A Crash Course in Skepticism--- and Hope - Judge Anna

Take a good look at my face.  My hooded eyes.  My cupid's bow pout.  Where have you seen them before?  Only in all the great houses and the great portrait galleries of the world.  I am a Hapsburg.  The map of the Holy Roman Empire is written on my face. 

A hundred generations of European skullduggery runs in my veins.  I am the living heir of the Holy Roman Empire---- first, second, third, fourth, and however many iterations of it there are or may be, here I am, the end of the line. 

It all comes down to me and the Holy See knows it. 

Merovingian, Carolingian, Batavian, Hanoverian, Mecklenburger, Liechtensteiner, I am like the Grand Central Station of bloodlines, all intersecting. 

And as Voltaire correctly observed, the mess that I am heir to is not holy, not Roman, and not an empire. 

It's an unholy, worldwide, multi-national corporation that my Father lived and died to protect me from ever knowing anything about. 

Thanks to him, my Father, I grew up innocent as the flowers in May of any such heritage.  It was only after his death that the darkness began to ooze forward, like a pool of blood from a corpse hidden under the bed.

Just as you can look at my face and know more or less where I came from, you can look at other faces, too. 

Take out your newspaper clippings and look at photos of George Bush. Senior and George W. Bush and Jeb Bush and then look at their "cousins"-- Governors Bill and Scott Walker.

Look at Alaska Senator Lisa Murkowski's face and family history and what do you find? 

It's all over, everywhere, hidden in plain sight---- and easy to read for anyone who has eyes to see and ears to hear. 

All these crazy stories you are hearing about ruling families and bloodlines are true, but that being true does not necessarily give rise to all the other crappola that is deduced or extrapolated from it or theorized about it.

Being a Hapsburg doesn't mean that I drink blood for breakfast.  It doesn't mean that I am super-wealthy.  It doesn't mean anything more or less than being a Johnson or an O'Brien or a Montagne. 

Individuals are born into families, and that's the way it is.

For perhaps a million or more years on this planet, an advanced civilization prospered.  It was a caste system similar to the caste system still found in India today.  Circa 32,000 years ago, this Aryan civilization was destroyed in what is known as The Great Plasma War. 

You live in its wreckage every day. 

These people being identified and called  "Reptilians" are descendants of the Warrior Caste of that ancient civilization  They were born and bred for war the same way that Dachshunds are bred for going down badger holes.  They can't help being what they are and they are not intrinsically evil, but they are not well-suited to functioning as political leaders.

They simply step into the gap for lack of anyone else to do it, and then get blamed for accepting the ugly job nobody else wants.

In the ancient Aryan Caste System, the rulers were the priests, and the priests were not priests as we think of them today.  They were scientists and they were known as the "All Seeing"----for their uncanny ability to see through and beyond appearances and to discern truth in spite of all efforts to lie and obfuscate.

How is it that I always know the truth, whether I want to or not? 

Blaming people for their genetic heritage--- whether it is expressed as a skin color or an inability to think beyond patterns of "either/or" or a deformed arm--- is like blaming a rock for being granite instead of sandstone.

You have to take each utterly unique creation one by one, just as God makes them, judging them according to their fruits and their words and their deeds. If you are sane yourself, you can't make assumptions about people and write them off because of such inheritances--- "Oh, he's a Rothschild, so he's bad!" is as illogical as, "She's got green eyes, so she's jealous!"

One of the best allies I have had in the long fight to free people and see to it that they have what they need to thrive and be happy is a Rothschild.

And I will stand in front of the World Court or anywhere else on Earth and say so, too. 

Another True Friend of decency and peace and compassion is descended from the Egyptian Pharoahs. 

Another is a Muslim who faithfully prays five times a day, facing Mecca, and he is faultlessly generous and wise and kind.

Another is a former member of the Russian Mafia, who "turned the corner", experienced miracles in his life, and came to God.

It's not where we all come from that counts---- it's where we are going, and on this journey you can make no pat assumptions about anyone or anything.  You have to look and see and think for yourselves.

