PETERSBURG, Russia (AP) -- Russian President Vladimir Putin said after Friday's talks with Greek Prime Minister Alexis Tsipras that a prospective Russian natural gas pipeline should help Greece service its debt, but the Kremlin said the question of direct Russian financial aid to Greece was not discussed. Speaking of the pipeline deal at a meeting with top executives of global news agencies, including The Associated Press, which began nearly three hours behind schedule at around midnight, Putin said he saw no support for the Greeks from the EU. "If EU wants Greece to pay its debts it should be interested in growing the Greek economy ... helping it pay its debts," he said. "The EU should be applauding us. What's wrong with creating jobs in Greece?" Greece is struggling to reach a deal with its creditors for new loans that it needs to avoid defaulting on debt payments at the end of the month. Without the bailout, Greece could be headed for bankruptcy or an exit from the 19-nation eurozone. Tsipras' visit gave rise to speculation that the Greeks may be seeking Russian loans - and ahead of the talks, Putin's spokesman said Russia would consider a loan if the Greeks asked for one. "We would do this because they are our partners and this is a normal practice between countries who are partners," spokesman Dmitry Peskov told The Associated Press. But when Tsipras met with Putin at the sidelines of a major economic forum in St. Petersburg, the possibility of a loan wasn't discussed, Peskov told journalists. Instead, they spoke about "the necessity of developing investment cooperation." Russia and Greece signed a deal Friday to build an extension of a prospective gas pipeline that would carry Russian gas to Europe through Turkey. Russia promised Greece hundreds of millions of dollars in transit payments yearly if it agreed to build the pipeline. Construction of the pipeline is expected to start next year and be completed in 2019. Russian Energy Minister Alexander Novak said Russia and Greece would be equal partners in the project, with Russia's half owned by the state bank VEB. The talks were held after both leaders addressed investors and Russian government officials at Russia's biggest annual economic forum. Putin said little about Greece, although he slipped in a joke about its predicament. "When Mr. Tsipras spoke, he said the problem of Greece was not a Greek problem but a European one. Well, that's right. If you owe someone a lot, then it is already not your problem but the problem of the one you owe - and that's an absolutely correct approach," Putin said. Tsipras said his country strove to be a "bridge of cooperation" with "traditional friends like Russia" and others. "As you all know, we are now in the middle of a great storm," the Greek leader said. "But we are a seafaring nation that knows how to navigate through storms and is not afraid of heading to new seas and reaching new harbors." Russia's Deputy Prime Minister Arkady Dvorkovich also had said Russia would consider a loan to Greece. "The most important things for us are investment projects and trade with Greece. If financial support is needed, we will consider this question," he said in an interview on RT television. Economic Development Minister Alexei Ulyukayev said during a forum session that Russia has no plans to buy Greek bonds, but is ready support the Greek economy by stimulating investment by Russian companies. He pointed to the gas pipeline as an example. Tsipras started his day by speaking to Russians of Greek ancestry at a memorial to Ioannis Kapodistrias, the founder of the modern Greek state who lived and worked in Russia as a Greek envoy from 1809 to 1822. "We are starting a new era in Greek-Russian relations and we consider you who live here to be playing a very important part in this effort," Tsipras said. "Greece has been waging a brave fight in these past few weeks and months. You are well aware of these types of difficulties and you are now standing on your feet," he added. China
is giving the Islamic world a taste of its own medicine by refusing to
allow the Muslim minority to practice their religion as they see fit.
I
will never, ever advocate that freedom of religion should be infringed
upon… but I will admit to feeling a bit of a pleasure to see some in the
Muslim community being forced to suffer the same sleights that Islamic
governments commit against Christians and other religious minorities in
the Islamic world.
As Ramadan begins, China’s
atheist government is taking extreme measures to stop its 20 to 30
million Muslim citizens from keeping the religiously mandated daytime
fast.
Chinese attempts to suppress Islam have focused on Xinjiang,
a majority-Muslim province in the country’s far west. Xinjiang’s
locals, the Uyghurs, have their own language and culture. Some Uyghurs
prefer calling Xinjiang
“East Turkestan” and favor independence from
China.
According to Reuters,
Chinese authorities are making Muslim officials in Xinjiang swear
oaths, “guaranteeing they have no faith” and that they will not fast
during the holy month. The requirement also extends to teachers and
students in government-run schools.
County governments in Xinjiang have published advisories to
“not engage in fasting, vigils or other religious activities,” and
instructing students: “do not fast, do not enter mosques … and do not
attend religious activities.” One county government cited a 90-year-old
man who said that “to consciously resist religious and superstitious
ideas,” he would avoid fasting and visiting mosques.
Likewise,
restaurants will be required to stay open during the day, and those who
do not comply face the threat of increased food-safety inspections.
China
claims its restrictive policies toward religious expression are
meant to curb “religious extremism.” Public terrorist attacks by Uyghur
separatists have increased in recent years, and officials have responded
in various parts of Xinjiang by increasing security and restricting
various forms of Muslim cultural expression.
The country also severely restricts and controls free expression of Christianity, Buddhism and various new religious movements.
Egypt’s Al-Azhar University, the thousand-year-old chief scholarly institution of Sunni Islam, issued a statement Friday condemning “the Chinese authorities’ ban on Muslims from fasting and practicing their religious rituals during Ramadan.”
Ramadan
lasts from mid-June to mid-July this year. The observance commemorates
the month during which Muslims say Muhammad received his first
revelation of the Quran.
Fasting and sexual abstinence during
daylight in Ramadan is obligatory for all capable adult Muslims. It is
one of Islam’s “five pillars,” or core mandates, together with belief in
God and Muhammad, daily prayer, charitable giving and pilgrimage to
Mecca.
Muslim customs during Ramadan in many places include
nightly feasts, public celebrations, exchanging gifts and giving to
charity. The month ends with Eid al-Fitr, one of Islam’s most
significant holidays.

