A radical new approach to generating human organs is to grow them inside pigs or sheep.

Braving a funding ban put in place by America’s top health agency, some U.S. research centers are moving ahead with attempts to grow human tissue inside pigs and sheep with the goal of creating hearts, livers, or other organs needed for transplants.
The effort to incubate organs in farm animals is ethically charged because it involves adding human cells to animal embryos in ways that could blur the line between species.
Last September, in a reversal of earlier policy, the National Institutes of Healthannounced it would not support studies involving such “human-animal chimeras” until it had reviewed the scientific and social implications more closely.
The agency, in a statement, said it was worried about the chance that animals’ “cognitive state” could be altered if they ended up with human brain cells.
The NIH action was triggered after it learned that scientists had begun such experiments with support from other funding sources, including from California’s state stem-cell agency. The human-animal mixtures are being created by injecting human stem cells into days-old animal embryos, then gestating these in female livestock.
Based on interviews with three teams, two in California and one in Minnesota, MIT Technology Review estimates that about 20 pregnancies of pig-human or sheep-human chimeras have been established during the last 12 months in the U.S., though so far no scientific paper describing the work has been published, and none of the animals were brought to term.
The extent of the research was disclosed in part during presentations made at the NIH’s Maryland campus in November at the agency’s request. One researcher, Juan Carlos Izpisua Belmonte of the Salk Institute, showed unpublished data on more than a dozen pig embryo containing human cells. Another, from the University of Minnesota, provided photographs of a 62-day-old pig fetus in which the addition of human cells appeared to have reversed a congenital eye defect.
The experiments rely on a cutting-edge fusion of technologies, including recent breakthroughs in stem-cell biology and gene-editing techniques. By modifying genes, scientists can now easily change the DNA in pig or sheep embryos so that they are genetically incapable of forming a specific tissue. Then, by adding stem cells from a person, they hope the human cells will take over the job of forming the missing organ, which could then be harvested from the animal for use in a transplant operation.
“We can make an animal without a heart. We have engineered pigs that lack skeletal muscles and blood vessels,” says Daniel Garry, a cardiologist who leads a chimera project at the University of Minnesota. While such pigs aren’t viable, they can develop properly if a few cells are added from a normal pig embryo. Garry says he’s already melded two pigs in this way and recently won a $1.4 million grant from the U.S. Army, which funds some biomedical research, to try to grow human hearts in swine.

Following the discovery of a Muslim terrorist cell in Texas operated by an Iraqi who entered the U.S. as a refugee,  it has been revealed that an additional 41 individuals who have been implicated in terrorist plots in the U.S. since 2014, bringing the total number of Muslim terrorists discovered in that time to 113.

Washington Free Beacon  Since August, however, the Obama administration has stonewalled congressional efforts to obtain more detailed immigration histories of these individuals.

The disclosure of these additional 41 individuals linked to terror operations—many already identified as 'immigrants', others immigration histories shrouded in secrecy—has stoked further concerns about flaws in the U.S. screening process and is likely ?? to prompt further congressional inquiry into Obama administration efforts to withhold details about these suspects, sources said.

As the number of legal immigrants connected to terrorism continues to grow, the Obama administration has sought to quash congressional inquiries and rally its allies behind an effort to fund efforts to boost the number of immigrants and refugees from the Middle East.





Many of these immigrants have been caught by authorities planning terrorist attacks on American soil, while others were found to be involved in efforts to provide funding and material to ISIS, according to an internal list of migrant terrorists codified by congressional sources and viewed by the Free Beacon.

“A growing number of foreign-born terrorists are being identified operating within the United States, and yet the Administration will not provide any information about their immigrant histories,” said one senior congressional source apprised of the issue. “And one can only imagine that for every identified terrorist, there are many more individuals around them who are radicalized, extreme or otherwise detracting from American society in ways beyond the threat of terrorism alone.”





As congressional calls for increased screening methods go mostly ignored, local authorities are dealing with an uptick in terror-related crimes committed by legal immigrants.

On Thursday, the Justice Department accused two Iraqi refugees legally in the U.S. of conspiring to provide support to ISIS.

