In an IMF working paper titled "The Chicago Plan Revisited"
by Jaromir Benes and Michael Kumhof (August 2012), the authors try to
substantiate the claims of Irving Fisher in 1936 that such a scheme would;
(1) Control of a major source of business cycle fluctuations, i.e.,
sudden increases and contractions of bank credit and of the supply of
bank-created money
,
,
(2) Complete elimination of bank runs, and therefore the need for the FDIC or any
government-sponsored deposit insurance.
(3) Dramatically reduce net public debt,
(4) Dramatically reduce private debt, as money creation no longer
requires simultaneous debt creation.
Using a model of the U.S. banking
system in a DSGE (dynamic stochastic general equilibrium) model of the U.S.
economy, the IMF paper claims output gains would reach 10%,
and steady state inflation dropping to zero without posing problems for the
conduct of monetary policy.
An Economy Dependent on Unmitigated Debt (Credit) Creation for Growth
Private banks don't make loans because they have extra deposits lying
around. The process is the exactly opposite:
(1) Each private bank "creates" loans out of thin air by
entering into binding loan commitments with borrowers, corresponding
liabilities are created on their books at the same time.
(2) If the bank doesn't have the required level of reserves, it simply
borrows them after the fact from the central bank (or from another bank).

(3) The central bank, in turn, creates the money which it lends to the
private banks out of thin air.
It has long been recognized that the major failing of private sector
money (credit) creation is that it is uncontrolled and creates boom-bust
cycles. The large expansion of private credit in the period leading up to
the Great Depression was only one of many historical examples of a
bank-induced boom-bust cycle, although its severity was exacerbated by
mistakes of the Federal Reserve. Even in the worst example of money printing in
modern history, i.e., the German (Weimer Rupublic) hyperin?ation of 1923, the
real problem ostensibly was that the Allies insisted on grating total private
control over the Reichsbank, the German central bank. The Reichsbank as a
private institution allowed private banks to issue massive amounts of currency
which the Reichsbank readily exchanged for Reichsmarks on demand, while the
private Reichsbank also enabled speculators to short-sell the currency.
It is therefore amazing to learn that Fed Chairman Ben Bernanke is
reportedly pushing to eliminate all reserve requirements in the U.S. In other
words, American banks won't even have to borrow from the Fed or other banks
after the fact to maintain required reserves, thereby completely removing any
semblance of control on the creation of money/credit/debt. Yes,
government/central bank capital requirements as well as Basell I and Basel III
capital requirements ostensibly offer some discipline, but with governments
explicitly back-stopping their "too-big-to-fail" financial institutions
with bailouts, guarantees and various measures, these capital requirements are
not that serious a deterrent. Thus the world economy is essentially driven by
an ever-expanding mountain of debt, where any slight contraction in this debt
(total credit outstanding) is enough to plunge an economy into serious
recession/depression. Between 2007 and 2011, the World Bank estimates domestic
credit created in the U.S. by the banking sector (excluding monetary
authorities) at 233% of GDP, with only countries like the U.K. (214%), Japan
(341%), Ireland (226%), Spain (229%) and Portugal (204%) coming close. In
the U.S., the financial sector has swelled to a dominating position in the
economy. From 1973 to 1985, the financial sector never earned more than 16% of
total domestic corporate profits. In the 1990s, it oscillated between 21% and
30%, and surged to 41% in the next decade. Thus while finance and insurance
accounted for only 4% of U.S. GDP in the 1960s, it swelled to 8% of GDP by
2007. The International Institute of Labor Studies estimates that nearly 1 in
every 20 U.S. workers were employed in the financial sector in 2007.

