Baghdad / Baghdad ... News source revealed, on Wednesday, the existence of an agreement between the designate to form the next government, Haider Abadi and Parliament Speaker Salim al-Jubouri to make the line-up to parliament this evening.

The source said in a statement to / Baghdadi News / that "al-Jubouri, agreed with al-Abadi to provide selection to Parliament this evening to parliament for approval or not," pointing out that "the last few hours have seen a lot of agreements between the political blocs and that increases the possibility of declaring Lineups The new government today. "

واضاف ان " اغلب الكتل السياسية قدمت الى العبادي اسماء مرشحيها لشغل المناصب الوزارية على ان يختار من بينها الشخصيات المعروفة بالكفاءة والنزاهة " .

Hi Everyone,

I come to you today to give you a recent update on the election process and how this relates towards the international rollout of the IQD for Iraq.

Note: If you have not read my previous news letter from Tuesday 9/2, I encourage you to first read it (LINK). Today's news letter, as in all my news letters, is a continuation of the ongoing saga of the IQD RV process.

Today’s News

Today is Wednesday 9/3 and we still look forward to the “formal” announcement of the fully formed government of Iraq.

The National Alliance in the early hours of Tuesday morning, yesterday, said in a statement to the press in Iraq that the next few days will see the choice of ministerial cabinet; it will be presented to the House of Representatives, and they will vote on them. This coming announcement will include the Prime Minister, the names of his deputy and vice president of the House of Representatives and the Republic, as well as all the names of his ministries. Then it is final. Then they can get down to work.

So it still looks like they are on course to meet this Thursday’s 9/4 target date, as they previously said they would accomplish. Could it be delayed? If it does get delayed for some reason there is still the constitutional deadline of next Tuesday 9/9 to be concerned about.

So what might cause any delay? Moussawi said in a statement to the press there was a proposal that was studied yesterday to reduce the Vice-Presidents of the government to less than three. He added that there is also still some last minute opportunities being given to express any issues or opinions about the selected “Deputy” Prime Minister of  the Minister of Defense, Interior Minister, or any of any Minister of the Cabinet. I have not heard of any issues that came up from so far in these discussions so I suspect all went well.

So yesterday and today  there are still ongoing meetings of the leaders of the National Alliance followed by meetings with the other political blocs to put the finishing touches on the new government and submitted of it to Parliament by Thursday. If issues should arise the announce could be postponed again, however based on what I have said in my last news letter I know they are really pushing for conclusion by Thursday. Just have to make everyone happy first.

Here is the breakdown again of the ministries by bloc/party/sec:

Shia - share of the National Alliance, in the next government will be 17 ministeries;
Kurdistan Alliance 7 bags, including the Iraqi Oil Ministry (makes total sense to me);
Sunnia - Union of National Forces 6 Ministries;
Coalition of Forces - Ministry of the Interior;
Sovereign Ministries – the National Alliance will take the defense, finance and foreign affairs ministries.

CBI update:

I am also hearing rumors that the CBI governor may be replaced shortly as Abdul Basit Turki is retiring. There are lots of questions in this matter. Lets look at this and see if it will effect the upcoming RV.

First question I must ask is why now? Something is brewing in the CBI and it is connected with going forward with funding for the economic projects, one of which is the currency reforms. What we do know for sure is Shabibi was going to RV the currency in the summer of 2012 and Maliki wanted to use it as leverage and wanted to stop it.

So today we heard in the news the Council of Ministers voted for assuming, Ali al-Allaq, with the post of the proxy governor of the Central Bank of Iraq.

Does this news sound fishy to you?  So what council of ministers? Abadi’s new cabinet is not yet seated thus not yet a working cabinet and have no jurisdiction to vote on anything. This is according to their own constitution.

Are they talking about the outgoing council of ministers, Maliki’s government?

It can’t be this council either since they are not allowed to make such decisions as an interim government. This too is according to their own constitution.

So is this false information? What is going on here? Or is Maliki attempting to place the new CBI governor as a power play for influence this office so he can manipulate it in the future? This too would be ridiculous but with Maliki we never know.

