8-27-14 Mnt. Goat: Hi Everyone. I come to you today to
give you a recent update on the election process and how this relates towards
the international rollout of the IQD for Iraq.
Note: If you have not read my previous news letter from
Tuesday 8/26 (LINK), I encourage you to first read it. Today's news letter, as
in all my news letters, is a continuation of the ongoing saga of the IQD RV
process.
To truly understand the benefit of what I bring you in my
news letters it is helpful to simply read all of them. (LINK to the Mnt Goat Category at Recaps.) It
is truly an ongoing saga, a story for Iraq and history being written rite
before our eyes.
Some of you may read today’s news letter and think it is
full of wordy, long, trivial news. You may even put it down after reading this
introduction. I bring you this news so you can get a sense of what is truly
happening in Iraq. I read hundreds of articles, quote, paraphrase them and sort
them out and bring you the essentials. I take countless hours out of my family
life to do so. Why do I do this?
Going back to the 2010 Iraq election and then listening
to these intel calls over the years I began to realize that the western “intel”
gathers have for some reason a very difficult time
getting a handle around what is truly happening in Iraq. They take tidbits of
information and all they want to do is relate it to a timing of the RV or a
rate. Every piece of news is about the RV or the global reset.
Really? Thre is little common sense applied. It’s all
about a date and a rate and when are we going to the bank. Really? Many just bring people to their site
to get the clicks so they can get paid by the pop ups and advertisements; or
maybe for them it’s about making more money selling currency and being part of
the millions made off reserves; or maybe it’s about joining a group so they get
a commission off the rate; or writing a book and selling T-shirts. Really?
They truly care little about the Iraq people or the
political process.
I have witnessed all this and it made me sick and tired.
I could simply not stand to read or listen to any more of this hype. So years
ago I decided to write my own news letter. It is not always 100% accurate, I
admit it. This is so dynamic and it moves very quickly.
But I try.
I get accused of being someone I am not. Impersonating a
German woman.
Really? Tell that to my husband.....lol...I have
explained countless times who I am and who is representing me in the USA. This
was done to provide me the necessary anonymity and privacy for my family. Can
you blame me? Do you see all the nut cases out there in this investment?
The IP address is traced of my USA contact. Is this an
invasion of his privacy? Why? I want no part of these people. They are crazy
people with no respect for me or for the news I bring. I only want to be left
alone to be able to bring you the truth as I know it. No hype, just facts. Take
it or leave it.
If you are truly concerned about when this RV is going to
happen then you should take the time to learn about the Iraq political process
and the people. Remember they are sensitive people too and have families and
feelings just like you. They desire peace, good food, clean water, nice homes
and many of the luxuries we seek. They are no different than us.
It is the bullies (the dictators and terrorists) that
organize and brainwash the young to go along with their evil plots. They
manipulate the masses with guns and explosives to get what they want. They seem
to portray a sense of protest against the powers-to-be (PTB) but they too are
not unlike them. It is always a power struggle. Having power is having enormous
wealth. This new thinking, this terrorist thinking however does not want to
play the political game, instead they want to use brutal force to take what
they want and disregard anyone who gets in their way. They kill innocent news
reporters and children. They claim to do it all in the name of god? Who is
their god that would condone innocents to be slaughtered? So we can see it is
all but a front. You can't justify love with hatred. So it's the same old story
with ISIS throughout history and it never changes. Yes – these dark forces are
among us and we must be constantly vigilant.
Is it not now time to make a difference and change the world?
Are we not now tired of this constant violence? Just imagine the peace and
beauty of civilization and of this planet if we could just all learn to live in
peace and harmony. This truly could be a paradise. It is possible but enough of
us "good" people must get involved and demand it.
If you take the time and have the patience, I promise you
that you too will be able to see the coming end results in Iraq yourself and
see that the RV is nothing but a by-product of these ongoing efforts. Yes – you
will be rich.
Remember the democratic process was all but essentially
dismantled under Maliki. He mostly ignored the constitution when he wanted to.
Instead of working with his opponents he eliminated them.
His ministries were a mess and the corruption was ramped.