from a system of privately-issued debt-based money to a system of
government-issued debt-free money, transferring the real control of money
creation from private sector banks to the government. By inference, the
Chicago Plan would also eliminate the Federal Reserve's ability to create money
as a private institution, as it would be nationalized by incorporating it into
the U.S. Treasury. Further, such a system would eliminate the need for the FDIC
(Federal Deposit Insurance Corp.) as banks could only lend from the deposits
they actually had.
Radical Revision of the Modern
Monetary System Likely Not Politically Feasible
While it sounds great on paper, any new Chicago Plan for a radical
reform of the monetary/financial system could well suffer the same fate as the
original Chicago Plan, which although it was deliberated in Congressional
Committees, was never
adopted as law, despite widespread approval expressed by
235 economists from academia, including Fisher Fisher (1936)
and Graham (1936), and continued advocacy after the war, including
Allais(1947), Friedman (1960), and Tobin (1985) supporting. Basically, the
Chicago Plan died out due to strong resistance from the banking sector, and
undoubtedly resistance from the Federal Reserve. Interestingly, John
Maynard Keynes, the father of Keynesian economic policies that allowed private
sector banks to retain control over the creation of money, did not support the
Chicago Plan and was squarely in the bankers' corner.
As even Kansas City Fed president Thomas Hoenig has openly questioned,
"How is it possible that post-crisis legislation
(to change/improve the system) leaves large financial institutions still in
control of our country's economic destiny?" Washington's
reluctance to take on the too-big-to-fail banks as well as the Fed is
understandable if you consider, a) the massive political contributions and
lobbying by the finance, insurance and real estate sectors, and b) the
government's almost total dependence on the Fed to maintain positive economic
momentum while Congress dithers on the so-called fiscal cliff. The
Sunlight Foundation estimates to be USD6.2 billion in political contributions
to federal election candidates over a 13-year period, and some USD2 billion
since 1998, The Center for Responsive Politics estimates that the finance, insurance and real estate sector
spent USD6.8 billion on federal lobbying and campaign contributions from 1998
through 2011, or USD1 billion more than any other
sector. More than have of the lobbyists working for these sectors are
ex-government officials and in many cases, onetime
lawmakers and staffers who helped write laws that deregulated the industry.
Although it has been two years since the Dodd-Frank Wall Street Reform and Consumer
Protection Act (DFA) was signed into law, many rules are
still not in place or final. Standard & Poor's now estimate that the DFA
could reduce pretax earnings for the eight large, complex banks by a total of
$22 billion to $34 billion per
year--higher than their prior estimate of $19.5 billion to
$26 billion, mainly because of stricter regulation of derivatives trading and
limitations on proprietary trading and investments. One can only imagine the
hit to large money center bank earnings from a reversion to plain, vanilla
envelop lending based on actual deposits, and the corollary hit to sector
employment, particularly highly paid traders and investment bankers.
While Congressmen such as Dennis Kucinich have introduced legislation
such as the N.E.E.D Act to nationalize the Fed under the U.S. Treasury and some
250 Congressmen have demanded an audit of the Fed, the economic destiny of
developed nations such as the U.S., the U.K. and Japan will be in the hands of
a few large too-big-to-fail financial institutions for the foreseeable
future, ...until the next financial crisis causes more widespread systemic
failure and an implosion of the house-of-cards financial system where money
creation is dependent on even more debt creation.