Anyhow I am hearing that Turki did submit his resignation. This we do know for sure. What we don’t know is why and why all of a sudden now. Could it be that the shenanigans are about to come out with the December 2012 CBI corruption scandal and Turki wants out now?  Or could it be that Turki wanted to RV the currency now and Maliki once again wants to use it as hostage to get what he wants? So the solution for him was to sack Turki, make it look like a retirement resignation, and then put another puppet in the position to do your bidding.

In the news a couple candidate names have come forward but nothing is definite. This was late breaking news so I am investigating this now.  As usual there are going to be lots and lots of rumors about this topic so be clear on what you believe. I always thought Shabibi would be cleared of any wrong doing and return to the CBI as the governor once the Maliki government was gone. I am still strongly hanging on to my conviction in this matter.

Another Maliki Shenanigan ?

As you may already know the Iraq Air defense base of Speicher, encountered one of the fiercest and most bloody crimes that ever occurred in the modern world, where the oldest people belonging to tribes in Salahuddin province were executed. The total came to 1,700 deaths. This was done as part of a security element. This was believed to be for sectarian reasons and may have direct ties to the Maliki government by allowing it to happen. It is now sure if he actually orchestrated it at this time.

The families of the victims protested the base Speicher earlier on Tuesday, near the gate of the Green Zone, demanding to know the fate of their children, as they threatened to storm the parliament building. An investigation is underway and so far the names of the perpetrators have been listed. Also Maliki has been called before the new parliament to discuss this matter. This interrogation is scheduled for today.

Summary

So today’s news is all excellent once again as we continue down the road of success for forming the new Iraq government. The news this week is overwhelming and I tried to sort out the garbage and bring to you the pertinent information.

THE ANNOUNCEMENT IS STILL ON TARGET FOR THURSDAY !

So this week so far we got the list of the distribution of the ministers. Now we need the names of the ministers associated with these positions.

The stage is now set for this to occur. We know there are many other meetings outside of Iraq scheduled for this week and they are pushing to have this government fully seated going into these meetings.

Once again Iraq witnessed another tragedy and senseless loss of lives in the recent Speicher base killings. We can see this senseless killing will not stop until Maliki and his goons are totally gone from Iraq. With the bombing of the mosque a couple weeks ago we can clearly see the evidence of him once again attempting to stir up sectarian violence. This is the only way these would be dictators can gain power and hold on to it. Looking at this senseless killings one can’t help but think also about the spiritual side. There is underlying evil plot, plain and simple  involved in this man. As I have said in the past this is very scary stuff we are witnessing– if the devil did incarnate as a human being it surely would be Maliki and quite possibly is. I have never seen such a lack of compassion and lack of concern for human lives and suffering since Hitler and WWII.

Then when can we expect the RV?

All I will say is what I have been saying all along we wait for a formal (global) announcement to the public that the Iraq government is now fully formed and seated. Many of you asked me if a formal, public announcement is necessary and the answer is a big fat YES.

I want to emphasize once again this final announcement  of the IQD going international will not happen until the USA feels the Iraq government is stable, non-sectarian and is a functional government. This is has been the plan all along. They may have wavered a bit on how the plan was implemented but the overall plan guidelines have not changed.

I do not come to you to bash anyone but it is effecting my readers too since I get the overspill of questions and emails on this topic. So I will address it.

Some may be telling you its going to RV anytime now or it should have RV’d over the holiday weekend and was held up once again. Really? The fact is, it never was intended to RV and could not have RV’d. As I have said many, many  times the USA holds the trigger (the final rollout piece) and will not let this go until they have complete assurance of the needed requirements to let it go. So these intel gurus once again are wrong and will continue to be wrong. They do not question their sources and just publish, as puppets, what they are being told. They have been compromised. They have a large crowd of followers and they claim their leader is never wrong. Really? The same drama plays out weekend after weekend, day after day and still no RV, but they are never wrong? Am I missing something?