So putting this new government back together is an
enormous effort. It can be done and will be done and Abadi is making great
strides and they are moving at lightning speed. You may not like their
timelines and get disgusted because you have been disappointed so many times in
the past by listening to all the hype from these “intel” calls. You think it’s
a game and you have been convinced it should have RV’d already.
Today’s News
Today is Wednesday 08/27 and still no formal announcement
of the fully formed and seated government of Iraq. We were promised just Monday
today is the day. So why no announcement?
As I have said many times this entire election process is
very dynamic. It requires support from all the blocs. Unlike the Maliki
administration, which was one of exclusion and favoritism, this new government
is about inclusion and qualification to get a position in the government.
I have to tell you it has been a struggle to get the
government completed even for the progress they have made so far. I have tried
over the last couple weeks to show you the news as to what was delaying the
announcement and formation of their government.
We have seen the main reasons as – non-cooperation from
the State Law coalition and some blocs from the National Alliance (mainly Shia
driven sector) and the lack of trust in the new government by the Kurds
(Kurdistan gov’t). This is why they kept postponing the date of the
announcement. There were still positions not filled and they need the
candidates to be presented. They are trying to be all inclusive and fair.
Yesterday we witnessed this final deadlock had ended.
Most did not even know there was a deadlock…did you? This deadlock was brought on by the bombing
and killing of worshipers in the Musab bin Omair Mosque in Diyala province.
These people are now required justice and they want this new government to
prove that it will provide this to them.
Again a matter of trust.
So this is the news that came out yesterday - Announced a
coalition of national forces, to end the boycott to negotiate with the National
Alliance regarding the formation of the new Federal Government, after the
announcement of the results of investigations into the killing of worshipers
Musab bin Omair Mosque in Diyala province.
The MP said the coalition Khaled Mafraji in a statement
to "Khandan"
that "after obtaining the murders of worshipers in a
mosque Musab bin Omair Diyala, the Alliance decided to freeze Tfaaudhath
national forces within the National Alliance until we know the results of
investigation of crime."
He Mafraji said that "the results of the
investigation emerged was announced the involvement of a group of committing the
crime,"
explaining that "the national forces decided today
to end the boycott and return to negotiate with the National Alliance to form a
new government."
Tuesday 8/26, MP of the state of law coalition, Abbas
al-Bayati said that Abadi received the names of the candidates from the
political blocs.
Abadi then confirmed in a press conference that he will
be able to provide the new government before the end of the constitutional
period, which ends on 9/9 the end of the constitutional deadline.
There we have it, a new target given to us by the prime
minister. We also now know the reason
for the delay since it has surfaced in the news. They are now moving forward once again. Let’s
hope there are no more delays.
This leaves them 13 days to review qualifications and
select candidates. I believe they do not need to take this much time and so I
would guess we can expect some announcement probably next week, maybe on 9/2 or
9/3. Again this is my guess from what I know.
Decentralization of Gov’t
So the “big” news now is all about the decentralization
of the Iraq Federal government.
Essentially it is giving more power to the provinces. If
you have been reading my news letters all along you must remember the news I
have been including much about this desire and necessity all along. I have
explained why this is so important to the formation of this new government. I
will now address this topic in more detail.
This is an effort in the making and totally supported by
the west and Europe. It is a good thing for Iraq and it does fall within the
framework of their constitution (ref: Provincial Council) and should have been
addressed a long time ago. Maliki of course never wanted to give up this power
to the provinces and skated around the issue anytime it was brought up again in
parliament. This part of the constitution was never implemented. It simply
never went anywhere.
However, Dr Allawi and associates have been working
tirelessly in the background for years to make this a reality and just now we
are beginning to see the seeds they planted take root.
Did you ever wonder why it took so long for Allawi to be
appointed a deputy of parliament? He was skeptical at first of the new
government, and like everyone else he needed proof of its legitimacy and
honesty.
He is now onboard and I personally believe his job as
deputy will be to manage this new council called the “Federation Council” or as
the constitution refers to it as the “Provincial Council”. Why they changed the name I have no clue.
Remember the “Federation Council”? I first mentioned this
way back in January of 2013 in many of my news letters.
This is the constitutional foundation for the
decentralization effort.
