Ukraine, Putin dismissed the accusations that Russia is acting illegitimately. He stated that even if Russia does use force in Ukraine, it would not violate international law.
At the same time he accused the United States and its allies of having no regard to legitimacy, when they use military force in pursuit of their own national interests. He cited the campaigns in Iraq and in Libya as examples of such behavior.
As for the sanctions Russia faces over Ukraine, Putin said those threatening them should think of the consequences to themselves if they follow that path. In an interconnected world a country may hurt another country if it wishes, but it would be damaged too.
Threats are counterproductive in this situation, Putin warned. He added that if G8 members choose not to go to Sochi for a planned G8 summit, that would be up to them.

Putin sympathies with Maidan protesters, rejects coup

Putin stressed that the Ukrainian people had a legitimate reason to protest against Yanukovich’s power, considering the overwhelming corruption and other faults of his presidency.
But he objected to the illegitimate way his ouster took place, because it undermined the political stability in the country.
He said that while he personally was not fond of months-long streets protests as a means to pressure the government, he sympathized with the Maidan demonstration members, who were genuinely outraged with the situation in Ukraine.
But at the same time he warned that what happens in Ukraine now may be a replacement of one group of crooks with another, citing the appointments of certain wealthy businessmen with questionable reputations.
Asked about the presence of snipers during the violent confrontation in Kiev last month, Putin said he was not aware of any order from the Yanukovich government to use firearms against the protesters. He alleged that the shooters could have been provocateurs from one of the opposition forces. He added that what he was sure of is the fact that police officers were shot at with lethal arms during the confrontation.
Yanukovich is certainly powerless in Ukraine, but legally speaking he is the legitimate president of the country, Putin said. The way the new authorities in Kiev replaced him did not enhance their credibility.
At the same time Putin does not see any political future for Yanukovich, which he told the ousted Ukrainian president himself. He added that Russia allowed him to come to its territory for humanitarian reasons, because if he remained in Ukraine he could have been summarily executed.

Equal participation in Ukraine's future for all Ukrainians

The Russian government is currently engaging with the self-proclaimed govern of Ukraine with the goal of preserving economic ties between the two countries. However, any normal relations would only be possible after Ukraine has fully legitimate branches of government, Putin said. He considers that he has no counterpart in Kiev now, so he personally has no partner to communicate with.
The Russian president stressed that Russia wants to see equal participation of all citizens of Ukraine in defining the future of the country. The resistance to the authorities in Kiev, which is evident currently in the eastern and southern Ukraine, shows clearly that currently Kiev does not have a nationwide mandate to govern the country.
Russia will be watching the planned presidential election in Ukraine, Putin said. If it is conducted in an atmosphere of terror, Russia will consider it unfair and will not recognize its results, he warned.
Putin commented on the issue of Ukraine’s territorial integrity, which Russia committed to preserve. He said that Western powers reject Russia’s assessment of the events in Ukraine as a coup and insist on calling it a revolution.
Some Russian experts, Putin warned that if Ukraine had undergone a revolution, then the nation that came out of it is not the same that it was before, similarly to how Russia transformed after the Bolshevik Revolution in 1917.

If this is the case, Moscow may consider itself no longer bound by any treaties it has with Ukraine, Putin warned.

[ Editors Notes:  Well this comes as no surprise. Western paper tigers, yes with lots of weapons and military forces staged all over, but also with 'house of cards' financial systems ready to collapse with one false move, are being called on their 'huff and puff' routine.
Russia calling the West's bluff. Sure, Putin will absorb the pounding of the Russian ruble, as he knows he can't control the market fluctuations. But just like Europe and other countries learned with the Iran sanctions, all the trade and jobs lost were a huge senseless waste.
And it was done at such a crucial economic time, and now we know Iran never had a nuclear weapons program as claimed by the US and Israel but who never supported with any hard Intel. What's not to love about that kind of leadership, when it is actually an embarrassment to the word itself?
And they don't blame Iran either. The world knows who the aggressors really were but most countries were in no position to stand up to the American bully, especially now that the US has demonstrated it will deploy proxy terror brigades WHILE fighting a War on Terror.
And what could they do when they see the US pretty much getting away with it back home in the land where people are free, but not from stupidity it seems?
If the West wants to kiss off Russian trade, Putin is saying be his guest...and we will see who manages the financial collapse better. What these aggressive trade war tactics have shown is a West thinking they are going to climb out of their economic problems by looting former Soviet states.
And the intended victims are now thinking “let's just go ahead and crash the financial system now and we will watch how you explain that to your people. Maybe we will have some more sensible people to deal with for the recovery.”