You have to be skeptical, yes, very skeptical all the time.  You have to test and weigh things in the balance.  You have to look for the motivations behind what people say and do.  You have to do your own sifting and proving. 

But in the end, you also have to take chances and believe and make leaps of faith, because as necessary as healthy cynicism is, it serves only the limited function of winnowing out the bad from the good and the true from the false. It does nothing positive toward building a future. 

A man may have been a criminal ten years ago and be a saint today. 

If I am to speak to you as I would speak to my own son, I would say that we walk on a balance beam all our days, and that we must be resolute in the face of great evil and recognize it for what it is.  Yet at the same time, there is no need to fear and no need to falter.

In our heart of hearts we all know what is good.  We all know what is true. We all know what is valuable.

Focus on that.  Keep it mind.  Hold it close.  Let that be your compass in all the strange and even bizarre things that happen. Your logic may fail you.  Your senses may deceive you.  Your heart may mislead you.  But the Holy Spirit which is Truth lives in you and if you listen closely and with an open mind, the "still small Voice" will bring you safely home.

Late in the Evening Comes the Dawn -- The Bundys Exonerated - Judge Anna

For months now members of the Living Law Firm have labored to bring forward vital information to the patriots imprisoned over the stand-off at the Malheur Wildlife Refuge near Burns, Oregon.  They have labored side by side with Bar Attorneys who risked their careers and honored their calling to seek justice for all. 

And last night, just before bedtime, I got a call. 

The Bundys, Shawna Cox, and all the others misidentified and falsely accused by the corporate scum have been exonerated and found "Not Guilty" on all charges.

This is a true victory and one that was won against a stacked deck. 

The trial was held in a Federal Court--- a court owned and operated by sister corporations of those corporations that brought the charges.

Imagine that you and Cousin Bobby Sue are squabbling over the ownership rights of a doughnut.  She has already eaten hers, so she grabbed yours.  You objected.  And her aunt from the other side of the family gets to decide who gets the doughnut.

Not exactly a level playing field.  Her Aunt knows her and doesn't know you from Adam.  And Bobby Sue is jumping up and down and pointing her finger at you and saying, "It's my doughnut!  It's mine! He tried to take it from me!"

You are standing there as Aunt Bertha comes down on you, knowing full well that you spent your allowance for the weekend buying the doughnut Bobby Sue already wolfed down, plus the doughnut she is trying to steal from you.

You did your part and more.  Without you, there wouldn't be a doughnut to fight over. You were the source of the property from the start, but Aunt Bertha doesn't know that.  She's standing there in her Size 11's, glaring at you, moving her tremendous bulk into position to seize the doughnut back, give it to Bobby Sue, and paddle your butt.

That's the position the Bundys and Shawna Cox and the others have been in from the start of this fiasco.  The truth of the matter was utterly obscured and they have had to fight uphill every step of the way against the prejudice of the Court and the Media and the zombie-like ignorance of millions of government slaves.

Throughout the trial the judge kept redacting evidence and disallowing evidence.  Sometimes it seemed like the Bundys weren't going to be allowed to present their side of the story at all.  The jury wasn't allowed to know their political status.  Historical facts were "disallowed".  It was gag order upon gag order.

The protesters had to stand trial as if they were "citizens" obligated to obey and serve the government, otherwise the government couldn't claim jurisdiction over them, so the government judge just "disallowed" the evidence showing otherwise.

And the jury?  Well, the jury pool was --- you guessed it --- all government "citizens"---- people who at least on paper admit to being employees or dependents of the government and who owe their "allegiance"---- as in serfs and kings, to the government. 

Now imagine the situation.

Aunt Bertha has you by the ear and is dragging you into the house where all Bobby Sue's other relatives are gathered.  They are going to be your jury.  And Aunt Bertha isn't even letting you tell your side of the story--- just bits and pieces of it that she deems credible.

You are being tried as a stranger in a strange land.  You are being judged by foreigners who have a natural conflict of interest and bias against you, because "one of theirs" stands to gain if you are found guilty and dispossessed of your property. 