It is modeled much like in the USA as they have states
within the Federal government. Each state has limited autonomy. So too each
providence in Iraq will have limited autonomy. With the advent of the Islamic
militant attacks, and the recent attacks in Anbar by the former Maliki
government on the citizens, as well as the recent bombings in the mosques, it
is even yet more apparent for everyone to now see the need to address this
issue and begin the process to fully implement this new council as soon as possible. This is what the new
Iraq government is now doing.
Why do I feel this effort is now being supported by the
new government (when it was not supported by the Maliki government)?
So yesterday the speaker of the house Jubouri said during
a press conference with the heads of provincial councils in the parliament
building, that "the provincial
councils are the cornerstone of democracy-building and according to the
constitution and on this basis should be given a lot of powers," adding
that "the Council House legislation would be binding laws and distribution
of imports and natural resources to the provinces and the Federation Council
adoption of the law and speed up the approval of the general budget.
It is noteworthy that the second amendment to Law No. 21
of 2008, recently passed by the Iraqi Council of Representatives, addresses the
overlap between the powers of the local governments and the central government,
and gives legislative powers and control very wide to the provinces, and gives
the provinces half revenues border crossings, also provides for the provinces
of oil-producing five dollars instead of one dollar for every barrel of oil
produced.
How will this benefit the provinces?
Do you realize just how amazing this news was yesterday?
We have been waiting for this news for many years now. By increasing the oil
revenue shares they essentially killed 2 birds with one stone 1) part of the
HCL implementation 2) funding the Federation Council efforts (Provincial
Council).
Why do I mention all this and what is the significance to
the revaluation of the currency?
Can’t you see how this is going to make Iraq yet a safer
place to live? The six main provinces will have representation now in the
government too, if fact they will be reviewing each law for its relevancy as
written by the GOI prior to it being forwarded to parliament. They will have
veto power. Wow!
For the first time ever the provinces will have a direct
impact in the government. As part of this decentralization effort they will
also have their own national guard funded by the oil revenues. This will be
used to protect themselves against any government tyranny or terrorist
attempts. They will have swat teams that will investigate immediate threats and
not rely on delayed reactions from the federal government, which has been the
lack of prevention of many of these bombings in the past years.
This means self-protection and self-preservation at the
provincial level but these guard units too can be called upon to join and
assist the Federal Army in case of a national emergency. So can you also see
that in the Federal Army you will also get a mix of population instead of it
being one sided. Did I mention the Pershmerga forces from Kurdistan? These
forces too will be included in the national forces to fight alongside the
Federal Army and protect Iraq as a whole. This is all something that was
planned for years ago and should have already been implemented. But we all know
why it wasn’t.
This is some of the news that come out this week:
Abadi said in his first news conference after the
assignment in the formation of the government "to assure that the weapon
must remain in state hands, there is no place for any armed group, whether
militias or clans or popularly crowd".
Abadi, expressed optimism about the formation of a
government gathered most of the currents of political actors, and is working to
contain the sectarian tensions and addressing the gunmen.
In a televised interview al-Abadi was quoted, who enjoys
the support of regional and Western, as saying on Monday that talks on forming
a government "constructive," and predicted "clearer vision"
on a unified program to form a power-sharing government can contain sectarian
tensions and to address Qaeda fighters "Islamic state" who controlled
large areas of northern and western Iraq.
This is also part of the formation of the new government!
(When we talk about the requirements of a fully formed government).
I do not think they will make any announcement of a fully
formed, functional government without fully implementing the “Federation
Council”. I do not believe we will have to wait until all these new initiatives
and programs are fully implemented. We must however see the acceptance and
implementation of this new council as part of the government. It will be
included in the formal announcement when we finally get it from Abadi.
More House Cleaning
In previous news letters I mentioned that Abadi is going
through each ministry and fine tuning the department. He has essentially
eliminated or combined many of the ministries. He got rid of the “fluff” and
positions of favoritism that they have gotten used to. Today they are telling
us more in the news about this continued effort.
