Dave Maryland’s Criminal Complaint is a vehicle where you are in the driver seat. It puts you in that position since you are relying solely upon Supreme Court cases. Furthermore, the Internal Revenue Code itself only strengthens your position that the Internal Revenue Code does not apply to most people living and working in the several states! Therefore, you are being approached by some individual who says he works for the IRS who is claiming that you owe some tax they cannot be prove thereby making false allegations and producing false documents and pursuing collection of a falsified  debt, which is in violation of many of Title 18 U.S.C. Specifically 26 U.S.C. §7214  Offenses by officers and employees of the United States (a) Unlawful acts of revenue officers or agents Any officer or employee of the United States acting in connection with any revenue law of the United States— (1) who is guilty of any extortion or willful oppression under color of law; or (2) who knowingly demands other or greater sums than are authorized by law, or receives any fee, compensation, or reward, except as by law prescribed, for the performance of any duty; or (3) who with intent to defeat the application of any provision of this title fails to perform any of the duties of his office or employment; or (4) who conspires or colludes with any other person to defraud the United States; or (5) who knowingly makes opportunity for any person to defraud the United States; or (6) who does or omits to do any act with intent to enable any other person to defraud the United States; or (7) who makes or signs any fraudulent entry in any book, or makes or signs any fraudulent certificate, return, or statement; or (8) who, having knowledge or information of the violation of any revenue law by any person, or of fraud committed by any person against the United States under any revenue law, fails to report, in writing, such knowledge or information to the Secretary; or (9) who demands, or accepts, or attempts to collect, directly or indirectly as payment or gift, or otherwise, any sum of money or other thing of value for the compromise, adjustment, or settlement of any charge or complaint for any violation or alleged violation of law, except as expressly authorized by law so to do; shall be dismissed from office or discharged from employment and, upon conviction thereof, shall be fined not more than $10,000, or imprisoned not more than 5 years, or both. The court may in its discretion award out of the fine so imposed an amount, not in excess of one-half thereof, for the use of the informer, if any, who shall be ascertained by the judgment of the court. The court also shall render judgment against the said officer or employee for the amount of damages sustained in favor of the party injured, to be collected by execution. I always have taken the position that I don’t have a problem in paying any debt I duly owe.  However, in following the Supreme Court decisions and my examination and the opinion of many, many others of the Internal Revenue Code, I do not find any nexus creating a liability on me and, *a fortiori,  absence of  delegation of authority it appears that foreign agent (IRS Agent John Doe) is committing crimes against me. Undisputed, there is NO act of Congress that created the “Internal Revenue Service” People who work for the Internal Revenue Service will try to convince you otherwise and state the following: The Internal Revenue Service (IRS) was established on July 1, 1862, by an act of Congress. The United States supreme court refutes and contests this statement, in part by reference to footnote 23 in the published opinion of the U.S. Supreme Court in Chrysler Corp. v. Brown, 441 U.S. 281, fn. 23 (1979). “… in the early days of the Bureau of Internal Revenue, it was the field agents who had substantial contact with confidential financial information. ” The People hereinafter relies upon said footnote formally to refute the false statement quoted above by the IRS. Moreover, no one should be punished unnecessarily for relying upon the decisions of the U.S. Supreme Court.  U.S. v. Mason, 412 U.S. 391, 399-400 (1973).  To wit: “It is, of course, true that Supreme Court decisions are on occasion overruled and that the opportunity to overrule them would never arise if litigants did not continue to challenge their validity. But, in this context at least, it is unnecessary to penalize the United States' proper reliance on our past decisions in order to re-examine them, since there is no bar to a suit by plaintiffs below directly against Oklahoma for recovery of the tax. Cf. Poafpybitty v. Skelly Oil Co., 390 U.S. 365 (1968). And if the doctrine of stare decisis has any meaning at all, it requires that people in their everyday affairs be [412 U.S. 391, 400]   able to rely on our decisions and not be needlessly penalized for such reliance. Cf. Flood v. Kuhn, 407 U.S. 258, 283 (1972); Wallace v. M'Connell, 13 Pet. 136, 150 (1839).” [stare decisis is doctrine requires a Court to follow rules established by a superior court.]  