It's been an ugly week for Chinese equities, but today's performance is a whole other level of ugly:
Today marked the fourth largest decline of the Shanghai Composite in two decades.
We've discussed the insane valuations on the Shanghai and Shenzen stock-exchange before. As our regular readers will know, today's fireworks have been a long time in the making.
Today the benchmark Shanghai Composite plunged 6.4%. That brings the carnage for the week to a total of 13.3%.
Next stop?
All major stock-market reversals are worthy of attention: But this is different.
This is the world's second largest economy, and it's a house of cards.
China is primed for collapse
Let's
take a step back and take a look at how dire the situation is for
China, and why China's situation has important ramifications for the
world.
By last
summer, China's central planners had become extremely concerned
that their real estate bubble was looking increasingly ominous. Housing
prices had clearly stalled. Construction had dropped rapidly. Defaults
were rising. And China's GDP was plunging to levels not seen in 25 years.
Around
that time China's banking insiders were also beginning to whisper about
the size of China's shadow-banking system, and whether or not a
complete collapse of China's banks could be looming on the horizon.

2014: China's growth sees new lows
For all the talk of the "China miracle", it had become obvious in 2014 that the party was over.
In
a terrifying case of "what could possibly go wrong", China's
economic mandarins ordered China's central bank to drop interest rates,
and spew billions of dollars worth of liquidity into the economy.
Making matters even scarier: The PBOC allowed China's banks to leverage
up, and decrease banking reserve ratios.
On
the political front, China's supreme leader, Xi Jinping pushed for
intellectually bereft economic policies designed to keep the party going
at all costs. The Shanghai Composite rose like a rocket, soaring 125%
in under a year, while brokerages saw their margin loans explode 500%
to a terrifying 2 trillion yuan.
Today's China Ponzi
Today,
China's markets are a Ponzi scheme of historic proportions. If they
collapse, the blast radius will engulf the world's financial markets.
The
Hong Kong stock exchange for example, has risen handsomely on the back
of capital flooding in from the mainland. A collapse in Shanghai and
Shenzen will have immediate implications for Hong Kong, and on world
markets by proxy. Consider also, that millions of Chinese investors
borrow against their home-equity to invest in the stock market. The
irony here is that the stock bubble which Beijing manufactured to offset
their collapsing real-estate bubble, could end up being the catalyst
for the collapse of housing prices.
Perhaps
scariest of all, is the great unknown of China's unregulated shadow
banking system, which has no oversight or margin requirements to speak
of. Shadow banks have negligible capital reserves. Their non-existent
regulatory requirements have allowed the sector to take on near
suicidal levels of leverage, which in a rising market has
powerfully distorted growth to the upside. Unfortunately for China's
shadow banks, that sword cuts both ways. As credit markets tighten, the risk of catastrophic losses becomes more probable.
As
of today, there are no indications that this move has run out of steam
to the downside. But we have little doubt that there are panicked plans
being scrapped together in China's halls of power at this very moment.
Needless to say, they won't work. If governments could simply
decree economic success over the long term, we would all be speaking
Latin.
Did
the China bubble just pop? We think it's highly possible. But we have
no doubt that "emergency measures" will be attempted.
Global Risks
There
are risks here too for global investors: Global emerging market funds
are heavily weighted towards China. And China's equity market implosion
seems to have arrived at exactly the moment when US equity markets are
overvalued and highly uncertain. Add the risk of a Greek exit to the
global equation, and the larger picture of a global financial
rout cannot be dismissed.
We would call China's swooning markets a "black swan"
event, but the truth is there are multiple black swans circling
overhead: Greece alone has the ability to send the Eurozone into a
tailspin. Back in the US, technology stocks are seriously overvalued
and running on little more than promises. Meanwhile rest of the world
seems to be making a habit of lowering GDP expectations with each
successive quarter.
We
have no doubt that Xi Jinping will push the PBOC to pull another
miracle out it's hat. But when we see leverage at these levels,
combined with anemic oversight, there's little doubt in our minds: A
China implosion is coming. And it might be here already. This bears
watching closely.

Greek banks 'stable', government insists Athens (AFP) - The European Central Bank on Friday raised the level of emergency funding for Greek banks by an unspecified amount following a request from the Bank of Greece, a Greek bank source said."There was no problem with the financing of Greek banks," the source said, adding that bank governors were expecting a "positive result" at an emergency eurozone leaders summit on Greece on Monday.
According to state agency ANA, the funding cap was increased by 3.3 billion euros ($3.7 billion).
The Bank of Greece had earlier insisted that the country's banking system was stable amid a rush of deposit withdrawals this week fuelled by fresh deadlock in Greece's loan talks with its EU-IMF creditors.
"The governor of the Bank of Greece has confirmed the stability of the banking system, which is fully safeguarded by the joint actions of the Bank of Greece and the European Central Bank," Greece's central bank said.
Bank of Greece governor Yannis Stournaras had earlier met with the top Greek negotiator in European Union-International Monetary Fund talks, junior foreign minister Euclid Tsakalotos.
A billion euros were withdrawn from Greek banks on Thursday, following another 1.6 billion euros over the two previous days, financial website euro2day reported.
Greece on Friday insisted a last-ditch deal on its debt was possible and dismissed "terror scenarios" of a default that is looking increasingly likely unless an accord is concluded.
EU President Donald Tusk has called an emergency summit of leaders of the 19 eurozone countries in Brussels on Monday, after finance ministers failed Thursday to break the five-month deadlock between the anti-austerity government in Athens and its international creditors.