Omar Faraj Saeed Al Hardan, a 24-year-old Palestinian born Iraqi refugee who had been living in Texas, was charged with aiding ISIS. The man had been granted legal permanent residence in Houston in 2011, though it was later determined that he “swore untruthfully on his formal application when applying to become a naturalized U.S. citizen,” according to the Justice Department.

Aws Mohammed Younis Al-Jayab, also a Palestinian born Iraqi, allegedly “traveled overseas to fight alongside terrorist organizations and lied to U.S. authorities about his activities,” according to the Justice Department.




Al-Jayab entered the U.S. as a refugee in 2012 and later travelled back to Syria, where it is believed that he resumed “fighting with various terrorist organizations,” according to the charges.

Additional information viewed by the Free Beacon outlines another 20 previously unknown individuals brought up on similar terrorism-related charges in 2015 alone.

Those who have been charged were legally residing in the U.S. after entering from countries such as Egypt, Uzbekistan, Albania, Pakistan, and Syria, according to information provided by Congressional sources.

“The terrorism-related arrests of two more Iraqi refugees on American soil proves once again our screening process is weak and needs to be updated,” Sen. Mark Kirk (R., Ill,) said in a statement Friday.

With incidents and indictments of this nature continuing to rise, critics of the Obama administration’s immigration policy are expressing concern about a last-minute funding effort in 2015 to fully fund refugee resettlement and visa programs.

These priorities, which were granted full funding as part of a yearly spending bill approved by Congress last year, will permit around 170,000 new migrants from Muslim-majority countries to enter the United States in 2016, according to the Senate’s immigration subcommittee.

“The omnibus gave the green light for the administration to continue this failed immigration policy over the objections of the electorate,” the senior Congressional source quoted above said.

“Preventing and responding to these acts is an effort encompassing thousands of federal agents and attorneys and billions of dollars. In effect we are voluntarily admitting individuals at risk for terrorism and then, on the back end, trying to stop them from carrying out their violent designs,” Sen. Jeff Sessions (R., Ala.) warned last year as Congress considered the spending bill.

In another new low reached by ISIS, the Muslim group has mandated that all newborn baby girls must undergo a clitorectomy, otherwise known as Female Genital Mutilation (FGM). 

From the UK Express:

The terror group ordered that if mothers objected to the female genital mutilation (FGM) for their children, they faced being beaten, fined and the operation carried out without consent.

According to the ruling by cruel Daesh, part of the child’s clitoris should be surgically removed immediately after birth. 

He said that mothers of newborn babies had been ordered to bring them to hospitals in order to have the operation.

The lawyer and women’s rights activist Falah Murad Khan said: “Last year when this was first suggested nobody believed that this could really be a fatwa, but now it seems with the latest confirmation that it is indeed the truth.” 

Mr Murad Khan said there was reportedly a special operating room that had been set up in Mosul to carry out the operations on baby girls.

Disagreement is part of discourse, and pursuing differing views of the best way forward is the heart of democracy. Disagreement is abundant, democracy is scarce, despite claims to the contrary.

If you think you can surgically extract Empire from the American System, force the State to serve the working/middle classes, end the stripmining of financialization, limit crony capitalism/regulatory capture and get Big Money out of politics–go ahead and do so. I’m not standing in your way–go for it.

But while you pursue your good governance, populist, Left/ Right /Socialist/ Libertarian, etc. reforms, please understand the system is indivisible: the Deep State, the Imperial Project (hegemony and power projection), the State, finance in all its tenacled control mechanisms (greetings, debt-serfs and student-loan-serfs), crony capitalism /regulatory capture, money buying political influence, media propaganda passing as “news”, and the evisceration of democracy (something untoward could happen if the serfs could overthrow the Power Elite at the ballot box–can’t let that happen)–it’s all one system.

Should any one organ be ripped from the body, the entire body dies. The entire system defends each subsystem as integral as a matter of survival. As a result, the naive notion that big money can be excised with only positive consequences is false: restoring democracy places the entire system at risk of implosion.
 
No more bread and circuses, no more Social Security checks, no more state employee pensions–it all melts into air if any subsystem stops doing its job.

