CHRISTMAS AT A GAS STATION




      The old man sat in his gas station on a cold Christmas Eve. He
hadn't been anywhere in years
      since his wife had passed away. It was just another day to him. He
didn't hate Christmas, just couldn't find a reason to celebrate. He was
sitting there looking at the snow that had been falling for the last hour
and wondering what it was all about when the door opened and a homeless man
stepped through.
      Instead of throwing the man out, Old George as he was known by his
customers, told the man to come and sit by the heater and warm up. "Thank
you, but I don't mean to intrude," said the stranger.



      "I see you're busy, I'll just go."



      "Not without something hot in your belly." George said.



      He turned and opened a wide mouth Thermos and handed it to the
stranger. "It ain't much, but it's hot and tasty. Stew ... Made it myself.
When you're done, there's coffee and it's fresh."



      Just at that moment he heard the "ding" of the driveway bell.
"Excuse me, be right back," George said. There in the driveway was an old
'53 Chevy. Steam was rolling out of the front.. The driver was panicked.
"Mister can you help me!" said the driver, with a deep Spanish accent. "My
wife is with child and my car is broken." George opened the hood. It was
bad. The block looked cracked from the cold, the car was dead.



      "You ain't going in this thing," George said as he turned away.



      "But Mister, please help ..." The door of the office closed behind
George as he went inside. He went to the office wall and got the keys to his
old truck, and went back outside. He walked around the building, opened the
garage, started the truck and drove it around to where the couple was
waiting. "Here, take my truck," he said. "She ain't the best thing you ever
looked at, but she runs real good."



      George helped put the woman in the truck and watched as it sped
off into the night. He turned and walked back inside the office. "Glad I
gave 'em the truck, their tires were shot too. That 'ol truck has brand new
ones ." George thought he was talking to the stranger, but the man had gone.
The Thermos was on the desk, empty, with a used coffee cup beside it. "Well,
at least he got something in his belly," George thought.



      George went back outside to see if the old Chevy would start. It
cranked slowly, but it started. He pulled it into the garage where the truck
had been. He thought he would tinker with it for something to do. Christmas
Eve meant no customers. He discovered that the block hadn't cracked, it was
just the bottom hose on the radiator. "Well, shoot, I can fix this," he said
to himself. So he put a new one on.



      "Those tires ain't gonna get 'em through the winter either." He
took the snow treads off of his wife's old Lincoln . They were like new and
he wasn't going to drive the car anyway.



      As he was working, he heard shots being fired. He ran outside and
beside a police car an officer lay on the cold ground. Bleeding from the
left shoulder, the officer moaned, "Please help me."



      George helped the officer inside as he remembered the training he
had received in the Army as a medic. He knew the wound needed attention.
"Pressure to stop the bleeding," he thought. The uniform company had been
there that morning and had left clean shop towels. He used those and duct
tape to bind the wound. "Hey, they say duct tape can fix anythin'," he said,
trying to make the policeman feel at ease.



      "Something for pain," George thought. All he had was the pills he
used for his back. "These ought to work." He put some water in a cup and
gave the policeman the pills. "You hang in there, I'm going to get you an
ambulance."



      The phone was dead. "Maybe I can get one of your buddies on that
there talk box out in your car." He went out only to find that a bullet had
gone into the dashboard destroying the two way radio.

      He went back in to find the policeman sitting up. "Thanks," said
the officer. "You could have left me there. The guy that shot me is still in
the area."



      George sat down beside him, "I would never leave an injured man in
the Army and I ain't gonna leave you." George pulled back the bandage to
check for bleeding. "Looks worse than what it is. Bullet passed right
through 'ya. Good thing it missed the important stuff though. I think with
time your gonna be right as rain."



      George got up and poured a cup of coffee. "How do you take it?" he
asked.



      "None for me," said the officer..

      "Oh, yer gonna drink this. Best in the city. Too bad I ain't got
no donuts." The officer laughed and winced at the same time.



      The front door of the office flew open. In burst a young man with
a gun. "Give me all your cash! Do it now!" the young man yelled. His hand
was shaking and George could tell that he had never done anything like this
before.