However go tohttp://encyclopedia.thefreedictionary.com/stare+decisis it is important to get a complete understanding to this term Also, by consulting the index for Chapter 3, Title 31 of the United States Code, one finds that IRS and the Bureau of Alcohol, Tobacco and Firearms are not listed as agencies of the United States Department of the Treasury. The fact that Congress never created a "Bureau of Internal Revenue" is confirmed by publication in the Federal Register at 36 F.R. 849-890 [C.B. 1971 - 1,698], 36 F.R. 11946 [C.B. 1971 - 2,577], and 37 F.R. 489-490 Another direct evidence of the fraud is found at 27 CFR § 1, which prescribes basic requirements for securing permits under the Federal Alcohol Administration Act. The problem here is that Congress promulgated the Act in 1935, and the same year, the United States Supreme Court declared the Act unconstitutional. Administration of the Act was subsequently moved offshore to Puerto Rico, along with the Federal Alcohol Administration, and operation eventually merged with the Bureau of Internal Revenue, Puerto Rico, which until 1938, along with the Bureau of Internal Revenue, Philippines, created by the Philippines provisional government via Philippines Trust #2 (internal revenue) (see 31 USC § 1321 for listing of Philippines Trust #2 (internal revenue)), administered the China Trade Act (licensing & revenue collection relating to opium, cocaine & citric wines). This line will be resumed after examining additional evidences concerning IRS and Commissioner of Internal Revenue authority. Further verification that IRS does not have lawful authority in the several States is found in the Parallel Table of Authorities and Rules, beginning on page 751 of the 1995 Index volume to the Code of Federal Regulations. It will be found that there are no regulations supportive of 26 USC §§ 7621, 7801, 7802 & 7803 (these statute listings are absent from the table). In other words, no regulations have been published in the Federal Register, extending authority to the several States and the population at large, (1) to establish revenue districts within the several States, (2) extending authority of the Department of the Treasury [Puerto Rico] to the several States, (3) giving authority to the Commissioner of Internal Revenue and assistants within the several States, or (4) extending authority of any other Department of Treasury personnel to the several States. Authority of the Internal Revenue Service, via the Commissioner of Internal Revenue, is convoluted in regulations, but makes an amount of sense by citing various regulations pertaining to the Service and application of the Commissioner's authority. General procedural rules at 26 CFR § 601.101(a) provide a beginning-point: (a) General. The Internal Revenue Service is a bureau of the Department of the Treasury under the immediate direction of the Commissioner of Internal Revenue. The Commissioner has general superintendence of the assessment and collection of all taxes imposed by any law providing internal revenue. The Internal Revenue Service is the agency by which these functions are performed... Go to the definitions you will find that revenue agents and the Secretary are all foreign to the State to which we live. Revenue Agent. Any duly authorized Commonwealth Internal Revenue Agent of the Department of the Treasury of Puerto Rico. Secretary. The Secretary of the Treasury of Puerto Rico. Secretary or his delegate. The Secretary or any officer or employee of the Department of the Treasury of Puerto Rico duly authorized by the Secretary to perform the function mentioned or described in this part. I could go on for about another 200 pages or more but the point is stop being a defendant. We have all the evidence to support crimes being committed against the people living in the several states. Bottom line:  The agent can not prove what you can prove that he can’t prove. *a fortiori (pronounced ah-for-she-ory) prep. Latin for "with even stronger reason," which applies to a situation in which if one thing is true then it can be inferred that a second thing is even more certainly true. It has been a busy night in the Ukraine.