The system is interdependent. Each subsystem needs the others to function. I drew up a chart of the major components (but by no means all) of the system:

The system is a machine in which each gear serves the whole. So go ahead and try to “reform” the system by extracting whatever gear you don’t approve of: the Deep State components, the Security State organs, the Federal Reserve, cartels/monopolies enforced by the State, the suppression of democracy, crony capitalism, whatever.

The machine will resist your “reform” to the death because should you succeed, the machine will implode. Take out the financialization gear and the financial system collapses.

So go ahead and reform to your heart’s content. Go ahead and believe the system is reformable, if it makes you feel better. Vote for Bernie or The Donald or whomever. Go ahead and disagree with me. Prove me wrong. Prove the State really, really, really wants to serve the working/middle class rather than the Empire that it is. Pursue your Left/ Right/ Socialist/ Libertarian fantasies of righting the Imperial Project by ripping the gears out of the very center of the machine.

It doesn’t work that way. We can’t remove the gears we find distasteful. Either the machine grinds on and we get our share of the swag–bread and circuses, corporate welfare, State jobs and pensions, Medicaid and Medicare, and all the rest of the immense swag of hegemony and the Imperial Project–or the system implodes and all the swag melts into air.

The great irony is what’s unsustainable melts into thin air no matter how many people want it to keep going.

But go ahead and disagree. It’s your right, by golly. Go ahead and try to “reform” the system and see how far you get.

The New Year’s Eve release of over 3,000 new Hillary Clinton emails from the State Department has CNN abuzz over gossipy text messages, the “who gets to ride with Hillary” selection process set up by her staff, and how a “cute” Hillary photo fared on Facebook.

But historians of the 2011 NATO war in Libya will be sure to notice a few of the truly explosive confirmations contained in the new emails: 

- admissions of rebel war crimes, 

- special ops trainers inside Libya from nearly the start of protests, 

- Al Qaeda embedded in the U.S. backed opposition, 

- Western nations jockeying for access to Libyan oil, 

- the nefarious origins of the absurd Viagra mass rape claim, and 

- concern over Gaddafi’s gold and silver reserves threatening European currency.

Hillary’s Death Squads

 

A March 27, 2011, intelligence brief on Libya, sent by long time close adviser to the Clintons and Hillary’s unofficial intelligence gatherer, Sidney Blumenthal, contains clear evidence of war crimes on the  part of NATO-backed rebels. Citing a rebel commander source “speaking in strict confidence” Blumenthal reports to Hillary [emphasis mine]:

Under attack from allied Air and Naval forces, the Libyan Army troops have begun to desert to the rebel side in increasing numbers. The rebels are making an effort to greet these troops as fellow Libyans, in an effort to encourage additional defections.

(Source Comment: Speaking in strict confidence, one rebel commander stated that his troops continue to summarily execute all foreign mercenaries captured in the fighting…).

While the illegality of extra-judicial killings is easy to recognize (groups engaged in such are conventionally termed “death squads”), the sinister reality behind the “foreign mercenaries” reference might not be as immediately evident to most.

While over the decades Gaddafi was known to make use of European and other international security and infrastructural contractors, there is no evidence to suggest that these were targeted by the Libyan rebels.

There is, however, ample documentation by journalists, academics, and human rights groups demonstrating that black Libyan civilians and sub-Saharan contract workers, a population favored by Gaddafi in his pro-African Union policies, were targets of “racial cleansing” by rebels who saw black Libyans as tied closely with the regime.[1]

Black Libyans were commonly branded as “foreign mercenaries” by the rebel opposition for their perceived general loyalty to Gaddafi as a community and subjected to torture, executions, and their towns “liberated” by ethnic cleansing. This is demonstrated in the most well-documented example of Tawergha, an entire town of 30,000 black and “dark-skinned” Libyans which vanished by August 2011 after its takeover by NATO-backed NTC Misratan brigades.

These attacks were well-known as late as 2012 and often filmed, as this report from The Telegraph confirms:

After Muammar Gaddafi was killed, hundreds of migrant workers from neighboring states were imprisoned by fighters allied to the new interim authorities. They accuse the black Africans of having been mercenaries for the late ruler. Thousands of sub-Saharan Africans have been rounded up since Gaddafi fell in August.