Against all odds against it, that unlikely jury found the Bundys and the others not guilty on all charges.  Somehow, somewhere, the truth rang out and they heard it despite every attempt to squelch it.

God bless the jurors.

Even if they weren't actually "peers" of the Bundys and the others, even if they were "pledged" as infants to be stoodges owned and operated by the government and its franchise corporations, like the BLM and FBI, they still delivered the only right, true, and honest verdict possible.

It was a long, hard, dangerous proceeding, but in the end, the jury prevailed. Justice was done. And it only took six hours of deliberation.

For the Bundys there is one more challenge to be faced, because there were also charges brought in Nevada.  There, again. they will face the same situation, the same false presumptions, the same trial as strangers in a foreign jurisdiction, being judged by people who have a natural conflict of interest. 

But within that conflict of interest lies the germinating seed of truth--- and the realization that in truth, we are all Americans.  We all have a dog in this fight.

A Plague of Hopelessly Inept Demands and Declarations --- Reply for Ron - Judge Anna

This is for my friend, Ron, and for his friends and their friends of friends who have been running around the past few weeks passing out all sorts of "Orders" and "Demands" and "Charges" in the name of "We, the People, of the United States of America".......

There are all sorts of groups out there now doing similar things and making similar mistakes and wasting their time, so as heartfelt and passionate and outraged as it all is, I had to review one of these publications and say------

"Yes, but it is all totally useless and meaningless and if you take the time to listen I can tell you why."  [-----Again.] 

Americans are defined as "the free, sovereign, and independent people of the United States". 

Catch that? 

NOT the "free, sovereign and independent people of the United States of America". 

That is because there is no country called the United States of America.  And no National Trust established under that name. 

It's the "United States Declaration of Independence" --- not the "United States of America Declaration of Independence".

Where you start seeing the words "united States of America" is in the original Constitution, called "The Constitution for the united States of America"------ but note, there is a small "u" on the word "united".  It is used as an adjective describing "States of America"---- the actual name of the entity contracting for services from the federal government.

And what was the "States of America"? 

It was a group of states (originally nine out of thirteen) who chose to create an association of "states" outside the already existing perpetual union created by The Articles of Confederation (1781). 

Remember that in legalese, the word "of" means "without" in the sense of "within and without" or "outside of" or "belonging to" in the sense of a possession or attachment.

So "States of America" means "States Without America" or "States Outside of America" or "States Belonging to America"---- but they are not the same as the United States. 

There are the States and there are the "States of States".   There is the within and the without.  There is the land jurisdiction of the geographically defined state referred to as the "Texas State" and there is the "State of Texas" which is a corporation in the business of providing governmental services.

So what are the "united" States of America?  They are businesses providing government services to the people living inside the boundaries of the land mass called "Texas" or "Rhode Island" or "Tennessee" that united in delegating some of their "powers" --that is, services they are responsible for providing--- to a new subcontractor, an entity known as the "federal government". 

Originally, there were only nine out of thirteen, but the advantages  and cost efficiency of banding together to provide for self-defense and with regard to other tasks, eventually won out.

By 1868, these original "State of State" businesses had incorporated under the auspices of the State of Delaware, the only State in the Union to have a Chancery Court and to allow insurance and registration of commercial corporations ----and they formed a new organization---an international commercial corporation calling itself the "United States of America".

The United States of America formed by the "States of_________" was a private, mostly foreign-owned, multi-national corporation operating franchises under names styled as "State of Florida" and "State of Oklahoma" et alia and all these member franchises are in the business of providing government services.

So when you say, "We, the People, of the United States of America"----- what are you talking about?  The only "people" involved in operating the "United States of America" are government employees, and by definition, government employees exist to serve the government----not to be served by it. 

We are treated to the unlikely and ultimately farce-like spectacle of people identifying themselves as government employees---- and at the same time trying to boss the government around.

Do employees boss their employer around?  Since when? 

Can you think of anything more pathetic?  Laughable?  Sad?

