Reported “foreign police identification across the USA"

Here’s the current list of foreign or strange police cars, badges, logos, etc, which have been reported, seen or photographed within the US since 1988. They’re those mentioned by Mr. Obama in the 2008 campaign; i.e., “We need a ‘Civilian Security Force’ as big as the military”. The six [existing] funding programs are listed just below.  

As noted, since 1994 there have been SIX known ‘police’ hiring programs:
(#1) Cops on the Street,
(#2) Project Harmony
(#3) Community Police, and the latest police money, since Lawrence Summers, Chairman of Obama’s “National Economic Council”, admitted to a surprised David Gregory on NBC during “Meet The Press”, there was money in the
(#4) “Mortgage Bail Out “  for police hires! Gregory had asked Summers why cop money was in a “mortgage rescue” bill??  Summers answered, “Uhh, well you gotta take care of the cops”. You can easily see the Democrats helped drive more nails into our coffin by passing this “mortgage bill”; not that the GOP does much better! 

Moreover, on 10-30-2010, Kentucky Attorney General Jack Conway stated, “One third of the later-passed
(#5)Stimulus Bill” was for ‘police and firefighters”??! That’s one-third of about $700 billion for police-plus hires! Dear folks, they’ve now appropriated enough “foreign cop” money to execute ”UN Agenda 21  police action.
                                                                                                                                                                     
Here’s a current list of all reported “odd-appearing” police. Some would appear legit to the reader but, for example, there are no “State Police” [authorized] in Texas; but they ARE there, in black, driving white Chrysler vans.

Across the USA they’re carrying Homeland Security or Department of State-issued federal ID cards; as reported to me by a Denver cop in 1999!

These secretly funded programs are soon to be Obama’s “Civilian Security Force” of the USA! In other words a Nazi-style SS force, not subject to US constabulary jurisdiction! It includes “Partnership for Peace (PfP)” troops also! Now you know why there’s a continual “gun confiscation” issue going on!

UPDATE: The U.S. Department of Homeland Security advised computer users to consider using alternatives to Microsoft Corp’s Internet Explorer browser until the company fixes a security flaw that hackers have used to launch attacks.
The United States Computer Emergence Readiness Team said in an advisory released on Monday morning that the vulnerability in versions 6 to 11 of Internet Explorer “could lead to the complete compromise of an affected system.”

BOSTON — Microsoft is rushing to fix a bug in its widely used Internet Explorer Web browser after a computer security firm disclosed a flaw over the weekend, saying hackers have already exploited it in attacks on some U.S. companies.
U.S. Government Suggests that You Switch from Internet Explorer
PCs running Windows XP will not receive any updates fixing that bug when they are released, however, because Microsoft stopped supporting the 13-year-old operating system earlier this month. Security firms estimate that between 15 and 25 percent of the world’s PCs still run Windows XP.
Microsoft disclosed on Saturday its plans to fix the bug in an advisory to its customers posted on its security website, which it said is present in Internet Explorer versions 6 to 11. Those versions dominate desktop browsing, accounting for 55 percent of the PC browser market, according to tech research firm NetMarketShare.
Cybersecurity software maker FireEye said that a sophisticated group of hackers have been exploiting the bug in a campaign dubbed “Operation Clandestine Fox.”
FireEye, whose Mandiant division helps companies respond to cyber attacks, declined to name specific victims or to identify the group of hackers, saying that an investigation into the matter is still active.
“It’s a campaign of targeted attacks seemingly against U.S.-based firms, currently tied to defense and financial sectors,” FireEye spokesman Vitor De Souza said via email. “It’s unclear what the motives of this attack group are, at this point. It appears to be broad-spectrum intel gathering.”
He declined to elaborate, though he said one way to protect against them would be to switch to another browser.
Microsoft said in the advisory that the vulnerability could allow a hacker to take complete control of an affected system, and then do things such as viewing, changing, or deleting data; installing malicious programs; or creating accounts that would give hackers full user rights.
FireEye and Microsoft have not provided much information about the security flaw or the approach that hackers could use to figure out how to exploit it, said Aviv Raff, chief technology officer of cybersecurity firm Seculert.
Yet other groups of hackers are now racing to learn more about it so they can launch similar attacks before Microsoft prepares a security update, Raff said.
“Microsoft should move fast,” he said. “This will snowball.”
Still, he cautioned that Windows XP users will not benefit from that update since Microsoft has just halted support for that product.
The software maker said in a statement to Reuters that it advises Windows XP owners to upgrade to one of two most recently versions of its operating system, Windows 7 or 8.