First, the newly-installed interior minister declared that the police were now behind the protesters they had fought for days, giving central Kiev the look of a war zone with 77 people killed, while central authority crumbled in western Ukraine. Then despite yesterday's latest anti-crisis "agreement" which we said would last at best hours, the protesters continued their pressure against embattled president Yanukovich, demanding his outright and unconditional resignation, leading to his fleeing Kiev by airplane overnight to the far more pro-Russian city of Kharkiv located in the Eastern Ukraine, even as his arch rival, Yulia Tymoshenko, who is held in prison in the same city, was rumored to have been released on her way to the far more anti-Russian city of Kiev - it turns out those rumors have so far been incorrect.

Then there was a plethora of rumors that he has or is about to either escape the country and/or resign, sparking celebrations in Kiev, only for him to appear on TV subsequently and not only deny a resignation is coming, but that he accused the current leaders in Kiev of staging a coup d'etat and that all parliamentary decisions today have been illegitimate, saying "I did all I could to avoid bloodshed" while comparing recent events in the Ukraine to the "Fascist Revolution" in Germany. This was promptly rebutted by the Polish foreign minister Radoslaw Sikorski who tweeted there is no coup in Kiev and President Viktor Yanukovych has 24 hours to sign re-adopted 2004 constitution into law.

The just released interview is below:

Most importantly, all of this is happening as governors, and regional legislators in eastern Ukraine question authority of national parliament. Meanwhile over in the "western" Kiev, Parliament members of the opposition began laying the groundwork for a change in leadership, electing Oleksander Turchynov, an ally of the imprisoned opposition leader and former prime minister, Yulia V. Tymoshenko, as speaker. And Mr. Klitschko called for new elections to replace Mr. Yanukovych by May 25. “Millions of Ukrainians see only one choice — early presidential and parliamentary elections,” he tweeted.

The NYT reports:

Members of an opposition group from Lviv called the 31st Hundred — carrying clubs and some of them wearing masks — were in control of the entryways to the palace Saturday morning. And Vitali Klitschko, one of three opposition leaders who signed the deal to end the violence, said that Mr. Yanukovych had “left the capital” but his whereabouts were unknown, with members of the opposition speculating that he had gone to Kharkiv, in the northeast part of Ukraine.

Protesters claimed to have established control over Kiev. By Saturdaymorning they had secured key intersections of the city and the government district of the capital, which police officers had fled, leaving behind burned military trucks, mattresses and heaps of garbage at the positions they had occupied for months.

All of this is pointing to a national schism between the pro-Russian east, and its new de facto capital, Kharkiv, and the western part of the nation, where the EU (and CIA) influences are strongest. Luckily, for now there won't be a military involvement:

... for now.This will likely change: moments ago Russia's Foreign Minister said Ukraine's opposition is led by "armed extremists" and their actions pose direct threat to Ukraine's sovereignty, which means a Russian involvement in some capacity is imminent.

Perhaps more important was the following statement:

• UKRAINE TO ENSURE SMOOTH NATGAS TRANSIT TO EU, DEP PREMIER SAYS

That would the Russian gas which traverses the country, which can be halted with the turn of a spigot.

Bottom line, the situation is fluid, and is increasingly bordering on an all too real threat of civil war between the country's linguistically and affiliation-divided west and east.

The one thing that is clear is that the former presidential compound is now in the power of the people. From CBS.

The protesters, who are angry over corruption and want Ukraine to move toward Europe rather than Russia, claimed full control of Kiev and took up positions around the president's office and a grandiose residential compound believed to be his, though he never acknowledged it.

At the sprawling suburban Kiev compound, protesters stood guard and blocked more radical elements among them from entering the building, fearing unrest. Moderate protesters have sought to prevent their comrades from looting or taking up the weapons that have filled Kiev in recent weeks.

The compound became an emblem of the secrecy and arrogance that defines Yanukovych's presidency, painting him as a leader who basks in splendor while his country's economy suffers and his opponents are jailed. An AP journalist visiting the grounds Saturday saw manicured lawns, a pond, several luxurious houses and the big mansion itself, an elaborate confection of five stories with marble columns.

