FRANK, gave us some information to study......I have two questions about the IMF Article VIII.

IF Iraq is seeking to go into Article VIII, what IMF Article are they in now?

Didn't they get their DFI Funds transferred from the IMF into their CBI accounts the earlier part of 2013 when they were removed from Chapter 7 into Chapter 6, supposedly.

In June When The UNSC released Iraq from Chapter 7 it was because Kuwait agreed To resolve any outstanding issues under The UN Charter, Chapter 6.

This allows two countries to resolve differences with the UN acting as a Mediator.

Because The UNSC did this, Iraq is Now Resolving Things With Kuwait and are able to sign/implement/do things with The International World that will allow them to become Article 8 Compliant Under The IMF Charter, Article 8.   Hope This Helps, Nova

Television has planted us firmly in our living rooms, instead of out with other people. Even movie theaters, where many people get together, cut us off from true conversation because we’re staring at a big screen. And while I’m not railing against any of these inventions (except perhaps the cubicle), what we must guard against is the tendency of that individuality to have us focused on ourselves to the exclusion of our fellow human beings. The tendency towards selfishness rather than giving, on helping ourselves rather than helping our brothers and sisters in humanity. I’m not saying we’re all like that, but it can happen, if we’re not careful. So strike back against the selfishness and greed of our modern world, and help out a fellow human being today. Not next month, but today. Helping a fellow human being, while it can be inconvenient, has a few humble advantages: It makes you feel better about yourself; It connects you with another person, at least for a moment, if not for life; It improves the life of another, at least a little; It makes the world a better place, one little step at a time; And if that kindness is passed on, it can multiply, and multipy. So take just a few minutes today, and do a kindness for another person. It can be something small, or the start of something big. Ask them to pay it forward. Put a smile on someone’s face. Don’t do it all yourself — let them take action too, because it helps in the healing process. Buy food for a homeless person. Cash is often a bad idea if it’s going to be used for drugs, but buying a sandwich and chips or something like that is a good gesture. Be respectful and friendly. Lend your ear. Often someone who is sad, depressed, angry, or frustrated just needs someone who will listen. Venting and talking through an issue is a huge help. Help someone on the edge. If someone is suicidal, urge them to get help. If they don’t, call a suicide hotline or doctor yourself to get advice. Help someone get active. When someone you know is in need, sometimes it’s just good to be there. Sit with them. Talk. Help out if you can. Be patient. Sometimes people can have difficulty understanding things, or learning to do something right. Learn to be patient with them. Tutor a child. This might be difficult to do today, but often parents can’t afford to hire a tutor for their child in need of help. Call a school and volunteer your tutoring services. Create a care package. Soup, reading material, tea, chocolate ... anything you think the person might need or enjoy. Good for someone who is sick or otherwise in need of a pick-me-up. Lend your voice. Often the powerless, the homeless, the neglected in our world need someone to speak up for them. You don’t have to take on that cause by yourself, but join others in signing a petition, speaking up a a council meeting, writing letters, and otherwise making a need heard. Offer to babysit. Sometimes parents need a break. If a friend or other loved one in your life doesn’t get that chance very often, call them and offer to babysit sometime. Set up an appointment. It can make a big difference. Love. Simply finding ways to express your love to others, whether it be your partner, child, other family member, friend, co-worker, or a complete stranger ... just express your love. A hug, a kind word, spending time, showing little kindnesses, being friendly ... it all matters more than you know. How far that little candle throws his beams! How Silicon Valley turned on President Obama Blame the NSA By Dana Liebelson In the months leading up to the 2012 presidential election, Silicon Valley was squarely in President Obama's corner. Google's executive chairman coached Obama's campaign team; executives from Craigslist, Napster, and Linkedin helped him fundraise; and when the dust settled, Obama had won nine counties in the liberal and tech-heavy Bay Area, scoring 84 percent of the vote in San Francisco. But a little over a year later, following explosive allegations from former NSA contractor Edward Snowden that the government is exploiting tech companies to spy on Americans, some members of Silicon Valley are taking a new perspective: "F--- these guys." That's what Brandon Downey, a security engineer with Google, wrote late last month, upon learning that the NSA had broken into Google and Yahoo and was exploiting the data of millions of users, allegedly without the companies' knowledge. He added, "We suspected this was happening, [but] it still makes me terribly sad. It makes me sad because I believe in America...The U.S. has to be better than this." Executives at Google, which issued a polite denial when the first revelations about PRISM came out, were publicly furious over the new revelations (which the NSA denied): "We are outraged at the lengths to which the government seems to have gone to intercept data from our private fiber networks," David Drummond, Google's chief legal officer, told The Verge. This is the same company that in October 2012 gave $342,409 to Democrats and only $37,250 to Republicans, according to data from OpenSecrets. Many techies may be regretting such investments. "There's a strong libertarian streak that dampens support for the Obama administration... Entrepreneurs don't like the government telling them what they can or can't do with their bodies or their wallets," says Craig Montuori, a Caltech aerospace engineer who designed data systems for the Chris Christie campaign in 2009 and worked in the field for Obama in 2012. "I personally donated to the Obama campaign in both 2008 and 2012, and given the recent revelations, I would certainly reconsider doing the same in the future," Sina Khanifar, a programmer and activist who helped launch Stopwatching.us, a coalition demanding more information about NSA surveillance efforts. "One of the biggest advantages the Obama campaign had in the last election cycle was the technical team that wrote their grassroots organizing software. The NSA revelations have seriously damaged technologists' trust in government, and I think recruiting a similar team for the next elections would be much more difficult." Jonathan Nelson, who has been programming since he was seven, is the founder of Hackers and Founders, which assists tech startup entrepreneurs, and has 11,000 members working out of Silicon Valley. He tells The Week, "Our hopes were that the Obama administration would hold true to their promises and end these [surveillance] programs. But instead, they've expanded to unimaginable levels. That's been crushingly disappointing for many in our community." Nelson notes, however, that the different factions of the tech industry have responded in various ways. He points to "Massive Tech Co" — companies with thousands of employees — which he believes are less inclined to speak publicly against the administration because they have government contracts and established policy interests. Spokespeople for the big-name tech companies wouldn't comment on the record for this article, but they've nonetheless taken covert action to protect user privacy. Microsoft, for instance, signed on with Apple, Google, and other companies to voice support for full-fledged NSA reform. "Companies are beginning to realize that...the NSA is actively hacking and targeting [them], putting all of us at risk," says Mark Jaycox, a policy analyst and legislative assistant for the Electronic Frontier Foundation. Twitter was notably absent from Snowden's revelations about the PRISM program. But the company's latest lobbying disclosure form reveals that Twitter is lobbying on a host of civil liberties bills related to stopping NSA surveillance — though we don't know for sure on which side the company is lobbying — including a bill that would stop the government from scooping up geolocation data; a bill that would require more transparency in the FISA court; and a sweeping bill that reforms the Patriot Act. November 14, 2013 by Ben Bullard President Barack Obama’s Thursday switcheroo announcement that he (not Congress, which makes laws, but he himself, alone) would unilaterally cut people a break under Obamacare into 2014 ought to vindicate Senator Ted Cruz (R-Texas), whom the mainstream media exiled to buffoon island after his stand against implementation of the Affordable Care Act last month. But media moves on. That won’t happen. Just about the only people or groups who by now haven’t been directly shafted by Obamacare, along with Obama’s new “administrative fix,” are those who’ve become eligible for Medicaid and, perhaps, supporters of Hillary Clinton’s 2016 Presidential ambitions. Congressional Democrats are panicking over how to spin their role in the Obamacare disaster with the 2014 midterm elections looming. Many Congressional Republicans are wondering how Obama is capable of saying, with a straight face, that he wants to do the same thing they attempted to do when they sent draft after draft of a bill delaying the Obamacare individual mandate – a bill that Senate Majority Leader Harry Reid (D-Nev.) and the Congressional Obama contingent shut down the government in order to avoid passing. People who had