For the first time ever all outgoing ministries must
prepare mission statements and ministerial portfolios and present these to the
head of the new government and to the new appointed ministers, as they are
ending their term as minister. This information contains full
details and should paint an accurate, clear picture of
the work of the ministry to the new minister and make him/her fully aware of
all the aspects and obstacles to continue the functions of the ministry
entrusted to him.
Also included in the details of this file include the
number of employees in the ministry and the number of its departments and
formations with its organizational structure and administrative. In addition it
will include the tasks undertaken by the ministry such as projects on the books
and ratios completed and commissioned with future projects and full details on
stalled projects and the causes, pointing out that the details will go down to
the nitty gritty of even including to the extent of the number of telephones
within the ministries and other media organizations and agencies that deal with
the ministry, adding that this technique depends scientific sober for the first
time in the government.
This is what I call transition stuff. It is organization,
management and leadership pure and simple. Gotta Luv It! This is the kind of stuff we have been long
waiting for. This is normal practices in a government but it must be initiated
by the leadership team. It is about time. It is all very good and demonstrates
to us once again the trust level in that this new government has what it takes to
turn this county around.
Summary
So today’s news is still good news but not what we
expected to hear.
What can we expect next?
So we now wait and see if they live up to completing the
government by the required constitutional timeline. We have seen in this news
letter and other recent news letters the reasons for the hold ups and the
delays.
We now have a new target of Sept 9th. I personally do not believe they will take to
this outer target date since they have been really close up to now. Why else
would they give us two past dates for an announcement if they were not that
close already?
We can expect the effort to bring Nori Al-Maliki and his
son to trial to pick up pace and I believe just as soon as the government is
announced and he loses immunity, he and his goons will be indicted.
I believe the government is very much all but done and
seated. All they need is to fine tune it and complete it so they can announce
it
to the world. I have shown you some of this fine tuning or house
cleaning.
In the recent past weeks they have had difficulties
getting the blocs to submit good candidates for the ministry positions. We have
seen article after article on this topic where Abadi has come out and stated
the criteria for candidates must be met or they will be rejected. I believe
they now will find a decent line up of ministers.
Then when can we expect the RV?
All I will say is what I have been saying all along we
wait for a formal (global) announcement to the public that the Iraq government
is now fully formed. Many of you asked me if a formal, public announcement is
necessary and the answer is a big fat YES.
I do wholeheartedly believe that the RV rollout will be
completed just prior to or just after this announcement.
I want to emphasize once again this final announcement of
the IQD going international will not happen until the USA feels the Iraq
government is stable, non-sectarian and is a functional government.
This is has been the plan all along. They may have
wavered a bit on how the plan was implemented but the overall plan guidelines
have not changed.

launched by leading emerging nations, has stolen the G20’s thunder.
But it won’t pose a real challenge to US dominance of

Friend....He gave me a QUICK Update from Iraq. He was told Abadi made the GOI
Announcement Today (he didn't have any more Details & Didn't have a lot of
time)!!
He DID SAY people were "PARTYING UP" Now for
you NON-BELIEVERS!! Don't ask for ANYMORE PROOF because there is none I can

The goat means well but she is still is missing the point. The ptb remember them? They not only control Obama's strings but the rest of the leaders in every country. These psychopaths want world domination and are using muslim extremists in the Middle East to do their bidding. It doesen't make a bit of difference who is the PM in Iraq, for he like Maliki is and will continue be used as puppet by the cabal. There will be no RV anytme soon unless these maniacs are brought to their knees. The only way it will come to fruition would be by the hand of God. The TNT group are waiting for the dark hearted individuals to provide wealth for dinarians. That is like trusting satan to help the needy. This waiting game will go on until the results of the next false flag attempt. This has always been a spiritual battle, good against evil. You either step up to the plate and accept the challenge or you keep trusting darkness. The Twitter campaign ruffled a few feathers back in 2013 when it got the attention of those who exchanged their currency for USD illegally. They will continue to get away with what we allow them to continue to get away with unless "We The People" start saying enough is enough and expose these criminals. Oh... but we shouldn't, no, that will just upset the apple cart. When the apples are gone, does it make a difference? If nothing is done soon, these delays will continue to go on, and by this time next year, if we still live in a semi free society, will be asking the same dumb question. What happened to the RV?
