Cyprus Bailout?

Remember that Cyprus bailout we told you about Monday? It might not happen after all.

Reports from Nicosia suggest that the bailout plan — negotiated between the Cypriot government and the so-called “troika” of the European Commission, European Central Bank (ECB), and International Monetary Fund (IMF) — doesn’t have the votes to pass that country’s unicameral legislature.

This comes despite President Nicos Anastasiades amending the plan’s most controversial provision, a haircut on bank deposits. Initially, the plan was to confiscate 6.75 percent of the first €100,000 of each bank account and 9.9 percent of any money above that, but Anastasiades changed the plan to exempt the first €20,000 in deposits. That likely means the plan wouldn’t raise the €5.8 billion demanded by the troika, but the hope was to mitigate the effect on average Cypriots. But even that more measured plan appears to be dead in the water.

So what are Cyprus’s options now? Here are a few.

Negotiate another European bailout, complete with haircut.

The troika is clearly still worried that the Cyprus situation is spiraling out of control, and so might be amenable to a different bailout package. One possibility is to slightly amend the plan beyond Anastasiades’s changes, for example by increasing the exemption at the bottom and increasing the cut of large accounts, which would both meet the troika’s €5.8 billion target and possibility ameliorate the concerns of Cypriot legislators. This approach would have the same pros and cons as the previous plan, more or less, and given that that plan failed to rattle world markets or cause bank runs in larger vulnerable economies like Italy and Spain, the pros could well outweigh the cons.

But there are other concerns. The central bank chief of Cyprus, the aptly named Panicos Demetriades, has said that 10 percent of the country’s bank deposits will flee should any kind of bank levy take effect. That would likely increase the necessary scale of the bailout, perhaps to a level the troika is unwilling to tolerate. Worse, it could prompt an even larger haircut, leading to further capital flight, and so on, creating a deadly spiral. Demetriades, the central bank, and the ECB all want to exempt deposits under €100,000, which are subject to government guarantees which the bank levy would abrogate, but his warnings suggest he doesn’t think that change would be sufficient to stop significant withdrawals as soon as banks open on Thursday.

There are also geopolitical concerns. Russia, a patron of sorts to Greece and source of about a third of its bank deposits, is firmly against any kind of bank levy. President Vladimir Putin has described the plan as “unfair, unprofessional and dangerous,” while Prime Minister Dmitri Medvedev said it “was just like a confiscation of someone else’s money.” Medvedev ominously warned that Russia may be forced to “correct” its relationship with Cyprus if the levy should go into effect. It may be that preventing that sort of “correction” is important enough to Cypriot legislators to render any deal including a haircut a non-starter.

Most countries in Europe receiving bailouts have been forced to raise money as a condition of receiving emergency funds, but usually that money is raised through austerity measures. Greece, for example, typically has to agree to debt reduction to be achieved through some combination of spending cuts and tax increases as a condition of getting bailout funds. Cyprus could, in theory, agree to raise its €5.8 billion share of the European bailout through these means.

There are a number of disadvantages to this approach, however. The experience of Greece, Spain and Britain in recent years confirms what Keynesian economists have always known: Austerity is a great way to make a recession worse, or even cause one to come back. Should the pattern repeat itself in Cyprus, the country could, paradoxically, see its debt situation worsen as tax revenues fall with incomes and government social transfers increase as more citizens fall into poverty.

What’s more, €5.8 billion is a huge figure for Cyprus. For context, the country’s GDP in 2012 was about €17.9 billion. Their share of the bailout, in other words, amounts to 32.4 percent of GDP. For context, in 2012 government spending was 47 percent of GDP. Presumably, their payments of the bailout money would have to be spread out over the course of a number of years to avoid economic catastrophe, which might be less attractive to their European lenders. And even that would likely deepen the country’s already bad recession.

The main problem in Cyprus is that the country’s banks have taken on toxic Greek assets which wrecked their balance sheets and put them in danger of failing. It’s commonly assumed that Cyprus is incapable of financing its own bailout, given its high 7 percent interest rate on long-term government debt. Any bailout package it puts together itself would have to be financed through some combination of expensive debt and crippling austerity measures. But worst comes to worst, the country could loan a ton of money on the open market (as opposed to from the Troika) to finance that. Whether the country would have a functioning economy or a non-bankrupt government after that is an open question.