A handful of
international election monitors have touched down in the US to swing by polling
places next month when voters cast ballots for the president, but officials in
the state of Texas have issued them a warning: you’re not welcome.
State Attorney General Greg Abbott has sent a scathing
letter to the Organisation for Security and Cooperation in Europe, threatening
to arrest any of the election auditors that have been dispatched to
America to ensure that voters won’t be disenfranchised, discriminated against
or intimidated when they take to the polls on November 6.
Since the establishment
of the OSCE in the 1970s, the organization has strived to ensure that
democratic and lawful elections occur across the planet, routinely examining
the political climate before voters take to the polls to make sure ballots can
be cast fairly and without complications in numerous countries across Europe
and North America. The OSCE was recently extended an invitation to come
stateside from several domestic group — including the National Association for
the Advancement of Colored People (NAACP) and the American Civil Liberties
Union (ACLU), among others — because of what those organizations call “an unprecedented and sophisticated level of
coordination to restrict voting rights in our nation” due largely
in part to a number of newly-enacted laws that limit who and how can cast a
ballot.“Recent state-level legislative initiatives to limit early voting and introduce stricter voter identification have become highly polarized,” the OSCE writes in an interim report filed earlier this month. “Democrats are concerned that these would disenfranchise eligible voters, while Republicans believe they are necessary to protect the integrity of the vote.”
In response to the request to look over the American presidential election, the Vienna, Austria-based organization agreed to deploy 44 monitors to the United States earlier this month to watch for any wrongdoing, but those auditors are being told that Texas won’t stand for any interference from abroad.
In a letter sent this week from Attorney General Abbott, the state’s leading lawyer writes, “The OSCE’s representatives are not authorized by Texas law to enter a polling place,” warning, “It may be a criminal offense for OSCE’s representatives to maintain a presence within 100 feet of a polling place’s entrance.”
“Failure to comply with these requirements could subject the OSCE’s representatives to criminal prosecution for violating state law,” Abbott added.

The attorney general also
attacked in his letter the mere notion that the OSCE — an United
Nations-sanctioned group composed of 56 participation member States across the
majority of the northern hemisphere — had any clout when it came to deciding
what it considers a fair election.“The OSCE may be entitled to its opinions about voter ID laws, but your opinion is legally irrelevant in the United States, where the Supreme Court has already determined that voter ID laws are constitutional,” Abbott said. “If OSCE members want to learn more about our election processes so they can improve their own democratic systems, we welcome the opportunity to discuss the measures Texas has implemented to protect the integrity of elections,” Abbott wrote. “However, groups and individuals from outside the United States are not allowed to influence or interfere with the election process in Texas. This state has robust election laws that were carefully crafted to protect the integrity of our election system. All persons – including persons connected with OSCE – are required to comply with these laws.”
US Rep. Connie Mack IV (R-Florida) echoed that opinion by penning a statement of his own, not attacking the OSCE, however, but instead inexplicably targeting the United Nations.
“The very idea that the United Nations – the world body dedicated to diminishing America’s role in the world — would be allowed, if not encouraged, to install foreigners sympathetic to the likes of Castro, Chavez, Ahmadinejad, and Putin to oversee our elections is nothing short of disgusting,” Mack wrote.
“For years the United Nations has aggressively worked against the best interests of our country and many of our allies. The UN’s actions and intentions toward the United States have been nothing short of reprehensible.”
On Tuesday, Texas governor and former Republican Party candidate for president Rick Perry wrote through his Twitter account that any monitors or inspectors from the United Nations would be barred from taking part in anything involving the election process in the Lone Star State, commending the Texas secretary of state for “swift action to clarify the issue.”
Two days later, though, the OSCE fired back by voicing their concern with the state officials’ handling of the very serious issue and expressing “grave concern” over Attorney General Abbott’s threat, Courthouse News reports.
According to the letter sent from the OSCE, Texas’s threat “is at odds with the established good co-operation between OSCE/ODIHR [Office for Democratic Institutions and Human Rights] observers and state authorities across the United States, including Texas.”
“Our observers are required to remain strictly impartial and not to intervene in the voting process in any way,” OSCE Office for Democratic Institutions and Human Rights Director Janez Lenarcic explains in a letter sent to US Secretary of State Hillary Clinton after the warnings from Texas.
Lenarcic also insisted that OSCE officials “are in the United States to observe these elections, not to interfere in them,” and called the claims from Mr. Abbott and Gov. Perry “groundless.”
Voters in Texas historically elect GOP electorates during the presidential election, and currently Republican Party candidate Mitt Romney is slated to be the expected victor next month according to the most recent polls.

