Basra's Next Battle: Defeating Corruption and Bureaucracy

As Iraqi troops continue to fight the Islamic State of Iraq and the Levant in Fallujah and Ramadi, a different kind of battle is brewing 350 miles to the southeast, one that could prove just as decisive for Iraq's future. In Basra this year, the province has more cause for more hope than in previous years. Here's why.

The dawn of strategy
At the end of 2012, Colin Freeman reported a story in The Telegraph that made for depressing reading: Britain was closing its consulate in Basra, just as the province was experiencing a surge in foreign investment from all over the world.

Last month I spoke to a former British diplomat and asked him why this was, and he remarked that security costs- around £6m per year, were the equivalent to several embassies. But that wasn't the only thing keeping the British away.

Another factor that has often deterred foreign investors is of course bureaucracy and the difficulty of getting your business on the ground because of Iraq's fondness for red tape. Discouraging contractual terms offered to investors have put a stop to many potential ventures, as someone with years of experience in the country recently told me, "Iraq is good at killing the goose before it lays the golden eggs."

But things might be about to change. Last week, Freeman published another story in The Telegraph reporting that Basra governor Nasrawi had hired the British firm Aegis Defence Services to institutionalise the latest counter-terrorism practices for the province.

Iraq EITI Report - Initial Assessment

For the third year in a row the National Secretariat of the Iraqi Extractive Industry Transparency Initiative (IEITI) has succeeded in releasing its annual report on time.

This year Report exhibits significant improvement in the quality and contents of its coverage reflecting a learning curve by all involved in the preparation process. In addition to providing the reconciliation of oil export revenues, the current Report provides more data and information on many other important new items.

Nevertheless, a good deal of repetition and similar flaws and shortcomings are recurring despite the fact the report has a new international "Reconciler". Some important revenue items with significant amounts are still missing, and thus undermine the quality and overall assessment of the Report.

Generally, while the IEITI Report is much better than the previous two annual reports there is a lot to be done and should have been done properly, professionally and comprehensively.

This brief initial assessment begins with providing technical and background notes on the methodology and process of preparing the report with particular reference to the previous contribution of this author on the last two IEITI Reports for 2009 and 2011.

KRG Confirms Oil Export through Ceyhan

The KRG Ministry of Natural Resources (MNR) gives public notice of the commencement of the sale of its first shipment of crude oil exported via Kurdistan Region's new pipeline through Turkey to the Port of Ceyhan (pictured).

MNR anticipates the sale of the first parcel of two million barrels of exported crude oil to occur at the end of January 2014. Thereafter, monthly parcels will increase to 4 million barrels by the end of February and 6 million by the end of March, then steadily stepping up to 10-12 million barrels for the month of December 2014.

Suspension of the Government of the united states of America. On December 20 1860 the congressmen of the southern States of America walked out of congress in session because they did not agree with the policies of the northern States had forced on them. This action caused a State of Emergency, which suspended the Republic of the united States of America and therefore suspended the constitution and its government. Over 150 years since that time America has been without a government, however, through contract the Republic was placed under (understand-standing under) a foreign operated private corporation called UNITED STATES (U.S.)

History of Current Contract. On March 9, 1933, due to impending bankruptcy the UNITED STATES made a “New Deal” with the US Citizens (not the Sovereign People of America) entitles, Senate Document No. 43 73rd Congress, 1st Session herein “contract.” The contract stated, “It (Federal reserve notes Bills and Bonds, etc) will represent a mortgage on all the homes and other property of all the people in the Nation.” As a result, legal title of all property was turned over to the State as evidenced by the statement in the contract “The ownership of all property is in the State.” In order to account for the monetary increases gained by the use of the people’s property and production, the UNITED STATES created artificial entities termed “Persons,” for each of the people, using the people’s own names written in all capital letters. For example, John Doe the man would have a Person entitled “JOHN DOE” a derivative of the God-Given name. A artificial entity called a CESTUI QUE TRUST, entitled JOHN DOE, an image of John: Doe, to conduct commercial business and to interface with other legal fictions in regard to contracts transactions, negotiations and judgments.

The following are legal persons and artificial entities called private “foreign” corporations: UNITED NATIONS (U.N.), INTERNATIONAL MONETARY FUND (IMF), FEDERAL RESERVE BANK (FRB) and sub-corporations, UNITED STATES (U.S.) and its sub-corporations including the “STATE OF” ILLINOIS and the other 49 “STATES OF,” and all their COUNTIES, MUNICIPALITIES and other sub-corporations, and all other registered corporations on planet earth. Defined pursuant to “Contract” all are “Trustees” for the Beneficiary.