Russia has a vested interest in Cyprus not collapsing in on itself. For one thing, the Russian government relies on it as a means of funneling arms to Syria to help it kill its citizens, a project that most governments understandably shy away from. But more importantly, Russian banks have lent $40 billion to Russian-controlled businesses on Cyprus.

If the Cyprus situation worsens, to avoid capital fleeing the country it’s likely the government will impose capital controls. That means less money leaving Cyprus and going to Russia to repay those loans. That’s a big deal. The AP quotes Ivan Tchakarov, chief economist at the investment bank Renaissance Capital in Moscow, as estimating that capital controls would lead to Russian bank losses on the order of 2 percent of GDP. That’s a genuine economic catastrophe for Russia.

But Russia would likely demand something in return. That something might be a share of Cyprus’s bountiful natural resources, not least of which are its significant natural gas deposits. Gazprom, the world’s largest extractor of natural gas which Putin nationalized in his previous tenure as president, has offered to bailout Cyprus itself. All the island has to do in return is give Gazprom all of its natural gas. It’s also possible that Russia would want Cyprus to crack down on the many Russian oligarchs who use the island for money laundering and tax evasion. That would deprive the Cypriot banking sector of a significant source of revenue.

Yeah, right, I know, but Ben Bernanke can technically decide that the latest round of asset buys the Fed is conducting should be switched from mortgage-backed securities to Cypriot bonds. If he buys those at bargain basement rates, Cyprus could finance the bailout without bankrupting itself. Same goes for any other central bank, like the Chinese or Indian banks. Brazil could get involved, maybe Britain or Canada. Who knows, it could be a whole party. Whether any of these countries think it’s worth the political risk of bailing out a tiny island in the Mediterranean which none of their constituents care about is another story. That’s why discussion focuses around Europe’s central bank rather than any institutions outside the European Union.

This is the scenario where everyone’s justified in panicking and freaking out. The reason Cyprus has very little control over its interest rates is that it does not have control over its own currency. The ECB controls its currency. However, if it were to leave the euro and start issuing Cypriot pounds again — or, even worse, start converting bank deposits and obligations into Cypriot pounds from euros or rubles or dollars — that problem goes away. It could default on its debts, not an option while still in the euro, or it could use financial repression to pull down interest rates to a manageable level, or it could pile on more debt, bail out the banks, and then inflate its way out of debt.

That would definitely cause bank runs in Cyprus, as a key component of that strategy is devaluing the Cypriot pound to well below the current value of the euro, so people would want to take their money out of Cypriot banks before that happened, and their money became worth much less. But it would also raise fears that Greece and possibly Spain, Portugal, or Italy was about to leave too, which could trigger bank runs in those countries. It would be really, really, really, really bad.

That’s why President Anastasiades’s statement over the weekend that failing to pass the bailout could force Cyprus to leave the euro was so terrifying.

Update

Here’s yet another option, passed along by Felix Salmon:

Converting deposits to CDs.

In a short three-page paper, lawyer Lee Buchheit and Duke law professor Mitu Gulati suggest another option. They would leave deposits under €100,000 alone but convert all deposits in excess of that amount into five or ten-year certificates of deposit (CDs), which would pay out interest over time. That allows the banks to delay payment until Cyprus’s gas deposits start to yield fruit. Buchheit and Gulati estimate that this would raise €6.6 billion, or more than the bank levy was set to, and would probably not trigger the same kinds of bank runs. Then again, if depositors want to keep their money liquid, they may not look kindly to seeing their money locked into banks like this.

BLACK-EYED CHILDERN IN DULCE, NM

I recently received the following email:

My father and I were in Dulce, NM today. I've lived in NM since 2000, but never been to this town, despite it having quite the history in cattle mutilations, etc. As we were inside the grocery store, there were 2 very strange-looking teens wandering around, almost like brother and sister. The younger boy was about 11 and had his hair slicked like Alfalfa from the Little Rascals and the teen girl was wearing dark black sunglasses indoors the whole time.

Upon leaving the store, another family was coming in - a white, engineering-type nerdy government lab-looking type with a native American woman, along with their 4 children. There was a baby in the basket covered with a blanket, 2 year-old, and what looked like 4 and 7 year-old girls. The combination of the nerdy engineering-type white guy with his native-looking wife, in such an insular community seemed strange, to me, for this area.