Three House Republicans signal new push on immigration reform is coming

Three that I’ve noticed, that is. There may be more beneath my radar, and if there are, please e-mail me the links so that I can add them as updates. And no, I’m not including Adam Kinzinger or Aaron Schock in this. If you count them too, then we’ve got five different GOPers suddenly talking this up.
As Trotsky famously said, you may not be interested in amnesty but amnesty is interested in you. First up: Cathy McMorris-Rodgers, the highest-ranking Republican woman in the House, who delivered the official party rebuttal to the State of the Union back in January. She’s also the only one of the three to float a concrete timeline.
McMorris Rodgers said she still thinks a deal could be struck before the election. “I believe there is a path that we get a bill on the floor by August,” she said.
A bipartisan plan was passed in the Senate last spring but made no headway in the Republican-controlled House. McMorris Rodgers echoed the concern brought up by many in the chamber, saying she wants to see stronger border security. But she said she’d support a bill that grants legal status to those undocumented immigrants working toward citizenship, allowing them to remain in the country to work and go to school while they wait their turn in the current system.
“We’re going to have to push that this is a legal status, not amnesty,” she said.
A bitterly divisive party battle over immigration sounds like a fine idea three months before the midterms. Note the rhetoric about “legalization, not amnesty,” too. That’s an old saw used by Republicans to try to sell their immigration compromises to the base. Rubio and the Gang of Eight used it too, emphasizing that the path to citizenship under their bill would be long and onerous while quietly avoiding the fact that probationary legalization for illegals under their scheme would be quick and painless. Legalization is the whole ballgame here, of course; once illegals have a foothold to lawfully remain in the U.S., immigration activists will quickly wear down Republican resolve on delaying citizenship. And McMorris-Rodgers knows it.
Next up: Mario Diaz-Balart, a member of the House’s (now defunct) version of the Gang of Eight and therefore someone whom Boehner naturally would be chatting with about this process. He’s vaguer on the timeline but confident that things are happening.
“I think we finally have the policy right,” he said in a phone interview. “I think we have figured out a way to secure, to have border and interior security, holding the administration accountable for the enforcement … forcing the administration to enforce the law whether they want to or not. And I think we figured out a way to deal with the folks that are here in a way that is fair — fair, by the way, to those in the legal system … who are doing everything legally, and also deals with the folks that are here in a way that is fair and reasonable. And adheres, strictly adheres, to the rule of law…
“It is as close as we have ever been. It is still a big, big, heavy lift,” he said. “I think we’re going to get there.”…
“We’re going to need a large group of Republicans and Democrats who are willing to stand up and do what is right for our country. What I’m finding is that there are a lot of them out there,” Diaz-Balart told CQ Roll Call.
That last bit’s not true, actually. They need a large group of Democrats but only a small-ish group of a few dozen Republicans to get to 218. It’s purely a matter of Boehner’s own political courage in being willing to bring a bill to the floor and pass it along those lines, which is what made his mockery last week so ironic. He could end this process and pass the Gang of Eight bill in a matter of weeks if he wanted to, but he’s afraid the caucus will toss him out on his ear if he does so he’s holding back. To quote the man himself, “Ooooooh, this is too hard.”
Last up: Texas Republican Joe Barton. Back in January, when Boehner and the leadership released their “principles” on immigration reform, Barton seemed to think the obstacles to a deal were insurmountable. Lo and behold, three months later he’s working on a bill of his own.
Barton, R-Arlington, said his bill would be ready in a month to six weeks.
“If it were to become law it would solve the problem,” Barton said during a recording of Lone Star Politics, which airs Sunday at 8:40 a.m. on KXAS-TV (NBC 5).
Barton said his plan would put a heavy emphasis on border security, which could mollify the most conservative Republicans in Congress.
But he added that “minor children” would get a path to citizenship, and that there would be an effective guest worker program for immigrants with jobs. And Barton would give adults in the country illegally a chance to gain legal status, but not citizenship.
Hard to tell from those bare-bones details whether he’d make legalization contingent upon border security, as border hawks want, or if they’d be on independent tracks, a la the Gang of Eight bill. If it’s the former, the bill is DOA with Democrats and therefore DOA in the House entirely. (There likely aren’t 218 Republican votes for any sort of immigration proposal except maybe a pure enforcement measure.) If it’s the latter, the bill is DOA with Republicans — but maybe not DOA in the House entirely. Again, it’ll come down to whether Boehner is willing to violate the Hastert Rule and pass a comprehensive bill (or series of bills that amount to a comprehensive bill) with a majority of Democrats and minority of Republicans. After last week’s outburst, would you put it past him?

