PARIS — Christine Lagarde, the head of the International Monetary Fund, said on Wednesday that French prosecutors had placed her under formal investigation over a murky business affair that dates to her time as finance minister under former President Nicolas Sarkozy.

Ms. Lagarde said in a statement through her lawyer that she was being investigated for “simple negligence,” by the Court of Justice of the Republic, the judicial body that is charged with investigating the conduct of high government officials.

Ms. Lagarde, who has denied wrongdoing from the start, said in a statement that the decision by a judicial committee to place her under formal investigation was “totally unfounded” and that she would be returning to work in Washington on Wednesday afternoon.

She made the announcement a day after she was questioned for a fourth time in the investigation of her role in 2008 during an arbitration proceeding between the government and Bernard Tapie, a onetime cabinet minister and the former owner of the Adidas sportswear empire. Prosecutors had assigned Ms. Lagarde the status of “assisted witness” in the case. Placing her under formal investigation signals that prosecutors believe they have evidence of wrongdoing, but the charge of negligence hardly suggests high crimes.

Negligence by a government official that makes possible the misappropriation or embezzlement of public funds is punishable with a maximum fine of 15,000 euros, or $19,800, and up to one year in prison.

“After three years of investigation and dozens of hours of interrogation, the committee concluded that I had not been guilty of any infraction,” Ms. Lagarde said in the statement, “so it was reduced to claiming that I had been insufficiently vigilant during the arbitration.”

In the French legal system, a formal investigation suggests prosecutors believe they have enough of a case that they may ultimately bring criminal charges and trial. The reality is that many such investigations drag on for years with no charges being filed before being dropped.

Since its creation in 1944, the top I.M.F. official has been a European, with the job alternating among Western European nations. Ms. Lagarde took over as managing director of the I.M.F. in 2011 after her French predecessor, Dominique Strauss-Kahn, left in disgrace amid charges — later dropped — that he had sexually assaulted a woman in a New York hotel room.

Ms. Lagarde had served as Mr. Sarkozy’s finance minister from 2007 until leaving for the I.M.F.

Mr. Tapie, who had been in a long dispute with a state-owned bank, Credit Lyonnais, walked away from the arbitration with more than €400 million.

A career Socialist, Mr. Tapie in 2007 suddenly backed Mr. Sarkozy’s center-right Union for a Popular Movement party. The amount of the award came as a shock to public opinion, and the investigation began after critics accused Mr. Sarkozy’s government of having carried out a sham arbitration.

Stéphane Richard, Ms. Lagarde’s former chief of staff and currently the chief executive of Orange, the French telecommunications giant, has already been placed under formal investigation on “suspicion of organized fraud.”

Paris prosecutors could not immediately be reached for comment.

In a statement, the I.M.F. communications director, Gerry Rice, said that Ms. Lagarde was “now on her way back to Washington and will, of course, brief the board as soon as possible. Until then, we have no further comment.”

Last night, the Mexican press ran a huge story about how all the illegal immigrants suddenly decided to stop taking "the beast" because it "derailed too much" and was "too dangerous as a result". They then spun a toxic lie about how there was now going to be a sum total of many millions of U.S. dollars spent to repair the tracks as a humanitarian effort to make it safer for the illegals to ride this train.

Ok, then I am now going to pull the wild card question:

In all the reports, all the press did was say it was the beast. HOWEVER, THAT BEAST IS RUN BY A PRIVATE COMPANY, RIGHT? There are no public freight rail systems in Mexico. SO, please, to confirm you were not lying about all of this, NAME THE COMPANY THAT HAD A TRAIN DERAIL SO I CAN CALL THEM AND CONFIRM IT HAPPENED. And not just ONE derailment, you filled the news with a total of 8 derailings that stranded over a thousand migrants EACH, in Jalisco, Chiapas, Michoacan, Oaxaca and probably other states I cannot recall immediately. Now you have a problem, because you cannot name WHICH COMPANIES HAD THE DERAILMENTS AND ON TOP OF THIS, my investigation at least covered the states of Michoacan and Jalisco, which had no derailments SO YOU ARE FREAKING BUSTED THERE and additionally nailed the main corridor in Queteraro through which ALL YOUR IMMIGRANTS MUST PASS OR YOU ARE BUSTED AND YOU ARE BUSTED. I also covered Estado de Mexico, Guanajuato and Veracruz. A total choke hold on all possibilities and turned up NADA, YOU ARE LYING AND I KNOW WHY.