Then, there was the children, whose skin was much, much darker than that of what I assumed to be their native American mother. The 2 girls stopped short of me, as I was coming out of the grocery store entrance. The way they looked at me - almost animal-like, in curiosity, with silent gazes and their heads cocked inquisitively, almost like a curious puppy dog, with what seemed to be extremely dark black, very reflective, glistening eyes. NOTE: This is an interesting combination of two phenomena related to aliens...Dulce Base and black-eyed children. I'd be interested to know if others have experienced an encounter this unique. Is it possible that the BEK phenomena is a result of human experimentation in deep underground facilities...ex. Dulce Base? I have posted information I received a few years ago about the location. I received the following email in March 2011:

Lon, I read the letter you posted recently about the Dulce Labs genetics experiments and wanted to share my experiences with your readers. When I was an undergraduate studying genetics in the mid-1970s, I did a 10-month internship at Dulce Labs. My primary duties were on level 1, that is where I spent almost all of my time. But once a week I accompanied one of the junior researchers to levels 5, 6, and 7 to collect data tapes and other documentation. I never got past the "clear zone" on those levels, but on a couple occasions I heard inhuman shrieks and wailing noises on level 6. I was told that level 6 was a psychiatric facility for especially disturbed patients, and that they were known to have emotional outbursts.

On one occasion while we were waiting for someone to bring out the tapes, I heard part of a message come through the intercom, and the words are burned into my memory.

VOICE 1: "CELL 34 COMPROMISED, ENTITY HAS BREACHED CONTAINMENT"

After a pause a second voice came over the speaker:

VOICE 2: "AVAILABLE PERSONAL REPORT TO THE BLUE ZONE FOR C&C. MAXIMUM FORCE AUTHORIZED."

The guard at the desk told me and my colleague that we had to leave immediately, we were rushed back into the elevator before the materials were delivered to us. It was two days before they let us go pick up the tapes, and when we went that time, everything was normal. Nobody ever talked about it. I tried to ask my colleague, the junior researcher who was there at the time, about it, but he said he didn't know what I was talking about, and something in his tone told me I'd better forget about it too.

After I graduated I was interested in returning to Dulce because I was really excited about the potential for genetic science, and Dulce had some very advanced equipment and knowledge - better than anything being used anywhere else. But I was told that there weren't any openings. I wondered if I was being blown off because of my curiosity about that event, if I was considered a risk. I tried contacting the junior researcher, but never got a response from him.

Sir, first off, if you want the full story let me know. But this will explain how Mothman came about. U.S. Energy Secretary John Herrington named the Lawrence Berkeley Laboratory and New Mexico's Los Alamos National Laboratory to house advanced genetic research centers as part of a project to decipher the human genome. The genome holds the genetically coded instructions that guide the transformation of a single cell, a fertilized egg, into a biological organism.

"The Human Genome Project may well have the greatest direct impact on humanity of any scientific initiative before us today", said David Shirley, Director of the Berkeley Laboratory. Covertly, this research has been going on for years at the Dulce bio-genetics labs. Level 6 is hauntingly known by employees as "Nightmare Hall". It holds the genetic labs at Dulce. Reports from workers who have seen bizarre experimentation, are as follows:

"I have seen multi-legged 'humans' that look like half-human/half-octopus. Also reptilian-humans, and furry creatures that have hands like humans and cries like a baby, it mimics human words... also huge mixture of lizard-humans in cages. There are fish, seals, birds and mice that can barely be considered those species. There are several cages (and vats) of winged-humanoids, grotesque bat-like creatures...but 3 1/2 to 7 feet tall. Gargoyle-like beings and Draco-Reptoids."

"Level 7 is worse, row after row of thousands of humans and human mixtures in cold storage. Here too are embryo storage vats of humanoids in various stages of development. I frequently encountered humans in cages, usually dazed or drugged, but sometimes they cried and begged for help. We were told they were hopelessly insane, and involved in high risk drug tests to cure insanity. We were told to never try to speak to them at all. At the beginning we believed that story. Finally in 1978 a small group of workers discovered the truth. It began the Dulce Wars".

When the truth was evident that humans were being produced from abducted females, impregnated against their will, a secret resistance group formed. This did little though. Over time they were assassinated or "died under mysterious circumstances".

SUSPECTED JOINT HUMAN / ALIEN UNDERGROUND BASES - 7/22/2010

The Dulce, New Mexico Base

An underground Military Base/Laboratory in Dulce, New Mexico connects with the underground network of tunnels which honeycombs our planet, and the lower levels of this base are allegedly under the control of Inner Earth beings or Aliens. This base is connected to Los Alamos research facilities via an underground "tube-shuttle." (It can be assumed that such a shuttle way would be a straight-line construction. It should then be possible, by using maps and some deduction, to determine the most likely location of this base, especially since the general location is already known.) Beginning in 1947, a road was built near the Dulce Base, under the cover of a lumber company. No lumber was ever hauled, and the road was later destroyed. Navajo Dam is the Dulce Base's main source of power, though a second source is in El Vado (which is also another entrance). Most of the lakes near Dulce were made via government grants "for" the Indians.

