Its been a long time. The answer being the TREASURY TRUST originally lay in the hands of what was believed to be ethical, moral, decent, honest, law abiding, men of integrity who were allowed to remain in Offices of Public Trust during periods of Good Behaviour without a breach in Conduct Unbecoming trusted by the paper ballot vote of those Representatives of the Sovereign Civil Governments of the Colonies/States in those federal offices of Public Trust known as THE U.S. CONGRESS and Senate. However it is doubtful to find men/women of those standards required by the Citizenry who cast their vote by Paper Ballot at that time in History.. representing the People in this day and age.. Thats the purpose of ELECTRONIC BALLOTS.. these rascles know they would be booted out of office if Paper Ballots were used.
THE "TREASURY" was the responsibility of our U.S. House and Senate.. We, the American People enjoyed what was called "FreePort Banks" up and down the Ohio River, the Mississippi, the Missouri etc.. These were "Gold Banks".. Boatmens Bank in St. Louis, John Marshall established and operated the Illinois first bank located on the banks of the Ohio River at Shawneetown, Illinois. Evansville, Ind., which was called Evans Landing at that time.. but in general each riverport had a bank of sorts, these banks were used for trading.. they were the Free Port Banks.

Contained within the "Seven Articles" of Law of the Land there is what has historically been called "a grant, a vesting, and enumeration" of what the Sovereign Xth Amendment Government allowed to the Federal Representative Government in the IXth Amendment.