      "That's the guy that shot me!" exclaimed the officer.

      "Son, why are you doing this?" asked George, "You need to put the
cannon away. Somebody else might get hurt."

      The young man was confused. "Shut up old man, or I'll shoot you,
too. Now give me the cash!"



      The cop reached for his gun. "Put that thing away," George said to
him, "we got 1 too many in here now."



      He turned his attention to the young man. "Son, it's Christmas
Eve. If you need money, well then, here. It ain't much but it's all I got.
Now put that pea shooter away."



      George pulled $150 out of his pocket and handed it to the young
man, reaching for the barrel of the gun at the same time. The young man
released his grip on the gun, fell to his knees and began to cry. "I'm not
very good at this am I? All I wanted was to buy something for my wife and
son," he went on. "I've lost my job, my rent is due, my car got repossessed
last week."



      George handed the gun to the cop. "Son, we all get in a bit of
squeeze now and then. The road gets hard sometimes, but we make it through
the best we can."



      He got the young man to his feet, and sat him down on a chair
across from the cop. "Sometimes we do stupid things." George handed the
young man a cup of coffee. "Bein' stupid is one of the things that makes us
human. Comin' in here with a gun ain't the answer. Now sit there and get
warm and we'll sort this thing out."



      The young man stopped crying, and looked at the cop "Sorry I shot
you. It just went off. I'm sorry officer." he said. " Shut up and drink your
coffee " the cop said.



      George could hear the sounds of sirens outside. A police car and
an ambulance skidded to a halt. Two cops came through the door, guns drawn.
"Chuck! You ok?" one of the cops asked the wounded officer.

      "Not bad for a guy who took a bullet. How did you find me?"

      "GPS locator in the car. Best thing since sliced bread. Who did
this?" the other cop asked as he approached the young man.



      Chuck answered him, "I don't know. The guy ran off into the dark.
Just dropped his gun and ran."



      George and the young man both looked puzzled at each other. "That
guy work here?" the wounded cop continued.



      "Yep," George said, "just hired him this morning. Boy lost his
job."



      The paramedics came in and loaded Chuck onto the stretcher. The
young man leaned over the wounded cop and whispered, "Why?"




      Chuck just said, "Merry Christmas boy ... and you too, George, and
thanks for everything."



      "Well, looks like you got one doozy of a break there. That ought
to solve some of your problems."



      George went into the back room and came out with a box. He pulled
out a ring box. "Here you go, something for the little woman. I don't think
Martha would mind. She said it would come in handy some day."

      The young man looked inside to see the biggest diamond ring he
ever saw. "I can't take this," said the young man. "It means something to
you."



      "And now it means something to you," replied George. "I got my
memories. That's all I need."



      George reached into the box again. An airplane, a car and a truck
appeared next. They were toys that the oil company had left for him to sell.
"Here's something for that little man of yours."



      The young man began to cry again as he handed back the $150 that
the old man had handed him earlier.



      "And what are you supposed to buy Christmas dinner with? You keep
that too," George said. "Now git home to your family."




      The young man turned with tears streaming down his face. "I'll be
here in the morning for work, if that job offer is still good."



      "Nope. I'm closed Christmas day," George said. "See ya the day
after."



      George turned around & found the stranger had returned. "Where'd
you come from? I thought you'd left?"



      "I have been here. I have always been here," said the stranger.
"You say you don't celebrate Christmas. Why?"



      "Well, after my wife passed away, I just couldn't see what all the
bother was. Puttin' up a tree and all seemed a waste of a good pine tree.
Bakin' cookies like I used to with Martha just wasn't the same by myself and
besides I was gettin' a little chubby."



      The stranger put his hand on George's shoulder. "But you do
celebrate the holiday, George. You gave me food and drink and warmed me when
I was cold and hungry. The woman with child will bear a son and he will
become a great doctor.



      The policeman you helped will go on to save 19 people from being
killed by terrorists. The young man who tried to rob you will make you a
rich man and not take any for himself. "That is the spirit of the season and
you keep it as good as any man."