MEMORANDUM FOR: Angela Merkel, Chancellor of Germany
SUBJECT: Ukraine and NATO
We the undersigned are long-time veterans of U.S. intelligence. We take the unusual step of writing this open letter to you to ensure that you have an opportunity to be briefed on our views prior to the NATO summit on Sept. 4-5.
You need to know, for example, that accusations of a major Russian “invasion” of Ukraine appear not to be supported by reliable intelligence. Rather, the “intelligence” seems to be of the same dubious, politically “fixed” kind used 12 years ago to “justify” the U.S.-led attack on Iraq.
We saw no credible evidence of weapons of mass destruction in Iraq then; we see no credible evidence of a Russian invasion now. Twelve years ago, former Chancellor Gerhard Schroeder, mindful of the flimsiness of the evidence on Iraqi WMD, refused to join in the attack on Iraq. In our view, you should be appropriately suspicious of charges made by the U.S. State Department and NATO officials alleging a Russian invasion of Ukraine.
President Barack Obama tried on Aug. 29 to cool the rhetoric of his own senior diplomats and the corporate media, when he publicly described recent activity in the Ukraine, as “a continuation of what’s been taking place for months now … it’s not really a shift.”
Obama, however, has only tenuous control over the policymakers in his administration – who, sadly, lack much sense of history, know little of war, and substitute anti-Russian invective for a policy. One year ago, hawkish State Department officials and their friends in the media very nearly got Mr. Obama to launch a major attack on Syria based, once again, on “intelligence” that was dubious, at best.
Largely because of the growing prominence of, and apparent reliance on, intelligence we believe to be spurious, we think the possibility of hostilities escalating beyond the borders of Ukraine has increased significantly over the past several days. More important, we believe that this likelihood can be avoided, depending on the degree of judicious skepticism you and other European leaders bring to the NATO summit next week.
Experience With Untruth
Hopefully, your advisers have reminded you of NATO Secretary General Anders Fogh Rasmussen’s checkered record for credibility. It appears to us that Rasmussen’s speeches continue to be drafted by Washington. This was abundantly clear on the day before the U.S.-led invasion of Iraq when, as Danish Prime Minister, he told his Parliament: “Iraq has weapons of mass destruction. This is not something we just believe. We know.”
Photos can be worth a thousand words; they can also deceive. We have considerable experience collecting, analyzing, and reporting on all kinds of satellite and other imagery, as well as other kinds of intelligence. Suffice it to say that the images released by NATO on Aug. 28 provide a very flimsy basis on which to charge Russia with invading Ukraine. Sadly, they bear a strong resemblance to the images shown by Colin Powell at the UN on Feb. 5, 2003, that, likewise, proved nothing.
That same day, we warned President Bush that our former colleague analysts were “increasingly distressed at the politicization of intelligence” and told him flatly, “Powell’s presentation does not come close” to justifying war. We urged Mr. Bush to “widen the discussion … beyond the circle of those advisers clearly bent on a war for which we see no compelling reason and from which we believe the unintended consequences are likely to be catastrophic.”
Consider Iraq today. Worse than catastrophic.
Although President Vladimir Putin has until now showed considerable reserve on the conflict in the Ukraine, it behooves us to remember that Russia, too, can “shock and awe.” In our view, if there is the slightest chance of that kind of thing eventually happening to Europe because of Ukraine, sober-minded leaders need to think this through very carefully.
If the photos that NATO and the U.S. have released represent the best available “proof” of an invasion from Russia, our suspicions increase that a major effort is under way to fortify arguments for the NATO summit to approve actions that Russia is sure to regard as provocative. Caveat emptor is an expression with which you are no doubt familiar. Suffice it to add that one should be very cautious regarding what Mr. Rasmussen, or even Secretary of State John Kerry, are peddling.
