symposium for security sector reform and governance in Iraq, organized by the
United Nations Development Programme in partnership with the National Security

This is the beginning of the death sentence for Maliki internationally.
He can't stay in Iraq or he will be prosecuted. He can't just leave and go anywhere he wants because the countries that he would not mind living in are the very same countries that have signed the protocol to turn over internationally charged criminals.
He must go in seclusion to a country that will safe harbor and protect him and that has not signed the international protocol requiring a country to turn over a criminal charged with genocide or international crimes.

Iraq is being pressured by the UN and will sign this
protocol right after the new government is in place.
