Tlar Comment - History This is for those that truly don't understand what's going on and why we are ready to see this investment finally come to a close. A SHORT HISTORY If you have been following what's going on then you understand the complexities involved in peacefully removing an entrenched dictator. Our government put together a plan starting about 6 months ago to remove peacefully the Maliki installed government. ~~~
This was no easy task considering this government involved appointments by Maliki in as many positions of power that he could. Most of his family and people that he considered loyal to him, no matter their abilities are now what constitutes the Maliki government.
He personally controlled the military, the secret police, the policeman on the street, and the entire security apparatus. He also controlled and paid for by his Executive share of the budget, 6000 private bodyguards (goons) all carrying government cards showing their legitimacy. The Iraqi experience had gone astray over the last 8 years with the aspirations of one individual seeking to become the next Saddam. With him it he carried the same hatred of the other sects that had plagued the previous regime. This regime had a sense now that they were in charge, they would punish those who had previously been in charge. It found itself ultimately doing many of the same things that Saddam had done. They would right the wrongs committed on the Shia by the previous regime. Trust was not yet there between the sects. Hatreds were still being harbored by the different sects even though it had not manifested itself yet. In the eight years that followed it would raise its ugly head and divisions amongst the sects would manifest itself into duplicating the wrongs of the past. Secret prisons, torture and punishment for the previous wrongs were ingrained and built into this Maliki government. These harbored hatreds were ingrained extremely deep as the crimes that Saddam had perpetuated on the Shia were still fresh in the minds of Maliki. Crimes like genocide still festered in his mind and the Shia were still nursing the wounds of the past. The wounds cast on the Shia under the Saddam regime were still fresh as Maliki took office in 2006. Maliki remembered his own exile experiences and the death camps and the mass graves. Maliki could never get over it and let go. He had a secret deep seated hatred of the Sunni's. He set out at the first of his administration to punish the Kurds and the Sunni's never really bringing them in the fold. Even today the Maliki government has turned out to be willing to extinguish itself based on these beliefs unwilling to work with the Sunni's. This government had to go or the Iraqi experience was doomed to failure. Maliki is a complex individual. He decided in 2009 after having won a great victory (battle) against the Sadrists (a Shia group) in Sadr city that he would rise to greatness. In other words he started to believe his own press. At that time he had the backing of both Iran and the US and he knew nothing could stop him now. He started making his move to take over Iraq in 2009.. The election of 2010 (his second term) was actually won by one vote and the winner was the Sunni's who ran Allawi (a Shia) against Maliki as their candidate. The vote was 89 to 90 in favor of Allawi.. Maliki immediately set up an alliance building a consortium of Shia groups to counter Allawi's group, finally putting enough Shia blocks together, but he still fell short of getting and out right win. Needed was a majority of 165 our of 328. One half plus one. Neither Maliki or Allawi could gather the 165 MP's necessary to put together a government for a win. Next he approached his supreme court and had them rule that the NA, his newly formed Alliance ruled as the largest block. At the urging and pressure by the US, a deal was finally struck at Erbil, Kurdistan, November of 2010. The Sunni's and the Kurds both agreed to back Maliki for PM for 19 concession Maliki made to them at that meeting. So 9 months after the elections, Maliki was installed as the PM again and the elections were finally ratified and over. There was 19 points in this agreement and every point agreed to was broken almost from the moment Maliki was voted in as Prime Minister. He honored nothing he agreed to, but he was the new PM in charge. Maliki immediately set about to become dictator of Iraq. Although he had agreed at Erbil to place all the Ministry positions within a set period of time agreeing to let the Interior and Security Ministry positions go one each to the Kurds and Sunni's, he immediately reneged. He kept the control of these key Ministries never assigning these to anybody. Quite simply Maliki needed to control the guys who carried the guns in order to achieve his aspirations to become a dictator. Next he also needed to control the press, an absolutely necessary in order to complete his transition to the supreme leader (dictator). He set about closing the free press. It was only through threats by the United States that he finally backed off. For the last four years Maliki has attempted to solidify his control and continued to place relatives, friends and people he felt he could trust in positions of power. Most were not qualified but he put them there because he could trust them and he could direct them. Ministries such as the Electricity Ministry never did supply electricity to the people but 6 billion came up missing and phony contracts with phony companies were discovered as part of a systematic pilfering of Iraq's wealth. This went on for 8 years and cost Iraq billions and billion of its countries treasury. Maliki himself has stocked away 25 billion in Qatar, England, Syria and the UK making him one of the richest men in the world. His relatives, business associates and trusted friends also were all on the take. Shabibi told the news in early 2013 he was in possession of the account numbers and amounts that had been given to him buy the Jordanian government proving up the billions they had sitting in their banks stolen by the leadership of Iraq. All of these crooks either were protected by Maliki or part of the government and had their own immunity. It got so bad that Qatar published the fact that they would no longer open accounts or accept deposits from Iraqi politicians or members of the Iraqi government. The theft coming out of Iraq earned them the number 1 position on corrupt governments for a few years in a row. This went on throughout the Maliki years as Maliki and his band of thieves pilfered the wealth of Iraq and stopping all progress of the Iraqi economy. He attempted to get his hands on the