المواطن تتوقع إعلان الحكومة الخميس: النفط والبعث
أبرز ما تبقى من نقاط التفاوض
Citizen expects the government's announcement Thursday: Oil and
Baath most prominent of the remaining points of negotiation

قال
متحدث بارز باسم كتلة المواطن، ان من المرجح ان تعلن حكومة حيدر العبادي يوم غد
الخميس، بعد ان توفرت خارطة شبه مكتملة للوزارات وشاغليها، وتحقق تقدم اساسي في
الاتفاقات السياسية ضمن ما يعرف بالمنهاج الوزاري، رغم انه اعترف ببقاء بعض
القضايا التي تحتاج مزيدا من النقاش، كما في مراجعة وضع البعثيين، وتسوية الخلاف
حول قانون النفط مع اربيل.
Spokesman said a senior on behalf of the mass of the

وذكر
المتحدث باسم ائتلاف المواطن بليغ أبو كلل في حديث لـ"المدى"، أنه
"في الساعات القليلة المقبلة سيضع التحالف الوطني والكتل السياسية اللمسات
والإضافات الأخيرة على شكل وهيئة الحكومة الجديدة"، مضيفا أن قسماً من هذه
الإضافات تشمل المنهاج الوزاري والاستحقاقات الانتخابية من توزيع لمناصب
والمواقع".
According to a
spokesman for a coalition of citizen eloquent Abu tirelessly in an interview

وتابع أبو كلل أن "هناك خلافات بسيطة على المنهاج الحكومي ستحسم في اقرب وقت ممكن"، متوقعا أن يوم غد الخميس "سيشهد تقديم الحكومة الجديدة للبرلمان من أجل التصويت عليها مع المنهاج أو البرنامج الحكومي".
He said Abu
tirelessly that "there are differences on the Basic Curriculum government
will be resolved as soon as possible," expected that on Thursday
"will provide the new government to parliament for the vote with the
curriculum or the government program."
وأضاف أن "الحكومة جاهزة وستقدم نهاية الأسبوع الحالي وفي حالة حصل مفاجآت سيتم التصويت عليها في مجلس النواب بداية الأسبوع المقبل"، موضحا "بالنسبة لأسماء الوزراء قطعنا فيها شوطا كبيرا ولا توجد أيّة معوقات".
He added that
"the government is ready and will be presented this weekend in case he
surprises will be voted on in the House of Representatives early next
week," explaining, "For the names of the ministers have come a long
way and there are no obstacles." ونوه القيادي في
المجلس الأعلى الإسلامي بأن "أبرز الخلافات على المنهاج الحكومي تتعلق بقضية
المساءلة
والعدالة
وحلها بشكل نهائي، وما يتعلق بقانون النفط والغاز".
He noted the
leader of the Islamic Supreme Council that "the most prominent differences
on the curriculum of government concerning the issue of accountability, justice

ولفت
إلى أن "التحالف الوطني أسوة بالمكون السّني والكردي، قدم رؤى وتنازلات
متبادلة لوضع حلول مقبولة ومعقولة لدى جميع الأطراف".
He pointed out
that "the National Alliance component like Sunni and Kurdish, the visions
and mutual concessions to develop solutions acceptable and reasonable to all
parties."
أما بشأن عدد الوزارات والمواقع فقال أبو كلل إن "توزيع الوزارات والمواقع سيتم وفقا لقاعدة توزيعها عام 2010، حيث قسمنا استحقاق القائمة العراقية على قائمتين اتحاد القوى، والوطنية في تشكيل الحكومة الجديدة".
As for the
number of ministries and positioning Abu Galal said that "the distribution
of ministries and locations will be distributed according to the base year