      George was taken aback by all this stranger had said. "And how do
you know all this?" asked the old man.



      "Trust me, George. I have the inside track on this sort of thing.
And when your days are done you will be with Martha again."



      The stranger moved toward the door. "If you will excuse me,
George, I have to go now. I have to go home where there is a big celebration
planned."



      George watched as the old leather jacket and the torn pants that
the stranger was wearing turned into a white robe. A golden light began to
fill the room.



      "You see, George .. it's My birthday. Merry Christmas."



      George fell to his knees and replied, "Happy Birthday, Lord Jesus"



      This story is better than any greeting card. MERRY CHRISTMAS AND
GOD BLESS!




      Now clear the lump from your throat, blow your nose, and send this

It has come to my mind that some of your more recent comments about the RV of currencies and Program releases may be taken in the wrong way by some folks.

You have said on a few occasions that you are not really interested in the RV or program releases... that it is not in your area of responsibility or interest.

TRUE. NOT FOCUSED ON THESE ELEMENTS, ALTHOUGH I AM WELL AWARE OF THEM AND THEIR WORKINGS.

If you stand back and look at that from more than your immediate perspective, it could easily be taken that your disinterest also includes those whose lives and hopes for relief are tied up in the drama of those things.

NO. I DO NOT MIX BUSINESS WITH PERSONAL ASPECTS, SO IMPOSSIBLE. MY FOCUS IS ON PEOPLE, NOT THE MONEY. THE MONEY TAKES CARE OF ITSELF, SO WE DO NOT HAVE TO WORRY OR THINK ABOUT IT WHEN WE DO OUR PROJECTS. THE HOPES AND DREAMS OF THOSE THAT HAVE ATTEMPTED TO REALIZE THESE, HAVE LED THEM VARIOUS PATHS SUCH AS THE DINAR, DONG, PROGRAMS, OTHER CHOICES, AND THAT IS TO BE ADMIRED AND RESPECTED. That tends to communicate a sense that you also care a less about the people affected by things that don't concern you.  I don't think that is what you meant to convey.

You might want to rethink how you reflect on those things for the sake of others who could be deeply dissed and possibly offended by your remarks that you may have had no intention of conveying in that way.