On April 24, the Republic of the Marshall Islands (RMI) filed the Nuclear Zero Lawsuits in the International Court of Justice against all nine nuclear-armed nations, as well as against the United States in U.S. Federal District Court. RMI claims that the Nuclear Weapon States are in breach of Article VI of the NPT, which entered into force 16,121 days prior to the filing. 
United for Peace and Justice is part of a consortium of NGOs working to highlight the legal and moral issues involved in the Nuclear Zero Lawsuits. We respect the courage of the plaintiff in bringing these lawsuits against some of the most powerful nations in the world.

Background
NPT Article VI states: “Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”
This was the grand bargain that convinced many non-nuclear weapon states to sign the treaty and agree not to develop nuclear weapons of their own. Forty-four years later, with no meaningful negotiations on the horizon and no end in sight to the “step-by-step” process heralded by the permanent five members of the UN Security Council (P5), the RMI has stepped in to change the discourse on nuclear disarmament.
RMI is seeking orders to the courts to compel the leaders of the NWS to initiate good-faith negotiations for an end to the nuclear arms race and to nuclear disarmament. They are challenging the leaders of the NWS to answer, on the record, why 44 years have passed and nuclear arsenals continue to be modernized and national security strategies continue to place nuclear weapons at the top of the list.
In addition to the five Nuclear Weapon States named in the NPT, the lawsuit also includes the four nuclear weapon states that are not parties to the NPT – Israel, India, Pakistan and North Korea – which, RMI argues, are bound to Article VI obligations under customary international law.
The RMI is a small sovereign nation, among the smallest in the world. However, their courage could not be greater. Having been a testing ground for 67 nuclear tests between 1946 and 1958, the Marshall Islanders have seen their land, sea and people poisoned from radiation. They have experienced firsthand the horrible destruction caused by nuclear weapons and those that possess them. They are willing to stand up to the nine nuclear giants and say, “Never again. We have seen the destructive impact of these horrific weapons and vow to do all we can so the world never sees such atrocities again.”
TODAY, the states parties to the Nuclear Non-Proliferation Treaty (NPT) will begin a two week meeting at United Nations headquarters in New York City as part of on ongoing process to review operation of the treaty. Twilight News / The president of the Kurdistan Regional Government Barzani for that oil will be available in the global market early next month. The Kurdistan and Turkey have concluded a year agreements in the field of energy including oil exports from the Kurdistan region to Turkey directly via a new pipeline. The agreement raised the wrath of officials in Baghdad, who assert that the federal government is the only owner of the right in the management of energy resources, and it rejects any attempt to export oil in isolation from it.
Over the months conducting Baghdad and Erbil talks as Turkey tried to mediate between the two sides to find a way out of the crisis, which has worsened recently after wave of Baghdad to cut off funds for Kurdistan and delayed sending the salaries of employees in the last two months. Barzani said in an interview with the TV broadcast Roudao later seen "Twilight News", excerpts from his speech that he will be on 05.02.2014 Kurdistan oil available in the world oil markets.
Twilight News contacted the Office of the Deputy Prime Minister for Energy Hussain al-Shahristani to know his mind, where he said they had a special statement to the subject. The Kurdish transports crude to world markets via a pipeline Kirkuk - Ceyhan which is controlled by Baghdad to Turkey, but the Kurdish exports across the track stopped in late 2012 because of a dispute over payments. Kurdistan began exporting crude individually from the Taq Taq oil field to the Turkish port of Mersin in early January of last year through the trucks were estimated at about 60 thousand barrels per day.
Kurdistan is seeking to export around 300 thousand barrels per day to world markets via the new line extends to the Turkish port of Ceyhan on the Mediterranean.