It appears that Clinton was getting personally briefed on the battlefield crimes of her beloved anti-Gaddafi fighters long before some of the worst of these genocidal crimes took place.

Al-Qaeda and Western Special Forces Inside Libya

 

The same intelligence email from Sydney Blumenthal also confirms what has become a well-known theme of Western supported insurgencies in the Middle East: the contradiction of special forces training militias that are simultaneously suspected of links to Al Qaeda.

Blumenthal relates that “an extremely sensitive source” confirmed that British, French, and Egyptian special operations units were training Libyan militants along the Egyptian-Libyan border, as well as in Benghazi suburbs.

While analysts have long speculated as to the “when and where” of Western ground troop presence in the Libyan War, this email serves as definitive proof that special forces were on the ground only within a month of the earliest protests which broke out in the middle to end of February 2011 in Benghazi.

By March 27 of what was commonly assumed a simple “popular uprising” external special operatives were already “overseeing the transfer of weapons and supplies to the rebels” including “a seemingly endless supply of AK47 assault rifles and ammunition.”

Yet only a few paragraphs after this admission, caution is voiced about the very militias these Western special forces were training because of concern that, “radical/terrorist groups such as the Libyan Fighting Groups and Al Qa’ida in the Islamic Maghreb (AQIM) are infiltrating the NLC and its military command.”

The Threat of Libya’s Oil and Gold to French Interests

 

Though the French-proposed U.N. Security Council Resolution 1973 claimed the no-fly zone implemented over Libya was to protect civilians, an April 2011 email sent to Hillary with the subject line “France’s client and Qaddafi’s gold” tells of less noble ambitions.

The email identifies French President Nicholas Sarkozy as leading the attack on Libya with five specific purposes in mind: to obtain Libyan oil, ensure French influence in the region, increase Sarkozy’s reputation domestically, assert French military power, and to prevent Gaddafi’s influence in what is considered “Francophone Africa.”

Most astounding is the lengthy section delineating the huge threat that Gaddafi’s gold and silver reserves, estimated at “143 tons of gold, and a similar amount in silver,” posed to the French franc (CFA) circulating as a prime African currency. In place of the noble sounding “Responsibility to Protect” (R2P) doctrine fed to the public, there is this “confidential” explanation of what was really driving the war [emphasis mine]:

This gold was accumulated prior to the current rebellion and was intended to be used to establish a pan-African currency based on the Libyan golden Dinar. This plan was designed to provide the Francophone African Countries with an alternative to the French franc (CFA).

(Source Comment: According to knowledgeable individuals this quantity of gold and silver is valued at more than $7 billion. French intelligence officers discovered this plan shortly after the current rebellion began, and this was one of the factors that influenced President Nicolas Sarkozy’s decision to commit France to the attack on Libya.)

Though this internal email aims to summarize the motivating factors driving France’s (and by implication NATO’s) intervention in Libya, it is interesting to note that saving civilian lives is conspicuously absent from the briefing.

Instead, the great fear reported is that Libya might lead North Africa into a high degree of economic independence with a new pan-African currency.

French intelligence “discovered” a Libyan initiative to freely compete with European currency through a local alternative, and this had to be subverted through military aggression.

The Ease of Floating Crude Propaganda

 

Early in the Libyan conflict Secretary of State Clinton formally accused Gaddafi and his army of using mass rape as a tool of war. Though numerous international organizations, like Amnesty International, quickly debunked these claims, the charges were uncritically echoed by Western politicians and major media.  It seemed no matter how bizarre the conspiracy theory, as long as it painted Gaddafi and his supporters as monsters, and so long as it served the cause of prolonged military action in Libya, it was deemed credible by network news.

Two foremost examples are referenced in the latest batch of emails: the sensational claim that Gaddafi issued Viagra to his troops for mass rape, and the claim that bodies were “staged” by the Libyan government at NATO bombing sites to give the appearance of the Western coalition bombing civilians.

In a late March 2011 email, Blumenthal confesses to Hillary that,

I communicated more than a week ago on this story—Qaddafi placing bodies to create PR stunts about supposed civilian casualties as a result of Allied bombing—though underlining it was a rumor. But now, as you know, Robert Gates gives credence to it. (See story below.)