The authors of these high-sounding "demands" are most likely angry, half-awake, "stubbed my toe and ran out of coffee" American State Nationals blundering around with all their assumptions about reality intact and not a clue in this world what is actually going on. They don't realize yet that they are "people of the United States" and not "People of the United States of America"---- and they probably haven't even noticed that there is a difference.

But if you want to get beyond the stumbling around and angry stage you have to notice and you have to think.

If you want to act and be recognized as Americans and give orders to the government, you have to say, "We, the People, of the United States" ------the ones who signed The Declaration of Independence, the ones who fought the Revolution, the ones who own the land of the United States, the ones who are owed the United States Trust, the ones who are NOT bound by or parties to any "Constitution" and who owe no duty of "citizenship" at all to any government. 

Because "We, the People of the United States of America" are all government employees, elected officials, their dependents, etc., and they are all British Subjects, all bound and required to serve the government, and they can't order the government around because they work for the government and are dependent on the government and are considered "franchisees" of the government.

Now, isn't that a kick in the pants?   Maybe someone--- you--- should explain all this to these folks?  And while you are at it, tell them that even when and if you choose to reclaim your actual birthright political status as American State Nationals and even when and if you choose to act as one of the "free, sovereign, and independent people of the United States"----it is still true that you catch more flies with honey than you do with vinegar and it is not fair, right, or honorable to be rude and accusatory and unkind toward people who are just as confused as you were before I clued you in. 

So if you feel any shred of thankfulness for the half hour I spent writing all this down for you and your friends, be as kind to the government employees as I have been to you.  Show them some decency and respect and realize that they really are just here to serve you---- once you stop shouting and unwittingly claiming to be one of them.

Postscript to "A Plague of Hopelessly Inept Demands and Declarations" - Judge Anna

I said something that wasn't quite correct in the prior post -- "A Plague of Hopelessly Inept Demands and Declarations"--- because I didn't touch on things that happened after the time period we were discussing when the "United States of America" first reared its head.

I said that there was no country called "United States of America" and no National Trust established under that name, and at the time period we were talking about, that is true---- but circa 1900-1904, that changed.

The Insular States and District of Columbia joined together to form a country called "United States of America", sometimes referred to as "United States of America (Minor)" early last century.

The United States of America (Minor) is populated by United States Citizens who are all British Subjects operating as a democracy.  The Island of Puerto Rico has opted to be a Commonwealth within this union of "American states". 

The United States of America Minor has a land jurisdiction represented by the ten square miles of the District of Columbia and the land holdings of the Insular Island "states" that are part of this separate and foreign country.

It's "citizens" are allowed to roam freely around the fifty American states as "residents" here to provide essential government services.

To serve their "citizens" who are "residents" here they have set up their "State of State" franchises, which are all foreign states with respect to us. 

The "State of Florida" is a corporate franchise of the old United States of America. 

The "STATE OF FLORIDA" is a corporate franchise of the UNITED STATES, INC.,

And all of these so-called "inchoate" corporate franchise "states" are foreign with respect to you and your organic states of the Union.  Literally foreign.

So also are the people functioning as either "United States Citizens" or as "citizens of the United States" ----- all technically foreigners, all either presumed to be federal or "federated state" employees, or federal dependents--- and operating under foreign law and in foreign jurisdictions with respect to you and your actual, factual states of the Union.

So, yes, Virginia---and Ron--- there is now a country called the United States of America (Minor) and it has a seat of government in the District of Columbia which is defined as the "State of New Columbia" for the purposes of the "union" formed by the "American states" that are part of the United States of America (Minor). 

And I trust that the magnitude of the confusion and corruption caused by all this abuse of deceptively similar names is now becoming painfully apparent, along with the outrages and usurpations and disservice we American State Nationals have suffered because of it.

And this somewhat alters some of the presumptions that MIGHT be made with regard to the proliferation of Demands and Declarations that are pouring forth all of a sudden. 

From what I am reading I surmise that most, if not all, of these heartfelt diatribes are coming from disoriented American State Nationals operating under false assumptions of citizenship and being part of the "United States of America"----- but it could be possible that at least some of this is coming from people who truly understand that they are "United States Citizens" living in the inchoate states of the United States of America, Inc.----and who are fed up with it. 

