The United States and the European Union hit Russia with new sanctions Tuesday, as they escalated a major diplomatic battle with Russian President Vladimir Putin.
The new penalties are designed to "increase the pressure on Russia" to stop support of separatist violence in Ukraine, President Obama said at the White House.
The Treasury Department released a list of Russian banks that are blocked from transactions with Americans, including the Bank of Moscow, the Russian Agricultural Bank and VTB Bank, one of the largest in Russia..
Obama made his announcement shortly after the European Union unveiled its new sanctions package, one that "will limit access to EU capital markets for Russian State-owned financial institutions, (and) impose an embargo on trade in arms," according to a statement.
While previous sanctions have focused on specific businesses and individuals, the new set is designed to hit sectors that are foundations of the Russian economy, including oil and gas supplies and technology, banking and finance, and arms sales. Close associates of Putin are also targeted.
The EU also said new penalties would "establish an export ban for dual use goods for military end users, and curtail Russian access to sensitive technologies particularly in the field of the oil sector."
Previous sanctions had been more symbolic in nature, and "were sort of the bare minimum the EU had to do in order to pass the laugh test," said Mark Dubowitz, an analyst at the Foundation for Defense of Democracies. "These start moving into sectors of the Russian economy."
The new sanctions mark a sharp spike in long-term tension between the United States and Russia, perhaps the worst since the end of the Cold War more than two decades ago.
Recent disputes include Russian political asylum for NSA leaker Edward Snowden, Russia occupation and annexation of Crimea, ongoing violence by pro-Russia separatists in eastern Ukraine, and the recent shoot down of a commercial airliner that killed more than 300 passengers.
"Today, Russia is once again isolating itself from the international community," Obama said at the White House. If Putin does not accept a diplomatic solution, "the costs on Russia will continue to grow," Obama said.
Asked about the prospect of a new "Cold War," Obama rejected the idea. He said this is a distinct case of the United States and allies seeking to block one country from seeking to dominate another.
Obama said the United States and allies will continue to seek access to the remains of the plane, and force a criminal investigation in order to "make sure justice is done."
The new sanctions also come as the Obama administration accuse the Russians of violating a 1987 arms control treaty by testing new long-range missiles.
Nile Gardiner, an analyst at the Heritage Foundation, said the EU sanctions are a change for officials who had been loath to punish Russia because of economic ties. "Attitudes toward Moscow have dramatically hardened following the shooting down of the Malaysian airliner over Ukraine," he said.
But Putin will need to feel stronger pressure before he modifies his behavior, Gardiner said. The West will need to take a broader approach "aimed at isolating Russia internationally," including a strengthening the NATO alliance and "bolder, stronger American leadership."
Global financial firms have warned their clients about the possible financial impacts of new sanctions, which included restrictions on bond sales and other activities by Russian-owned banks.
In announcing new sanctions, the EU cited what it called ongoing Russian support for violent separatists in neighboring Ukraine. They also cited the recent missile strike against the jetliner.
"When the violence created spirals out of control and leads to the killing of almost 300 innocent civilians in their flight from the Netherlands to Malaysia, the situation requires urgent and determined response," said the EU statement.
The sanctions will add to long term pressure on Russia, but will probably not have any immediate impact on Putin's behavior, analysts said.
"Sanctions are something that work in the longer term," said Olga Oliker, an analyst at the Rand Corp. "We don't really have a lot of tools that work in the near term.
Meanwhile, Obama has written Putin a letter saying that tests of a new cruise missile violate the terms of the Intermediate-Range Nuclear Forces treaty.
The INF treaty of 1987 forbids production or testing of a ground-launched cruise missile with a range of 500 to 5,500 kilometers (about 310 to 3,400 miles).
The INF complaint and the new sanctions are the latest moves in U.S.-Russian battles that center largely on violence in Ukraine. Obama and allies say that Russia is improperly aiding pro-Russian separatists operating in eastern Ukraine.
In recent days, the United States and its allies have accused Russia of actually firing weapons into Ukraine. They have also called on Putin to demand that separatists provide access to the remains of the doomed passenger jet.
The U.S. and European allies began sanctioning Russia after it seized and annexed the Crimea region of Russia earlier this year.
Those sanctions "have made a weak Russian economy even weaker," Obama said, and the new sectoral sanctions will make it worse.
Obama discussed possible sanctions in a Monday video conference with the leaders of Germany, France, Italy and the United Kingdom.
Analysts said the new sanctions will make it harder for Russia to raise capital or get credit for European banks. That will add to borrowing costs for Russian firms. "That will be hard on the Russian economy," Oliker said.
Jeffrey Mankoff, a fellow with the Washington-based Center for Strategic and International Studies, said new sanctions could damage the Russian economy. He also said that Putin and Russia appear to have a vested interest in a pro-Russian Ukraine.
"I don't know how Putin backs down and admits defeat," said Mankoff, deputy director of the CSIS Russia and Eurasia Program. "It's a really dangerous situation."