Patrick Flanagan recently gave an interview in which he addressed the problem, scope, and solutions for the Fukushima disaster. When asked, he said he would be willing to assist an international coalition to remedy the problem, which if kept unchecked could kill everyone on the planet. I've had a chance to interview Patrick about his proposed solution. That report is below. Allan Pure Energy Systems News On Monday, I watched a fascinating, troubling and inspiring video by BuzzBroz featuring a brief interview with our friend and sponsor, Patrick Flanagan of PhiSciences. It addresses the problem, scope, and solutions for the Fukushima disaster -- "The worst cover-up in human history." He said that the rate and strength of radioactive pollution coming from Fukushima is equivalent to ten Hiroshima bombings per hour. He also stated that if something isn't done about this escalating problem, it could kill everyone on the planet, primarily through cancer. As a preventative measure that anyone can do now, he suggested that you take 15 mg of elemental iodine every day, and he specifically recommended the product "Iodoral" from VRP.com. If I understand correctly from previous research, the purpose for this is to keep the thyroid populated with good iodine, otherwise radioactive iodine from environmental pollution can concentrate there, causing cancer. But that suggestion pales in comparison to something else Patrick said in the interview. He said that he knows how they could remedy the problem, and when asked, he said he would be willing to head up an international coalition to implement the solution. Just think if instead of talking about going to war with Syria the people of the planet instead galvanized behind resolving the Fukushima fiasco? If I remember right, the last time I saw the video, it had around 50,000 views in just three days.] So, who is Patrick, that we should take him serious with his proposal, and be considered as one who might be involved in heading up such an initiative? I'm sure he wouldn't mind if someone else tackled some of the business aspects of heading up such an endeavor. Some of you will recall that last year on July 10, 2012, Tesla's birthday, I went on Coast to Coast AM with Patrick and made the case that there are many reasons to believe that Patrick Flanagan is the reincarnation of Nikola Tesla -- including that unlike typical births, when Patrick was born, he didn't forget his life as Tesla. This was the first time Patrick had gone public with this information. When you consider the magnitude of the Fukushima fiasco, it makes sense that someone such as Patrick/Tesla would be on hand to step forward with a solution. Tesla's technology has become the bedrock of modern civilization: AC Power, Induction Motors, Radio, X-Ray, etc. And that is just the stuff he did in the first half of his life. We're still trying to figure out and implement the free energy stuff he was researching in the last half of his life. And don't forget that nearly half of what Tesla worked on had to do with health. Whether or not Patrick really was Nikola Tesla in his previous incarnation, Patrick certainly has a lot of attributes that are consistent with that possibility. So at a minimum, his proposed solution for the Fukushima fiasco should be given strong consideration, even based on the Patrick Flanagan accomplishments, skills, and abilities alone. In this lifetime, Patrick has the attribute, like Tesla, wherein he can see a solution in his mind, and work it through in three dimensions to its completion, before building it; and when he builds it, the device works as he envisioned it. That's one of the reasons why Westinghouse dared invest the sum of money he did on Tesla to build an entire power plant to harness the hydro-electric potential of Niagra Falls, even though no such plant on any scale had ever been built before. In the first 17 years of his life, Patrick was doing all kinds of things that resembled the work Tesla did. For example, at 8 years of age, he had built his own ham radio set from scrap material, and was licensed to communicate. Soon thereafter, he was building Tesla coils and literally shocking the neighborhood. At 11 years of age, he invented a nuclear missile detection system, which captured the interest and attention of the U.S. Department of Defense, who purchased the technology.      In military school I read the book by the 1937 French intellectual telling why Hitler was no threat to Europe as analyzed by American and European economists. He could not start a war before 1945 to 1951 at the earliest because he could not build up the German economy enough before then to try and start a war in Europe.

     Obvious to me as a military cadet who had studied a lot of military history, Hitler pulled off successfully some economic trick the economists did not realize could be done with a major nation. From then until I entered a university as a history major, on the side I read a number of German reports, etc. translated into English covering that period of time in Germany and finally I felt sure that I had successfully figured out what Hitler's economic trick was.

     When I got to Wash., D.C., I discussed my theory with some economists and they said my theory was interesting but could not be correct as it contradicted some main teachings of economics in America. They did not disprove me but asked me to believe that they were infallible like a Pope and could not be wrong in their stand. Later, I located an exile German captain who was in charge of the security for Hitler's mountain retreat and once in an idle moment, Hitler boasted to him of the great economic secret how Nazi Germany grew so fast as a national economy. And the Nazi code name for the top secret system was "The Inverted Inflation." I had not guessed the code name for this system, but I had correctly figured out Hitler like a blueprint how he boomed the economy of Germany in the middle of the World Depression then. It became the fastest growing economy in the world and made Hitler wildly popular with the German people as he had solved the economic crisis of Germany and suddenly everyone was getting prosperous and full employment in Germany while the rest of the world suffered in the World Depression.

     Later on due to a U.S. State Dept. report on Nazi spy operations in America once Hitler won power in Germany, I found out that their highest  priority item to do total research on was Bernard Baruch and how he organized the war industry for America under President Wilson in World War I. They were already planning on a future war and wanted all smart ideas that Bernard Baruch, "The Wizard of Wall Street," had on organizing a national war industry as Bernard Baruch did as wartime czar of the war industry of America in World War I. The Nazi also found Bernard Baruch's plan how to boom any industrial economy in the world based upon his experience organizing the war industry of America under Pres. Wilson. Hitler and advisers were impressed with this industrial economy plan how to boom any industrial nation out of a depression, etc. and turn it into a booming economy with full employment soon after.

