Lew was ready to implement the transfer of funds until treasonous Department of Homeland Security Secretary Michael Chertoff used the UN-Constitutional Patriot Act to stop the transfer of funds that would have returned $1.5 TRILLION back to the U.S. Treasury and $4.5 TRILLION back to the world economy.