QUOTE: Before taking on Mr Putin, Britain's energy secretary should read Daniel Yergin's seminal work on the history of oil and gas called "The Prize".
In the voluminous tome, Professor Yergin explains in great historical detail how energy markets have been shaped since the first oil wells were spudded in the Pennsylvanian wilderness in the 1850s largely by the people who produce the oil, not those who consume it. This explains why those who use the most oil and gas - Western powers since at least the 1900s - continue to waste so much blood to try and control it.
During the First World War, German U-boats targeted oil tankers supplying France and the UK in a desperate effort to choke off supplies. In the later stages of the war Germany even tried to grab oil fields in Baku. Thirty years later, a shortage of oil was one of the main factors behind the defeat of Nazi Germany and Berlin's effort to seize control of the Caucasian oil fields chewed up vast military resources on the Eastern front.
Even before the war finished America had woken up to the future importance of Middle East oil. When President Franklin D. Roosevelt met with the founder of modern-day Saudi Arabia, King Abdulaziz Ibn Saud, in 1944 oil was top of the agenda. The meeting planted the seeds for something of a "Faustian Pact", which eventually tied US foreign policy in the Persian Gulf to providing security for Riyadh in return for co-operation on energy issues. It is no coincidence that the world's largest oil company Saudi Aramco started out life as the 'Arabian American Oil Co'.  
The importance of this policy was exacerbated after Iran – America’s other former client state in the Gulf under the Shah Pahlavi – broke away during the Islamic revolution. The world could cope without Iranian oil and gas but hydrocarbon man cannot live long without Russian energy.
Despite President Barack Obama's best efforts to back away from his country’s unwritten alliance with Riyadh, the US as the world's largest economy would grind to a halt without Saudi oil. Although many neo-liberal policymakers in the White House want to cut America's links with the Middle East petro-states, the US still spends billions of dollars to safeguard global energy security by keeping the Strait of Hormuz open to tanker traffic.
Saudi Arabia's willingness to use its vast oil reserves - probably the world's largest - to keep energy markets fluid during the Cold War helped to nullify the significance of Soviet crude and ultimately bankrupted Moscow. In reality, only Saudi and Russia as individual states possess enough oil - combined almost a quarter of world supplies - to either open the pumps to defend market share, or cut production to raise prices.
Whether hydrocarbon man is Chinese, American or British, he will still depend on his petrol and electricity coming in some form from either Saudi or Russia.
Shale oil and gas is a momentary sideshow in this great energy game. Although Mr Davey and the Department of Energy & Climate Change would have hydocarbon man believe that fracking will keep the lights on its success in the British Isles is debatable. Even in the US where the development of shale basins has transformed the country's energy mix, the revolution is expected to be short lived. Shale oil is expensive to produce and represents the bottom of the barrel in terms of hydrocarbon production.
The Organisation of Petroleum Exporting Countries already estimates that the marginal production cost of shale in the US as high as $90 (£53) per barrel compared with about $10 in Saudi.
Britain's own efforts for energy security intensified only after the twin oil shocks of 1973 and 1979. However, with the North Sea now in terminal decline, the country's future energy security will increasingly depend on the benevolence of major oil and gas producing states such as Qatar and Russia, not less. Unless, of course, the Government plans a major change to the nation's energy policy with the construction of several new nuclear power stations, even more wind generation, solar, and unpopular measures to cut consumption and sideline hydrocarbon man.
Energy self-sufficiency in the UK would require fracking on an industrial scale across vast areas of England and Wales. This could be political suicide for any government given the disruption that would be caused by endless lines of trucks delivering chemicals to well heads and pipeline infrastructure that would scythe across the countryside to make fracking work.
Like it or not, Russia matters in a world where oil and gas permeate all levels of the economy. Royal Dutch Shell, Britain's most valuable company, and BP have both pledged their commitment to investing in Russian fields despite the situation in Ukraine.
The inconvenient truth for Mr Davey is that to sever the “stranglehold” that Russia and other petro-states have over the global economy requires persuading hydrocarbon man to change his ways first.
As Mr Yergin wrote in The Prize: “Hydrocarbon man shows little inclination to give up his cars, his suburban home, and what he takes to be not only the conveniences but the essentials of his way of life.”

WHAT DO YOU KNOW ABOUT "OPEC?"

