(Reuters) - Tens of millions of U.S. dollars in cash were delivered by the CIA in suitcases, backpacks and plastic shopping bags to the office of Afghanistan President Hamid Karzai for more than a decade, the New York Times says, citing current and former advisers to the Afghan leader.

The so-called "ghost money" was meant to buy influence for the Central Intelligence Agency (CIA) but instead fuelled corruption and empowered warlords, undermining Washington's exit strategy from Afghanistan, the newspaper quoted U.S. officials as saying.

"The biggest source of corruption in Afghanistan", one American official said, "was the United States."

The CIA declined to comment on the report and the U.S. State Department did not immediately comment. The New York Times did not publish any comment from Karzai or his office.

"We called it 'ghost money'," Khalil Roman, who served as Karzai's chief of staff from 2002 until 2005, told the New York Times. "It came in secret and it left in secret."

There was no evidence that Karzai personally received any of the money, Afghan officials told the newspaper. The cash was handled by his National Security Council, it added.

In response to the report, Karzai told reporters in Helsinki after a meeting with Finnish leaders that the office of the National Security Council had been receiving support from the U.S. government for the past 10 years. He said the amounts had been "not big" and the funds were used for various purposes including assistance for the wounded.

"It's multi-purpose assistance," he said, without commenting on the report's claims the funds fuelled corruption and empowered warlords.

However, Afghan Foreign Ministry spokesman Janan Mosazai told reporters in Kabul that there was no proof or evidence to back up the claims in the story.

For more than a decade the cash was dropped off every month or so at the Afghan president's office, the New York Times said. Handing out cash has been standard procedure for the CIA in Afghanistan since the start of the war.

The cash payments to the president's office do not appear to be subject to oversight and restrictions placed on official American aid to the country or the CIA's formal assistance programs, like financing Afghan intelligence agencies, and do not appear to violate U.S. laws, said the New York Times.

U.S. and Afghan officials familiar with the payments were quoted as saying that the main goal in providing the cash was to maintain access to Karzai and his inner circle and to guarantee the CIA's influence at the presidential palace, which wields tremendous power in Afghanistan's highly centralized government.

Much of the money went to warlords and politicians, many with ties to the drug trade and in some cases the Taliban, the New York Times said. U.S. and Afghan officials were quoted as saying the CIA supported the same patronage networks that U.S. diplomats and law enforcement agents struggled to dismantle, leaving the government in the grip of organized crime.

Nahid Fareed, a member of parliament from western Herat province, who usually supports Karzai's government, said the claims in the story represented a "serious issue".

"Any hidden money that the palace receives from indirect channels, such as spy agencies, notably the CIA, is against national interest and is treason," Fareed told Reuters.

In 2010, Karzai said his office received cash in bags from Iran, but that it was a transparent form of aid that helped cover expenses at the presidential palace. He said at the time that the United States made similar payments.

The latest New York Times report said much of the Iranian cash, like the CIA money, went to pay warlords and politicians.

For most of Karzai's 11-year reign, there has been little interest in anti-corruption in the army or police. The country's two most powerful institutions receive billions of dollars from donors annually but struggle just to recruit and maintain a force bled by high rates of desertion.

Typically, The American Society of Cataract and Refractive Surgery Government Relations session is a well attended, formal business conference where brilliant minds in medicine convene. This year was a different story. With talks of Obamacare implementation and compliance underway, doctors left and right had left the auditorium. Naysayer’s noncompliance will be punished with an IRS tax penalty. The tax penalty in 2014 begins at the rate of $95 per individual or one percent of household income, whichever is greater. When 2016 rolls around, the penalty grows to $695 per person or 2.5 percent of annual household income, whichever is greater. Even worse, a new HealthPocket consumer survey is showing that most uninsured people will remain uninsured. Nearly two-thirds of consumers said that the $95 penalty wouldn’t motivate them to obtain health insurance. The reality is that the penalty isn’t going to motivate very many people to buy insurance in October of 2013. That being said, the Obamacare mandate is going to serve as just another tax increase, a large one at that, which will squeeze more life from the economy, driving away innovation. Some people are completely uninformed or apathetic toward the new penalty. In the HealthPocket survey, nearly 30 percent said they were “not certain” whether the penalty will motivate them to buy health insurance.      Years ago in military intelligence work I learned a security trick from a former I.R.A. major who had served with the I.R.A. in World War I  and shortly afterwards until finally caught by the British Army and given the choice to either leave Ireland or else be executed in Ireland. He chose to move to America where I met him many years later during the Cold War. He tried to recruit me to the I.R.A. and in the process told me the I.R.A. security trick of World War I which kept British Intelligence from ever cracking I.R.A. security back then. He had a clever tactic which I expanded into the system I call "x-raying of personality" and used against Soviet intelligence during the Cold War and in other operations. I taught some close operatives of mine how this system worked. We could pretty much read the secret thoughts of the other side making them very predictable to us what their thoughts were and what actions they would take before they acted. 

