Turkey overflowing with $36 billion in mystery funds

The pace of foreign currency coming to Turkey from unknown sources for the past 12 years keeps on climbing. Nobody says where the money is coming from. In the Central Bank’s “balance of payments” table these unregistered funds are shown under the item “net error and deficit.”

But all economists know that it is impossible to conceal such high amounts. Anyhow, they have learned to look under the “net error and deficit” column to follow the movement of mystery funds.

This flow of funds from unknown sources is closely linked to political changes in Turkey in the last 12 years and to regional developments.

Mahfi Egilmez, a former undersecretary of the Treasury, has prepared a detailed table which clearly shows that following the Justice and Development Party's (AKP) victory in the first elections it contested in November 2002 there has been a boom in mystery funds coming to Turkey. In 2002, $758 million exited Turkey but in 2003 $4.489 billion entered.
The pouring in of mystery funds gained momentum in 2007, when the AKP also took over the presidency of the country, thus giving rise to confidence that AKP would be governing for a long time to come. While the incoming mystery funds were $517 million in 2007, in 2008 that increased sixfold to $3 billion. The year 2011 was a record-breaker, with $9.4 billion arriving in mystery funds.

In the 11 years before the AKP, the unrecorded funds were flowing in the other direction. Between 1992 and 2002, $3.5 billion from unknown sources left Turkey. But a total reversal followed in the next 11 years under AKP. Between 2003 and 2013, a total of $29.3 billion entered Turkey. When you add the $6.4 billion from unknown sources in the first half of 2014, the total from mystery sources is $36 billion. This amount is expected to rise to more than $40 billion by the end of the year.

Is it possible to classify such a huge amount as an “accounting error” and to cover it up as “net error and deficit”? Former Treasury undersecretaries Faik Oztrak and Mahfi Egilmez are calling on the Central Bank to disclose the source of this “net error and deficit” item, otherwise warning that these mystery funds will generate dangerous speculation about many ministers and bureaucrats.
With an anticipated $15 billion coming in by the end of 2014, the record of $9.4 billion for 2011 will be broken. Monthly receipts this year are exceeding annual receipts of earlier years.

Oztrak, now deputy chairman of the main opposition Republican Peoples Party (CHP) told Al-Monitor that the current account deficit is being financed by money coming from unknown, mystery sources: “In the first six months of this year, $8.8 billion came to Turkey from unknown sources, while $2.6 billion exited Turkey from unknown sources. This means that in the first half of the year there was a net entry of $6.4 billion from unknown sources, which actually means that in the first half of 2014, a $26 portion of each $100 of the current deficit was financed by money from mystery sources. This is extraordinary and needs explanation.”

So where is this money coming from? To discover the source of the mystery funds, Oztrak submitted queries to the parliament for Ali Babacan, the minister responsible for economic coordination, to respond. But to date, he hasn’t heard either from Babacan or the Central Bank.

Oztrak said: “If $13.5 billion of mystery funds from unknown sources come to a country in one year [July 2013-June 2014] but no questions are asked why this money is coming and from what sources, then the seriousness and competence of our institutions will be subject to questioning.” Oztrak said the state has to give a satisfactory explanation of this phenomenon and warned that keeping silent will only fuel speculations about the source of these funds.

Oztrak, however, provided some information on possible origin of these funds: “At one point Iran was cited as the source. Now the addresses are Syria and Gulf countries. The state must investigate this seriously and should not allow speculation."

Former undersecretary Mahfi Egilmez also alludes to the same sources: "There are allegations that unregistered mystery funds are coming to Turkey from various countries, primarily from the Middle East. None of these claims have been verified, however.”

Political scientist Mustafa Sahin, known to be close to the AKP, looks at the question from a different perspective. He said the AKP has discovered the importance of these unregistered funds and said: “The secret of how Turkey avoided the 2008 global economic crisis is in these mystery funds. The West suspects that Middle East capital is entering Turkey without records, without being registered. Qatar and other Muslim countries have money in Turkey. These unrecorded funds came to Turkey because of their confidence in Erdogan and the Muslim features of the AKP and the signs of Turkey restoring its historic missions.”