The only silver lining I see in all this is that never before has the poverty of leadership in the West been more evident than now, their accepting no responsibility whatsoever for all of their failed policies and corruption. You won’t read about it anywhere. We could say the problem, and that term is an understatement, was caused by many factors. This is not the truth. We know who caused it, we know why. Insiders call it an “apocalypse.” It is the utter and absolute collapse of American intelligence capabilities.
If current American policy seems disjointed, inconsistent and unfocused, there is a reason. American government is and has been more than “blind.”
The “big lie” message intended as a “cover and deception” exercise, a war on an imaginary “Islamo-facist superpower,” has now written itself into a fearsome reality none can or will stand against.
A dream world set up by con men and gangsters is now perpetuated in, not only popular fiction and orchestrated news but parroted around the world by those fearful of failing to comply with prevailing conspiracies.
Worse still, those who should know better, high level intelligence, military and law enforcement officials are part of the problem. Those who had spoken out from day one, men like Pakistan’s former ISI Director General, Hamid Gul and so many others, have been under continual attack.

A recent highly classified report seen only by select members of congress has cited the entire American intelligence community, from squad level to the Pentagon to the agencies themselves, the 16 or so we know of and the several so dark just following their funding alone is a dizzying process, as totally worthless.
Equipment doesn’t work, predictive software is a joke, information flow is non-existent, in fact, no one that needs information ever has it, not real information, not the truth.
American intelligence, the tens of billions of dollars spent each year seems, as the secret study notes, to exist only to mislead, obfuscate and misinform.
“American intelligence” is, in fact, a form of infection, a cancer at every level of every organization, seemingly, as the report indicates, tasked with supporting a “narrative inconsistent with national interest and reality as we know it.”
The problem is with American intelligence, not just the CIA or NSA, not simply the failure to stop “9/11” or find those missing WMD’s. The failure is so broad it could be described as “epic.” Nothing works, no matter how advanced the technology, how many spies were hired, how many diplomats or scientists have been blackmailed or bribed.
A clear decision was made well before the questionable, I am being generous again, let’s admit it, “rigged” 2000 election. This was the actual approach: “Since we know what we want anyway, an “event” to drive a suppression of dissent in the US prior to a global restructuring…”
The actors, Wolfowitz, Kristol, Cheney, Rumsfeld, Bush, may well only have been just that, “actors.” When playing out a tragedy with real blood, a certain “moral flexibility” is always desired.

The problem began with “privatization.” By 2005, most US intelligence functions from intelligence gathering to analysis had been outsourced. The companies getting the contracts were, for the most part, offshoots of the neocon political agenda.
Each was formed by a key member of congress in collusion with financial backers who, in turn, looked to “less capable” former members of military or intelligence groups who were willing to “do anything for a buck.”
This is where Blackwater came from, an offshoot of Michigan GOP politics, a former gubernatorial candidate, Dick DeVos, a billionaire, major contributor to right wing causes. Erik Prince is Dick DeVos’ son in law.
DeVos himself is one of the biggest “political fixers” in the US. We all know the history of Blackwater, a company that began from nothing and became, not only the biggest player in the “War on Terror” with billions in no-bid contracts, but also a huge embarrassment to the United States.
Halliburton is worse, an oil supply company that fed our troops, furnished water, at times water taken directly out of the Euphrates River laded with effluent (human feces), carrying a myriad of diseases.
The majority of companies are small, subcontractors to Lockheed or General Dynamics and other defense conglomerates. The hammer is falling on them first. For years they have simply fabricated intelligence or created broad mixes of total fiction with some fact, always pushing a political agenda that supported Bush foreign policy.
In turn, they also supported the creation and growth of the massive narcotics industry in Afghanistan, one that has flooded the US political system with unaccountable cash laundered through unlimited corporate “slush money” made allowable through a highly controversial 5/4 US Supreme Court decision in the “Citizens United” case.
The virtual “army” of intelligence fabricators, small firms tasked with creating and supporting a fictional narrative of America besieged by imaginary enemies, many of late proving to be of its own making, are now finding themselves accountable for their misdeeds.
However, it is they who are accountable and not the conglomerates and dozens of key members of congress who helped orchestrate the fraud that has, for over a decade, manipulated events beginning with 9/11 and continuing to this day in Syria, the Ukraine and elsewhere.