we are using this system against Obama and his federal operatives who are no longer loyal to America or the American people but committed to creating a military takeover of America and making Obama dictator of America for life which I think used to be called "high treason" under the U.S. Constitution. And I think used to be punishable by even state execution before firing squads or hanging from the neck until dead. In any case, if Obama tries to take a military takeover of America on May 1 or May 5 which seem to be two suggested dates for his latest plan of military takeover of America, I remind the U.S. military than when an occupant of the White House is no longer loyal to the U.S. Constitution, then he is no longer legally President of America and fair game for the military to arrest for high treason. Then they may  place him and associates on trial for high treason against the United States as a nation and the American people to whom the ultimate loyalty of the U.S. military is bound to whenever the leadership in Wash., D.C. is no longer loyal to America as a nation and people. 

      If the military does not know where to turn to for military leadership if Obama tries to militarily take over America any moment now including it is suggested exploding a ring of nuclear bombs around America to panic the American people into accepting military dictatorship over America, I will agree if necessary to briefly accept the authority of military regent for America until we get the legitimate representatives back safely into positions of authority over Wash., D.C. Since besides spending eleven calendar years in military academies and a heavy background in military intelligence, I also was trained to be the equivalent of a Soviet general during the Cold War in the top secret Moscow plans for the nuclear annihilation of America. This was covered by their code name for the nuclear annihilation of America called "The Ring Of Steel." Moscow sources will recognize that I knew the correct code name for the annihilation of America. That is because I was trained by a defector from the Moscow Institute For Nuclear Studies who used to prepare the material in nuclear tactics for the Soviet generals to study how to annihilate America by surprise nuclear tactics they believed would catch the Pentagon unprepared to stop! If I am  military regent for America during the hour when America can be annihilated if not properly defended militarily, Moscow will behave herself and America will come out fine. I will in that case require the state legislatures promptly pass my Omni Law so we can maintain constitutional law in America and uphold the U.S. Bill of Rights as still the national law of America. I am far more interested in building my Camelot Project which will be the world headquarters for this planned world food industry for America than bothering with all the corruption, lies and cons of Washington politics. It is like an ugly whore asking if I would like to marry her. The answer is "No!" 

     I much prefer my Camelot Project which represents all that is decent and honest in Western civilization rather than the whore politics of Wash., D.C. If I am needed for America like Cincinnati was briefly needed to save ancient Rome from defeat back then, like Cincinnati, I will keep this period brief until I return to my real love in life. For Cincinnati, he much preferred farming to Roman politics. For me, my dream is building this Camelot Project which among other things will be the greatest research and development center seen in human history and give America countless new industries to create jobs for all needing it in America and greatly help in creating new jobs across the world also. Also, this will make money far more valuable in America and in nations friendly with my Camelot Project with world headquarters in America. For me to briefly give some time to get Wash., D.C. is an act of charity to help the American people out when the situation is suddenly desperate in America. I studied with six of the most brilliant economists of America and Europe including one personally endorsed by Albert Einstein to be teaching the only true economic science in the 20th century, so let's not pretend that I do not know what the smart, sound economic answers are for America in this hour of a badly injured American economy and moving so slow at a snail pace, it is not sure if America is going forward or backwards as a national economy now. Obama is offering America just voodoo economics from darkest Africa as I symbolically call it. I know the real McCoy of sound economics and what works for a nation, not the hot air con claims of con artist politicians of Wash., D.C.