national in forming a new government."
وبيّن أن "حصة التحالف الوطني من المواقع في الحكومة الجديدة ستكون (17) موقعا الذي يتضمن رئيس مجلس الوزراء ونائبه ونائب رئيس مجلس النواب والجمهورية، فضلا عن الوزارات ".
And that
"the share of the National Alliance of the sites in the new government
will be (17) locations, which includes the Prime Minister, his deputy and vice
president of the House of Representatives and the Republic, as well as the
ministries."
وأضاف
أن "المكون السّني حصل على (8) مواقع و(7) للكرد وموقعين (2) للوطنية، أما
الأقليات ستأخذ استحقاقاتها من المكون الكردي"، مشيرا الى أن هذه
"المعادلة قابلة للتغيير بنسب بسيطة صعودا أو نزولا في الساعات
المقبلة".
He added that
"the Sunni component obtained (8) locations and (7) of the response and
two (2) of patriotism, while minorities will take the entitlements of the
Kurdish component," adding that this "equation subject to change
proportions simple up or down in the coming hours."
وأوضح
أن "بعض أسماء الوزارات لم تحسم بشكل نهائي بين الكتل السياسية والكتلة
الواحدة، فوزارة المالية أصبحت من حصة التحالف الوطني لكنها لم تحسم بين المواطن
وجهة أخرى داخل التحالف، ووزارة الدفاع للمواطن او لكتلة بدر".
He explained
that "the names of some ministries did not conclusively resolved between
the political blocs and Monobloc, The Ministry of Finance has become a share of
the National Alliance, but it has not been resolved between the citizen and the
other within the coalition, and the Ministry of Defense of the citizen or the
mass of Badr."
وتابع
أن "المفاوضات تدور حول وزارة الخارجية من يتولاها من المكون السّني، فضلا عن
وزارة النفط من سيتولاها من الكرد"، لكنه استدرك بأن "وزارتي الخارجية
والنفط لم تحسما بشكل قطعي بين المكونين".
He continued
that "the negotiations revolve around the Ministry of Foreign Affairs of
the Sunni component of SEO, as well as the Ministry of Oil will be carried out
from the Kurds," but added that "the Ministries of Foreign Affairs
and the oil did not Thsma definitively between the two components."
وبيّن
أن "الوزارات السيادية خمسة، ثلاثة منها للمكون الشيعي وواحدة لكل من المكون
الكردي والسني"، مشيرا الى أن "لقاءات الساعات المقبلة ستكون حاسمة
وتتبلور قبل الخميس".
And that
"sovereign ministries of five, three of them for the component Shiite and
one for each of the component of the Kurdish and Sunni," he said, adding
that "the meetings coming hours will be decisive and crystallize before

ولفت
إلى أن "عدد الوزارات في الحكومة المقبلة سيتراوح بين 23 إلى 25 وزارة، مع
ثلاثة نواب لرئيس مجلس الوزراء".
He pointed out
that "the number of ministries in the next government would be between 23 to
25 of the Ministry, with the three vice-presidents of the Council of
Ministers."
من جهته ذكر النائب عن كتلة الفضيلة عبد الحسين الموسوي أن ملامح الحكومة وصلت إلى "مراحلها النهائية ولم يبق منها ألا جلسات بسيطة لحسم بعض الوزارات".
For his part, MP
from the bloc said Abdul-Hussein al-Moussawi virtue that features the

وقال الموسوي في تصريح لـ"المدى"، إن مباحثات الساعات الأخيرة تتركز على مناقشة أسماء الوزراء الجدد بين المكونات"، مؤكدا أن الحكومة ستكون "جاهزة للتصويت في البرلمان الخميس المقبل أو بداية الأسبوع المقبل".
Moussawi said in

He continued

to less than three." وأضاف أن
"هناك رأيا خاضعا للتداول هو شغل منصب نائب رئيس الوزراء من
قبل وزير الدفاع أو وزير الداخلية، أو أيّ وزير من الوزراء"، منوها الى أن
"وزارة حقوق الإنسان تم ترشيقها في حكومة العبادي".
He added that

Minister by the Secretary of Defense or Interior Minister, or any Minister of
the Cabinet," noting that "the Ministry of Human Rights has been
Trchigaha Abadi in government."
وبيّن
أن "هناك اجتماعا لقادة التحالف الوطني، سيعقبه اجتماع مع الكتل السياسية
الأخرى لوضع اللمسات الأخيرة على الحكومة الجديدة وتقديمها للبرلمان".
And that
"there is a meeting of the leaders of the National Alliance, will be
followed by a meeting with other political blocs to put the finishing touches
on the new government and submitted to the Parliament."