individual coverage – five million of them and counting – are now without individual coverage thanks to policy cancellations brought about by Obamacare’s supposedly “higher” standards of coverage. Full time employees are becoming part time employees, as businesses try to keep their expenses in check by eliminating the number of employees eligible for higher-priced, employer-subsidized insurance plans, thanks to Obamacare. Governments in States that accepted the Obamacare yoke, along with its mandate to expand the Medicaid base, have to come up with incrementally more money without a commensurate expansion in their revenue bases to support the additional cost. And now insurers – a group that Obama certainly never intended to ostracize – are beginning to see just how deeply Obama’s signature law, as well as the enforcement liberties he’s threatening to take to “fix” its many problems, will affect their profitability. After Obama revealed his illegal plan today to bypass Congress and force insurance companies to continue offering plans that many of them have already cancelled (thanks to Obamacare), the industry started biting back. And for good reason: insurers have played along as the health care exchanges have been set up, perhaps benignly convinced that whatever market changes Obamacare brought about would just be passed along to consumers. The President’s revelation Thursday that he’d now “allow” these same companies to violate the law by offering their “substandard” policies for another year left many in the business wondering why they’d just sent out millions of cancellation letters. It also left them wondering how useful their idiocy had been to the President’s Obamacare politics this whole time. “[N]ow the Obama administration wants to make them [insurers] into a scapegoat,” wrote The Washington Post Thursday afternoon: “This doesn’t change anything other than force insurers to be the political flack jackets for the administration,” an insurance industry insider told Evan McMorris-Santoro. “So now, when we don’t offer these policies, the White House can say it’s the insurers doing this and not being flexible.” “Changing the rules after health plans have already met the requirements of the law could destabilize the market and result in higher premiums for consumers,” industry trade group representative Karen Ignagni told The Hill right after the President’s speech. Sounds like Obama’s scapegoats are already playing right into his hands. Watch out for Hillary, though. The Democrats need an Obamacare savior – and it has to come from someone on their side. In July, the Electronic Privacy Information Center responded to whistle-blower Edward Snowden’s leaks by petitioning the Supreme Court to vacate the order of the Foreign Intelligence Surveillance Court requiring communications providers to turn over telephone records to the National Security Agency. The Administration of Barack Obama has now responded to the petition, urging the Supreme Court to reject the challenge and to allow the NSA to continue spying on Americans unmolested.
Along with other defenses, the Administration said that the EPIC challenge is unwarranted because phone companies could challenge the secret orders from the FISC court for information. To date, however, there have been no challenges to FISC orders from telecom providers.
The Feds also allege that the Patriot Act provisions that allow the NSA phone data collection disallow third parties like EPIC to challenge the government’s actions.
“Congress established that only specified parties — the government or the recipient of an order — may seek review in this Court of a FISC decision under Section 1861,” the Administration said.
EPIC’s challenge to the NSA data-collection program came on the heels of Snowden’s explosive revelations of widespread government spying justified under Section 215 of the Patriot Act. That section grants FISC the ability to authorize broad warrants for several types of Americans’ records, including those held by banks, doctors and phone companies, with no suspicion of links to terror or wrongdoing.
The spying has been going on in its current capacity since 2006, according to government officials.
“As of October 1, 2013, fourteen different judges of the FISC, on thirty-four separate occasions, have approved Section 1861 orders directing telecommunications service providers to produce records in connection with the Telephony Records Program,” the Administration said in its rebuttal to the EPIC petition.
But EPIC maintains that the Federal government has long used a perverted interpretation of the Patriot Act in order to collect troves of data about Americans at home and abroad without linking its efforts to particular investigations.
“The ongoing collection of the domestic telephone records of millions of Americans by the NSA, untethered to any particular investigation, is beyond the authority granted by Congress to the FISC…” according to EPIC’s petition.