Sources now say, again rumor (that is, this information comes from the rebel side and is unconfirmed independently by Western intelligence), that Qaddafi has adopted a rape policy and has even distributed Viagra to troops. The incident at the Tripoli press conference involving a woman claiming to be raped is likely to be part of a much larger outrage. Will seek further confirmation.

Not only did Defense Secretary Robert Gates promote his bizarre “staged bodies” theory on CBS News’ “Face The Nation,” but the even stranger Viagra rape fiction made international headlines as U.S. Ambassador to the UN Susan Rice made a formal charge against Libya in front of the UN Security Council.

What this new email confirms is that not only was the State Department aware of the spurious nature of what Blumenthal calls “rumors” originating solely with the rebels, but did nothing to stop false information from rising to top officials who then gave them “credence." It appears, furthermore, that the Viagra mass rape hoax likely originated with Sidney Blumenthal himself.

In what we can only surmise may be a “tongue-in-cheek” report issued by the Ministry of Foreign Affairs (MoFA) today, Russian diplomats are lauding Nobel Prize winning United States President Barack Obama for his development of what can only be described as a “miracle bomb” after the US State Department issued its year end report stating that these feared weapons of war were dropped by American aircraft 23,144 times in 2015 on the nations of Iraq, Syria, Afghanistan, Pakistan, Yemen and Somalia, and not only failed to stop the terrorist gains in these Islamic nations, but amazingly only killed 6 innocent civilians!

According to this report, the Western world may, indeed, be rushing to Obama’s door to obtain for themselves these new “miracle bombs” that don’t kill anyone to distinguish themselves too, like the Americans, in their war fighting prowess—particularly against the barbaric Islamic State (ISIS/ISIL/Daesh) terrorists operating in the Levant War Zone that will allow these nations to claim that they are doing something when, in fact, they don’t have to do anything at all.

Being left out and not being allowed to either use or purchase Obama’s “miracle bombs”, this report continues, are Federation Aerospace Forces who are being left with only “old fashioned bombs” to use in their fight against these barbaric terrorists—and which in the past 10 days alone, 1,097 Islamic State terrorist targets in Syria have been struck, thereby allowing Syrian Democratic Forces to continue their advance on the Islamic State’s capitol, Raqqa, and has allowed these forces to gain control over al-Salhiya, Rdzheman-Alaia, el-Qria and Hadriyat-Ayn-Isa, too.

As to what Obama has done with America’s “old fashioned bombs,” now that he is now using their new “miracle” version, this report notes, is to give some of the worst of them to his Sunni Muslim ally Saudi Arabia that has begun using them against the Shiite Muslim civilian population of Yemen—which, most unfortunately, United Nation Secretary General Ban Ki-moon this past Friday (8 January) called a “grave war crime”.

Equally as spectacular as Obama’s new “miracle bomb” is, this report continues, his power to continue using it has now become virtually unlimited as the top US Senator in America, Mitch McConnell, yesterday stated that the US Congress would not authorize any war against Islamic State terrorists thus leaving President Obama to bomb whomever and wherever he wants to.

(HOW is it that this tyranny continues to be allowed and even promoted by the U.S.A. criminal cabal mafia CON-gress? and UN-justice department? while the entire world looks at you and me as though we are supporting this unlawful insane activity?  WE - you and me - and all of America are being blamed for these crimes against humanity worldwide.  WHY do owe CONTINUE to ALLOW this criminal cabal demonic devils travesty to continue?)

Because the Federation is still using “old fashioned bombs” to strike these terrorists though, this report states, the Western nations behind  Obama’s “miracle bomb” have, of course, begun attacking Russia for causing the starvation of children (it’s ALWAYS the children) in Syria for using them—which would be sad if it was true, but, and as explained today by the AntiWar.com website in their article titled Fake Images of Crisis in Syria’s Madaya Making the Rounds, was proved to be a deliberate manufactured lie: 

“A flurry of new stories surrounding mass starvation in the besieged Syrian town of Madaya, once a popular resort destination, have included some shocking images of starving children, and reports of people surviving on grass and tree leaves.