Dulce Base - The Central Hub

-1st Level - contains the garage for Street Maintenance.

-2nd Level- contains the garage for trains, shuttles, tunnel-boring machines and UFO maintenance.

-3rd Level - the first 3 levels contain government offices.

-4th Level - Human Aura Research as well as aspects of Dream Manipulation, Hypnosis, and Telepathy. They can lower your heartbeat with Delta Waves and introduce data and programmed reactions into your mind (for those implanted with brain chips). Most people already are, they just don't know it.

-5th Level - witnesses have described huge vats with amber liquid with parts of human bodies being stirred inside. Rows and rows of cages holding men, women and children to be used as food. Perhaps thousands.

-6th Level - privately called "Nightmare Hall." It contains the genetic labs. Here are where the crossbreeding experiments of human/animal are done on fish, seals, birds, and mice that are vastly altered from their original forms. There are multi-armed and multi-legged humans and several cages and vats of humanoid bat-like creatures up to 7 feet tall.

-7th Level - Row after row of 1,000s of humans in cold storage including children.

NOTE: It is alleged that Los Alamos and the mountainous regions east and southeast of it in and around the Santa Fe National Forest are the major holding area of earth based extraterrestrial beings in North America, although there are a number of smaller habitation locations scattered throughout the underground networks between Dulce and Area 51. 'Dulce Base' is said to hold the second largest repository of extraterrestrials and equipment in North America. None of this information takes into account what resources other nations and governments possess. All the evidence I have received is anecdotal but, IMO, the sources are reliable.      A giant smear machine is trying to organize to discredit this newly elected Pope from Argentina. A Protestant friend of mine and I were watching him when he appeared from the balcony as the new Pope. This friend commented that Christianity suddenly had two coming powerful leaders for Christianity as of this date and time.  By coincidence I was releasing nationally the first copies of my new book "The Early Roots Of Apostolic Christianity" - "The Key To Understanding The Bible" by Erasmus of America (my pen name). And he appeared from the balcony to greet the people about the same moment in the afternoon. Remember this comment of time as by the next day the very false story was planted on the internet changing when he appeared so it would sound like he appeared at 666 which he did not. From the first moment he became Pope, the Illuminati smear machine began its campaign of lies and distortions against him! A very good sign because this means that he is not controlled by the Illuminati or else they would sing his praises! Just before his election was announced, sources on the internet were saying that his name would be Peter and he would be the last Pope and an Antichrist Pope. Smells of Illuminati sources as they pretend to be Christians when releasing these smears and don't tell you that their god is "Lucifer," not the God of the Bible. And his name is not Peter! The news media made one slip showing his strong moral character. They mentioned his attempted move to try and stop a very immoral act done by the the Government of Argentina. He strongly believes in the traditional values of Christianity! I think for once the Catholic Church picked the right man for the times we are in. If wrong, I would freely admit it later if events justified it. But as Bishop Fulton J. Sheen once wisely said, "The argument between Protestant and Catholic is an argument between lovers of Christ" if I remember his quote correctly.

     I normally do not do this, but I will intervene this time as I wanted the legal excuse to bring down police state elements in Wash., D.C. and state governments which have done colossal damage to the founding of industry in America and prevented many millions of jobs from being otherwise created in America over the years. Most of Wash., D.C. and too many state officials and judges have as much respect and loyalty to the U.S. Constitution and U.S. Bill of Rights as if they had been written down on toilet paper and used for you know what! I understand a James Paris in Florida is trying to ruin a large international financial group which has been paying successfully since 2009 and all people have been paid on schedule every month as promised. He filed a legal complaint in Florida but forgot to tell them that he is a convicted felon coming prior from Maine in 2005 or thereabouts.  He is promoting a rival competitor fund to the one that he has targeted which has had no complaints against it until he showed up. It sounds like he is trying to make a name for himself and win many new customers by this tactic of filing a legal complaint without apparent legal grounds if I have heard the story correctly from several sources now.