How Progressives Can Win (published in 2007). In the Acknowledgements section of the book, Creamer stated that his political views had been deeply influenced by “the legendary community organizer” Saul Alinsky. Stand Up Straight! advanced the notion that the Democratic Party could win a permanent majority in Congress by doing the following: passing a national health care bill, thereby turning more people into wards of an ever-expanding government, and of the party that works to grow government; and giving amnesty to all illegal immigrants, thereby creating, virtually overnight, a large new constituency of Democratic voters. The author conceded that his desire “to reshape the structure of one-sixth of the American economy” (i.e., the health care sector) was contingent upon the Democrats being able to control 60 votes in the U.S. Senate, and upon the election of a “progressive Democrat” to the White House -- conditions that could, in Creamer's estimation, be achieved by the year 2009. Notably, his book was effusive in its praise of then-Senator Barack Obama. Creamer's book advocated a “public plan” that would guarantee every U.S. resident's “right” to health care; this plan eventually would serve as a model for the “public option” in subsequent legislative proposals by Congressional Democrats. In addition, Creamer laid out a “Progressive Agenda for Structural Change,” which included a ten-point plan to set the stage for implementing universal health care: “We must create a national consensus that health care is a right, not a commodity; and that government must guarantee that right.” “We must create a national consensus that the health care system is in crisis.” “Our messaging program over the next two years should focus heavily on reducing the credibility of the health insurance industry and focusing on the failure of private health insurance.” “We need to systematically forge relationships with large sectors of the business/employer community.” “We need to convince political leaders that they owe their elections, at least in part, to the groundswell of support of [sic] universal health care, and that they face political peril if they fail to deliver on universal health care in 2009.” “We need not agree in advance on the components of a plan, but we must foster a process that can ultimately yield consensus.” “Over the next two years, we must design and organize a massive national field program.” “We must focus especially on the mobilization of the labor movement and the faith community.” “We must systematically leverage the connections and resources of a massive array of institutions and organizations of all types.” “To be successful, we must put in place commitments for hundreds of millions of dollars to be used to finance paid communications and mobilization once the battle is joined.” “To win,” added Creamer, “we must not just generate understanding, but emotion—fear, revulsion, anger, disgust.” Beyond the narrow specifics of health care, Creamer in his book advocated the “democratization of wealth” in America and “progressive control of governments around the world.” Creamer also identified immigration as an issue that “will have an enormous impact on the battle for power between the progressive and conservative forces in American society.” He said: “If the Democrats continue to stand firmly for immigrant rights, the issue will define immigrants’ voting loyalties for a generation. If we are successful, a gigantic block of progressive votes will enter the electorate over the next 15 years—a block that could be decisive in the battle for the future.” Mirroring his approach to health care, Creamer stressed the importance of persuading religious leaders to lobby, on moral grounds, in favor of amnesty and expanded rights for illegal aliens. Stand Up Straight! was endorsed by a number of leading Democrats and their political allies, including: Greg Galluzzo, director of the Gamaliel Foundation; SEIU president Andrew Stern, who said the book would “hopefully inspire more people to act”; political strategist David Axelrod, who said it “provides a blueprint for future victories”; Democrat operative John Podesta, who called the book a “straight-up shot in the arm for progressives”; political commentator Arianna Huffington, who said it would help “return America to its progressive roots”; and Congressman John Lewis, who said the book would help “create our society’s next historical movement.” In 2008 Creamer worked for the Obama presidential campaign, training volunteers at “Camp Obama.” Today Creamer writes periodically for the Huffington Post. Rescue crews searched an area southeast of Miami after a pilot reported to the Federal Aviation Administration that a passenger fell out of his small plane into the ocean Thursday.
FAA spokeswoman Kathleen Bergen says the call came at 1:30 p.m. Thursday from the pilot of a Piper PA 46 aircraft. The plane was flying at about 2,000 feet (610 meters) when the call came in, she said.
Coast Guard and Miami-Dade Fire Rescue air and water units were searching an area about eight miles (13 kilometers) southeast of Tamiami Executive Airport, south of Miami, where the plane safely landed. It wasn't immediately clear where the flight originated or how many people were on board.
According to a recording on the website LiveATC.Net, the unidentified pilot calmly radioed "mayday, mayday, mayday," and told an air traffic controller a door was ajar.
"I have a door ajar and a passenger that fell down. I'm six 6 miles (10 kilometers) from Tamiami," the pilot says.
"You said you've got a passenger that fell out of your plane?" the air traffic controller responds.
"That's correct, sir," the pilot responded. "He opened the back door and he just fell out the plane."

Both the Coast Guard and fire rescue officials said they hadn't confirmed whether the pilot's emergency call was legitimate. The Miami-Dade Police Department sent homicide detectives to the airport to further investigate, said spokesman Javier Baez. Police have not indicated any evidence of foul play, however.
"We're still gathering as many facts as we can," Baez said.
The Coast Guard had a small boat and a helicopter involved in the search, but Petty Officer Jon-Paul Rios said they stopped searching about 7 p.m. when it got too dark.
The fire rescue agency had three marine units and two aircraft, said Lt. Arnold Piedrahita, a fire rescue spokesman. It wasn't immediately clear whether they were still searching or when they planned to stop for the night.
According to an email from FAA spokeswoman Bergen, the pilot radioed air traffic controllers at Miami Terminal Radar Approach Control, which provides radar for flights within a 55-mile (90-kilometer) radius of Miami International Airport. The control center then notified the Coast Guard.
Bergen said in an email late Thursday that she had no new information.

Each year we anticipate a different rate due to this budget delay passing.

I think it is simply their lazy lackadaisical approach to many things.

What T is doing with bonds for the CBI is more significant than this listless lethargic budget.
