I decided to do a little research on the Paris Club, since it was mentioned by both Zap and Bluedog in their recent posts. After the information, I have a couple questions for any Guru or Recaps reader who would like to comment. Thanks! SCGal

INVESTOPEDIA'S definition of 'Paris Club'
An informal group of creditor nations whose objective is to find workable solutions to payment problems faced by debtor nations. The Paris Club has 19 permanent members, including most of the western European and Scandinavian nations, the United States of America, the United Kingdom and Japan. The Paris Club stresses the informal nature of its existence and deems itself a "non-institution." As an informal group, it has no official statutes and no formal inception date, although its first meeting with a debtor nation was in 1956, with Argentina.

The members of the Paris Club meet each month in the French capital, except for the months of February and August. These monthly meetings may also include negotiations with one or more debtor countries that have met the Club's pre-conditions for debt negotiation. The main conditions a debtor nation has to meet are that it should have a demonstrated need for debt relief and should be committed to implementing economic reform, which in effect means that it must already have a current program with the International Monetary Fund (IMF) supported by a conditional arrangement.

The Paris Club has five key functioning principles: case by case, consensus, conditionality, solidarity and comparability of treatment.

The Paris Club (French: Club de Paris) is an informal group of financial officials from 19 of some of the world's biggest economies, which provides financial services such as, debt restructuring, debt relief, and debt cancellation to indebted countries and their creditors.

Debtors are often recommended by the International Monetary Fund after alternative solutions have failed.

It meets every six weeks (note that Investopedia said every month) at the French Ministry of Economy and Finance in Paris. It is chaired by a senior official of the French Treasury, currently the Director General of the Treasury [Ramon Fernandez].

The club grew out of crisis talks held in Paris in 1956 between the nation of Argentina and its various creditors. Its principles and procedures were codified at the end of the 1970s in the context of the North-South Dialogue.

1990s Activities
In the 1990s, the club began to treat the HIPC (Heavily-Indebted Poor Countries) and non-HIPCs differently. The club began to grant increasingly larger debt reductions for the HIPCs. For the non-HIPCs, the club engaged less in debt reductions and moved towards encouraging the absorption of non-HIPCs' financial losses by bondholders and other private creditors. (So -- what we saw in Cyprus is NOT new nor are the ideas that the EU and other bond holders should absorb some of the debts Greece, Spain, Portugal, Italy, etc.)

2000s DEBTS FORGIVEN
IN 2004, THE CLUB AGREED TO WRITE-OFF THE DEBTS OF IRAQ, AS THE REBUILDING OF IRAQ IS INCOMPARABLE.

After the 2004 Indian Ocean earthquake, the Paris Club decided to suspend temporarily some of the repayment obligations of the affected countries.

In November 2005, during the tenure of Dr. Ngozi Okonjo-Iweala as Nigeria's Minister of Finance, the Nigerian government "won Paris Club approval for a debt-relief deal that eliminated $18 billion of debt in exchange for $12 billion in payments ...". This discharged "...$30 billion of Nigeria's total $37 billion external debt."

In April 2006, Nigeria became the first African country to fully pay off its debt (estimated $30 billion) owed to the Paris Club.

On September 2, 2008, President Cristina Fernández de Kirchner of Argentina announced plans to pay off the entirety of debt owed to the Paris Club, which amounted to roughly $6.7 billion. Political pressures ensued and though the government officially insists its intention to repay, government officials have stated that this is unlikely until global credit conditions improve.

2010s DEBTS FORGIVEN
On September 16, 2010, the Paris Club canceled $1.26 billion of Liberia's debt, 100% of the Paris Club's share of a World Bank-IMF poverty reduction program.

On November 18, 2010, the Paris Club canceled $7.35 billion of Democratic Republic of the Congo's debt. This resulted in the removal of over 50% of their debt.

On November 16, 2012, the Paris Club canceled $6.5 billion of Ivory Coast's debt, all of their debt to the Paris Club.

On January 28, 2013, Myanmar has announced deals with international lenders including Paris Club member nations to cancel or refinance nearly $6 billion of its debt, Paris Club's share to be written off US$ 2.2 billion.

Q: If in 2004 ALL Iraqi debts were forgiven by these member countries, then how can the USA still have oil credits for repayment of the war?

Q: Notice who is not on the member or associate member list? CHINA.

Is this why China can buy the oil credits from the USA and then China can make Iraq honor these oil credits, since it would appear China has not forgiven any Iraqi debts? So is this an indirect way for the USA to not honor the Paris Club agreement made in 2004 and instead make money on what we have said is forgiven debts?