We trust that your advisers have kept you informed regarding the crisis in Ukraine from the beginning of 2014, and how the possibility that Ukraine would become a member of NATO is anathema to the Kremlin. According to a Feb. 1, 2008 cable (published by WikiLeaks) from the U.S. embassy in Moscow to Secretary of State Condoleeza Rice, U.S. Ambassador William Burns was called in by Foreign Minister Sergey Lavrov, who explained Russia’s strong opposition to NATO membership for Ukraine.
Lavrov warned pointedly of “fears that the issue could potentially split the country in two, leading to violence or even, some claim, civil war, which would force Russia to decide whether to intervene.” Burns gave his cable the unusual title, “NYET MEANS NYET: RUSSIA’S NATO ENLARGEMENT REDLINES,” and sent it off to Washington with IMMEDIATE precedence. Two months later, at their summit in Bucharest NATO leaders issued a formal declaration that “Georgia and Ukraine will be in NATO.”
On Aug. 29, Ukrainian Prime Minister Arseny Yatsenyuk used his Facebook page to claim that, with the approval of Parliament that he has requested, the path to NATO membership is open. Yatsenyuk, of course, was Washington’s favorite pick to become prime minister after the Feb. 22 coup d’etat in Kiev.
“Yats is the guy,” said Assistant Secretary of State Victoria Nuland a few weeks before the coup, in an intercepted telephone conversation with U.S. Ambassador to Ukraine Geoffrey Pyatt. You may recall that this is the same conversation in which Nuland said, “Fuck the EU.”
Timing of the Russian “Invasion”
The conventional wisdom promoted by Kiev just a few weeks ago was that Ukrainian forces had the upper hand in fighting the anti-coup federalists in southeastern Ukraine, in what was largely portrayed as a mop-up operation. But that picture of the offensive originated almost solely from official government sources in Kiev. There were very few reports coming from the ground in southeastern Ukraine. There was one, however, quoting Ukrainian President Petro Poroshenko, that raised doubt about the reliability of the government’s portrayal.
According to the “press service of the President of Ukraine” on Aug. 18, Poroshenko called for a “regrouping of Ukrainian military units involved in the operation of power in the East of the country. … Today we need to do the rearrangement of forces that will defend our territory and continued army offensives,” said Poroshenko, adding, “we need to consider a new military operation in the new circumstances.”
If the “new circumstances” meant successful advances by Ukrainian government forces, why would it be necessary to “regroup,” to “rearrange” the forces? At about this time, sources on the ground began to report a string of successful attacks by the anti-coup federalists against government forces. According to these sources, it was the government army that was starting to take heavy casualties and lose ground, largely because of ineptitude and poor leadership.
Ten days later, as they became encircled and/or retreated, a ready-made excuse for this was to be found in the “Russian invasion.” That is precisely when the fuzzy photos were released by NATO and reporters like the New York Times’ Michael Gordon were set loose to spread the word that “the Russians are coming.” (Michael Gordon was one of the most egregious propagandists promoting the war on Iraq.)
No Invasion – But Plenty Other Russian Support
The anti-coup federalists in southeastern Ukraine enjoy considerable local support, partly as a result of government artillery strikes on major population centers. And we believe that Russian support probably has been pouring across the border and includes, significantly, excellent battlefield intelligence. But it is far from clear that this support includes tanks and artillery at this point – mostly because the federalists have been better led and surprisingly successful in pinning down government forces.
At the same time, we have little doubt that, if and when the federalists need them, the Russian tanks will come.
This is precisely why the situation demands a concerted effort for a ceasefire, which you know Kiev has so far been delaying. What is to be done at this point? In our view, Poroshenko and Yatsenyuk need to be told flat-out that membership in NATO is not in the cards – and that NATO has no intention of waging a proxy war with Russia – and especially not in support of the rag-tag army of Ukraine. Other members of NATO need to be told the same thing.