Yesterday’s AM fix was USD 1,305.00, EUR 971.20 and GBP 768.55 per ounce.
Gold climbed $2.30 or 0.18% yesterday to $1,305.10/oz and silver rose $0.12 or 0.58% to $20.62/oz.
Gold rose 0.4% in London this morning after gold in Singapore traded sideways overnight. Futures trading volume continues to increase and was almost double the average for the past 100 days for this time of day, Bloomberg data shows.

Silver for immediate delivery rose 0.8%  to $20.73 an ounce in London. Platinum was 0.1% lower at $1,486.82 an ounce. Palladium gained 0.3% to $883.63/oz and remains close to a 13 year nominal high of $889.75.
Geopolitical tension in Europe and in the Middle East is supporting gold. Israel’s military pounded targets in the Gaza Strip on Tuesday after Prime Minister Benjamin Netanyahu said his country should prepare for a long conflict in the Palestinian enclave, squashing any hopes of a swift end to 22 days of fighting.
Gaza residents reported heavy Israeli bombing in Gaza City. Israeli aircraft fired a missile at the house of a Hamas Gaza leader and flattened it before dawn. An Israeli military spokeswoman said 70 targets were struck in Gaza through the night. At least 30 people were killed in the assaults from air, land and sea, residents said, after a night of the most widespread attacks so far in the tiny enclave.
The new sanctions are set to inflame relations further. They are on “key sectors” of Russia’s economy, U.S. Deputy National Security Adviser Tony Blinken said yesterday. Russia also signaled possible retaliation, announcing yesterday that it may ban imports of chicken from the U.S. and fruit from Europe because of concern about contamination.
Futures options expiration is over but we are not out of the woods yet and gold and silver could see more volatility this week ahead of key reports on gross domestic product on Wednesday and employment data on Friday. The Federal Reserve’s chief policy making committee meets today and tomorrow and this could have another short term impact on prices.
Russia, Kazakhstan, Kyrgyzstan and Tajikistan Buy Gold – Bye Bye Petrodollar
Russia continues to aggressively accumulate gold reserves. Its gold holdings increased again in June as the crisis in the Ukraine and relations with the West deteriorated.
The Russian central bank officially increased its gold holdings by 16.8 tonnes to 1,094.8 tonnes in June, the IMF’s International Financial Statistics report showed. In ounce terms, Russia increased its gold holdings by some 500,000 ounces, to 35.197 million ounces in June from 34.656 million ounces in May.
Russia recently became the world’s fifth largest bullion holder after the United States, Germany, Italy and France.
Importantly, China’s gold holdings, the world’s biggest store of wealth buyer of gold, haven’t been updated since March, 2009 and remain at just 33.89 million ounces or 1,054.1 tonnes and just 1% of their huge foreign exchange reserves. More than five years later, it is likely that China’s reserves have doubled or trebled as they quietly corner the global physical gold market.
It is important to note that there remain doubts as to the integrity of the gold holdings of the U.S. and concerns that other countries national gold reserves could be encumbered, loaned or sold in the market. Indeed, the Bundesbank is having grave difficulty in having its gold reserves returned from the Federal Reserve in New York.
So far in 2014, Russia has now bought substantially more than their entire annual gold production of nearly 1,500,000 ounces.
Russia was not the only central bank to diversify foreign exchange reserves, primarily held in dollars, into gold. Allies of Russia also bought gold in June. The central banks of Kazakhstan, Kyrgyzstan and Tajikistan, all Russian economic and military allies all accumulated gold in June.
Currency wars are set to intensify and the buying by the former Soviet states is another manifestation of this.
Russia’s foreign reserves fell $39 billion to $472 billion in June, data from the Russian central bank shows. Gold now accounts for 9.3% of the country’s reserves, according to the World Gold Council substantially less than the percentage of gold in fx reserves of the other leading gold owners.
Greece, Serbia, Mexico and Equador also diversifed and increased their gold reserves in June.
Turkey increased its holdings to 16.491 million ounces from 16.172 million ounces in May. It accepts gold in its reserve requirements from commercial banks and as payment from other sovereign nations such as Iran.
Germany, the second-biggest gold holder, lowered its holdings by a tiny 1,000 ounces to 108.805 million ounces from 108.806 million ounces.
Gold advanced the most in four months in June as fighting in Ukraine to Iraq and Israel boosted demand for a haven. Hedge funds and banks almost doubled net-long position in gold during June, U.S. Commodity Futures Trading Commission (CFTC) data show.
Gold’s safe-haven appeal is being driven by heightened tensions between Russia and the West over Ukraine and increasing concerns of financial and economic war and indeed of actual war.
Geopolitical risk in June likely prompted some central banks to further diversify their foreign exchange holdings and buy gold which is used to hedge against geopolitical, currency and credit risks.
Reserve Currencies In History – Dollar’s Demise Cometh
Central banks continue to be buyers of gold at these attractive price levels. As sanctions, economic war and currency wars intensify we expect Russian and Russian ally buying of gold reserves and selling of dollars to intensify. Aggressive buying of gold and particularly silver by Russia will likely lead to defaults on the COMEX gold and silver futures exchanges and potentially an international monetary crisis.