     Putting a few German touches to Bernard Baruch's plan, they set up the industrial economic system they code named "The Inverted Inflation" in Nazi Germany and it worked like a charm! This gave Germany the basis to start a world war many years before the French intellectual and American and European economists thought Hitler could do this  being held back by a bad economy in Germany during the World Depression. The weird thing to this whole story is that Bernard Baruch acting as the front for key Wall Street Bankers financed Hitler into national power in Germany and looked for him to at some point start a world war which the bankers would profit from and gain more power from. Only Bernard Baruch never found out that Hitler had used Bernard Baruch's own master plan to skyrocket the economy of Germany so fast and powerfully. The irony of history!

     Economists and banking interests are predicting the likely collapse of the American dollar in 2015 or soon afterwards. I am glad that Hitler lost World War II as the Nazi society is not what I would have wanted to live under. I happen to love freedom and not state controlled slavery under a tyrannical national police state. But minus the tyranny and police state mentality of Hitler and co-leaders in Germany, if the American economy is suddenly crashing, make sure that my Omni Law has already been passed in America. Then if America needs it, I can explain to the American people how Bernard Baruch's "Inverted Inflation" worked, quick vote me the legal power to set it up, and America will go into boomtime for American labor and business in America. We can use this as a quick fix until the economy is calmed down and booming. Then systemically set up the more permanent economic system for America which does not need the tactics of the 'Inverted Inflation" and a booming economy and freedom become a permanent reality of life in America.

       When it was confirmed that I had successfully cracked the top economic secret of Nazi Germany that made her so powerful so fast in the world, my name skyrocketed in economic circles and I got to study under six of the most brilliant economists of America and Europe including a German economist endorsed by Albert Einstein as teaching the only true economic science in the 20th century. He taught scientific free enterprise which is how to wildly boom a national economy under free enterprise instead of Communism which Obama is strongly in favor of according to Putin of Russia who said that upon winning his second election was now committed to make America a total Communist nation and Wash., D.C. the Communist world government to rule over the rest of the world once Obama totally completed his Communist Revolution in America through Wash., D.C.

     Putin didn't state this, but Obamacare is the political front to set up a total Communist police state in America. They  have a death panel in it which is to plan how to kill you off once you reach 75 years old. They without even a court order but just whim of government can remove all of your money from any bank account of yours they target and instantly bankrupt you in life. And they grant to themselves several thousand pages worth of other police state powers over you the American people so you will live under such a total police state as to make Nazi Germany and the Soviet Union look like paradises to live in in comparison to America after Obamacare takes total hold over America. I suggest we abolish Obamacare under national referendum under my proposed Omni Law for America and rewrite a sensible, common sense national health plan for those that want it instead of private insurance plans or else do not want to bother with any health insurance for themselves. I happen to believe in freedom for the American people, not a Communist or Nazi style police state over you the American people as Obama and associates of his want for America. Obamacare was designed to take over America and abolish the U.S. Constitution and U.S. Bill of Rights as the national law and authority all government in America must obey as law governing them in ultimate authority.

     Okay, we pass the Omni Law and frankly fast as possible before the planned economic crash occurs in America as some are trying to set America up for. Then any moment the dirty tricks are pulled on the American people to crash the American economy by crashing the American dollar, you quick vote by national referendum under the Omni Law and vote for the establishment of "The Inverted Inflation" to get America out of its economic jam. Then special tactics will be used until the American Dollar will once more be the reserve currency for world trade and economies across the world will calm down including the American economy.

     I learned many brilliant economic answers from these six super geniuses in national economics and world economics. I already know the key answers America needs, but would pull in brilliant economists with me and what we as a team come up as the best answer for America is what would be done with the American economy. If I can't make sense to other brilliant economists, then something is wrong and we will go along with what basically all can see will work great for America. However, brilliant economists have loved ideas in economics I have suggested to them and I make good common sense in all economic answers I propose for America or elsewhere.

     One who's who type organization for America and Europe once wrote me up as economists who had heard me called me "The Einstein of American Economics." I don't claim to have all answers automatically by myself, but I drew the genius out of brilliant economists and we collectively make a fabulous team together and one to be totally trusted by the American people which you cannot say for Congress nor the White House.

