Good morning all,
Based on questions I am getting this week there appears some
confusion/misunderstanding about Iraq's 2013 AND 2014 budget has
flared up. Let me address this and hopefully bring folks into proper
focus on this point.
Iraq's F.Y. (fiscal year) begins on Jan1. Period. This is not a
floating date that gets amended or changed.
Any changes such as a late implementation (or amendment) of the 2013
spending budget can be covered thru many mechanisms. The most obvious
to me is all the (hundreds of) articles that came out a year ago
speaking to a supplemental budget. IMO this may well be the vehicle
they are using to implement new numbers for the last 1/2 of 2013.

As to the 2014 budget? haha, I thought that dog had been laid to rest
with my last posting two weeks ago.
Apparently not. Here is a quote from the article that I referenced:
"...the Finance Committee [is scheduled] to provide an overview of the
proposed [2014] budget for the Ministry [COM] over the next month
[July] and then complete them [final draft] permanently and submit
them to the Council of Ministers in September next year [Sept 2013]."
As you can see, Iraq is clearly not IN the 2014 FY. These guys never
even get the budget worked in time for a Jan1 implementation LET ALONE
'get er done' 6mo early?!?!
As shown above, they are currently in the process of FORMING the
numbers for 2014 based on the anticipated price of oil as well as
(IMO) the new value to be given their currency.
