Video Shows Cop Handcuffing Elementary School-Age Disabled Child
ACLU files federal lawsuit
Deputy sheriff Kevin Sumner handcuffed
two children, an 8-year-old boy and a 9-year-old girl. The video shows
Sumner cuffing the boy as he tells him, “You don’t get to swing at me
like that.”
“Ow that hurts!” cries out the boy.
It is unclear what specific behavior
led to the children being restrained, but the ACLU asserts that for
school officials, including police officers, to use handcuffs on
children is illegal.
The children are so small that the
officer had to handcuff them around their biceps rather than their
wrists. Both of the children have ADHD and other disabilities.
The lawsuit charges
that the actions of the officer caused the children trauma and pain. It
also names names Kenton County Sheriff Chuck Korzenborn, accusing him
of failing to adequately train and supervise Sumner.
According to the boy’s mother, he
is now suffering from anxiety, sleeping problems and is afraid to go
back to school for fear of seeing Sumner.
“Shackling children is not okay.
It is traumatizing, and in this case it is also illegal,” said Susan
Mizner, disability counsel for the ACLU. “Using law enforcement to
discipline students with disabilities only serves to traumatize
children. It makes behavioral issues worse and interferes with the
school’s role in developing appropriate educational and behavioral plans
for them.”
The ACLU also charges that
treating children with behavioral difficulties like prisoners at such a
young age makes it more likely that they will be “funneled out of public
schools and into the criminal justice system.”
The video obviously raises the
question of why police officers are being used to discipline such young
children. Surely it must be left to teachers and other school staff to
perform such duties without needing to involve law enforcement officers?

I live in Cincinnati. Right across the river. The law firm Dinsmore & Schohl is going to teach the school and the sheriff's department a lesson they will never forget.
Please keep us at Nesara informed..... we know many others with similiar issues with disabled childern....

Don't be too quick to pass judgment... I was in the classroom for forty years and have seen the problems teachers of today are now confronted with, not only from parents and administrators but students. The students of today are NOT like the kids you and I went to school with. They have seen almost everything on TV and in their homes and behave accordingly. They think nothing of KICKING their teachers, classmates, stabbing with scissors, cussing, etc. even on the first grade level. And of course what can the teacher do??? NOTHING!!!! Absolutely nothing except call the police in defense of herself and her other students. And while it sounds cruel to treat a "special" ed student that way, some of them are the most disorderly, unmanageable of all. And what harm do handcuffs cause? Nada, nada, nada....Schools can't spank (or won't) so are utterly helpless in handling the unmanageble in a classroom, even at the lowest grade levels. Believe me there are plenty unmanageables out there! They are a reality of life these days! Don't judge hastily.
Just say "NO" to vaccines and protect your babies. It is your responsibility!!! This tragedy is most likely the result of a damaged brain, damaged body, damaged environment, etc. due to vaccines, fluoride, mercury, aluminum, barium, strontium, GMO's, etc. thrust upon this little victim, the list is long; all by design. . . . the creator is keeping a watchful eye on helpless injured souls. When the timing is right; and while taking names to kick ass of all those involved in destroying humanity for entertainment, profit and greed your gig will be up!