     Obama heads up the wrecking crew for America and almost all of his major moves are designed to set up the collapse and later fall of America as a nation and race on earth. As my history professor at the university said years ago and then I did not want to agree with him, he said that too many people when they move to Wash., D.C. to work there in the government are no longer American citizens but a foreign race now conspiring how to rule over the American people instead of serve the American people through the government.

     No evil cabal controls me. I am too independent and do not agree with their evil plans how to harm the American people and other races on earth. To me many races and nations are like a beautiful garden with many versions of beautiful flowers in it. Why destroy the beautiful flowers and make the world garden become ugly?!! To the evil cabal which exists for real and not fiction, the people and nations of the earth are weeds and roaches in their world garden which they plan to get rid of in order to make their planned garden beautiful where they rule over it and what remains of the human race are slaves to them to serve their every whim in life in their planned global plantation called the earth.

UU9431 – “This Week’s Update”  by Mnt Goat Hi Everyone, Well its New Year’s Eve 2015 and who the heck would have thought we would still be here having these news letters without a revaluation already. Today I wanted to give everyone a very brief news letter but after writing it I see it is not so brief. Sorry!  Now  I will get right to the point once again. I hope everyone also read my last news letters dated 12/26 (LINK) since this is a continuation of this ongoing saga of getting this 2015 budget bill passed thus showing us the way to the RV event. Today’s News The news coming from Iraq this week in not what I expected but it is solid and I know I can rely on it as to what is happening concerning the RV. Some say no one knows what is really going on. This is not entirely true. Yes – Iraq and the USA do try to hide information from us since no one is supposed to know the date or rate of the revaluation. So hear is what I now know. As we know Iraq sets targets for the accomplishment of certain laws and events. We see these targets come and go. Sometimes they are on target but mostly they have a warped sense of timing and usually more than often do not make their targets. Getting the budget for 2015 is another one of these times. Let me explain to you what happened to the budget bill for  2015. They missed many of their past target dates, as we witnessed. However on Dec 22nd  the house received the completed/adjusted budget finally from the cabinet of ministers. Then on December 25th they got it fully passed in the house. Yes – I said it is completed, passed, done, done, done and I don’t care what any one else is telling you. There is only one small caveat to this remark and I will explain it later in this news letter. This is the key to understanding just what happened and why we have not yet seen the announcement of the RV. First let me explain to you a little more to help you understand that the budget is in fact done. Two past articles came out explaining how much President Masoum and House Speaker Jabouri both supported  a speedy passage of the budget bill and vowed to push it through once given to them by the cabinet of ministers, yet once they received it then only had one reading and then delayed it for another 2 weeks? Does not make any sense folks ! Does it seem funny to you that Jabouri would call an extra emergency session for Dec 25th during this period of time yet only do one reading on the budget and then delay the second reading yet another 2 weeks? Does not make any sense folks! Why would Masoum ratify the budget bill last weekend if it was not passed in the house last Dec 25th? Of course this was not supposed to get out in the news media and I will tell you it was a slip up. It quickly got hushed up! Why? Does not make any sense folks! I tell you something is smelling fishy to me as it usually does in case with Iraq when it does just not make any sense. So I snooped around to my CBI and USA contacts. Sometime it is hard talking to them since you have to have direct questions to them. You  have to know what path to take and how to lead them in you quest for information. This is just how they think over there. This is what I found out. All intentions were in fact for the CBI to announce the RV during the period of Dec 26 – 28th. I know this for a fact. Why did this not happen? It did not happen because the USA simply stopped it and wanted more political security and the completion of non-sectarianism efforts in the country of Iraq. Kind of like putting the icing on the cake. Iraq did previously agree to FULLY implement the Amnesty law but instead we see they just let out 800+ political prisoners over the last couple weeks. This looked good but not totally what the USA expected. They did not implement the law fully. They did not follow their agreement. So the USA put a hold on the RV until it is done. Why is this so important? It is important because going into Christmas week it all looked very good for the RV until the USA learned that in fact they did not pass the Amnesty Law and fully implement it and only released prisoners. There