TRUST defined: A legal entity created by a grantor for the benefit of designated beneficiaries under the laws of the state and the valid trust instrument. The trustee holds a fiduciary responsibility to manage the trust's corpus assets and income for the economic benefit of all of the beneficiaries. A confidence reposed in one person, who is termed trustee, for the benefit of another, who is called the cestui que trust, respecting property which is held by the trustee for the benefit of the cestui que trust. State ex reI. Wirt v. Superior Court for Spokane County, 10 Wash.2d 362, 116 P.2d 752, 755. Any arrangement whereby property is transferred with intention that it be administered by trustee for another's benefit. A south Georgia bank director accused of losing millions of investor dollars before vanishing is set to appear in court.
The U.S. attorney's office in Savannah says 47-year-old Aubrey Lee Price is due to appear before a federal judge in Brunswick on Thursday. Price was arrested Tuesday during a traffic stop on Interstate 95 in Brunswick.
Price had disappeared in June 2012 after sending a rambling letter to his family and acquaintances saying he had lost millions of investment dollars and planned to kill himself.
A Florida judge declared him dead about a year ago. But the FBI had said it didn't believe Price was dead and continued to search for him.
Prosecutors say Price raised $40 million from his bank and 115 investors, and lost much of the money.

$1T spending bill nears unveiling

Congress is set to unveil a giant spending bill next week that staff for appropriators have been preparing on a near daily basis throughout the holiday break.
Aides say progress on the $1 trillion, 12-part omnibus legislation has been better than expected at the subcommittee level, and that their goal remains to pass the bill through both chambers by Jan. 16 to prevent a government shutdown.
The secretive process has members anticipating rushed votes when they return next week, as congressional leaders race the clock.
It’s unclear whether top leaders of the House and Senate spending panels will return to Washington to negotiate final details of the deal before Monday. Aides say that decision depends on how much progress staff can make.  
One House aide said that some obstacles remain on both funding levels for specific projects, and one some of the dozens of policy riders that have been proposed during the course of 2013.  
Still, the aide struck an optimistic note, saying talks are “going better at this point than many predicted.”
The bill is being developed according to the $1.012 trillion top-line spending cap in the budget agreement forged by Rep. Paul Ryan (R-Wis.) and Sen. Patty Murray (D-Wash.) and signed into law by President Obama last week. 
Sixty-two House Republicans voted against the budget largely because it exceeded the $967 billion spending cap already on the books for fiscal 2014.  
Republican Study Committee Chairman Steve Scalise (R-La.), one of the no votes, told The Hill this week that he could be open to voting for the omnibus if some key policy provisions are included, such as limits on ObamaCare’s implementation.
But he acknowledged that his impression from appropriators is they will not risk a new showdown over ObamaCare, which triggered a 16-day government shutdown in October.
To get his vote, Scalise argued that at the very least, Appropriations Chairman Hal Rogers (R-Ky.) must score wins on energy, defense and homeland security spending provisions.
The House approved Energy and Water, Defense and Homeland Security appropriations bills this summer with numerous amendments, while the full Senate did not vote on companion bills. 
“We passed a few appropriations bills and we put some policy riders that reflect conservative principles,” Scalise said.
He said a final bill at a minimum should reflect GOP policy riders that scale back funding for wasteful green energy programs favored by the Obama administration. Examples of floor amendments include ending funding for green energy advertising and limiting federal agency procurement of alternative fuels.
Energy riders could have a good shot given Rogers' keen interest in helping the coal industry. 
Scalise said conservatives will push leaders to allow floor amendments on the omnibus, something that could make completing the bill in just over a week problematic.
Rep. Mick Mulvaney (R-S.C.), who has made fiscal matters his signature issue, said he expected conservatives to offer an amendment to bring the top-line number down to $967 billion.
Another amendment, he said, would trim spending by 1 percent across the board. He said he would push for a House rule that would cover votes on those issues.
Mulvaney was less optimistic about getting policy riders on the omnibus.
He said GOP leaders appear ready to rely on Democrats to pass the omnibus, and as a result won’t feel the need to push policy riders.
“We were told in no uncertain terms that they would not be coming to us for votes,” he said. “Part of the deal with Democrats also included their support on appropriations.”
He said that “personally it would be difficult to support” any omnibus at a spending level higher than $967 billion, regardless of policy riders.

