On Iraq TV is that Iraq is going to make the 2015 budget announcement at the 11th hour of Dec 25 effective immediately       (our tonight?  is it 11:00 day or 11:00 pm?)   COULD GO BEFORE but our banks are closed until Friday morning, period.   Remember, the USA has reserved the right to exchange the currency at their discretion..... 

The RV was in the 2014 budget anyway.  So the RV has been being stretched out to that time of the announcement of the 2015 budget.  ( the RV'd rate is in that budget )