Protesters attached a Ukrainian flag to a lamppost at the compound, shouting: "Glory to Ukraine!"

A group of protesters in helmets and shields stood guard at the president's office Saturday. No police were in sight.

I have been encouraged to read that the trails will be halted and technology exists to clean up the damage. However, since that info on your newsletter came out a couple months ago it seems HAARP is ratcheting up the chemicals and we are getting more and larger trails each day. One day there were a dozen in the am and another dozen in the pm. It's like they are frantic to do as much damage as possible before they are shut down. I'm afraid to hang my wash out now.

On Valentine's Day, Feb. 14, 2014, the individual Government Defendants, Barack H. Obama, Eric H. Holder, Keith B. Alexander, Roger Vinson, the U.S. Department of Justice and the National Security Agency (NSA), in our initial lawsuit over the NSA spying on the American people – the one that produced a great victory last December when Judge Richard J. Leon ruled that President Obama and the NSA had egregiously violated the Fourth Amendment and the U.S. Constitution – presented me and the other plaintiffs with the gift that may keep on giving. In response to a court order issued about 10 days earlier, wherein Judge Leon testily told the Obama Justice Department lawyers to get the show on the road and finally file an answer to the complaint as they were in default for not having responded timely, President Obama's lawyers stonewalled the judge in the answer they later filed on the day reserved for love, not obstruction of justice.

In this answer, the Obama Justice Department told the judge that President Obama, Attorney General Eric Holder, NSA Director Keith Alexander and other collaborators in the NSA's illegal spying scandal are above the law and did not need to respond, claiming falsely that they were never served with the complaint. Remarkable as it may sound, the Obama Justice Department and its clients obviously feel that they are a privileged class – free to lie to a court or Congress whenever it suits their interests.

[...] More than 3,700 tubes that help cool a nuclear reactor at Florida Power & Light’s St. Lucie facility exhibit wear. Most other similar plants have between zero and a few hundred. Worst case: A tube bursts and spews radioactive fluid. That’s what happened at the San Onofre plant in California two years ago. The plant shut down forever because it would have cost too much to fix. [...] FPL is so confident in St. Lucie’s condition that it boosted the plant’s power. The utility acknowledged that will aggravate wear on the tubes, located inside steam generators. [...] FPL insisted St. Lucie should not be linked to San Onofre from either a safety or financial standpoint.[...] During hearings, [officials at San Onofre] repeatedly pointed to St. Lucie as having the same problem […] When it closed, San Onofre 3 had 2,519 wear spots at least 20 percent deep into a tube wall. When last inspected in 2012, the St. Lucie plant had 1,920, the Times analysis found. Michael Waldron, FPL spokesman: “From an engineering perspective [...] you can neither make a comparison [between the San Onofre and St. Lucie plants], nor can you assume an outcome because the two systems are so different.” Southern California Edison, owner of now-closed San Onofre nuclear plant between San Diego and Los Angeles: “[St. Lucie is] the next closest plant with a high number of wear indications. [...] Although a different (steam generator) design, the (antivibration bars) serve the same design function [...] So St. Lucie was used to determine similarities and potential actions.” Arnie Gundersen, nuclear engineer: “I think the comparison [with San Onofre] is dead on [...] All of the failure modes except for (tubes hitting each other) are identical. When the same problem popped at the two San Onofre plants, it suddenly became a cluster. [...] St. Lucie is the outlier of all the active plants [...] the magnitude of what is going on at St. Lucie is off the charts. These guys are a hundred times worse than the industry average.” Daniel Hirsch, University of California at Santa Cruz nuclear policy lecturer: “The damn thing is grinding down [...] They must be terrified internally. They’ve got steam generators that are now just falling apart. [The tubes] need to be very strong to prevent a meltdown [...] Steam generators are really critical to safety. It’s not a feature you want to play with.”