     Obama is a giant bluff in economics. He knows nothing of real or sound economics. All he ever studied in economics according to a classmate of his was Communist economics which teaches you nothing about how to run a free enterprise economy in the world. Obama is a giant ignoramus in economics. Let's ask him a few questions that he would be very scared to answer as it would show him incredibly ignorant in economics and engineering. By the way, I studied with an engineering school many years ago and was allowed to take one week's worth of engineering studies each day and kept an A average while doing this! Let Obama tell us why his proposed Carbon Tax isl not going to bankrupt America if America allows him to set up this moron level idea in America? And why would this Carbon Tax policy potentially collapse all agriculture on earth and suddenly kill off all mankind on earth with the collapse of all farms on earth by Obama created world famine?

Con artist Obama never told you that Herbert Hoover, President of America, successfully solved the Oil Crisis for America long before it ever occurred. If we wanted to, we could even sell gasoline in America cheaply as $1 to a maximum of $2 a gallon and not need any oil from the Middle East for production of gasoline. In fact, America could replace the Middle East for much to most of world production of gasoline if America wanted to. Under corrupt leaders like Obama, you are never supposed to know about this as you the American people are mass crushed under suffocating gas prices in America. And knowing engineering which Obama apparently knows zero about, there is no pollution threat to the atmosphere if we allow high gas mileage in America which secret Washington policy has been to keep and maintain low gas mileage in America. The moment the Omni Law is passed, the energy crisis of America is over as it was deliberately created by secret Washington policy of very corrupt national leaders.

     If my Camelot Project is soon operational in America, we potentially have the answer of technology to keep the economy of China from mass killing off the Chinese people. Environmental control is justified when keeping the air breathable and fresh. As for "Global Warming," that is a con of the Communists in Wash., D.C. and other nations to put the whole world under a socialist one world government. Chinese health is starting to collapse due to the heavy polluted air put out by her industries.

I hate to threaten Putin of Russia. He is trying to advance the best interests of Russia against a lunatic Wash., D.C. under Obama and other nutcases running Wash., D.C. I only threaten him if required because he opposing Wash., D.C. planned "One World Government," ends up threatening America and I will defend America from defeat and not allow America to be defeated. Putin, "cool it" in Russia and after the Omni Law is passed in America, I want America and Russia to become genuine friends. Of course this was to play the "Race Card" so all Blacks would vote for him regardless of the reality that he had no qualifications for being elected President of America. Now if the Black economist in Virginia who is publicized in conservative newspapers had been running for the White House, he is a good man and I would not have minded backing him for even President of America. This is not a race issue, but a question of qualifications who is a good choice for the White House or not.

P.S. I challenge anyone to prove me wrong that confiscation of bank deposits is legalized daylight robbery

Bank depositors in the UK and USA may think that their bank deposits would not be confiscated as they are insured and no government would dare embark on such a drastic action to bail out insolvent banks.

Before I explain why confiscation of bank deposits in the UK and US is a certainty and absolutely legal, I need all readers of this article to do the following:

Ask your local police, sheriffs, lawyers, judges the following questions:

1) If I place my money with a lawyer as a stake-holder and he uses the money without my consent, has the lawyer committed a crime?

2) If I store a bushel of wheat or cotton in a warehouse and the owner of the warehouse sold my wheat/cotton without my consent or authority, has the warehouse owner committed a crime?

3) If I place monies with my broker (stock or commodity) and the broker uses my monies for other purposes and or contrary to my instructions, has the broker committed a crime?

I am confident that the answer to the above questions is a Yes!

However, for the purposes of this article, I would like to first highlight the situation of the deposit / storage of wheat with a warehouse owner in relation to the deposit of money / storage with a banker.

First, you will notice that all wheat is the same i.e. the wheat in one bushel is no different from the wheat in another bushel. Likewise with cotton, it is indistinguishable. The deposit of a bushel of wheat with the warehouse owner in law constitutes a bailment. Ownership of the bushel of wheat remains with you and there is no transfer of ownership at all to the warehouse owner.

And as stated above, if the owner sells the bushel of wheat without your consent or authority, he has committed a crime as well as having committed a civil wrong (a tort) of conversion – converting your property to his own use and he can be sued.

