OAKIE is referring to the delay is being caused by the tying in of the RV to the PPs, CMKX, etc. and will be released very soon. Apparently from what I gather the negotiations on the budget are due to the new financial system which is now imminent and the Corp. of the USA having to bow the knee. Here are some more extracts:

There is currently a seismic and greatly disproportionate shift away from the USD as the future capitalization tool of the reserve banks around the world.