A gun from the failed U.S. operation known as "Fast and Furious" turned up at the scene of a shootout between Mexican authorities and alleged cartel gunmen last month, according to CNN.
U.S. officials told CNN at least one AK-47-style gun that could be traced back to the failed gun-walking scheme was found at the scene.
The shootout on Dec. 18 left five alleged cartel members dead in Puerto Penasco, a popular tourist site in Mexico.
The now-defunct Fast and Furious program began in 2009 and was run by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Agents allowed low-level weapons purchasers to cross the Mexican border in an attempt to expose trafficking routes used by Mexican cartels. But the agency ultimately lost track of some weapons, including two found at the scene of the killing of a border patrol agent in 2010.
The ATF acknowledged that weapons from the operation would likely continue to turn up at crime scenes.
“ATF has accepted responsibility for the mistakes made in the Fast and Furious investigation and at the attorney general's direction we have taken appropriate and decisive action to ensure that these errors will not be repeated,” the bureau said in a statement to CNN.
"And we acknowledge that, regrettably, firearms related to the Fast and Furious investigation will likely continue to be recovered at future crime scenes," it added.
House Oversight Chairman Darrell Issa (R-Calif.) and Sen. Chuck Grassley (R-Iowa) led the congressional investigation into the program.
Grassley, in a statement to CNN, expressed regret that no one in the administration had yet been held accountable.
“Unfortunately, guns from Fast and Furious will be found in operations like this for years to come," he said.

LONDON, Dec 31 (Reuters) – Iraq’s Kurdish region has started exports of heavy crude to world markets, traders and industry sources said, a further step to wrestle more control of its lucrative oil sector from the central government in Baghdad.
Trucked through Turkey to a waiting tanker, the sale of Shaikan crude comes just ahead of planned exports of light crude Taq Taq via a new pipeline.
The Kurdish Regional Government (KRG) began selling its oil independently of Baghdad in 2012, first with very light oil condensate, followed by Taq Taq, produced by London-listed oil company Genel.
These exports enraged Baghdad, which considers them smuggling as selling oil falls is handled by under the purview of Iraq’s State Oil Marketing Organization (SOMO).
Talks are underway between Iraq and the Kurds to find an agreement over oil exports and revenue sharing, after Arbil and Ankara signed a multi-billion dollar energy package at the end of November, including gas pipelines and exploration deals. Iraq’s oil minister said Baghdad would retain control over the oil revenues.
But despite Baghdad’s threats of legal action against potential buyers over the last year, the KRG has moved ahead with exporting Shaikan, the first international exports for AIM-listed Gulf Keystone in Kurdistan.
Trading company Powertrans, an intermediary used by the KRG to export its oil from Turkey, has sold a 30,000 tonne cargo of Shaikan loading Jan 6-10, trading sources familiar with the matter said.
The cargo will load at the Delta Rubis terminal at Dortyol on Turkey’s bay of Iskenderun, one of the sources said.
Details of the ultimate buyer were unclear as a trader was re-offering the grade.
The Shaikan oilfield is operated by Gulf Keystone, with Hungarian MOL holding a 20 percent interest. Commercial production began in July 2013 with an initial capacity of 10,000 barrels per day (bpd) and output is expected to reach 40,000 bpd in early 2014.
Gulf Keystone was not immediately able to provide a comment to Reuters after several enquiries.
Taq Taq crude is being tested in a newly completed pipeline that links Kurdish oilfields to the Turkish border and then into an existing pipeline already exporting Kirkuk crude for state marketer SOMO to the port of Ceyhan.
The oil successfully reached the Turkish port of Ceyhan for the first time last week.

Later, when the nurses were going through his meagre possessions, They found this poem. Its quality and content so impressed the staff that copies were made and distributed to every nurse in the hospital. 

One nurse took her copy to Mel bourne . The old man's sole bequest to posterity has since appeared in the Christmas editions of magazines around the country and appearing in mags for Mental Health. A slide presentation has also been made based on his simple, but eloquent, poem.

I'm now an old man . . . . . . .. and nature is cruel. 
It's jest to make old age ... . . . . . . look like a fool. 
The body, it crumbles .. . . grace and vigour, depart. 
There is now a stone .. . . where I once had a heart. 

But inside this old carcass . A young man still dwells, 
And now and again . . . . . my battered heart swells 
I remember the joys . . ... . . .. I remember the pain. 
And I'm loving and living . .. . . . . . life over again. 

I think of the years, all too few . . .... gone too fast. 
And accept the stark fact . . . that nothing can last. 
So open your eyes, people ... . .. . . . . open and see. 
Not a cranky old man .. 
Look closer ... . . .. see . .. . . ..... . ME!!