GUEST BIO:
Ray McGovern is an activist who writes and lectures about, among other issues, war and the role of CIA.
He holds an M.A. in Russian Studies from Fordham University, a certificate in Theological Studies from Georgetown University, and is a graduate of Harvard Business School's Advanced Management Program.
His intelligence work, beginning in US Army and continuing at the CIA, spanned seven presidents from President Kennedy to President George H.W. Bush.
As an analyst on foreign policy, McGovern would synthesize material given to him on a daily basis and then brief senior White House advisers with his conclusions.
Now retired, McGovern is proud of the fact that he reported his findings "without fear or favor" to the politicians and was supported in his work by his superiors.
As a co-founder in 2003 of Veterans Intelligence Professionals for Sanity (VIPS), McGovern speaks out against what he sees as corruption in the CIA, which allowed the agency´s integrity to bend to the will of President George W. Bush and his White House officials.
During both the Bush and Obama years, the White House has eyed an attack on Iran to stop its apparent development of nuclear capabilities.
McGovern has raised concerns over why an attack would be necessary, writing,
"The very same men who...brought us the war in Iraq are now focusing on Iran, which they view as the only remaining obstacle to American domination of the entire, oil-rich Middle East."
He also called for the impeachment of President George W. Bush and Vice President Dick Cheney, suggesting,
"Why not focus on a high crime that the Bush administration has already admitted to, with claims it is above the law and the Constitution: electronic eavesdropping on Americans without the required court warrant."

The official beginning of the infusion of 4D, fourth dimensional, energy, will begin to affect Earth’s solar system on 11.11.11 as it begins to encounter energy from the galactic equatorial plane region – as a universe & galactic wide harmonic frequency will open and affect this whole area of space.
Whether people call this phenomenon a stargate or portal this area of faster higher fourth dimensional energy is real. This historic date of 11.11.11 begins the infusion of 4D dimensional energy onto your planet. It will affect Earth & its people in a positive, uplifting way like never before experienced in your planet’s history.
2012 – 2013
The saturation of this higher frequency vibration will continue from the end of 2011, through all of 2012, reaching full strength during the time of December 21, 2012 – which will bring a completely new, even higher level frequency vibration – such that the experience & measurement of time as the people of Earth have known it… will begin to go away. It will continue to go away and perpetually diminish throughout all of 2013.
These vibrational changes, and continued geophysical changes, earthquakes, volcanoes going off, wave events, these will all continue to happen throughout the last months of 2012, into March 2013 [and beyond] when the final rotation of the 90 degree shift of Earth’s crust begins to happen with the present day East/West orientation of the continents moving into their new North/South orientation.
There is also expected to be a magnetic pole shift, a reversal, during this time, but will likely not cause any problems for the people of Earth. There is of course likely to be a temporary period of adjustment of Earth’s electrical systems, but this is only expected to last a few hours time. It will not be problematic. If there are any difficulties at all, the biospheres of the Andromeda Council stand ready to help and will help.
The 23.5 degree off-axis tilt of the Earth that presently exists should be corrected as well, and will be no longer. This will mean a much more temperate climate for planet Earth overall. Think of the whole planet as having a climate much like that of the Mediterranean region.
Yes, planet Earth will likely go through continued dramatic changes to get to this new higher vibrational existence. And these events as life changing they will be to both humans and all life on the planet… these changes are normal and necessary for this process. It is transformation. It is evolution.
During this overall time every living thing from the largest to the smallest will be offered the opportunity to change, to evolve, into 4D, fourth dimensional, life.
Just like a woman’s body changes, adjusts & expands, Earth too must go through her uncomfortable adjustments, her labor pains, and the momentary intense pain of child birth. her Earth too must adjust & prepare herself for this new beginning, for her new life as a 4th density world… a far more colorful, vibrant, & beautiful 4th dimensional world.
These earth changes are expected to settle down throughout remaining later part of 2013, and will begin the completion of this cycle by the end of October, winding down in December 2013.
2014
It is expected planet Earth, her people & virtually all life, will begin her new 4D higher vibrational existence, her new fourth dimensional life, in early January 2014.
Please know that this moment of change to 4D will happen, literally, as fast as, in the ‘blink of an eye’. This change to 4D life will be instantaneous. There will also be some pockets of 5D, fifth dimensional, vibration, on your new 4D Earth. But be assured, it will be an even more colorful, far more beautiful reborn world.
Also please keep in my that 4D, the fourth dimension, is one of a journey inward toward the complete expression of love… love for each other and love of self. During the course of this evolution toward 4D, toward a life of love, remember to forgive… forgive yourself & forgive others on the way to… opening your heart.
This journey from 3D to 4D can also be expressed as the journey from thousands of years of male/intellectual/logical energy & outward expression focused on the ways of the mind; transitioning to the more gentle expressions of female/giving/intuitive energy focused on the… ways of the heart. The ways of peace, of giving… of love.