We have no “baseline” to cite divergence, when popular mythology took a very special bent into the “Twilight Zone.” Using 9/11 is a convenience but, more truthfully, the first mentions of Al Qaeda, a post-Gladio construct, and bin Laden as a “terrorist mastermind” are perhaps a good place to start.
What America has awakened to and is now trying to repair is more than simple organized crime taking control of a government or the action of a clandestine “ministry of propaganda” pushing a nation into an uncontrollable tailspin.
As of today, not just in the US but around the world, anyone who stands up to the fictional narrative written at PNAC (Project for a New American Century) those long years ago, reinforced through the Heritage Foundation, Rand Corporation, Potomac Institute, the American Enterprise Institute, the US Chamber of Commerce and others, faces being branded a terrorist or despot.
Any “truth teller” operating in any realm other than “alternative media” will end up in a fiery car crash, die of a mysterious “cancer” or, if a national leader, find himself subject to a “color revolution” or worse.
As for America and its intelligence output, its official history and the continuing descent into a geopolitical milieu based on “Imagineering” and psychobabble, there may well be no way to correct what has been imprinted into the collective “intelligence” of millions. Please excuse my misuse of the term “intelligence.”

Picture yourself as an American. One day you awaken and find Senator John McCain not only meeting with Al Qaeda leaders but openly backing arming them, not just with guns but missiles capable of downing airliners anywhere in the world.
Nobody says anything; nothing can be so absurd that Americans can’t simply listen, ignore and move on with life. What can’t be accomplished is the rebuilding of America’s national intelligence framework, not with what is available.
Even though American military and intelligence policy makers have openly accepted what others have long known, that living in an imaginary universe and expecting salient intelligence analysis is, just perhaps, an unreasonable expectation, America believes it can clean its own house and not end up with more of the same.
The term “purge” comes to mind. Even that would not be enough.

So much for "isolating" Russia. The Chinese government is publicly siding with Russia on the crisis in Ukraine, and that is very bad news for the United States. Not only does it mean that the U.S. is essentially powerless to do anything about the situation in Ukraine, it also means that Russia and China are starting to understand how much economic leverage that they really have. Yes, the Obama administration can threaten to slap "sanctions" on Russia or threaten to kick Russia "out of the G8", but those actions would not actually hurt too much. On the other hand, Russia and China hold approximately 25 percent of all foreign-owned U.S. debt, and if they started massively dumping U.S. debt it could rapidly create a nightmare scenario. In addition, it is important to remember that Russia is the largest exporter of natural gas and the second largest exporter of oil in the world. And China now imports more oil than anyone else on the planet does, including the United States. If Russia and China got together and decided to kill the petrodollar, they could do it almost overnight. So when it comes to Ukraine, it is definitely not the United States that has the leverage.

If China and the rest of the world abandoned Russia over Ukraine, that would be one thing. But that is not happening at all. In fact, China has chosen to publicly stand with Russia on this issue. The following is from a Sky News article entitled "Russia And China 'In Agreement' Over Ukraine"...
Russian foreign minister Sergei Lavrov discussed Ukraine by telephone with his Chinese counterpart, Wang Yi, on Monday, and claimed they had "broadly coinciding points of view" on the situation there, according to a ministry statement.

And Chinese state news agency Xinhua is publicly rebuking the West for their handling of the Ukrainian crisis...
China's state news agency Xinhua accused western powers of adopting a Cold War- like mindset towards Russia, trying to isolate Moscow at a time when much needed mediation is need to reach a diplomatic solution to the crisis in Crimea.

"Based on the fact that Russia and Ukraine have deep cultural, historical and economic connections, it is time for Western powers to abandon their Cold War thinking. Stop trying to exclude Russia from the political crisis they failed to mediate, and respect Russia's unique role in mapping out the future of Ukraine," Xinhua wrote in an opinion piece.