This is what a German pilot-cum-air technology expert Peter Haisenko has just published on the subject of the MH17 disaster (my emphases):
‘The misfortune of the Malaysian MH 017 is known to all. The flight
recorder is in England and is being evaluated. What can come of this?
May be more than you want to accept….if you look at the image of
Cockpit-Fragments, this picture is certainly shocking.
Entry And Exit holes from bullets in the area of the Cockpit. This is not speculation, but analysis of clear facts: the cockpit
shows clear evidence of bullet holes. You can see the entry holes and
some exit points. The edges of the bullet holes are bent inwards,
these are much smaller and round in shape. A 30mm calibre. The exit
holes are less well formed and the edges are torn outwards.
Furthermore it is visible that the exit holes have torn the double
aluminium skin and bent them outwards. That is to say, splinters from
inside the cockpit blew through the outside of the cabin. The open
rivets have also been bent outwards….There is only one conclusion one can make, and that is that this: the
aircraft was not hit by a missile. The damage to the aircraft is
exclusively in the cockpit area….
Armour-Piercing Ammunition. Russia has published radar data that a
Ukranian SU 25 was close to MH 017. this corresponds with Spanish air
traffic control that two Ukranian fighter aircraft were in direct
contact with MH 017. Examine the weaponry of the SU 25: it is fitted
out with a 30mm cannon Type GSch-302 /AO-17A, with 250 rounds of
splintering exploding bullets on a belt – shrapnel rounds. The cockpit
of MH 017 was hit from TWO sides, as there are entry and exit holes on
the same side….’
Very compelling stuff, is it not?
Now read this (also German) article by defence expert Bernd Biederman, who offers equally sound reasons why the
shooting down could NOT have been from a surface to air missile:
‘ the shooting down of the Malaysian
Boeing on July 17 in the Eastern Ukraine “could not have been hit by a
surface to air defense missile” .
This is the assessment of retired Colonel Bernd Biedermann in an
article for the daily newspaper published in Berlin “new Germany”
(Thursday edition). Had splinters from a surface to air missile hit
the plane, it would have immediately caught fire, argues the NVA
anti-aircraft missile specialist. His reasoning is because of the
“enormous frictional heat that the splinters generate on penetrating
the fuselage. A single splinter contains the same kinetic energy as a
40-ton freight car hitting the buffers at 60 kilometers per hour.” In
the case of the Malaysian Boeing, scattered fires had broken out after
the impact with the ground, because hot debris from the aircraft had
come in contact with combustible materials.
Biedermann is familiar with Soviet and Russian air defense technology,
he led units in the duty officer system in East Germany and taught at
the Military Academy in the field of anti-aircraft missile troops.’
Articles are beginning to appear across the Web to the effect that Angela Merkel is disturbed by (and growing tired of) the incessant US propaganda being emitted in favour of its energy agenda….and so we must perhaps in turn view these articles in the light of her alleged new agenda concerning the creation of an alternative bloc to that of America. (More on this here in the near future).
But spin or not, these analyses make sense. The US State Dept has now shifted its position from ‘Russian atrocity’ to ‘tragic accident’. The above opinions suggest that neither are true: they suggest strongly that the Ukrainian air force took out MH17.