is still also some work to be done on the legislation for Article 140 (talk about this later). It is important too since when the Amnesty Law is fully implemented (as written now) there are other provisions within the law besides releasing prisoners. It will allow the international community with organizations like International Police (INTERPOL) and the International Criminal Courts (ICC) to take custody, hold trials, convict and punish ANY politician from Iraq responsible for the crimes against humanity committed over these last 8 years and for future crimes. Amnesty International also has put great pressure on the USA government to force Iraq to put these provisions into their Amnesty Law. These clauses were met with much resistance by Iraq. Why? It is easy to see that those guilty parties would resist (Maliki goons) but what about the resistance from the current Abadi administration. Why would the current administration object? Surely they want to punish those involved on screwing up Iraq over the last 8 years. The current administration first of all does not want to air it’s  dirty laundry and any international trials would surely make headline news. Also they want to punish the guilty on their own time and on their own soil. This is a fine line and took delicate political maneuvering. So you see this is why it took so long to get the Amnesty Law updated in the first place. I have referred to this law as being necessary all along and talked about it many times in my news letters. Only I, like many, assumed it was all done and implementation was just a matter of timing. But again Iraq tries to do things their way and under mind what the USA really wants. The USA is standing firm on this one. Next there is a matter of the oil dispute as seen in the Hydrogen Carbon Law (HCL) and Article 140. After all is this not the majority of the wealth within Iraq in the first place? Is this not why USA is really in Iraq? By now everyone should know the importance of both of these laws. Let me first refresh you memory a bit. HCL The Iraq Oil Law, also referred to as the Iraq Hydrocarbon Law was legislation first submitted to the Iraqi Council of Representatives in May 2007. The legislation started when the U.S.-backed Iraqi cabinet approved a new oil law that was set to give foreign companies the long-term contracts and the safe legal framework they have been waiting for. The law rattled labor unions and international campaigners, who say oil production should remain in the hands of Iraqis. They remembered history well since they recalled what the US backed oil companies did in Iran in the 1950’s. History was doomed to repeat itself in Iraq, so they thought. You should read up on the past Iranian oil controversy since it is at the root of all negativity between the USA and Iran ever since. The new law authorizes production share agreements (PSAs) which guarantees a profit for foreign oil companies. The central government distributes remaining oil revenues throughout the nation on a per capita basis. The draft law allows Iraq's provinces freedom from the central government in giving exploration and production contracts. Iraq's constitution allows governorates to form a semi-independent regions, fully controlling their own natural resources. The GOI of the past Maliki administration wanted full control of these resources and the revenue generated. Having this kind of control meant more centralized power to the GOI, something Maliki especially saw important during his second term. He would use this power to control the Kurds since oil is their main source of revenue to support their economy and the Peshmerga army (sole means of defense against the army of the GOI). In short if Kurdistan was going to pump the oil it wanted autonomy  in doing so and its share of the revenue, only as guaranteed by their constitution (17% revenue sharing). So prominent Iraqi parliamentarians, politicians, ex-ministers and oil technocrats urged the Baghdad parliament to reject Iraq's controversial hydrocarbon law, fearing that the new legislation would further divide the country already witnessing civil strife.  Discussions turned contentious among the more than 60 Iraqi oil officials reviewing Iraq's draft hydrocarbons bill in the United Arab Emirates. But the dispute highlighted the need for further negotiations on the proposed law that was stalled in talks for nearly a year, then pushed through Iraq's Cabinet without most key provisions. The GW Bush administration was concerned that recent security gains of post 2003 in Iraq may be undermined by continuing political gridlock, and started pushing the Iraqi government to complete long-delayed reform legislation. Article 140 The Disputed territories of Northern Iraq, or Disputed internal Kurdish-Iraqi boundaries, are regions defined by the article 140 of the Constitution of Iraq as being Arabised during the Baath Party rule in Iraq. Most of these regions had previously been inhabited by non-Arab minorities, most notably Kurds, and were later arabised by transferring and settling Arab tribes in those areas. The disputed areas have been a core concern for Arabs and Kurds, especially since the US invasion and political restructuring in 2003. Kurds gained territory to the south of Iraqi Kurdistan after the US-led invasion in 2003 to regain what land they considered historically theirs.