What happened to the funds from unknown sources? Were they taxed?

Oztrak answered: “It is not possible to tax entry of funds from unknown sources until that money enters the system. AKP governments legalized some funds from unknown sources with financial amnesties they offered. The state can tax these funds when they are spent. But these taxes on spending cannot legalize the sources of these funds.”

Going back to the question of the origin of these mystery funds, Naki Bakir, economics writer of for theGazeteciler Online website, makes this assessment:“The movements in the ‘net error and deficit’ account illustrate an ever-increasing inflow of money from unknown sources.
They coincide with the data and documents strewn about following the Dec. 17 corruption operations.
Clearly, considerable funds from unknown sources, primarily from Middle East countries, are coming into Turkey, thus making Turkey an important junction in black money traffic.”
To conclude, the Central Bank has two options:

Dollar heads for best run of gains in 17 years

LONDON (Reuters) - The U.S. dollar headed for its ninth straight week of gains on Friday, some measure of how the economic fortunes of the United States and its major economic peers are diverging after six years of financial turmoil.

A broad rise for the greenback was the main bet of most major investment houses this year but it has taken a very long run of relatively good U.S. numbers and a surge in concern over European and Japanese growth for the currency to deliver.

Investors are convinced a Federal Reserve meeting next Wednesday will rubber-stamp a shift towards higher interest rates in 2015, as suggested by research from the U.S. central bank this week.

That drove benchmark 10-year U.S. Treasury yields to their highest in over a month on Friday , while European stocks shrugged off weakness in Asia to inch higher. (.FTEU3)

A 2 percent rise on the week took the U.S. currency to a six-year high of 107.39 yen (JPY=). Against the euro it gained 0.2 percent on the week and was broadly flat on the day at 1.2921 (EUR=).

"We do seem to have reached a tipping point both on expectations for interest rate rises next year and the dollar," said Simon Derrick, head of currency research at Bank of New York Mellon in London.

"The rally finally seems to be getting the attention it deserved."

The dollar index, a measure of the greenback's value against a basket of six major currencies, remained on course for its longest streak of weekly gains since the first quarter of 1997.

A range of political shocks to the system, from turmoil in the Middle East to fighting in Ukraine and a referendum on Scottish independence, have added to support for the greenback against emerging and developed world currencies.

But the euro, hammered by worsening economic numbers and a further easing of monetary policy by the European Central Bank in the past month, has begun to find some support in the last few days.

Sterling wobbled ahead of the latest poll to show next week's vote on whether Scotland will break its 300-year old political union with England as too close to call.

In general, nerves on currency and equity markets have eased a little on the back of surveys showing the "No" camp edging back in front.

Britain's top equity index rose for the first time in six sessions (.FTSE), driven by Scottish-based shares such as Royal Bank of Scotland (RBS.L), soft-drink group AG Barr (BAG.L) and utility SSE (SSE.L).

"There's a lot of hesitation at this point," Saxo Bank sales trader Andrea Tueni said.

"People are reluctant to take any new positions ahead of the Scotland referendum, but also ahead of the Fed's meeting next week, which could turn out to be a real game-changer."

CARRIED BACK

The rise in volatility on currency markets -- at a four-year high on sterling on Friday -- has prompted some investors to pare back on carry trades, where they borrow at low rates in euros and yen to buy higher-yielding assets such as commodity-linked or emerging market currencies.

Victims included the Canadian dollar, which plumbed a five-month low of C$1.1030 (CAD=D4), while Australia's dollar hit a six-month low of $0.9053 (AUD=D4).

The dollar gains have also pushed oil prices to their lowest in two years (LCOc1), while gold sank to an eight-month trough and copper fell to a three-month low.