Let me use another analogy. If a cashier in a supermarket removes $100 from the till on Friday to have a frolic on Saturday, he has committed theft, even though he may replace the $100 on Monday without the knowledge of the owner / manager of the supermarket. The $100 the cashier stole on Friday is also indistinguishable from the $100 he put back in the till on Monday. In both situations – the wheat in the warehouse and the $100 dollar bill in the till, which have been unlawfully misappropriated would constitute a crime.

Keep this principle and issue at the back of your mind.

Now we shall proceed with the money that you have deposited with your banker.

I am sure that most of you have little or no knowledge about banking, specifically fractional reserve banking.

Since you were a little kid, your parents have encouraged you to save some money to instil in you the good habit of money management.

And when you grew up and got married, you in turn instilled the same discipline in your children. Your faith in the integrity of the bank is almost absolute. Your money in the bank would earn an interest income.

And when you want your money back, all you needed to do is to withdraw the money together with the accumulated interest. Never for a moment did you think that you had transferred ownership of your money to the bank. Your belief was grounded in like manner as the owner of the bushel of wheat stored in the warehouse.

However, this belief is and has always been a lie. You were led to believe this lie because of savvy advertisements by the banks and government assurances that your money is safe and is protected by deposit insurance.

But, the insurance does not cover all the monies that you have deposited in the bank, but to a limited amount e.g. $250,000 in the US by the Federal Deposit Insurance Corporation (FDIC), Germany €100,000, UK £85,000 etc.

But, unlike the owner of the bushel of wheat who has deposited the wheat with the warehouse owner, your ownership of the monies that you have deposited with the bank is transferred to the bank and all you have is the right to demand its repayment. And, if the bank fails to repay your monies (e.g. $100), your only remedy is to sue the bank and if the bank is insolvent you get nothing.

You may recover some of your money if your deposit is covered by an insurance scheme as referred to earlier but in a fixed amount. But, there is a catch here. Most insurance schemes whether backed by the government or not do not have sufficient monies to cover all the deposits in the banking system.

So, in the worst case scenario – a systemic collapse, there is no way for you to get your money back.

In fact, and as illustrated in the Cyprus banking fiasco, the authorities went to the extent of confiscating your deposits to pay the banks’ creditors. When that happened, ordinary citizens and financial analysts cried out that such confiscation was daylight robbery. But, is it?

Surprise, surprise!

It will come as a shock to all of you to know that such daylight robbery is perfectly legal and this has been so for hundreds of years.

Let me explain.

The reason is that unlike the owner of the bushel of wheat whose ownership of the wheat WAS NEVER TRANSFERRED to the warehouse owner when the same was deposited, the moment you deposited your money with the bank, the ownership is transferred to the bank.

Your status is that of A CREDITOR TO THE BANK and the BANK IS IN LAW A DEBTOR to you. You are deemed to have “lent” your money to the bank for the bank to apply to its banking business (even to gamble in the biggest casino in the world – the global derivatives casino).

You have become a creditor, AN UNSECURED CREDITOR. Therefore, by law, in the insolvency of a bank, you as an unsecured creditor stand last in the queue of creditors to be paid out of any funds and or assets which the bank has to pay its creditors. The secured creditors are always first in line to be paid. It is only after secured creditors have been paid and there are still some funds left (usually, not much, more often zilch!) that unsecured creditors are paid and the sums pro-rated among all the unsecured creditors.

This is the truth, the whole truth and nothing but the truth.

The law has been in existence for hundreds of years and was established in England by the House of Lords in the case Foley v Hill in 1848.

When a customer deposits money with his banker, the relationship that arises is one of creditor and debtor, with the banker liable to repay the money deposited when demanded by the customer. Once money has been paid to the banker, it belongs to the banker and he is free to use the money for his own purpose.

I will now quote the relevant portion of the judgment of the House of Lords handed down by Lord Cottenham, the Lord Chancellor. He stated thus:

“Money when paid into a bank, ceases altogether to be the money of the principal… it is then the money of the banker, who is bound to return an equivalent by paying a similar sum to that deposited with him when he is asked for it.