Bani Walid, Libya, has
been under siege for nearly three consecutive weeks. A man whose family is in
the besieged city spoke with RT, and described the horrors allegedly taking
place: Civilians are killed every day by toxic gas and heavy tank fire.Bani Walid, the last stronghold for supporters of deceased Libyan ruler Muammar Gaddafi, has been under siege for 20 days, with no resolution to the conflict in sight.
RT has learned that militias
are reportedly shelling the city indiscriminately, with footage from Bani
Walid showing dead bodies, and women and children with missing limbs and
disfigured faces.
A man named Faraj, who is
currently in Egypt but is in contact with relatives in Bani Walid, spoke with
RT and claimed that the militias are committing genocide.Militias have reportedly encircled Bani Walid, and are not allowing any supplies into the town including food, water, medicine or humanitarian aid. The town’s electricity and gas has also allegedly been cut off.
‘Massacre
in Bali Walid’
Faraj told RT that “the city has been exposed to genocide from Misrata
militias that are cooperating with Al-Qaeda groups.”Several graphic clips published on YouTube claim to show the brutal aftermath of the recent shelling in Bani Walid.
“They attack the city and are using heavy machinery to demolish the houses,” Faraj said. “They are using internationally banned toxic gases against civilian people and they bombard the population with tanks.”
Government-affiliated militias are under the orders “to kill all protesters,” he said. “The city is blocked from all sides; there has been no medicine, no food, and no humanitarian aid. There is nothing inside the city.”
“There is bloodshed in Bani Walid and nobody can hear the people inside the city. [The] militias’ guns come from the outside including from Sarkozy and Obama’s administrations.”
The siege was prompted by troops seeking to arrest those responsible for the death of Omran Shaaban – the man credited with capturing Gaddafi last year. The Warfalla tribe controlling Bani Walid was accused of kidnapping and torturing Shaaban.

fails to act
“We hope media will
come to Bani Walid to see the truth for themselves and report on the story,” Faraj said. “Right now, the information that is coming out is
lies and forgery.”“We plea for the humanitarian agencies of the world to help us save our families inside Bani Walid. The people need immediate help and an intervention from the outside,” he said.
So far, the UN has taken no action to curb the
ongoing violence. Russia attempted to propose a draft statement calling for a
peaceful end to the violence in Bani Walid, but was blocked
by the US.
“There is no
government in Libya, only armed groups and all of them are under Al-Qaeda
control,” Faraj
said. “The situation is very
dangerous and there is no control from [the] government.”Barry Lando, an analyst of Arab issues, recently told RT that the main power in Libya is bands of armed militias.
“Now you have hundreds of militias, many of them heavily armed,” Lando said. “Hundreds of thousands – maybe millions – of weapons are out there; more weapons than people. The new government seems to be standing there looking at what’s happening around them, nearly powerless to do much about it.”
The fragile new Libyan government experienced disarray at the outset when its Congress dismissed Mustafa Abushagur – the first prime minister to be elected since the uprising – for failing to form a new Cabinet.
The country’s new Prime Minister, Ali Zaidan, is now also in danger of losing his post if the Libyan National Congress rejects his proposed cabinet – a firing that could further weaken the perceived legitimacy of the new government.

though this is dated June of 2011, we can see that the groundwork was put in
place even then to indict the criminals connected with NATO. Again, I see this
as a sign from the Universe that these folks will be brought to trial. People
are thinking, and they are preparing.

The law case of the century: Indictment
against NATO military and political leaders (UPDATED)
NATO: Indictment for breach of international
law in the Great Socialist People’s Libyan Arab Jamahiriya. The military and
political leaders of NATO are hereby accused of the following crimes committed
in the Libyan campaign of 2011, in which the systematic breaches of
international law are underlined.
Understanding that international
law exists and that it is systematically broken by certain powers with
impunity, understanding that such a situation is unacceptable and that the same
set of laws should apply to all, equally, with the same sets of weights and
measures employed in upholding it, I hereby accuse NATO and the below-mentioned
individuals, party to its acts in the Great Socialist People’s Libyan Arab Jamahiriya
from February to September (ongoing) 2011, of breach of international law;

crimes against humanity, breach of UN Charter, Breach of UNSC Resolutions,
breach of Geneva Conventions, occasioning murder, attempted murder, actions
occasioning grievous and actual bodily harm, destruction of private and public
property.