Your train story is cover for a massive child theft ring that is operating in Central America. These children ARE NOT GOING TO AMERICA. They know these derailments are not happening and the children are not on these trains if they have million dollar budgets to get the story straight and I was able to figure it all out for $1000 or so. Therefore, they know they are lying about this, and there has to be a reason why they are lying AND KNOW IT.

2. The derailments they put in the news are all staged derailments of old junk trains on private spurs, which is irrefutably outlined and flawlessly documented in the train video, where I busted them for it. This is precisely why I know for certain, (in addition to the fact that they never identified a rail company ONCE) that no rail companies have a record of ANY DERAILMENTS that stranded a thousand or more illegals. They tried to frame up Kansas City Southern for this, but the train video once again busts this, and I have a TON of supplementary video footage not published that proves illegals do not hitch rides on Kansas City Southern AT ALL. I made it a point to closely investigate KCS simply because the Jewish media framed them up, and they ended up being the cleanest of all with no illegals whatsoever on their trains. This stands as re-affirmtion that the entire children on trains story is a fabrication from start to finish.
3. The train video has extended supplementary footage I have not published yet, where I interviewed a secret police officer that frequently rides the trains, knew the Coyotes, what trains they were on, what they charged people they caught on the trains, THE WHOLE 9 YARDS AND THIS MAN SAID CHILDREN DO NOT RIDE THESE TRAINS IN ANY OF THE PUBLISHED NUMBERS AT ALL, ONLY ABOUT ONE PER DAY, WITH 30 ILLEGALS TOTAL PER DAY FOR ALL OF MEXICO. Where do trains with thousands on them fit into that formula? Only a portion of his interview is on that video, in the supplementary footage he went into detail about how children cannot possibly ride the trains because it is not easy to do AT ALL. I had to keep the video down to a certain size so that did not make the final cut.
What lies do you, THE JEWISH COMMUNITY, want to try to spin about this topic when you do not know how well I can answer them? Telling a lie about OH, they stopped taking the trains by the time I did my interviews WILL NOT WORK, because I also asked if children or massive numbers of illegals PERIOD were EVER ON THE TRAINS IN THE PAST, and the answer from multiple sources was an affirmative NO. And once again, I would like to re-affirm that it is PROOF POSITIVE the Jews are 100 percent responsible for this children on trains scam because THEY OWN THE MEDIA. A Marine who was taken into custody by law enforcement after a psychotherapist hired by the local county said he believed the military man might be a danger – even though the two never had met and never had even talked on the telephone – is asking an appeals court to reinstate his lawsuit for damages.

The appeal has been submitted to the Fourth U.S. Circuit Court of Appeals by the Rutherford Institute and other attorneys helping the organization, on behalf of Brandon Raub.

As WND previously reported, Raub was approached by law enforcement officers from several agencies at his home. One officer consulted with a psychotherapist who never had met or even talked on the telephone with Raub. As a result of that evaluation, the officers took Raub into custody and jailed him.

The officers had contacted Raub mostly because of song lyrics he had posted on social media sites expressing distrust of the federal government and calling for the jailing of, for example, former Presidents George H.W. Bush and George W. Bush.

The officers opted for a “mental health evaluation” detention after both local and federal authorities said there had been no crime committed by Raub for which he could be arrested.

As WND reported, Raub filed the lawsuit after a judge eventually dismissed the case against him, saying the officers’ concerns were “so devoid of any factual allegations that it could not be reasonably expected to give rise to a case or controversy.”

“Ultimately, Brandon Raub’s case tests our tolerance for free speech and those dissidents who keep the First Amendment relevant, because if we cannot proclaim our feelings about the government, no matter how controversial – on our clothing or to passersby, or to the users of the worldwide web – then the First Amendment really has become an exercise in futility,” said Rutherford Institute President John Whitehead at the time.

Raub was detained Aug. 16, 2012, by Chesterfield, Virginia, police, Secret Service and the FBI. The veteran of wars in both Iraq and Afghanistan was accused of being “mentally ill.”

The institute now is asking the appeals court to revive the lawsuit against authorities.