Apparently clueless as to how the geopolitical chips are falling, the Obama administration is busy planning all sorts of ways that it can punish Russia...
Behind the scenes, Obama administration officials are preparing a series of possible battle plans for a potential economic assault on Russia in response to its invasion of Ukraine, an administration source close to the issue told The Daily Beast. The situation in the Ukraine is potentially one of the greatest geopolitical risks since the end of the Cold War.

A senior adviser to Putin said this morning that if the United States were to impose sanctions on Russia over Ukraine, Moscow might be forced to drop the dollar as a reserve currency and refuse to pay off loans to U.S. banks.

Gold climbed $26.80 or 2.02% yesterday to $1,351.40/oz. Silver rose $0.26 or 1.23% at $21.43/oz.

Gold dropped 0.8% today as equities bounced higher after reports that Russian President Vladimir Putin had ordered troops engaged in exercises in an area which borders Ukraine to return to their base.

Gold rallied to a four-month high yesterday after investors sold risk assets following Russia’s military intervention, which prompted the United States to look at a series of economic and diplomatic sanctions to isolate Moscow.

As ever, it is always difficult to be prescriptive and pinpoint price movements on specific events. It is arguable, that gold could have risen over 1.5% yesterday even if events in Ukraine were not leading to a deterioration in relations between Russia and the West.

This is because gold still has strong fundamentals which is leading to robust global demand – especially from China.

Just a quick comment on the word going around about the US waging an economic war on Russia with sanctions and asset confiscations...REALLY?!

Even the thought of the Obama Administration thinking they could win that war is laughable!

Putin knows everything that we know about the US government involvement in gold and silver manipulation. Putin sent his closest economic adviser, Andrey Bykov, to two GATA Conferences on gold price manipulation and he stated that they were the best economic conference he had ever attended!

Why stop there? Putin knows about The Road to Roota also if he follows GATA!

Here's a simple statement that Putin could make to immediately negate any US economic attack:

"Russia has decided to use our $200B in US Dollar Reserves to buy physical silver in the open market taking it out of the exchange warehouses and bring it home to Russia as part of our strategic monetary reserves."

Andrew Procter to Join Law Firm Herbert Smith Freehills as Partner

LONDON— Deutsche Bank AG 's global compliance and regulatory-affairs chief, Andrew Procter, has resigned from the bank to join law firm Herbert Smith Freehills LLP as partner, starting in June.
Mr. Procter is leaving Deutsche Bank as it faces a wide range of regulatory challenges in Europe, the U.K. and the U.S.
A person familiar with the matter said Mr. Procter was approached by Herbert Smith Freehills in late 2013 and that his departure is unrelated to Deutsche Bank's current legal and regulatory issues.
"Andrew has been a highly valued colleague for nine years, and we wish him well in his new role which begins in June after a transition period," a Deutsche Bank spokesman said.
The bank hasn't chosen a replacement, the person said.
Mr. Procter joined Deutsche Bank in 2005 and held the title of global head of compliance and government and regulatory affairs. From 2001 to 2005, he was enforcement chief at the U.K. Financial Services Authority.
Deutsche Bank in an internal email to employees said Mr. Procter "made a decision to return to legal practice" and praised his work at the bank. The memo, which was confirmed by a bank spokesman, was signed by Stephan Leithner, chief executive officer of Europe except Germany and the U.K., and a member of the management board.
"I would like to express my personal gratitude for the wise counsel and insight that Andrew has provided to me and to the Bank over nine years across the portfolio of his responsibilities," Mr. Leithner said in his email. "He leaves a strong and committed function with an experienced senior team."
The memo said the bank's chief governance officer and deputy global compliance chief, Daniela Weber-Rey, will work with regional compliance heads during the transition related to Mr. Procter's departure.
Mr. Procter will be based in London, a Herbert Smith Freehills spokeswoman said. He will join its global financial-services regulatory practice.
"With his technical expertise and strategic judgment, he is ideally placed to assist with the increasingly difficult calls facing Herbert Smith Freehills' financial services clients in the contentious and non-contentious spheres," the law firm said in a news release.

OH, RUSSIA DIDN'T INVADE UKRAINE AFTER ALL!