Even the editors here at Antiwar.com were briefly taken in, posting a story from the normally dependable al-Jazeera which used photographic “evidence” which turned out to be recycled photos from previous incidents.

Al-Jazeera’s top image of a starving child in that story, for instance, is the same child from a YouTube video in Derna, Syria, way back in May, months before the Madaya siege even began.

His isn’t the only image falsely attributed to the current crisis, with el-Akhbar identifying many of the other most high-profile pictures as having previous origins, one as far back as a 2009 picture of a refugee arriving in Europe, and a photo of a starving infant “in Madaya” dating from early 2014, and the infant shown is trapped in the ISIS-occupied Palestinian refugee camp or Yarmouk.

The shocking nature of the images makes for great press, and many are trying to parlay that into a chance to condemn the Syrian government, their Russian allies, and Hezbollah. 

While there are crises all over Syria and well-documented suffering that has produced millions of refugees, one would think there would not be a need to manufacture phony stories surrounding recycled pictures. 

For those looking to hype the crisis-du-jour, however, it seems that asking for real photos of the real situation is just too inconvenient, and it’s easier to just re-brand the first starving child you see.”

MoFA analysts contributing to this report note that this isn’t the first time, either, that the Western media has concocted lies about Russia—such as this past December when German state broadcaster ZDF hired unemployed actors to portray Russian soldiers in Ukraine: 

“A German journalist called Dietmar came to see me as well as a film crew from Germany and said ‘let’s film a documentary about you’ saying that you went from Kaliningrad to Donetsk to fight for the separatists,” Lobyskin admitted. 'Dietmar' is ZDF political observer Dietmar Schumann, the Rossiya 1 report states.

“[Dietmar] said to me that they needed me to say that I was wounded, despite the fact that I have never be wounded. Firstly they took me to Moscow and then two hours later I was in Rostov."

Lobyskin was met at the airport by the German channel’s Russian speaking producer Valery Bobkov, who offered Yury 50,000 rubles (some $700 at current rate) to take part in the documentary. He was taken to the Donbass region where the conflict was taking place and instructed what to say.

“[Bobkov] trained me for three or four days. He told me exactly what to say and encouraged me to write things down.”

In order for Obama to keep his “miracle bomb” secret from the American peopl, too, this report points out, his mainstream media “presstitutes” have even begun showing film of Aerospace Forces airstrikes against Islamic State terrorists while stating, falsely, that US planes were the ones doing this:  

“PBS NewsHour, a daily US television news program shown on the US Public Broadcasting Service (PBS), used footage of Russian airstrikes against ISIL targets, claiming that they were US airstrikes, an Information Clearing House article revealed.

“For the first time the US is attacking oil delivery trucks," the voice-over said between 2:30 — 2:35, while showing a clip of exactly the same video published by the Russian Defense Ministry the day before.”

As to which nations will benefit from having Obama’s new “miracle bomb” dropped on them in 2016, this report concludes, isn’t at this time known—but will most certainly create extreme joy in the Western world as no more innocent civilians will ever have to die from them again or, if they are, it can just all be blamed on Russia.

FRESNO, Calif. — While officers raced to a recent 911 call about a man threatening his ex-girlfriend, a police operator in headquarters consulted software that scored the suspect’s potential for violence the way a bank might run a credit report.

The program scoured billions of data points, including arrest reports, property records, commercial databases, deep Web searches and the man’s social- media postings. It calculated his threat level as the highest of three color-coded scores: a bright red warning.

The man had a firearm conviction and gang associations, so out of caution police called a negotiator. The suspect surrendered, and police said the intelligence helped them make the right call — it turned out he had a gun.

As a national debate has played out over mass surveillance by the National Security Agency, a new generation of technology such as the Beware software being used in Fresno has given local law enforcement officers unprecedented power to peer into the lives of citizens.

Police officials say such tools can provide critical information that can help uncover terrorists or thwart mass shootings, ensure the safety of officers and the public, find suspects, and crack open cases. They say that last year’s attacks in Paris and San Bernardino, Calif., have only underscored the need for such measures.