CBI reserves on numerous occasions actually finally removing Shabibi, a renowned figure within both the IMF and the World banking System. Shabibi had stoned walled him on releasing any reserves to him. Maliki had previously made a 5 billion dollar personal loan from the CBI and had never made any attempt to make any payment nor did attempt to pay it back. Shabibi knew he could not trust Maliki and would not take orders from him, so Maliki thought he had to go. Maliki harped for over two years, accusing him of everything from theft and gross incompetence to laundering money. Maliki got his best chance to remove him while Shabibi was at a banking conference in Japan at the end of 2012 by placing charges on him and threatening to arrest Shabibi the minute he stepped of an airplane at the Bagdad airport. Needless to say Shabibi never returned to Iraq. Maliki appointed Turki to the post of Governor of the CBI in the last quarter of 2012 because he felt Turki was a Maliki supporter and would answer to him. Turki did not know much about running the CBI but Maliki thought he could count on Turki to be obedient and do his bidding. The US Treasury, IMF and WB immediately descended on the CBI and took Turki under their wing. Within a month they had turned Turki making him understand the importance of his task at the same time making him understand who he was working for. When Maliki came with his first request to raid the reserves, Turki told him he would never get his hands on the reserves as long as he was there. Maliki turned on his guy immediately saying he was going to replace him. Next he started accusing him of incompetence and then theft of ten tons of gold. Turki survived the personal attacks and became stronger for it. Turki still runs the CBI today and is on board with the plan. CURRENTLY HAPPENING That leads us to the election that just took place. A storm was brewing as Maliki continued to marginalize the Sunni's and screw over the Kurds not doing or implementing any of the 19 points he had agreed to at Erbil.. He was instrumental in keeping all laws that were important to the Sunni's and Kurds, such as the HCL, the Federation Council and Article 140 from being passed. Also any laws that would advance the economy were slowed or put on hold. Mlaliki was vehemently against enacting the tariffs laws that were crucial to the plan so he always said "not this year." Enter the Sunni rebellion. The Sunni's had had it with the Maliki government and so did the Kurds. Sunni's were disappearing in the middle of the night and there is still a reported 100,000 Sunni's considered the political opposition, incarcerated in Jails in Iraq. Hakim developed the plan to remove Maliki. If the Kurds and Sunni's were on board and could muster their people, there was enough Shia sick of Maliki ready to take Maliki out. Hakim met one by one with everyone that ended up in the coalition and slowly, 6 months before the election, the coalition was born under the rallying cry of "no more Maliki." So a plan was built to remove Maliki. Sunni's started a rebellion that still rages on today. They safe harbored Daash and the ISIS both terror groups operating in Syria, using them as pawns to exacerbate the situation. Had Sunni's alone done this Maliki could have been justified in calling it a civil war, potentially rallying Shiites to the cause. But being terrorists, the country came together. The Sunni's have said since the beginning of the up rising that the minute Maliki is out of the picture they will throw the terrorist organizations out by themselves. Today both the Peshmerga and the Iraqi army accompanied by US air support and British ground troops have turned the tide on these guys. Everyday the good guys are slaughtering the bad guys and the head of the ISIS, the new self declared Caliph, has scrambled back to Syria knowing if they stay in Iraq, they will be killed. The Dam has been liberated and the towns leading to Erbil have been retaken by the Peshmerga. The Peshmerga stated they will have Mosul liberated in 24 hours. It will take about a week but it is expected that all elements of both Daash and the ISIS will go back to Syria to save their lives. None of our ground troop, the Pesh, the Iraqi army or the Sunni's are taking prisoners. They are slaughtering the terrorists where they find them. This tide will really kick into high gear on the announcement of Maliki's death, departure or being arrested. WHAT'S STILL TO COME A new day and a new society is now emerging that beacons change. The experiment that was designed in 2003 is just now coming to fruition. Iraq will emerge as a non-sectarian democrat Middle Eastern Country. In the next 24-48 hours we should see the departure of Maliki. Maliki had filed a lawsuit with the Supreme Court as a last stand. The lawsuit is intended to stall or stop the formation of the government. The court if they do rule, will favor the citizens of Iraq. It will fall in favor of the new government. This afternoon Maliki got with his party and announced he will no longer seek the PM position. Rumor has it that he has accepted a deal. He has been granted some part of an immunity deal and has agreed to leave Iraq. Whether he breaks this promise or not makes no difference. He will be removed if he breaks the deal. Iran has offered him, his wife and both of his daughters asylum. They did not offer his son asylum. Iran has written visas for everyone but his son. Most likely I expect between now and Friday night he will be gone. His closet advisor left Iraq for parts unknown today. His family is in England. Today there was a protest in the streets of Bagdad. People were chanting "go away Maliki." They were throwing their shoes at any picture of him they could find and that is the biggest insult you can show in this culture. THE CURRENCY This is the part most of you think about and I understand that and that is the reason I have saved the best for last. Most of you I know could give a hoot about the lay of the land or the politics. It has been because of this that it has taken so long to see this investment come to a close. Show me the money! That has become my chant too. I am sick of Iraq and I have worn my finger to a frazzle. Here's a tidbit. The clock does not start with the formation of the new government as I had thought all along. The clock will start on the first verifiable news that Maliki is gone. Within 48 hours, TURKI WILL PULL THE TRIGGER. When D-day comes I will put out an email making just a few suggestions concerning your selling dinars. I hope to be done with this this coming weekend or next week. Stop and think before you sell your dinars.