     I am the boy who beat in state court the Jewish lawyer who had never lost in any state court until he faced me. Then he lost for the first time and looked like he had been hit with a sledgehammer when leaving the courtroom. I took a lawyer from the federal government in Wash., D.C. in a courtroom and brought forth the surprise legal testimony from a former federal marshal and intelligence operative of U.S. Naval Intelligence who overheard C.I.A. personnel in a bar boasting how they had just set up this federal legal frame-up case against me which he signed his sworn statement about. Their C.I.A. boast was as they laughed in the bar that they would keep on setting up legal frame-up cases against me until finally they destroyed me. The federal judge did not think this funny and at my request put on the witness stand the federal lawyer who was trying to ruin me. He protected that he could not be forced to testify in the witness stand. This federal judge said yes he could be forced to testify and so he did. Under oath, he admitted that he had absolutely no legal grounds nor proof for ever filing against me the federal case that he did. The judge dismissed the case with an implied warning to not try and bring a federal frame-up case into his courtroom ever again or else grand jury time for those trying this! I have won many other legal upsets but let's just say I don't commit to legal action unless I already know in advance why I am going to win in court and under law!

     We have a con artist federal government highly criminal in nature and little loyalty if any to the U.S. Constitution and U.S. Bill of Rights. I understand that there is a secret way of paying off federal judges and members of Congress to be corrupt and bend the law to make the U.S. Constitution and U.S. Bill of Rights treated not as national law over them, but a laughingstock joke to them to laugh at either in their courtrooms or else secretly behind the scenes. If in the corrupt loop to be paid off for being corrupt in Wash., D.C., you are invited to join a secret Forex fund which pays spectacularly every month! Never fails! It all looks legitimate and no one asks any questions from the outside. The Forex fund is paid by the use of the Federal Reserve Banking Code so banking computers electrically issue all the electronic counterfeit money needed to pay off the corrupt members of this "Forex Fund" (federal electronic counterfeit ring paying off each month). Officials in the U.S. Justice Dept., federal judges, members of Congress, and some former Presidents are all paid off by this federal counterfeit ring using electronic money instead of paper money. It is not smart of federal sources to pick fights with me. I really do know too much and you don't want to make me mad at you!  

     A recent encyclopedia I checked into this morning listed contracts as including certificates of bonds as being contracts. The article did not say this, but stocks are also listed contracts where financial terms are given for money received to buy this stock certificate or that which is legally a contract also. We would maybe have 500% more industry in America and maybe not one American left unemployed in America who wants to work if our jackass incredibly criminal government of Wash., D.C. and state governments actually obeyed the authority of the U.S. Constitution and U.S. Bill of Rights! If you will notice folks, you see no stocks for inventors offered on the open stock market of America nor tolerated in the states. The inventors like Thomas Edison skyrocketed America to world leadership, industry, national wealth, and millions of new, great jobs for the working people of America. 

     Under 2013 Obama tainted Wash., D.C., I am not supposed to offer American maybe up to 2,000 new industries I could offer America if we were not living under a tyranny of government corrupt as all hell and secretly controlled by the Illuminati which Russian intelligence says has over $300 trillion to buy off control of Wash., D.C. and try to set up a one world government using Wash., D.C. as the front. The Illuminati loves Satan, hates Jesus Christ, and wants to make "Lucifer" their "god" of the world. These boys are crazy as all hell, but intensely wealthy, hire political gangsters like "deepknight" who made the mistake of catching my attention, then his group, and here were found a little hidden nest of Illuminati reptiles boasting how the Illuminati controls Wash., D.C. so "deepknight" cannot be arrested for murder threats against me in the name of Obama over the internet. This is because the Illuminati controls the U.S. Justice Dept. under Eric Holder and the whole U.S. Justice Dept. is bought off as well as other key federal agencies. By now Eric Holder is in super legal hot water. By legally stonewalling so "Deepknight" will not be arrested for documented federal murder threats in the name of Obama to try and shut me up as I make the Illuminati very unhappy in Wash., D.C. by exposing their operations in Wash., D.C., across America, and worldwide, and by stonewalling when "deepknight" keeps on adding more felony charges to his chart, Eric Holder personally can be criminally sentenced on enough federal felony charges now to put him away for several lifetimes in federal prison, not just one lifetime! "Deepknight" without you being the one they are trying to cover for, Eric Holder would not now be facing up to several lifetimes in federal prison if I push all the legal charges now! By covering too long when "Deepknight" threatened murder in the name of Obama, now it is becoming almost certain that Eric Holder is trying to keep Obama from being legally investigated and removed from the White House for federal murder threats and other federal felonies committed in his name and to carry out his secret criminal policies for America. 