3. Law and breaches:
3.1 Proper procedure was not
followed: Under the UN Charter, any military action which comes outside a UNSC
Resolution in any theatre of conflict must necessarily come from a separate
Resolution in the UNSC and any military action must come after the Military
Council is convened. This was not the case under UNSC Resolutions 1970 and 1973
(2011) covering the Libyan conflict.
Why did NATO not convene the
Military Staff Committee of the UNSC? Under the UN Charter, Chapter VII,
Article 46: “Plans for the application of armed force shall be made by the
Security Council with the assistance of the Military Staff Committee”. Such
committee was never convened.
This is a violation of the UN
Charter rendering Resolutions 1970 and 1973 (2011) void; There is also evidence
that such Resolutions were passed on the evidence from a false flag event. The
supposed crimes committed by the Libyan authorities have been hotly contested
and must be investigated;
3.2 Intervention in domestic
affairs of a sovereign state: UNSC Resolution 2131 (XX) of 21 December 1965,
containing the Declaration on the Inadmissibility of Intervention in the
Domestic Affairs of States was backed up by Resolutions 31/91 of 14 December
1976, 32/153 of 19 December 1977, 33/74 of 15 December 1978, 34/101 of 14
December 1979 and 35/159 of 12 December 1980 on non-interference in the
internal affairs of States.
3.3 Bombardment of undefended
buildings and structures: Article 3 of the Statute of The Hague International
Penal Court which states clearly that one criterion for indictment for war
crimes is:
“Attack or bombardment, by
whatever means, against undefended cities, towns, villages, buildings or houses”.
Another clause of the same Article
3 could also be invoked:
“Massive destruction of cities,
towns or villages or destruction not justified by military necessity”.
The attack on Libya’s water supply
network on Friday July 22 and the attack on the factory making pipes for the
supply system on Saturday July 23 in al-Brega were not covered under “military
necessity” in which case, under Article 3, this was an act of wanton
destruction of civilian structures with military hardware. This renders NATO liable
for trial by its own court, the ICC at The Hague;
3.4 Support for outlawed
organizations and individuals. Despite this admission:
There is evidence that armed
groups fighting inside Libya include the Libyan Islamic Fighting Group (LIFG)
which according to the British Government: “The LIFG seeks to replace the
current Libyan regime with a hard-line Islamic state. The group is also part of
the wider global Islamist extremist movement, as inspired by Al Qa’ida. The
group has mounted several operations inside Libya, including a 1996 attempt to
assassinate Mu’ammar Qadhafi” and for which reason is on the Home Office list
of proscribed terrorist groups, despite this, the UK aided and abetted the said
group;
3.5 Failure to apply international
law: Under the UN Charter, Chapter VI, Article 33, member states must “seek a
solution by negotiation, enquiry, mediation, conciliation, arbitration,
judicial settlement, resort to regional agencies or arrangements, or other
peaceful means of their own choice”.
3.6 The Jamahiriya Government of
Libya had the right to defend itself without being attacked: Chapter VII,
Article 51 refers to the right of States to defend themselves against armed
insurgency:
“Nothing in the present Charter
shall impair the inherent right of individual or collective self-defence if an
armed attack occurs against a Member of the United Nations, until the Security
Council has taken measures necessary to maintain international peace and
security. Measures taken by Members in the exercise of this right of
self-defence shall be immediately reported to the Security Council and shall
not in any way affect the authority and responsibility of the Security Council
under the present Charter to take at any time such action as it deems necessary
in order to maintain or restore international peace and security”;
3.7 Mercenaries: UNSC Resolution
1973 (2011), in its Chapter on Protection of Civilians, in paragraph 4. states:
“4. Authorizes Member States that
have notified the Secretary-General, acting nationally or through regional
organizations or arrangements, and acting in cooperation with the
Secretary-General, to take all necessary measures, notwithstanding paragraph 9