  We know we can't trust the CBI, EC, FC or COM now about a release date because they lied to us when they announced earlier that they were postponing this until after the elections but then the CBI held secret meetings telling the concerned Ministries they they had plans to do it in January.  We know now that they will give us no accurate heads up.  They will just spring it on us.  [post 3 of 3]

Have you heard about the shadow government that is the real power behind most of the major decisions in the world today? This secretive group is rumored to actually make the key decisions that affect all aspects of our lives including the price of gasoline, how the prices of stock and commodity markets will be manipulated, and even which countries will be attacked or invaded.

This is the Bilderberg Group, the who's who of political leaders, international bankers, and the power brokers of world commerce.

Every year, over 100 of these people meet secretly to discuss and even create global policy. Most of the members are believed to come from Western Europe and the United States.

Regulars include names like Rockefeller and Rothschild, although guests have included Margaret Thatcher, Bill Clinton (even before he became President), Bill and Melinda Gates, and many other names that are immediately recognizable.

Beginnings of the Bilderberg Group

The group is believed to have taken its name from the hotel in Osterbeek, Holland, where its first conference was held in May 1954. The initial rationale for this conference was that the U.S. and Europe were not united enough in their global policies.

The idea was to foster more agreement on how to better promote ‘Atlanticism,’ or closer cooperation on political, economic, and military issues.

Ever since this time, the group has met regularly (at least annually), usually behind armed guards and always in total secrecy about the agenda and what is actually discussed. Attendees are not permitted to give any quotes or talk on the record about anything that happens behind those closed doors.

There is also very little press or news media coverage of these three-day events, although this is beginning to change over the last few years, as more people are becoming aware of the group's existence.

On occasion, the Bilderberg Group does release some of its decisions, although this is usually quite cryptic and given to very few sources.

There is a lot of speculation that the few media outlets which accurately predicted events like the downfall of the Soviet Union and the end of the Cold War, or even the timing of the Iraq invasion, were given the inside scoop directly from a Bilderberg source. Indeed, it would appear that being well connected can offer a glimpse into the future.


Campaign of Secrecy

In this day and age, how is it possible to keep such a secret?

One thought is that many of the members of the media elite have been bribed. High ranking members of prominent papers like the Washington Post, The New York Times, and the Los Angeles Times, along with leaders of all the national television networks, have been allowed attendance at these secret events many times in exchange for their agreement to not report anything about them.

The Bilderberg Group has also grabbed control of the news wire services. Sadly, almost all of the news reported throughout the U.S. initially comes from these wire services and the major newspapers or television networks.

Theoretically and practically, control over just a few news media outlets could be enough to keep the actions of an ultra-secretive and influential group of global elites out of the mainstream press.


Long Range Goals

The most important question that people have been asking about the Bilderberg Group for years is what they ultimately want. An examination of the facts and the record reveals that the ultimate goal of such a group is two-fold: power and control. They want to have near total control over the entire world, and with it, ultimate power.

In practice this could translate into the overriding goal of a one-world government with a single, global marketplace. This would be controlled by a single world army and financially regulated through the use of a single global currency under the auspices of a World Central Bank.

Taking this a step further, the implementation of this goal might mean your life would be the way these elites desire. They would have total control over all media and press, making it quite easy to control (or at least strongly influence) public opinion.

No more middle class, no more democracy. There might be manufactured crises and wars, centralized control over education (indoctrination) to train those chosen for specific roles, and possibly even a tax on all ‘world citizens.’

Think these goals and ideals are far away in some distant future? Consider the fact that the U.S. financial system is already a world power; those governments who do not follow the wishes of our leaders are quickly exorcised from the international financial system. All that would need to happen is a slight expansion and more complete integration.

There is even some speculation that after the passage of NAFTA, the Bilderberg Group has been secretly influencing policy throughout North America in an effort to create a more unified block. This would be something along the same lines as the EU, only with Canada, the USA, and Mexico.


The Bottom Line

No matter how you look at the Bilderberg Group, it is eerily disturbing. Just the fact that a global power elite with representatives from politics, finance, and industry is meeting behind closed doors, in almost total secrecy on a regular basis, should be enough to cause concern and public outcry.

The fact that they feel the need to control everything which occurs at these meetings, allow NO public attendance or reporting of any kind, and stay behind armed guards seems suspicious to say the least.

Hopefully, as more and more people become aware of their existence and possible explanations regarding their activities, the true desires and agenda of this influential group will come to light.