     I will amend a little the report I issued over the weekend charging a planned military takeover of America and killing of at least millions of America has been planned between the Illuminati and Obama. I said plainly in my report "Tricks Of The Trade In Military Intelligence" that with an arrogant enemy, pull the trick of a few deliberate typo errors and in their hatred of you, they will lose their cool and expose much to all of their security by trying too hard to get at you.  Now that the damage is done and the Illuminati has mass exposed their secret plans and names of their people instead of protecting their security, I will do a little better proofreading as I don't need this tactic any longer to sucker them into blowing their Illuminati security. I will make a few minor corrections and supply more perfect copies of the report on the pending Illuminati plot with Obama for the military takeover of America and the planned killing of many millions of Americans. Always trick the enemy to think that you are weak where you are strong and you can smash them in battles and in total war itself! I learned this tactic in eleven calendar years in military academies and also other tricks of military intelligence.

     On to legal business now. The Preamble to the 10 U.S. Bill of Rights was ratified as the controlling clause offered by the U.S. Congress so the States would ratify the 10 U.S. Bill of Rights. Two more were offered but not ratified by the states. Read in any of the editions of the  "World Almanac" the missing preamble to the U.S. Bill of Rights liberal members of Congress and liberal judges try to ignore as they don't want to obey the U.S. Bill of Rights as legally written. In common words you can understand, the Preamble says that the 10 U.S. Bill of Rights are higher in legal authority than the rest of the U.S. Constitution and no authority from the rest of the U.S. Constitution can be used or claimed to overrule, modify, or ignore the higher authority of the U.S. Bill of Rights as final authority under the U.S. Constitution for the national government created by authority of the U.S. Constitution itself.

     Alexander Hamilton in "The Federalist Papers" said that no bill of rights was needed in the U.S. Constitution as it possessed no authority to overturn any of the state bills of rights or overturn recognized legal rights of the people no government on earth had authority to overturn or outlaw from this earth. But elements not trusting that the U.S. Republic would have permanent loyalty to the God-given rights of the American people forced the U.S. Bill of Rights to be written just as a backup guarantee that Wash., D.C. would never try to overthrow the God-given rights of the American people which was the issue the American Revolution was all fought over in 1776.

     Article 1, Section 10 of the U.S. Constitution: "No State shall...pass any...Law impairing the Obligations of Contracts." Now all legal sources know that the American people have never been taught their legal rights in school is why Wash., D.C. can go to the bathroom on the U.S Constitution and U.S. Bill of Rights and the people never know that Wash., D.C. and state governments sometimes have just spit in their face in contempt of the American people, laughed in their faces, and said in effect, "If you don't know your legal rights, then we can take away all your rights won in the American Revolution of 1776!" 

The Illuminati elements in federal and state government laugh at the people who they think are "dumb as all hell" is why they can be conned out of their legal  rights so easily by Illuminati judges and politicians who sold out their souls for Illuminati money, backing, and special favors. 

     James Madison who was called "the Father of the U.S. Constitution" because his influence wrote so much of the U.S. Constitution explains what is meant by "laws impairing the obligation of contracts, are contrary to the first principles of the social compact (American Declaration of Independence and U.S. Constitution), and to every principle of sound legislation. His words in Federalist No. 44 explaining the meaning of the words in the U.S. Constitution. "Very properly therefore have the Convention added this constitutional bulwark in favor of personal security and private rights; ...They have seen, too, that legislative interference, (means especially licensing and regulation of stocks and bonds is the contracts referred to here) is but the first link of a long chain of repetitions (never ending new regulations pile upon older regulations); every subsequent interference (regulation) being naturally produced by the effects of the preceding. They very rightly infer, therefore, that some thorough reform is wanting which will banish speculations on public measures, inspire a general prudence and industry, and give regular course to the business of society." James Madison is saying if you want to boom the national economy, release the talents of the people of America and don't use regulations to slam the brakes on the growth of the economy of America. They saw state governments cripple the economy of America from growing by endless decreed regulations of stocks and bonds to raise the finances to build the economy with, and learning their lesson, they now outlawed this would-be tyranny of law in America from being legal henceforth in America. The state governments were prohibited from ever having authority to license or regulate stocks or bonds in America. The federal government was denied this authority so it was not necessary to say this identical legal principle of the God-given rights of the American people equally applied to the federal government system of law as well as state law. No securities agencies either federal or state are legal under the terms of the U.S. Constitution as stated by James Madison here who probably personally wrote this section of the U.S. Constitution himself and certainly knew what he meant by his own words!