[1] Currently, in addition to the four governorates of Iraqi Kurdistan, Kurds control parts of Nineveh Province, Kirkuk Governorate, Salah ad Din Governorate and Diyala Governorate, which are also claimed by the Iraqi government; on the other hand, Iraqi government controls parts of those four provinces, some parts of which are also claimed by the Kurds. However in 2014, during the 2014 Iraq Crisis, Iraqi Kurdistan's forces also took over much of the disputed territories. For the Kurds and the Arabs these disputed lands are much more than about the oil. It is also about people and their homes and who will rule them. What the population is and which providence will get the demographics on their census. Census is important for voting. Control is important for oil resources. Its all interconnected. So why did I go into such an explanation of these two important areas? I did this today because what I found out is that the USA is demanding that Erbil be completed and implemented prior to revaluation release. The budget can not be completed without these issues being addressed and completed. Although HCL has been agreed upon Article 140 has not. There must be an implementation of a law now through the legislation to support the Article 140 of the Iraqi constitution. If you read the recent released budget law of 2015 you will see that there is a place holder under section 38 of the law. Did it seem funny to you that section 38 is missing from the law? I am told this is for dealing with these two important concerns that of the HCL and Article 140. What does this tell us? It tells us that there is still work to be done in this area of dealing with the oil reserves and revenue sharing as the  budget is concerned and in fact the budget is not entirely complete as many thought. So how can the budget then be passed and done? It can be passed and done since these items do not require budget legislation being voted on in the house. These laws can become legal simply buy the three presidents (prime minister, speaker of the house and president of Iraq) sitting down and signing them into law. Then they will update the budget to coincide. So when will this take place? This is in the basket of laws we are waiting for. Amnesty is also included. It is also needed. It is also a hold up. This is why we wait. This is why Iraq has notified the world they will not be ready until on or around Jan 7th to implement their new budget. This is of course just another target. Will it be met? They are telling us once implemented the 2015 budget is will be retroactive to Jan 1st. This is their way once again and skirting around their own target dates yet making peace with the citizens. They are noted for this and we all should be use to their tactics by now. Remember how they used this same kind of political tactics too in getting Abadi confirmed. They simple allowed the voting in parliament to meet their 30 day deadline knowing darn well that some of the candidates for ministries would be rejected. It got Abadi confirmed as the new prime minister (so he could get to work and eliminate any opposition denouncing his legitimacy) then came back later and told us four of the ministers were not ratified. We then witnessed a month of disputes over these ministers and finally a resolution. Meanwhile they moved forward and the work began. This was to me ingenious and well done Abadi ! It showed real leadership and the ability to manage in the midst of crisis instead of the constant stalemate we witnessed under Maliki. So once again now with the 2015 budget we see some of the same tactics. They are constantly moving forward. It may not seem that way to us since we expect them to meet all their announce targets. When we don’t we think they are stalemate but actually they are just stalling for time. But you have to learn to see what is really going on behind the scenes. I am trying to show you from my research and then explain it to you in the simplest terms I can. Rule for Iraq - Does Iraq ever do anything on time? ……lol…. SUMMARY As I have said previously I thought this entire budget bill process was put in warp drive and I was correct. There is really not too much for Parliament to do with the budget bill anymore as it is now on hold until other matters are done. In reality they moved so quickly with the budget the other pieces now have to catch up before they can implement it. This story I told you today is how they were able to push it through the house so quickly. The hold up now is still in the section 38 items dealing with the oil. Other laws too are a concern and the USA is demanding these get implemented prior to any RV of currency. Then when can we expect the RV? There is only 1 day remaining till Jan 1st 2015 and on this eve of the new year many of us sit here in wonder. You should not be disappointed and be confident instead. All is still very good and I am happy to finally get the truth. From what I just learned this will not go on until at least Jan 7th  2015. All indications are now we are on track to see the CBI announce the RV for Iraq on or around this new timeframe. I am sorry and I did not want to spoil your new year celebrations but this what I have heard and know to be accurate at this time. I hope I explained it well enough for you to understand.