St. Paul, Minnesota, points out some interesting facts concerning
the last Presidential election:

Professor Olson adds: "In aggregate, the map of the territory
Romney won was mostly the land owned by the taxpaying citizens of the country.


Obama territory mostly encompassed those citizens living in low
income tenements and living off various forms of government

Olson believes the United States is now somewhere between the
"complacency and apathy" phase of Professor Tyler's definition of
democracy, with some forty percent of the nation's population
already having reached the "governmental dependency" phase..


If Congress grants amnesty and citizenship to twenty million

The father and husband may be a defense fighter, and maybe not.  We will seek out the family. They were not the only ones killed by the large shell. If it can be any solace, they died instantly from the blast, as she is still holding her baby. She had it clutched tightly as the shells came in.
My apologies for those who might feel this is in bad taste. I don't claim to commune with the dead, but I felt strongly that she would want us to see her like this, and her baby, and not hide it. What follows is an approximate transcription of the interview.
Press TV: Certainly this humanitarian crisis which is now starting to take shape ever since this crisis in Ukraine begun will need an international response at some point. Why not just try to get the parties to sit down and come to a resolution of some sort?
Dean: Actually, the international response has been a total failure, and it appears to me that it has been very organized because these attacks on the civilians to get them to run have been perpetrated primarily to try to create its mass punishment again, which makes us think the Israelis are involved in this because this is their big tool, and they want to undermine their support for the regimes that are running in east Ukraine.
There are a lot of these people that live on the edge because they don’t have a lot of money. And when they leave, they leave with what they can carry, and a lot of them are losing everything they own.
Second, you have the aspect that the general shelling that the Ukraine army is doing plus some of the oligarch brigades, which are nothing more than terror brigades, they’re nothing more than a terror weapon to get people to flee.
The Western response to this has been absolutely horrible. The media has done nothing. So, they in effect have approved and given their okay to have terror used as a weapon against east Ukrainian people for them to achieve some geo-political goal that they have.
Lastly, Lavrov said that the redline for the Russians are that if Russian citizens are killed in substantial numbers, mentioning South Ossetia, which told us that general shelling like they told us in South Ossetia – and you have large numbers of these Russian-refugee-speaking people, they’re also Russian citizens. They have dual passports.
We think this was done to bait Russia into coming in so that there could be a big NATO response. These east Ukrainian people have really gotten the short end of the stick.