We have worked so long for this, Beloved Ones.  You and I have seen the bright future for Planet Earth and have moved always in the direction of Light.  Our rewards will be abundant, glorious, and ongoing.  Yes, there is much to look forward to after the RV.  It is just the introduction to a complete Shift in the way business is done on Planet Earth.  By this, I do not mean only commerce.  Education, social traditions, political activities, governance - all will be different. Now, we wish to prepare you for the necessary upheaval which will inevitably result when the financial systems are in the process of changing over.  There will be a short period in which the banking system may shut down, in order to institute the new, fair and  free economic standards which are to be put into place.  No more will every transaction, every trade, every loan be tailored to enrich the cabal which grew fat while the rest of the world was starving. No more will hardworking people be forced into homelessness; no more will employment or education be akin to slavery.  The human condition is about to change globally, and we are asking you to help usher in this glorious New Golden Age.  You who are reading this are the Lightworkers who felt the rising vibrations and were inspired to invest in the possibility of using your own resources for the good of all.  You will be rewarded tenfold, with the pleasure of giving what you have to support and nurture others who are in need. You will also find the way open for you when you take action to build, create, form networks and organizations to benefit all.  It will feel as though a weight has been lifted, and the wind is always at your back.  Doors will open for you as if by magic, because the old resistance which was built into the system has evaporated. Life was intended to be beautiful on Mother Earth's surface, but it has not been for many centuries.  The abundance that was to be shared by all was co-opted by the few, bringing terrible pollution and degradation to her and causing disease and ill health to become the norm.  You saw the effect of the chemtrails in recent weeks - aberrant weather patterns, devastating drought and crippling snowstorms, all caused by the arrogant manipulation of the natural world. This reckless poisoning of Earth and all her creatures will never be permitted to occur again.  Your Galactic Brothers and Sisters are neutralizing the effects of this weather manipulation, which was intended to create profit from engineered illness and famine, by creating such environmental disaster that the entire globe would be brought to its knees.  An entire population which suffers from hunger and disease is at the mercy of those in power when those in power are ruthless and feel entitled to their privilege. You will be astonished by the revelations which will be coming hour by hour over the newly freed media.  The Rockefeller/Rothchild/Murdock cartel will be removed from operations of all the television, radio and print news production, and the world will gain a true source of communication.  It will then be used to honestly inform the population of what has gone before, and what wonderful opportunities lay ahead for all of you. We have met today with Mother/Father God, Prime Creator, and all the Company of Heaven to discuss how we might bring the information to forewarn those of you who are not given to hysteria or paranoia of the coming difficulties you may encounter during the enormous Shift.  We are concerned that many who are completely unaware of the coming disruptions may become panicky or even violent when the resources they are used to having are limited for a short time. You have all seen the extreme reaction when people are told there is a large snowfall coming.  Many stock up on enormous amounts of food, water, and emergency supplies at the thought of being snowed in for a day.  These are the ones we are concerned about reaching with the message that all is well, all is being managed and overseen from On High, and there is nothing to fear.  Just the opposite - this is the sign that progress has been made already, and that the new way of life will be brought forth from the rubble of the old, toxic and debilitating conditions. Here is the concern for the coming weeks:  There may be a period lasting from a few days to a week or two during which the banks will be closed.  Depending on the reaction of the populace, this will have a greater or lesser effect on all other elements of life, like food distribution, the transport and delivery of needed medical supplies, and even the ongoing stability of power, water and transportation.  We hope to avoid any hysteria or panic by preparing everyone in advance to expect a certain amount of disruption and to prepare for it as much as possible.   Ultimately, your own good humor and generosity will provide the needed bridge to help carry others to the other side, to reassure and prepare them for a joyful completion of the process of change for the better.  As long as people remain calm and friendly, resourcefulness and creativity will carry the day, and all will come out of this Shift in high hopes, with their Vision of a new and more humane world alive in their consciousness. I want to reassure you, Dear Ones, that we have left no stone unturned, no idea left on the table without consideration, and we are resolved that this entire process - even in its enormity - will be accomplished with Grace.  