The regulation is to prevent a run on the banks to get USD (which they don't know is unwise anyway). Does this mean that the RV will not happen before 2nd September???? Note that there is a huge amount of USD in circulation there because the Dong has been so weak. The dollar is used in many daily transactions.
A similarly low value of the Rupiah exists, but here in Indonesia USD is not very often used in transactions. My brother-in-law is a middleman negotiating a number of real estate transactions and all of the prices are quoted in Rupuiah.