     For the dumb and naive in law. All contracts were always under the authority of common law as taught by William Blackstone's Commentaries - the "Bible" of American law for long after the American Revolution. In a contract offer in business finance whether stocks or bonds, if later one party felt that the contract offer had been violated, they filed in a common law court and the common law court by trial by jury would decide if damages were owed, if fraud had been committed which could lead to criminal punishment then. If no wrong had been committed with the contract, then the case was dismissed and the source issuing the business contract offer called a stock or bond was free of any wrong, liability, or criminal offense, and free to continue in business as usual. Original American law was that you were innocent until proven guilty. Federal law today in securities especially is that you are guilty until and unless proven innocent! The American Revolution of 1776 has been overthrown by the con artist lawyers, judges, and elected officials and other officials of any branch of government if they are allowed to overthrow the legal terms of the U.S. Constitution and U.S. Bill of Rights as ratified by the American people through their state governments or state conventions to ratify the U.S. Constitution and U.S. Bill of Rights back at the time of ratification.

     The retained common law used the God-given rights of the people as taught in the Bible as the basic for the legal decisions which became permanent binding law on all in the nation as the common law evolved based upon the teachings of justice and equality taught by Bible standards. That is why the Founding Fathers of America in 1776 said that no law would or could be valid in America not based upon the teachings and authority of the Bible!

     From this hour forth I make this legal stand. Any federal or state source trying to violate the legal rights of stock and bond offers to be issued in America without licensing or regulating by either federal or state government, this shall be treated as an act of high treason against the U.S. Constitution and U.S. Bill of Rights as originally written and intended as the national law for all American both federal and state. The 10th Amendment of the U.S. Bill of Rights guarantees that the rights of the American people are retained and not forfeited to either federal or state government. Other of the U.S. Bill of Rights include Amendment VII that in suits over contracts, the people have the right to common law courts for their rulings unless all parties consent to use of an alternate court system. When the value in controversy shall exceed twenty dollars, the right of trail by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the United States, than according to the rules of the common law." Quoted from the 7th Bill of Rights. It is also saying here that common law is the highest authority for any court to use and no other claim of authority in the nation can overrule the authority of common law in court. Among other things, this also means that neither federal or state government can confiscate money, property, etc. in contract law except first authorized by the ruling of a common law court of trial by jury first. Without trial by trial, government cannot confiscate the property or money of people.

It is the proposed law that sets up civil tribunes for America modeled after ancient Roman law which James Madison, "Father of the U.S. Constitution, endorsed as the smartest and most brilliant idea maybe ever invented by man since government began on earth. It effectively protected the legal rights of the people far better than anything else used in history before and forced the government to respect and obey the will of the people instead of being a tyranny as a government against the people.

Activists Attempt Citizens Arrest on Henry Kissinger

Henry Kissinger is one of the most controversial statesman the United States has ever had. Known by some as the greatest diplomat for his work opening up relations between the Soviet and Chinese governments, Mr. Kissinger is also called a War Criminal by many others.
Kissinger has evaded questions and legal summons by investigators in France, Spain, Chile and Argentina. They seek answers about his involvement in disappearances of citizens in the US and other countries in regard to Operation Condor. Condor was a campaign of political repression and terror involving assassination and intelligence operations implemented in 1975 by the dictatorships of South America. The former Secretary of State was heavily involved in Operation Condor.
 On September 10, 2001, the family of General Schneider initiated a civil action in federal court in DC, claiming that Kissinger gave the agreement to murder the general because he had refused to endorse plans for a military coup in Chile.
November 13, 2002, 11 individuals brought suit against Kissinger for human rights violations following the coup. They accused him of forced disappearance, torture, arbitrary detention, and wrongful death. The suit claims that Kissinger provided practical assistance and encouragement to the Chilean regime with reckless disregard for the lives and well-being of the victims and their families.
Both cases were dismissed based on sovereign and diplomatic immunity.
For these reasons and more,  activist alliance The Houston Free Thinkers decided to pay the Asia Society Texas Center a visit upon learning that Kissinger would be participating in a conversation with James Baker III. Baker is also a criminal among the ruling class, however Kissinger really takes the cake for countless murders around the world.
The cost for admission was between $150-350 to bask in the presence of Kissinger and Baker. Several members of HFT staked out the center hours before the event began. Besides confronting the war criminal, we spoke to guests attending this event about the true nature of Henry Kissinger.
 After 4 hours of circling the building, HFT identified the most likely entry point and hung around like vultures. Around 6:30 pm the commotion began. The plan was simple: Either attempt to get an interview, confront Kissinger, or if all else failed stop his car and attempt a citizens arrest.
 As you can see in the video the driver of the vehicle continued to drive forward with no regard for my life. The Houston Police Department officers stand by while a war criminal goes free, and museum employees are overcome with laughter at the sight of the protesters. Despite this,  HFT continued to talk with onlookers.
  Henry Kissinger still roams free. These days he only travels with legal advice, ensuring that more attempts will not be  made to arrest him. After this event we hope Kissinger scratches Houston off his list of safe places to visit.