In contrast, the dollar's gains on the yen were considered positive for Japanese exports, corporate earnings and equities. The broad Topix index (.TOPX) added 0.2 percent and reached its highest level since July 2008.

Stocks elsewhere in Asia fared less well as investors fretted that even the hint of a shift in Fed policy might spark a withdrawal of funds from emerging markets. MSCI's broadest index of Asia-Pacific shares outside Japan was down 0.3 percent at one-month lows.

A strong result from U.S. retail sales at 1230 GMT would only add to speculation the Fed might refine, or even drop, its commitment to keeping rates low for a "considerable time" after its asset purchase programme ends. That has put yields on two-year Treasuries (US2YT=RR) on track for their highest weekly close since April, 2011.

"The market will be on the defensive going into next Wednesday's Fed meeting due to the growing contingent who are convinced a hawkish language change is imminent," said William O'Donnell, head of Treasury strategy at RBS.

"But bearish expectations may surpass what the Fed will deliver," he added. "We think September is a bit premature for a language change and that the Fed is just looking to have the conversation."

One Scenario we have heard: If UST has over 4 trillion Dinar acquired at the 1166 rate (or better during the Iraq war), and it is now 3.71 rate = $14.84 Trillion.  Our debt is $17 Trillion (?).  this Paydown of debt makes the US$ look much more attractive as an investment now.

Another scenario: Debt forgiveness (I don't see how this works for the US, but lets walk through it.)  If let's say China decides to forgive a lot of the US debt we owe them, then again, the US$ looks like a better investment, so the US$ goes up.

Those are my two guesses based on rumors I have heard over the last several months.  Dang...almost a year now.

There are many more stories that are out there, but even flags flown on people's private property is considered as offensive to people that have NOT made complaints.

Gov. Tom Corbett has ordered all U.S. and Pennsylvania flags in the Capitol complex and Commonwealth facilities to be lowered to half-staff Thursday to mark Patriot Day.
Patriot Day is an annual observance paying tribute to those who were killed or wounded during the terrorist attacks of Sept. 11, 2001.

I just received this mail which proves treason at the highest levels of our government.  This vote does more than ban Guns, it violates our Constitution, which means our Senators voted in favor of a NWO, or Global agenda that is against our Sovereignty as a Nation.  Whether you agree with gun control or not, is not the point.  There is a legal way to remove the 2nd amendment from the Constitution and any other way it is removed, then jeopardizes all our freedoms through precedence. 

THE POINT IS ITS THE FIRST STEP IN REMOVING OUR SOVEREIGNTY IN FAVOR OF A GLOBAL AGENDA AND SUPPORT FOR THE FASCISTS THAT WANT TO RUN THE WORLD.  This must be responded to through the system as we have it now. We must kick everyone of those that voted for this out of office, and do so in massive numbers, since corruption of the vote can only occur if the race is close. 

Lets make sure it is a landslide vote against the incumbent.  If that does not work, then we were given alternative legal actions to take care of the problem.  Our Constitution also gives us the opportunity to respond through our unorganized militia.

The U.N. Resolution 2117 lists  21 points dealing with firearms control,
but perhaps of most  alarming point is number 11. It: "CALLS FOR  MEMBER

An army officer was not allowed to enter his daughter's high school because he was wearing his military uniform.

Lieutenant Colonel Sherwood Baker was turned away from Rochester Adams High School in Michigan by a security guard because his army clothing may 'offend another student.'

Lt. Baker, who has served in the Army for 24 years, was told if he wanted to enter the building to discuss his daughter's class schedule he would have to go home and change his clothes.

Shaner sent a letter to Fox 2 which says: 'The district has apologized for any perception that individuals in uniform are not welcome in the school. 

'The district does not have a policy excluding individuals in uniform and will be working with administration and the firm that handles our security to make sure district policies are understood and communicated accurately.'

The Baker family has scheduled a meeting with the principal of Adams high school in the coming days.