Why did BBC delete this report by Olga Ivshina?
Is it because the BBC team was unable to find any evidence that a rocket was launched in the area that the Ukrainian Security Service (“SBU”) alleges to be the place from which the Novorossiya Militia launched a “BUK” missile?
Or is it because every eyewitness interviewed by the BBC team specifically indicated the presence of a Ukrainian military aircraft right beside the Malaysian Airlines Boeing MH17 at the time that it was shot down?
Or is it because of eyewitness accounts confirming that the Ukrainian air force regularly used civilian aircraft flying over Novorossiya as human shields to protect its military aircraft conducting strikes against the civilian population from the Militia’s anti-aircraft units?

The Ukrainian Security Service has published photographs and a video, which, in its opinion, prove that the Boeing was shot down with a “BUK” missile.
BBC reporter Olga Ivshina and producer Oksana Vozhdayeva decided to find the place from which the missile was allegedly launched.

Eyewitness #3: There were sounds of an explosion. But they were in the sky. They came from the sky. Then this plane made a sharp turn-around like this. It changed its trajectory and headed in that direction [indicating the direction with her hands].
Olga Ivshina, BBC: The Ukrainian government rejects this version of events. They believe that the Boeing was shot down using a missile from a “BUK” complex that came in from the direction of Russia.
Vitaliy Naida, Department of Counterintelligence of SBU [Ukrainian Security Service]: This was a BUK M1 system from which the aircraft was shot down. It came to Ukraine early in the morning on the 17th of July. It was delivered by a tow truck to the city of Donetsk. After that, it was redeployed from Donetsk, as part of a column of military equipment, to the area of the city of Torez, to the area of Snezhnoye, to the area of Pervomaisk.
Olga Ivshina, BBC: The Ukrainian Security Service has published photographs and a video, which, in its opinion, prove that the Boeing was shot down with a “BUK” missile. We attempted to verify these photographs and information at the location.
One of the photographs showed a landscape not far from the city of Torez, on which smoke could be seen coming from the presumed location of the missile’s launch. We attempted to find this location, and it appears that we were successful.
We are now on the outskirts of the city of Torez. Behind me, approximately five kilometres away, is the city of Snezhnoye. And the landscape here matches the landscape that we can see on the photograph published by the Ukrainian Security Service.
To find the place from which the smoke was allegedly coming from, we adopted as markers these three poplars and the group of trees. Presumably, this is the place that can be seen on the photograph published by the SBU. And here are our markers: the three solitary poplars and the small group of trees in the distance.
The smoke that can be seen on the photograph came from somewhere over there [pointing behind her], behind my back. The SBU believes that this is a trace coming from the launch of a “BUK” missile.
However, it must be noted that there are here, approximately in the same place, the Saur-Mogila memorial, near which the fighting continues almost unabated, and a coalmine. It turns out that the smoke with the same degree of probability could have been coming from any of these locations.
Having circled around the nearby fields, we were unable to find any traces of a missile launch. Nor did the local inhabitants that we encountered see any “BUK” either.
At the ruins of an apartment building in the city of Snezhnoye, the topic of the jet fighters that may have been escorting civilian aircraft comes up again. A bomb dropped from above took away the lives of eleven civilians here.
Sergey Godovanets, Commander of the Militia of the city of Snezhnoye: They use these civilian aircraft to hide behind them. It is only now that they stopped flying over us – but, usually, civilian aircraft would always fly above us. And they hide [behind them]. [The experience in] Slavyansk had demonstrated that they would fly out from behind a civilian aircraft, bomb away, and then hide, once again, behind the civilian aircraft and fly away.
Olga Ivshina, BBC: The commander of the local militia emphasizes that they have no weaponry capable of shooting down a jet fighter [flying] at a significant height. However, he says that if such weaponry were to appear, they would have tried to.
Sergey Godovanets: If we know that it is not a civilian aircraft, but a military one, then – yes.
Olga Ivshina, BBC: So, could the Boeing have been shot down by the militias that had mistaken it for a military aircraft? There is as yet no unequivocal confirmation of either this or any other version [of what took place]. The international experts are just beginning their work with the information obtained from the crashed airliner. It now appears that it is difficult to overstate the importance of this investigation.