But the powerful systems also have become flash points for civil libertarians and activists, who say they represent a troubling intrusion on privacy, have been deployed with little public oversight and have potential for abuse or error. Some say laws are needed to protect the public.

In many instances, people have been unaware that the police around them are sweeping up information, and that has spawned controversy. Planes outfitted with cameras filmed protests and unrest in Baltimore and Ferguson, Mo. For years, dozens of departments used devices that can hoover up all cellphone data in an area without search warrants. Authorities in Oregon are facing a federal probe after using social media-monitoring software to keep tabs on Black Lives Matter hashtags.

“This is something that’s been building since September 11,” said Jennifer Lynch, a senior staff attorney at the Electronic Frontier Foundation. “First funding went to the military to develop this technology, and now it has come back to domestic law enforcement. It’s the perfect storm of cheaper and easier-to-use technologies and money from state and federal governments to purchase it.”

Few departments will discuss how — or sometimes if — they are using these tools, but the Fresno police offered a rare glimpse inside a cutting-edge $600,000 nerve center, even as a debate raged in the city over its technology.

An arsenal of high-tech tools

 

Fresno’s Real Time Crime Center is the type of facility that has become the model for high-tech policing nationwide. Similar centers have opened in New York, Houston and Seattle over the past decade.

Fresno’s futuristic control room, which operates around the clock, sits deep in its headquarters and brings together a handful of technologies that allow the department to see, analyze and respond to incidents as they unfold across this city of more than 500,000 in the San Joaquin Valley.

On a recent Monday afternoon, the center was a hive of activity. The police radio crackled over loudspeakers — “subject armed with steel rod” — as five operators sat behind banks of screens dialing up a wealth of information to help units respond to the more than 1,200 911 calls the department receives every day.

On 57 monitors that cover the walls of the center, operators zoomed and panned an array of roughly 200 police cameras perched across the city. They could dial up 800 more feeds from the city’s schools and traffic cameras, and they soon hope to add 400 more streams from cameras worn on officers’ bodies and from thousands from local businesses that have surveillance systems.

The cameras were only one tool at the ready. Officers could trawl a private database that has recorded more than 2 billion scans of vehicle licenses plates and locations nationwide. If gunshots were fired, a system called ShotSpotter could triangulate the location using microphones strung around the city. Another program, called Media Sonar, crawled social media looking for illicit activity. Police used it to monitor individuals, threats to schools and hashtags related to gangs.

Fresno police said having the ability to access all that information in real time is crucial to solving crimes.

They recently used the cameras to track a robbery suspect as he fled a business and then jumped into a canal to hide. He was quickly apprehended.

The license plate database was instrumental in solving a September murder case in which police had a description of a suspect’s vehicle and three numbers from the license plate.

But perhaps the most controversial and revealing technology is the threat-scoring software Beware. Fresno is one of the first departments in the nation to test the program.

As officers respond to calls, Beware automatically runs the address. The searches return the names of residents and scans them against a range of publicly available data to generate a color-coded threat level for each person or address: green, yellow or red.

Exactly how Beware calculates threat scores is something that its maker, Intrado, considers a trade secret, so it is unclear how much weight is given to a misdemeanor, felony or threatening comment on Facebook. However, the program flags issues and provides a report to the user.

In promotional materials, Intrado writes that Beware could reveal that the resident of a particular address was a war veteran suffering from post-traumatic stress disorder, had criminal convictions for assault and had posted worrisome messages about his battle experiences on social media. The “big data” that has transformed marketing and other industries has now come to law enforcement.

Fresno Police Chief Jerry Dyer said officers are often working on scant or even inaccurate information when they respond to calls, so Beware and the Real Time Crime Center give them a sense of what may be behind the next door.

“Our officers are expected to know the unknown and see the unseen,” Dyer said. “They are making split-second decisions based on limited facts. The more you can provide in terms of intelligence and video, the more safely you can respond to calls.”

But some in Fresno say the power and the sheer concentration of surveillance in the Real Time Crime Center is troubling. The concerns have been raised elsewhere as well — last year, Oakland city officials scaled back plans for such a center after residents protested, citing privacy concerns.