It cannot be done without a certain amount of chaos, but it can be completed without great loss or upheaval. Consider how much fun you have had on a camping trip when you left behind the comforts of home in favor of living in the natural world, with the pleasures of life in a forest or at a seashore all around you.  Think of the coming transition as something like this - the opportunity to get closer to Nature and to those you love, while relying on your own and others' resourcefulness. You may have a day or two without your iphone, ipad or computer.  You may experience a disruption in your cell phone reception or your TV programming.  When all services resume, you will be ready for the massive changes that have been planned for you.  Free energy technology is just around the corner, a gift from your Star Brothers and Sisters.  Opportunities to stretch your mind, offer your hidden skills, and celebrate with everyone around you will present themselves as you discover new pleasures, new friendships, and astonishing news about yourselves, your unique identities and your true path in life. Yes, it will be a grand adventure if that is the way you approach it.  Of course, there will be some who become angry and upset if their daily routine should change even slightly, if they are inconvenienced in some small way, because their grasp on stability and happiness is defined in terms of "safety" - meaning that they cannot tolerate change in any form, even for the better. This is where you come in.  You will be called upon to reassure, to comfort and to teach.  You have been reading these messages, finding your way to deeper Heart communication, deeper self-acceptance and Love.  Many around you have not had the benefit of such reassurance, and such training in patience and Faith as you have had.  They will be blindsided by the knowledge that all is not what it seemed and that it did indeed need to be changed, and now. Like the cabal, many of Earth's sleeping inhabitants had found a way to remain unconscious of the massive suffering by blaming the victims, or by developing some philosophical or religious explanation for how suffering is inevitable or even preferable.  We are here to show the way to a new outlook, Beloveds.  We will work together with you to maintain stability even as the familiar ground is shifting under our feet.  We will sustain our Vision of Peace, Joy and Justice for all, and so it shall be done. Never again will any of Earth's people have to suffer under the oppression of a ruthless despot who gained control by force.  No force will be allowed in the weaponless environment of peaceful diplomacy, fair and respectful concern for all, regardless of one's former position of power or powerlessness.  It may seem impossible to you to imagine such a change, while you still see around you the remnants of centuries of oppression and disregard for the basic rights of humankind as well as the Animal Kingdoms and the natural world in all her beauty.  How can all this be expected to change in a moment?  By removing all possibility of military might, psychological manipulation through propaganda, and secret political power. The Forces of Light on the ground and Above have been preparing to step in to shift the balance for many years.  Only now has the energy on the planet and throughout the Universe risen to such a level that the tipping point has been reached.  The era of darkness has ended.  Planet Earth will never see another war, another genocide or another mass suppression of freedom.  It will require the help and Vision of all to create the New World, but we are confident that once the sources of fear and oppression have been removed (as is happening at this moment), the cream will rise to the top, as you might say.   There are unsung heroes, courageous adventurers and industrious Creators on every block, in every house on the planet.  As soon as the pall of fear and the Veil of Forgetfulness is lifted, they will shine, and many will rise to follow their example and yours. You will feel an enormous blast of Love from the Central Sun which will trumpet the beginning of the Great Change.  The dominoes will fall in rapid succession - Prosperity funds being released around the world, displays of ships from many planets of far-flung galaxies to thrill and reassure those on the ground, Disclosure of the true origins of humankind and other extraterrestrial beings like you, and in short order, Landings which will bring wonders we can only hint at because it is impossible to truly describe in words. We, your Ascended Masters, helpers and guides will join you at last, as visible and tangible to you as your next door neighbor, and we will rejoice with you.  Along with new sources of food, water and power, we will also bring music, laughter, unending Love and our heartfelt Joy.   And I, your faithful St. Germain, will be happy to lead the parade as we dance and sing our way across the world, from sea to shining sea.  Of course, I will invite all of you, as well as my beloved Lady Portia, to lead the parade with me.