The money paid into the banker’s, is money known by the principal to be placed there for the purpose of being under the control of the banker; it is then the banker’s money; he is known to deal with it as his own; he makes what profit of it he can, which profit he retains himself,…

The money placed in the custody of the banker is, to all intent and purposes, the money of the banker, to do with it as he pleases; he is guilty of no breach of trust in employing it; he is not answerable TO THE PRINCIPAL IF HE PUTS IT INTO JEOPARDY, IF HE ENGAGES IN A HAZARDOUS SPECULATION; he is not bound to keep it or deal with it as the property of the principal, but he is of course answerable for the amount, because he has contracted, having received that money, to repay to the principal, when demanded, a sum equivalent to that paid into his hands.” (quoted in UK Law Essays,  Relationship Between A Banker And Customer,That Of A Creditor/Debtor, emphasis added,)

Holding that the relationship between a banker and his customer was one of debtor and creditor and not one of trusteeship, Lord Brougham said: 

“This trade of a banker is to receive money, and use it as if it were his own, he becoming debtor to the person who has lent or deposited with him the money to use as his own, and for which money he is accountable as a debtor. I cannot at all confound the situation of a banker with that of a trustee, and conclude that the banker is a debtor with a fiduciary character.”

In plain simple English – bankers cannot be prosecuted for breach of trust, because it owes no fiduciary duty to the depositor / customer, as he is deemed to be using his own money to speculate etc. There is absolutely no criminal liability.

The trillion dollar question is, Why has no one in the Justice Department or other government agencies mentioned this legal principle?

The reason why no one dare speak this legal truth is because there would be a run on the banks when all the Joe Six-Packs wise up to the fact that their deposits with the bankers CONSTITUTE IN LAW A LOAN TO THE BANK and the bank can do whatever it likes even to indulge in hazardous speculation such as gambling in the global derivative casino.

The Joe Six-Packs always consider the bank the creditor even when he deposits money in the bank. No depositor ever considers himself as the creditor!

Yes, Eric Holder, the US Attorney-General is right when he said that bankers cannot be prosecuted for the losses suffered by the bank. This is because a banker cannot be prosecuted for losing his “own money” as stated by the House of Lords. This is because when money is deposited with the bank, that money belongs to the banker.

The reason that if a banker is prosecuted it would collapse the entire banking system is a big lie.

The US Attorney-General could not and would not state the legal principle because it would cause a run on the banks when people discover that their monies are not safe with bankers as they can in law use the monies deposited as their own even to speculate.

What is worrisome is that your right to be repaid arises only when you demand payment.

Obviously, when you demand payment, the bank must pay you. But, if you demand payment after the bank has collapsed and is insolvent, it is too late. Your entitlement to be repaid is that of a lonely unsecured creditor and only if there are funds left after liquidation to be paid out to all the unsecured creditors and the remaining funds to be pro-rated. You would be lucky to get ten cents on the dollar.

So, when the Bank of England, the FED and the BIS issued the guidelines which became the template for the Cyprus “bail-in” (which was endorsed by the G-20 Cannes Summit in 2011), it was merely a circuitous way of stating the legal position without arousing the wrath of the people, as they well knew that if the truth was out, there would be a revolution and blood on the streets. It is therefore not surprising that the global central bankers came out with this nonsensical advisory:

“The objective of an effective resolution regime is to make feasible the resolution of financial institutions without severe systemic disruption and without exposing taxpayers to losses, while protecting vital economic functions through mechanisms which make it possible for shareholders and unsecured and uninsured creditors to absorb losses in a manner that respects the hierarchy of claims in liquidation.”(quoted in  FSB Consultative Document: Effective Resolution of Systemically …)

This is the kind of complex technical jargon used by bankers to confuse the people, especially depositors and to cover up what I have stated in plain and simple English in the foregoing paragraphs.

The key words of the BIS guideline are:

“without severe systemic disruptions” (i.e. bank runs),

“while protecting vital economic functions” (i.e. protecting vested interests – bankers),

“unsecured creditors” (i.e. your monies, you are the dummy),

“respects the hierarchy of claims in liquidation” (i.e. you are last in the queue to be paid, after all secured creditors have been paid).

This means all depositors are losers!

Please read this article carefully and spread it far and wide.