The Interior Ministry announced, on Monday, that the imposition of customs duties on imported goods will be starting from the year 2014, and by no more than 20% of their value, indicating that the fees will be imposed on all border crossing points, including the Kurdistan region.
The interior ministry said, in a statement posted on the website of the Ministry of Interior, said that “the imposition of customs duties on imported goods will be starting from 2014, and by no more than 20% of its value in all border crossing points, including the Kurdistan region.”
The ministry said it was “prepared a list of goods covered by the decision and approved by the Council of Ministers,” noting that “the decision comes after the government announced Amadaha in the application of the customs tariff law gradually, according to a specific timetable, and stressed that the law will include some of the goods only.”

The “Too Big Too Jail” nonsense that surrounds large U.S. banks and their above the law employees has been glaringly obvious and thoroughly documented for quite some time now. Yet what represents an even larger slap in the face to millions of hard-working, law-abiding citizens, is how relentlessly the “justice” system goes after small time criminals, while merely fining oligarch thieves for far worse crimes. I first covered this theme earlier this year in my piece Some Money Launderers are “More Equal” than Others, which discussed how HSBC was caught laundering billions of dollars for Mexican drug cartels.
Well HSBC is back in the news. This time it relates to their transferring funds on the behalf of financiers for the militant group Hezbollah. If transactions such as these had even the slightest link to Bitcoin, there would be endless uproar, calls for countless Congressional hearings and demands to stop the currency at all costs. But when HSBC is caught doing it, what happens? A $32,400 settlement.

A major U.S. bank has agreed to a settlement for transferring funds on the behalf of financiers for the militant group Hezbollah, the Treasury Department announced on Tuesday.

Concluding that HSBC’s actions “were not the result of willful or reckless conduct,” Treasury’s Office of Foreign Assets Control accepted a $32,400 settlement from the bank. Treasury noted, as did HSBC in a statement to HuffPost, that the violations were voluntarily reported.

The
 past year witnessed bloodshed in Syria and Iraq,  turmoil in Egypt,
anarchy in Central Africa, threats by a nuclear-armed North Korea and
Chinese military posturing, but as 2013 ends a global  poll finds that
the country seen as representing the greatest threat to peace today is
... the United States.
Not only did the U.S. top the list with an aggregate of 24 percent, 
but the runner-up threat country, Pakistan, was way behind at eight 
percent. China was third at six percent, followed by North Korea, Iran 
and Israel at five percent each.
The survey of opinions across 65 countries by pollster Win/Gallup 
International recorded some of the strongest anti-American sentiment, 
predictably, in countries widely regarded as rivals, led by Russia 
(where 54 percent of respondents said the U.S. was the greatest threat 
to peace) and China (49 percent).
But the view that the U.S. poses the greatest threat to peace was 
also
 strongly held in some purported U.S. allies – such as NATO partners
Greece and Turkey (45 percent each), and Pakistan (44 percent),
which  is also a top recipient of U.S. aid.
Two other countries where strongly negative opinion of the U.S. was 
found were Bosnia, a candidate for European Union membership (49 
percent), and, closer to home, Argentina (46 percent).
Elsewhere in Latin America the U.S. topped the list of threats to 
peace for a significant number of respondents in Mexico (37 percent), 
Brazil (26 percent) and Peru (24 percent)......

Privacy Advocate Exposes NSA Spy Gear at Gathering

 well-known privacy advocate has given the public an unusually explicit
peek into the intelligence world's tool box, pulling back the curtain
on the National Security Agency's arsenal of high-tech spy gear.
Independent journalist and security expert Jacob Appelbaum on Monday
told
 a hacker conference in Germany that the NSA could turn iPhones into
eavesdropping tools and use radar wave devices to harvest electronic
information from computer even if they weren't online.
Appelbaum told hundreds of computer experts gathered at Hamburg's Chaos
Communications Conference that his revelations about the NSA's
capabilities "are even worse than your worst nightmares."
"What I am going to show you today is wrist-slittingly depressing," he said.
Even though in the past six months there have been an unprecedented
level
 of public scrutiny of the NSA and its methods, Appelbaum's claims —
supported by what appeared to be internal NSA slideshows — still caused a
 stir.
One of the slides described how the NSA can plant malicious software
onto Apple Inc.'s iPhone, giving American intelligence agents the
ability to turn the popular smartphone into a pocket-sized spy.
Another slide showcased a futuristic-sounding device described as a
"portable
 continuous wave generator," a remote controlled device which — when
paired with tiny electronic implants — can bounce invisible waves
of energy off keyboards and monitors to see what is being typed even if
the target device isn't connected to the Internet.
A third slide showcased a piece of equipment called NIGHTSTAND, which
can tamper with wireless Internet connections from up to 8 miles away......