of resolution 1970 (2011), to protect civilians and civilian populated areas
under threat of attack in the Libyan Arab Jamahiriya, including Benghazi, while excluding a foreign occupation force of any
form on any part of Libyan territory, and requests the Member
States concerned to inform the Secretary-General immediately of the measures
they take pursuant to the authorization conferred by this paragraph which shall
be immediately reported to the Security Council;
There have been numerous reports
of mercenaries being used by NATO and the rebels it supported; French Foreign
Legion, Egyptians, Qataris, UAE forces, among others;
3.8 Boots on the ground: UNSC
Resolution 1970 (2011) Paragraph 16:
“16. Deplores the continuing flows
of mercenaries into the Libyan Arab Jamahiriya and calls upon all Member States
to comply strictly with their obligations under paragraph 9 of resolution 1970
(2011) to prevent the provision
of armed mercenary personnel to the Libyan Arab
Jamahiriya;”.
If David Cameron has admitted that
UK special services have assisted the terrorists on the ground, this is against
the UN mandate which allowed NATO to intervene in Libya, and is a war crime.
A request has been sent (August
30) to the British FCO and Ministry of Defence to confirm or deny that troops
have been used in the theatre of operations; no reply has been forthcoming;
3.9 Non-enforcement of UN
Resolution, and violation of international law, by transporting rebel forces to
enter the theatre of operations:
UNSC Resolution 1970 (2011):
In the Chapter on Enforcement of
the arms embargo, Paragraph 13 of the same states:
“13. Decides that paragraph 11 of
resolution 1970 (2011) shall be replaced by the following paragraph : “Calls
upon all Member States, in particular States of the region, acting nationally
or through regional organisations or arrangements, in order to ensure strict
implementation of the arms embargo established by paragraphs 9 and 10 of
resolution 1970 (2011), to inspect in their territory, including seaports and
airports, and on the high seas, vessels and aircraft bound to or from the
Libyan Arab Jamahiriya, if the State concerned has information that provides
reasonable grounds to believe that the cargo contains items the supply, sale,
transfer or export of which is prohibited by paragraphs 9 or 10 of Resolution
1970 (2011) as modified by this resolution, including the provision of armed
mercenary personnel, calls upon all flag States of such vessels and aircraft to
cooperate with such inspections and authorises Member States to use all
measures commensurate to the specific circumstances to carry out such inspections”;
In violation of this: supply of
French Milan anti-tank missiles, Swedish Carl Gustav 84mm rifles, 68mm rockets
and mortars and Maadi assault rifles from Egypt; this, in addition to the
British, French and Italian military advisors helping the terrorists.
3.10 Violation of Geneva
Conventions: NATO and the Transitional National Council have given the
people of Sirte ten days to surrender or face a full military onslaught. This
is not a cease-fire. While they await their fate, they will still be subject to
artillery fire and NATO bombing, and food, water and electricity have already
been cut off.
These siege tactics have been
outlawed by the Geneva Conventions. In particular, Article 14 of the second
Protocol to the Geneva Conventions states, “Starvation of civilians as a method
of combat is prohibited. It is therefore prohibited to attack, destroy, remove
or render useless for that purpose objects indispensable to the survival of the
civilian population such as food-stuffs, agricultural areas for the production
of food-stuffs, crops, livestock, drinking water installations, and supplies
and irrigation works.”
The 4th Geneva Convention
prohibits all forms of attacks on civilians and the collective punishment of
civilian populations, so virtually everything that the combined TNC-NATO forces
are doing to the people of Sirte is strictly illegal and in fact criminal.

30.04.2011.— NATO killed inocent civilinas: The youngest son of our great leader Saif Al arab gaddafi was only 29 years old, grandchildren of our Great Leader, Saif Mohammed Muammar Gaddafi was one year and 3 months (born on 30 January 2010) , Carthage Hannibal Muammar Gaddafi was 2 years and 9 months old (born on 2 August 2008) and Mastura Humaid (daughter of Aisha) was 4 months and half (she was born on 15 December 2010) (video).