The United Stated is abandoning a key part of its Eastern European missile defense plan due to development problems and funding, Secretary of Defense Chuck Hagel has announced. The focus, he said, will be shifted to perceived threats from North Korea.
Several interceptors in Poland and Romania, the deployment of which had been the source of heavy criticism from Moscow, will be scrapped.
Hagel told the press on Friday that the decision was made as part of an overall restructuring of the country’s missile defense plans, with an eye to stopping perceived threats from Iran and North Korea.
The restructuring of the program will see $1 billion shifted to add some 14 new interceptors to the 26 existing ones in Alaska designed to counter potential North Korea missiles.
Washington claims that its decision was prompted by a need to address North Korea’s faster-than-anticipated progress in nuclear weapons development. The changes to the program will free up the money to do so, Hagel said.
Phase One (2011) - Deployment of Aegis Ballistic Missile Defense (BMD)-capable ships. In 2011 the USS Monterey, equippedS homelaoven SM-3 Block IA ballistic missile interceptors, was deployedagainst missile threats from they agreed to host a land-based early warning radar. By 2012, the system was functional according to the program’s timeline.
Phase Two (2015) – Deployment of a more capable ground-based SM-3 Block IB ballistic missile interceptor in Romania.
Phase Three (2018) – Deployment of an additional advanced ground-based SM-3 Block IIA ballistic missile interceptor in Poland.
Phase Four (2020) - Deployment of SM-3 Block IIB ballistic missile interceptors. Washington canceled this phase on March 15, 2013.
Explaining the rationale behind the initial plans for American outposts in Poland and Romania, Hagel said, “the purpose was to add to the protection of the US homeland already provided by our current [ground-based interceptors] against missile threats from the Middle East.”
But, he added, “The timeline for deploying this program had been delayed to at least 2022 due to cuts in Congressional funding. Meanwhile the threat matures. By shifting resources from this lagging program … We will be able to add protection against missiles from Iran sooner, also providing additional protection against the North Korean threat.”
However, the Poland- and Romania-based SM-3 Block IIB ballistic interceptors were only one component in a multifaceted missile defense program. While Phase 4 – the now-scrapped interceptors – are off the table, phases 1 through 3 are set to continue as planned.
“The missile deployments the United States are making in phases 1 through 3 of the European Phased Adaptive approach including sites in Poland and Romania will still be able to provide coverage of all European NATO territory as planned by 2018,” Hagel said.

Kremlin concerns

The Kremlin has argued that deployment of the systems in its neighborhood was aimed at countering Russian missiles and undermining its nuclear deterrent, though Washington said the system was aimed at countering threats from Iran.
During initial negotiations with the George W. Bush administration, Moscow offered Washington the use of an alternative site in Azerbaijan in order to counter the Iranian threats evoked by the US.
The missile shield also faced strong domestic opposition in Poland and Romania, bringing the Obama administration in 2009 to announce that it was canceling its plans for the project.
But a reformulated scheme was announced a month later in October 2009, showing plans to place smaller, mobile SM-3 ballistic missile interceptors in the region by 2018.
Besides the placement of the interceptors, Russian officials have also opposed a radar installation set to be based in the Czech Republic. The base would enable US forces and their NATO partners to monitor activities in European Russian airspace.
Hagel stressed that other components of American missile defense plans in Europe would continue, and that Washington’s commitment in Europe “remains ironclad,” but made no reference to Kremlin objections to the program.
An anonymous senior State Department official told the AP that while Poland and Romania were informed of the decision ahead of the announcement, Russia was not.

I'm told the abdominal pain from it is as bad a kidney stone and hits you without warning.