But in either case, it still presents itself as people who have no standing to complain against their employers----just different groups doing the same thing.

Bruce: Welcome everybody who is listening on the call especially our international audience. Good to have everybody on the call. Also Bob, Sue, and Tank, and all who support as Pastor Steven, Robert, Yosef, and others. I am excited. We are highly expectant.

Bruce: Our website is thebigcall.net. We are looking up to making some updates on our site. As far as I can tell this is the last call we will have with the same dial in numbers that you used to get on the call. We will have the new numbers on the landing page of the website. You will be able to track us as we move forward. My plan is to expect the blessing to come anytime now. If we take a couple of weeks or so off from the call to handle what we need to do, I would let you know if that is the case by you tuning in or picking up a prerecorded link or looking for information on the website. We will need time to get situated with our own financial situation. Maybe taking couple weeks off or so before we do a call. Stay tuned for further information on the site.

Bruce: Welcome all listening. We have a group that is usually 6200 to 7000. Then we have a number of replay listeners. In the future we will try to have an online opportunity for the call and then have it available to listen to it anytime. We are taking the call in to a new direction. Working together in a humanitarian way. Some emailed me regarding a new project. Realistically we are not ready how we are going to participate in it yet. Hold back any emails; just keep us in mind moving forward. We will see how that goes and how we are able to make that happen. We do want to network, and use the ideas of the group to do projects we have in common. Ideas we have in common and share those things so you can be part of something greater than if you do it on your own.

Bruce: Where we are and why we are not in the redemption centers? I thought we could be there. What we know and confirmed to us is around 3pm today the Secretary General of the UN made announcement that Iraq did RV their currency. This counts as the international announcement for Iraq. It was done today.

Bruce: In various other parts of the world exchanges have already begun in Europe and Asia. Half a million people have become hydrated around the world. We are in position we are waiting on a few things to finish before we get to go. We had Tier 1, 2, 3, and 4. Tier 3 we thought was completed. It wasn’t truly completed because some other things got added into Tier 3. Tier 3 has bonds, boxes of bonds, SKRS getting liquidated, digital SKR, and a few in person SKR still needed to be complete. Also a number of groups based out of west started in process as early as last Monday. Those groups, 100 groups, have been processing through. Now we only have 6 of the groups left. The theory is once the groups are complete; it will be the turn of Tier 4. That is us. We should have toll free number delivery, appointments set, and everyone off and running. 

Bruce: We thought all the groups were shot gun start. The reason they are not shot gun start, because the exchanges were done were put in platforms considered Tier 3 transactions instead of currency exchanges. A little different and lumped into Tier 3. I understand it for the first time in the perplexity of it yesterday. We are waiting for that complete and start of the release of toll free number. 

Bruce: There might be some getting the numbers. I might be selected and honored to get the release of that information. I understand that is on standby. That is ready to go in the right time. Those who do receive that information are ready to receive it and put it out as anticipated. I am looking forward being part of that. There are a few more sub groups to go. We could be there within a few hours or a day or so. Not a lot longer for us.

Bruce: Tomorrow maybe significant date as far as UN Operational rates being put out. They could be put out or maybe not be seen. The rate change should occur November 1. They typically put out the rate and be effected the first of the month which would be November 1.
On Tuesday call we talked about the Zimbabwe dollar is suppose to be issued Monday. The backing for the ZIM dollar comes from the ZIM bonds we hold. A certain amount of those would be needed to be redeemed for the backing of Zimbabwe new currency. We would need to redeem ZIM bonds before Monday. We could have an active weekend. The ZIM is redeemed first expectant. Those appointments first. They could in 72 hours intake most of the ZIM currency/bonds required for that to take place.