KELLY WAS AWARDED THE NAIA SCHOLAR ATHLETE AWARD WITH A GPA OVER 3.5. THE INTENSITY KELLY DISPLAYED DEMONSTRATED HOW WE ALL SHOULD FINISH OUR RACE STRONG !!

LOL THE REAL FACTS COULD BE MONITORED BY THE MAJOR ENTITIES LIKE THE CBI,IMF,WORLD BANK, UN, UN SECURITY COUNCIL, WTO, BIS, US GOVT., AND THE US TREASURY. WE COULD BELIEVE THESE. THESE ALONG WITH THE OTHER SUPPORTING COUNTRIES IN MY MIND BECAME ASPECTS OF THE EMPIRE ALONG WITH THE BANKING SYSTEM !!

FRANK26 IQD CONFERENCE CALL AFTER BIBLE STUDY TUESDAY, SEPT 2, 2014

IQD update

• Please do not call Frank with questions about what other websites are saying

• There is an avalanche of investors pouring into Iraq, and the MR is now to be considered as a “revenue stream” and on last night’s call, the VND’s revenue stream was discussed as well

• With what the coalition is doing, there is cooperation in the ME because in Frank’s opinion, they know what is about to happen; those who help will be rewarded

• Frank read an article title “Iraq PM vows to wipe out ISIS militants”; even though USA is behind it, the ME/Iraq must take credit for it, and articles are giving credit to Iraq for bringing peace and stability

• Keep an eye on the CBI; today we learn about a new governor for the CBI – timing is not accidental

• If and only if this is the end of the MR, then this makes sense; study history and pay attention to who is being put into positions – at IMF, CBI, PM of Iraq, BRICS nations, etc; all these things are required when an international rate is released

 The GOI should be seated this month, and when they are seated, they should open the budget -- the only reason to have a budget is if they have savings or a revenue stream; if the rate is other than 1166, we can see why there will be a new governor of the CBI

• Who appoints the governor of the CBI?

• the PM of Iraq does not appoint the gov of the CBI; Frank asked if the BIS or IMF have any say in the matter? Nova replied they certainly have a lot of influence; Frank asked about the US Fed Res – Nova replied that they have no direct influence; the only ones who can nominate a new governor of the CBI is the board of governors of the CBI

• Frank asked if the new GOI is going to nominate a new gov of the CBI, and then the parliament will vote on the nomination?

Nova replied that if a vote is being taken on the new CBI governor, it means that the new GOI is already seated and functioning, even if they have not yet disclosed it

• Frank then asked about adoption of the HCL (yet to be passed); the most amazing law to be passed so far is the law that settlements must be made in IQD

• Nova stated that the VND has not had value even though it’s an international currency is because there is no demand for it; what is being done with the IQD (and now the VND) is to make it the currency of settlement, creating a demand and a value; in Nova’s opinion, the rate and the new GOI should be revealed in close proximity to one another; also, in Nova’s opinion, there is already a new CBI governor, but his name has not been announced

• Nova said that yesterday, the oil minister of all 3 provinces were told they may proceed with exporting oil, and they cannot be paid in USD – they must settle accounts in IQD; the new GOI (which supposedly is not seated yet) is giving direction to export oil to create a revenue stream; there is no use to have a budget without revenue

• Frank believes the new GOI will announce themselves around Sept 10; Frank asked if they would say “we have a budget but will not release the rate;” could they do this? Nova replied no, in his opinion they cannot as the revenue will not be enough to meet the budget, the budget contains all of the past revenue owed from oil sales while under sanction, and the amount of money needed for the budget is enormous; the money being held by the USA was released, however it’s not enough, so they will need to sell bonds to make up the deficit – no way to do this without announcing the rate

• In Frank’s opinion, the rate will come out quickly after the GOI is seated, if not, everything crumbles, in his opinion

• Nova asked who gives the rate? The CBI, and the CBI gets it from the IMF and central banking system; who controls 70% of the oil coming out of Kurdistan? Tony Hayward and the Rothschilds; who owns the central banking system? The Rothschilds; do we really think they will allow this to fall apart? They have never failed, the only time they were shut down was when Iran took the US Embassy hostages, and they were not this far when that happened

• In Frank’s opinion, when the new GOI is announced, things will happen quickly; Frank’s only concern is that if they are not ready, they will not announce the new GOI until they are ready, so be strong if it does not happen by the 10th, but it will happen

• Nova agrees that in his opinion, we will not see either a new GOI or a rate until we see both the new GOI and the rate

• Frank said Eagle1 is not able to join the call due to his healing prayer call, however he passed his message to Frank that the UN approved the GCR, and Frank asked if there is evidence or proof, and E1 believes there is; Frank will ask E1 to summarize and post

• Frank also reminded that Oct 1 is the beginning of the new fiscal year, so that is also an interesting date

• Frank paralleled the birth of Christ in the ME region and wealth that the 3 wise me brought to the wealth that is coming to the world from this same region; pray on how we are each to build up the Kingdom of God

• Frank ended the call with prayer and Andy lifted the prayer with the shofar horn blast

• Frank then showed a couple of newspapers and said we should keep an eye on the news:

Obama orders 350 additional troops to Iraq — RT USA