WASHNGTON – Russia’s military presence in the Crimean Peninsula in Ukraine has been described as an “invasion” and a “takeover” of the region by troops that now have surrounded two marine bases in an ongoing stand-off.
However, Russian troop movements on the Crimean Peninsula are permitted under a 1997 Partition Treaty signed between Russia and Ukraine, as long as there are not more than 25,000 Russian troops.
At present, the Russians have about 16,000 troops on the peninsula, which means a further increase of troops would be permitted.
The Kremlin contends the move is to protect ethnic Russians who make up a majority of the population on the peninsula and in eastern Ukraine. Moscow asserts that ethnic Russians, especially in the Crimea, are being threatened by ultra-nationalists, as WND recently reported.
Meantime, there is concern on Capitol Hill that Russian troop movements were not anticipated by the U.S. intelligence community, resulting in impending oversight hearings to find out why.
According to House Intelligence Committee Chairman Mike Rogers, there was debate within the intelligence community about whether Russian troops were on the move in Crimea, prompting public allegations that the Obama administration was caught by surprise.
The treaty
In addition to the limit of 25,000 troops, Russia Today said the agreement allows on Crimean territory 24 artillery systems with a caliber smaller than 100mm, 132 armored vehicles and 22 military aircraft.
Further, there are five Russian naval units stationed in the port city of Sevastopol as allowed under the treaty. The units are:
  • The 30th Surface Ship Division, which is formed by the 11th anti-submarine Ship Brigade. It comprises the Black Sea Fleet’s flagship missile cruiser, Moskva, Kerchg, Ochakov, Smetlivy, Ladny and Pytivy, as well as the 197th Landing Ship Brigade, which consists of seven large amphibious vessels.
  • The 41st Missile Boat Brigade, which includes the 166th Fast Attack Craft Division consisting of Bora and Samum hovercrafts and the small missile ships Mirazh and Shtil and the 295th missile Boat Division.
  • The 247th Separate Submarine Division, consisting of two diesel submarines, the B-871 Alrosa and B-380 Svyatoy Kryaz Georgy.
  • The 68th Harbor Defense Ship Brigade, consisting of four vessels of the 400th Anti-submarine Ship Battalion and 418 Mine Hunting Ship Division.
  • The 422nd Separate Hydrographic Ship Division comprising the Cheleken, Stvor, Donuzlav andGS-402 survey vessels and hydrographic boats.
  • Two Russian air bases in Kacha and Gvardeysky.
Russia also has coastal forces that consist of the 1096th Separate Anti-Aircraft Missile Regiment in Sevastopol and the 810th Marine Brigade, which includes 2,000 marines.
Sources point out that the Russian military units are restricted to their bases, although there are persistent reports that Russian troops are swarming all over the peninsula.
The sources say that Russian President Vladimir Putin moved troops into Crimea in response to a request from authorities of the Ukrainian Autonomous Republic of Crimea.
The prime minister of the Crimean autonomous region is Sergiy Aksyonov, a pro-Russian politician who was elected by Crimea’s regional parliament.
Aksyonov has given orders to Ukrainian naval forces on the peninsula to disregard any orders from the “self-proclaimed” interim government in Kiev, which took over following the ouster of the democratically elected Ukrainian president, Viktor Yanukovych.
Yanukovych has sought refuge in Moscow.
On March 1, Rear Admiral Denys Berezovsky, who had been appointed chief of the Ukrainian navy only a day earlier, announced alongside Aksynov that he had defected to the Crimean autonomous region.
The Russians have long-standing ties to the Crimean Peninsula. The links go back to Catherine the Great in the 18th century when Russia took Ukraine and Crimea from the Ottoman Empire.
In 1954, then-Soviet Premier Nikita Khrushchev, who was half-Ukrainian, gave the Crimea to Ukraine as a gift.
After Ukraine became independent in 1991 when the Soviet Union broke up, Russian President Boris Yeltsin entered into an agreement with Ukraine to base Russia’s Black Sea fleet at Sevastopol under a lease until 2017. That lease recently was extended to 2042, although the Kiev interim government is attempting to abrogate that agreement.
Yeltsen also signed in 1994 the Budapest Memorandum, which was to guarantee the territorial integrity of Ukraine. As WND reported, however, it lacked any enforcement provision for military assistance should there be an attack.
The memorandum was signed in exchange for Ukraine giving up its nuclear weapons.
In addition to Yeltsin, U.S. President Bill Clinton, British Prime Minister John Major and Ukrainian President Leonid Kuchma signed the agreement.