Bruce: Protocol for the actual call in from our toll free number is going to be a two step process. Maybe one central number that goes into a call center. They ask what you calling about. Then you tell them where you located. They are to give you another toll free number to dial within your region. That person would take your information about your appointment in your area. A two step process. First step 10 to 20 seconds to execute. Before you call have a pen and paper ready so you can write down the number you are directed to call. Then you call it and set your appointment. Then you are off and running to the redemption center. There is a certain percentage of the 6800 redemption centers are to just handle ZIM exchange, about one fourth. The others would take in the currencies without ZIM. The ZIM locations would be manned by Abbott Downing. The other redemption centers would have private bankers and Wealth managers that would be there to affect the exchanges for everybody. A combination of things. They would preselect those with ZIM to have early exchange. Be prepared; be flexible as the timing of this when it comes out.

Bruce: Real Intel is the ZIM has hit a rate that we thought could hit a way back. 5 figures now. You do have the ability to negotiate the rate of that currency and other currencies of higher rate if you have humanitarian projects in mind, help with ministry, job provision, and employment. All those things that are important to our country to get this money out in a responsible way for the people who need it. It is about providing and helping others achieve their dreams. We will achieve our dreams and want the rest of the world to have dreams to follow and enjoy rest of their lives as well.

Bruce: The understanding is the protocol may vary a little bit. Basic information is we are very close at the end of the ride. Based on how we line up with the rest of the remaining sub groups, once they are finished we are next to go. See how that plays out.

Bruce: Iraq is done, RV announced in the UN today. They hit the rate they intended to hit. I don’t know trade is higher or not. Iraq and Iran go the same time within 6 cents of each other on their rates is my understanding.

Bruce: All the redemptions are set up and locked down. Communication is limited. We should be at the point of pre celebration.

Bruce: Yosef is here. A surprise. Tell me if there is anything else we can talk about.

Yosef: Redemption centers, we are really close. I just don’t want to screw it up.

Bruce: the redemption centers are ready, fully staffed, and locked down. They have had meetings and memos go out.

Yosef: The process has begun. The whole system for the RV for the United States in terms of the banks, computers, satellite, politics, and military enough is in place. The process is for the lower tiers. Not only we are next, but the train is hurling at us. Our Intel community is on pins and needles for some time but not as much as now. A lot of Intel is floating around how information is to be put out. How they decide to give it to us.

Yosef: The reality of the RV in your life is really on top of us. They announced the Iraqi revalued to the UN. That is huge. Haven’t we been waiting for it for years? We glossed over it like it is a foot note. The reality is the reason they announced it now and so close to October 28 is to flip the rates and post it publicly because it is hurling at us at a fast rate of speed.

Because we have been worn down from the process of waiting nobody believes it is here except us alerted and ready to alert the audience. They are doing a compliance stradegy, one thing happens for the next thing can happen. All those things happen and not happen with certainty so it only moves forward. We get Intel dramatically good Intel. Performance reality we discuss with the ZIM , humanitarian project. All of that is reality no matter what anyone says. That is the reality of the situation.

Tank: ZIM, I don’t think maybe people understand what they are holding are bonds are backing up the new Zimbabwe dollar.

Bruce: The bonds we hold have tremendous value. When we go in the equity created there is backing the new ZIM currency that suppose to go out November 1. It is highly meaningful. They want our bonds redeemed post haste so they can have that backing November 1.

Tank: You can’t release a new form of sovereign before you can pay off your old debt. All the sovereign debt has to be paid off before they could issue new asset.

Bruce: The John Q start could be November 6 – 9. If that is true, it gives us 8 or 9 days to exchange before the John Q public goes in for exchange at normal screen rates, not the privately negotiated rates.

Today The Gateway Pundit’s Jim Hoft allegedly received a message from a woman who had some startling news. It seems like there have been steps taken to prevent people from voting for Trump.

I am a single, Republican mother of two younger kids in small town Illinois. Within my friends, I keep seeing and hearing of all these examples of voter fraud going on right now with Trump supporters.

A friend of mine in South Carolina went in to fill out their ballot, only to find there were no Republican nominees on the ballot showing Democrat, Pacific Green/Progressive, Libertarian (however there were 2 Democrat boxes for Clinton/Kaine).