The lawyers are arguing Raub was unjustly deprived of his liberty and that his seizure and detention “were the result of a Chesterfield County mental health screener’s dislike of Raub’s ‘unpatriotic’ views on federal government misconduct.”

“What may sound far-fetched to the courts is a grim reality to Americans who are daily being targeted for daring to exercise their constitutional rights to speak their minds, worship as they please, criticize the government, defend themselves and their families against over-reaching government surveillance and heavy-handed police tactics,” said Whitehead, author of “A Government of Wolves: The Emerging American Police State.”

The brief alleges authorities committed an unlawful seizure under the Fourth Amendment and violated his speech rights.

After learning from local and federal prosecutors that Raub had committed no crime, they went to his home to “discuss” his political beliefs.

He was serious and “made no threat” during the conversation, records reveal.

Then an officer called a psychotherapist, who said Raub should be brought in, even though he’d never met or talked with Raub.

The appeal notes another licensed clinical psychologist found that the earlier diagnosis was “a violation of professional standards – and grossly negligent.”

The report from the licensed clinical psychologist said what officials earlier considered “psychological symptoms” actually were “political opinions.”

“It is an unconstitutional deprivation of liberty for a government mental health worker to instigate the detention of someone for a mental health evaluation without probable cause,” the brief argues. “Indeed, ‘for the ordinary citizen, commitment to a mental hospital produces a massive curtailment of liberty, and in consequence requires due process protection.”

House Republicans signed a contract Aug. 25 to hire DC law firm BakerHostetler to sue President Obama. According to the contract, BakerHostetler will be paid $500 per hour but there is a “firm cap” of $350,000. During congressional hearings, Democrats had asked Republicans to estimate how much the lawsuit would cost taxpayers.
Speaker Boehner’s lawsuit against President Obama will focus on delays the administration has granted to small businesses implementing Obamacare. Boehner had previously threatened action against the President for his use of executive orders, saying he exceeded his presidential powers.

RRRR: My feeling on the ZIM… it will RV twice so they can make it harder to buy….. Although the latest I have heard is a 6 zero lop at 11 cents… that would come out to 11 million dollars for a 20 dollar investment (on a 100 trillion note)…. SNIFF: A social custom to use when you greet other dogs. Place your nose as close as you can to the other dog's rear end and inhale deeply, repeat several times, or until your person makes you stop. This can also be done to human's crotches.

GARBAGE CAN: A container which your neighbors put out once a week to test your ingenuity. You must stand on your hind legs and try to push the lid off with your nose. If you do it right you are rewarded with margarine wrappers to shred, beef bones to consume and moldy crusts of bread.

BICYCLES: Two-wheeled exercise machines, invented for dogs to control body fat. To get maximum aerobic benefit, you must hide behind a bush and dash out, bark loudly and run alongside for a few yards; the person then swerves and falls into the bushes, and you prance away.

DEAFNESS: This is a malady which affects dogs when their person want them in and they want to stay out. Symptoms include staring blankly at the person, then running in the opposite direction, or lying down.

BATH: This is a process by which the humans drench the floor, walls and themselves. You can help by shaking vigorously and frequently.

BUMP: The best way to get your human's attention when they are drinking a fresh cup of coffee or tea.

GOOSE BUMP: A maneuver to use as a last resort when the Regular Bump doesn't get the attention you require..... especially effective when combined with The Sniff. See above.

You Can Help Get Koch Money Out of Politics

Senator Bernie Sanders started a petition support S. J. Resolution 19–a joint resolution of senators to get Koch money out of politics. You may have heard this referred to as the proposed 28th Amendment to the US Constitution.
PETITION BACKGROUND
The agenda of the Koch brothers is to repeal every major piece of legislation that has been signed into law over the past 80 years that has protected the middle class, the elderly, the children, the sick, and the most vulnerable in this country. Our great nation can no longer be hijacked by right-wing billionaires like the Koch brothers. For the sake of our children and our grandchildren, for the sake of our economy, we have got to let democracy prevail.
Make no mistake, the Citizens United ruling has radically changed the nature of our democracy, further tilting the balance of power toward the rich and the powerful at a time when already the wealthiest people in this country have never had it so good. With the Citizens United decision, the Supreme Court is telling billionaires to go ahead and buy the U.S. government. We must not allow that to happen.