Rob Nabarro, a Fresno civil rights lawyer, said he is particularly concerned about Beware. He said outsourcing decisions about the threat posed by an individual to software is a problem waiting to happen.
Nabarro said the fact that only Intrado — not the police or the public — knows how Beware tallies its scores is disconcerting. He also worries that the system might mistakenly increase someone’s threat level by misinterpreting innocuous activity on social media, like criticizing the police, and trigger a heavier response by officers.

“It’s a very unrefined, gross technique,” Nabarro said of Beware’s color-coded levels. “A police call is something that can be very dangerous for a citizen.”

Dyer said such concerns are overblown, saying the scores don’t trigger a particular police response. He said operators use them as guides to delve more deeply into someone’s background, looking for information that might be relevant to an officer on scene. He said officers on the street never see the scores.

Still, Nabarro is not the only one worried.

The Fresno City Council called a hearing on Beware in November after constituents raised concerns. One council member referred to a local media report saying that a woman’s threat level was elevated because she was tweeting about a card game titled “Rage,” which could be a keyword in Beware’s assessment of social media.

Councilman Clinton J. Olivier, a libertarian-leaning Republican, said Beware was like something out of a dystopian science fiction novel and asked Dyer a simple question: “Could you run my threat level now?”
Dyer agreed. The scan returned Olivier as a green, but his home came back as a yellow, possibly because of someone who previously lived at his address, a police official said.

“Even though it’s not me that’s the yellow guy, your officers are going to treat whoever comes out of that house in his boxer shorts as the yellow guy,” Olivier said. “That may not be fair to me.”

He added later: “[Beware] has failed right here with a council member as the example.”

An Intrado representative responded to an interview request seeking more information about how Beware works by sending a short statement. It read in part: “Beware works to quickly provide [officers] with commercially available, public information that may be relevant to the situation and may give them a greater level of awareness.”

Calls for ‘meaningful debate’

 

Similar debates over police surveillance have been playing out across the country, as new technologies have proliferated and law enforcement use has exploded.

The number of local police departments that employ some type of technological surveillance increased from 20 percent in 1997 to more than 90 percent in 2013, according to the latest information from the Bureau of Justice Statistics. The most common forms of surveillance are cameras and automated license plate readers, but the use of handheld biometric scanners, social media monitoring software, devices that collect cellphone data and drones is increasing.

Locally, the American Civil Liberties Union reports that police in the District, Baltimore, and Montgomery and Fairfax counties have cellphone-data collectors, called cell site simulators or StingRays. D.C. police are also using ShotSpotter and license plate readers.

The surveillance creates vast amounts of data, which is increasingly pooled in local, regional and national databases. The largest such project is the FBI’s $1 billion Next Generation Identification project, which is creating a trove of fingerprints, iris scans, data from facial recognition software and other sources that aid local departments in identifying suspects.  (The FBI is a private for profit business and is NOT a true 'government' authorized agency, same as the CIA, TSA, DEA, IRS, BLM, CDC, et al. From what and where do these private corporations obtain legal authority to surveil and pursue a private individual in this nation?)

Law enforcement officials say such tools allow them to do more with less, and they have credited the technology with providing breaks in many cases. 

Virginia State Police found the man who killed a TV news crew during a live broadcast last year after his license plate was captured by a reader.

Cell site simulators, which mimic a cellphone tower and scoop up data on all cellphones in an area, have been instrumental in finding kidnappers, fugitives and people who are suicidal, law enforcement officials said.  But those benefits have sometimes come with a cost to privacy. Law enforcement used cell site simulators for years without getting a judge’s explicit consent. But following criticism by the ACLU and other groups, the Justice Department announced last September that it would require all federal agencies to get a search warrant.

The fact that public discussion of surveillance technologies is occurring after they are in use is backward, said Matt Cagle, an attorney for the ACLU of Northern California.  “We think that whenever these surveillance technologies are on the table, there needs to be a meaningful debate,” Cagle said. “There needs to be safeguards and oversight.”

After the contentious hearing before the Fresno City Council on Beware, Dyer said he now wants to make changes to address residents’ concerns. The police chief said he is working with Intrado to turn off Beware’s color-coded rating system and possibly the social media monitoring.

“There’s a balancing act,” Dyer said.