Two friends of mine in separate areas in Texas had the same issues with their Republican ballot

Then three well-respected people within the same household in my town who mailed in their ballots in favor of Trump went online to make sure their votes were counted – only to find they were not going to be counted because the signatures on the ballot didn’t match those on their letter.

They would have never seen this if they hadn’t gone online to verify!

If this is happening all over the country then we have a serious problem. Granted, the signatures could have been a precaution that was in place to prevent voter fraud but there is no excuse for the ballot with two Hillary options. Isn’t one bad enough?

Another Trump supporter has found her vote going to Clinton. But she wasn’t going to sit back and let that happen. She had heard about people’s votes getting changed so after she cast her ballot, she went back to make sure it was right. When it wasn’t, this is what she did.

She said that she had to get the vote changed back by alerting election officials, who simply told her to vote for a second time.

“I went back the second time and made sure they didn’t change it,” she concluded.

As we reported earlier this week, voters in numerous areas of Texas have made a series of complaints that votes are being switched from Trump to Clinton.

One election official responded by claiming the problems were caused by voters not understanding how to use the machines properly.

Thank you VERY MUCH for important information and your letter.  I have some information for you that would shocked even you.

My letter appeal has other important information that I found…

This is interesting that many of the Russian Orthodox Saints predicted that the Russian Flag of Freedom would be raised by the Russians who reside outside of Russia, and the Russians will support them, and then God will help them to fully release Russia!

The Environmental Protection Agency (EPA) rushed a major water regulation to appease the political ambitions of the White House and environmentalist allies, according to a report by congressional investigators.

Regulators based the “waters of the United States,” or WOTUS, on politics rather than science, according to the report. 

WOTUS expands federal power over bodies of water, including those on private property.

“WOTUS was a doomed rule out of the gate,” Utah Republican Rep. Jason Chaffetz said in a statement.

“The Obama administration prioritized politics over policy by rushing through a legally and scientifically deficient rule,” said Chaffetz, the chairman of the House Committee on Oversight and Government Reform. “This report illustrates the many ways in which the White House and EPA abused their authority to advance one of their top regulatory priorities.”

EPA finalized WOTUS in May 2015. The agency said the WOTUS rule was needed to clear up the Clean Water Act’s jurisdictional uncertainties in the aftermath of two Supreme Court cases on the matter.

Republicans, farmers and industrial groups have called the rule an EPA “power grab” because it extends the agency’s powers to new heights. Environmentalists argued WOTUS is necessary to protect water quality.

But from the beginning, Republicans were pointing to big problems with how the rule was crafted at EPA. The GAO found last year that EPA had violated federal anti-lobbying rules by conducting a massive social media campaign with environmentalists to promote WOTUS.

Chaffetz’s staff found high-level White House staffers “assured environmentalist groups the Administration would quickly finalize the WOTUS rule” and that “caused the career staff involved in developing the rule to feel pressure to meet accelerated timelines, which caused deficiencies in the regulatory process.”

“The Administration’s insistence on adhering to a specific timeline resulted in cut corners and bypassed regulatory protocols. This rule making demonstrates how an ideological policy agenda can override regulatory safeguards put in place by Congress,” the committee’s report found.

The report also claims EPA sidelined the Army Corps of Engineers throughout the rule making process, and top administration officials restricted Corps communications with EPA over WOTUS.

Congressional investigators also found EPA ignored conducting a full analysis on how WOTUS would impact small businesses, as required by federal law.  

EPA also published its draft rule before the scientific study under girding the justification for WOTUS was even published, “which creates the appearance that EPA’s policy decisions were foregone conclusions,” committee staffers wrote.

More troubling is Corps officials made “last minute” to an environmental review that “changed the dynamics” of how WOTUS was being evaluated by the government. 

These changes “EPA’s jurisdiction over certain wetlands and water bodies” and allowed the rule to circumvent a full environmental review as required by law.

When one Corps regulator recommended WOTUS go through a more thorough review, “he was removed from his duties on WOTUS, and replaced by someone who had no previous experience on WOTUS,” Congress found.

WOTUS, however, may never become federal law. The rule is currently being held up in federal court after dozens of states and industry groups sued to have it struck down.