OPEC (/ˈpɛk/ OH-pek) (Organization of the Petroleum Exporting Countries) is an international organization whose mission is to coordinate the policies of the oil-producing countries. The goal is to secure a steady income to the member states and to secure supply of oil to consumers.[2]
OPEC is an intergovernmental organization that was created at the Baghdad Conference on 10–14 September 1960, by Iraq, Kuwait, Iran, Saudi Arabia and Venezuela. Later it was joined by nine more governments: Libya, United Arab Emirates, Qatar, Indonesia, Algeria, Nigeria, Ecuador, Angola, and Gabon. OPEC was headquartered in Geneva, Switzerland before moving to Vienna, Austria, on September 1, 1965.[3]
OPEC was formed at a time when the international oil market was largely dominated by multinational companies, the 'seven sisters'. OPEC's ‘Policy Statement' states that there is a right of all countries to exercise sovereignty over their natural resources.[3] Because OPEC is an organisation of countries (not oil companies), individual members have sovereign immunity for their actions, meaning that OPEC is not regarded as being subject to competition law in the normal way.[4][5]
In the 1970s, OPEC began to gain influence and steeply raised oil prices during the 1973 oil crisis in response to US aid to Israel during the Yom Kippur War.[6] It lasted until March 1974.[7] OPEC added to its goals the selling of oil for socio-economic growth of the poorer member nations, and membership grew to 13 by 1975.[3] A few member countries became centrally planned economies.[3]
In the 1980s, the price of oil was allowed to rise before the adverse effects of higher prices caused demand and price to fall. The OPEC nations, which depended on revenue from oil sales, experienced severe economic hardship from the lower demand for oil and consequently cut production in order to boost the price of oil. During this time, environmental issues began to emerge on the international energy agenda.[3] Lower demand for oil saw the price of oil fall back to 1986 levels by 1998–99.
In the 2000s, a combination of factors pushed up oil prices even as supply remained high. Prices rose to then record-high levels in mid-2008 before falling in response to the 2007 financial crisis. Lets move on to: Non-OPEC Production
The U.S. Energy Department's Energy Information Agency (EIA) said seven of the world's fifteen largest oil producers are outside of OPEC. As of 2006, those countries were Russia, the United States, China, Mexico, Canada, Norway, and Brazil. Britain had been on the EIA's list as of 2004, but production has continued to decline significantly in the North Sea, said EIA energy analyst Matthew Cline. Overall in 2007, non-OPEC nations produced roughly 48 million bpd, comprising nearly 60 percent of total production for the year.
Many non-OPEC producers are faced with wells that are quickly depleting. Some major producers, such as the United States, Mexico, and Norway, have experienced a decline in production in recent years. However, overall numbers for non-OPEC producers are bolstered by the significant increases in production from Brazil, Canada, Russia, and a few other former Soviet states. A 2008 BP report on world energy shows that production among the Organization for Economic Cooperation and Development nations, which include four top independent producers-Canada, Norway, the United States, and Mexico-dropped by about two million bpd in the last decade. Meanwhile, the former Soviet states increased production by more than 40 percent over that same time period.
Although there has been some new exploration and cultivation of oil sources, it takes time before such projects are ready for production. Cline said one of the biggest challenges for producers is skyrocketing costs for labor and steel, noting that costs for "everything that you need to build a modern oil project are rising very fast." In addition, some new projects lack infrastructure, such as pipelines, which help bring new oil to market quickly and cheaply. Landlocked projects in Kazakhstan, for example, face extremely high transportation costs.
Declines in Production
Once one of the fifteen-largest oil producers, Britain experienced a production decline of 10 percent in 2005, the largest (Independent) of any oil producer for the year--and has experienced further declines since then. Although production will be bolstered by new wells in the North Sea's Buzzard Field, Britain's overall production is expected to continue to decline, experts say. Overall production in the North Sea, which includes that of Norway, also is expected to continue to decline in coming years. Norwegian production fell by almost 800,000 bpd from 2000 to 2007. Mexico, a major exporter to the United States, experienced about a 300,000 bpd decrease in production during the same time period. The percentage of exports out of Mexico's oil production rose slightly from 41 percent in 2000 to 45 percent in 2006, but there are doubts Mexico can sustain the current level of exports much longer.
D. Barry McKennitt, executive director of the U.S. National Association of Petroleum Investment Analysts, questioned Mexico's ability to continue to export, noting that with domestic consumption going up and production going down, "They may not be able to export to anyone in five years." For the period of 2000 through 2007, the EIA puts U.S. production declines at about 700,000 bpd; the BP report estimates those declines to be closer to 900,000 bpd. The EIA includes gains in refining volume while the BP report does not.
Expectations for New Production
In total, non-OPEC production is expected to increase by 1.5 million bpd in 2009, up from the 900,000 bpd growth expected in 2008, according to the EIA. Huge drops in oil prices following the global financial crisis caused the EIA to downgrade global consumption figures considerably. In October 2008, the agency projected consumption growth of 300,000 bpd for the year, which is more than 50 percent less than projections given earlier in the year. EIA officials attribute lessening demand to slowing economic growth. World reserves are estimated at 1.2 trillion barrels, according to BP, with 75 percent of those reserves in OPEC countries. This figure only includes proven reserves where development is taking place. There is no independent verification of OPEC reserve figures, which has led some to question whether Saudi oil reserves might be overstated.

China, a net importer of oil and gas, has made slight increases in domestic production in recent years but the EIA's Cline described China's outlook for future production as "relatively flat." He said the biggest gains are expected in the United States, Canada, Brazil, and the former Soviet states of Azerbaijan and Kazakhstan. Of these, Azerbaijan and Kazakhstan are expected to be most significant. Azerbaijan's production grew by 45 percent from 2005 to 2006 and grew another 30 percent between 2006 and 2007.
