Something odd about this 'eyewitness video' ... can you spot it?!
Notice what she says...
Quote:  "that was supposed to be pretty close, but he wasn't supposed to run in.."
SHE SAYS IT THREE TIMES!!

I went ahead and did the legwork to piece together the whole shot.. .indeed.. the barrier appears across the whole street AFTER the cops hits the center of the road ..
LIKE MAGIC... a new barrier appears... this time across the whole road... like harry potter waving a wand, it happens in a MILLISECOND of this 'unedited' video.

There is evidence for and against this video.

For: You do see the center barriers coming up on the double take of the police car
You see the back of the police car go up, as if it hit something
The Crash sound

Against: If a Police car was coming down the road at that speed, the cyclist and the warden, wouldn't be talking to each other, instead they'd be watching the car
It only looked like 2 people were helping
The Camera person didn't rush in to help, therefore creating footage
The Camera person was talking, as if it were stage directions, although she was saying them very fast
The Camera person did a double take on the police car, as if she was avoiding to capture something

If you look a little closer right after the crash then you will see 2 white rectangles on the left which looks just like paint.
Then when the signs are up you can see that there are slots in the pavement for them to drop into, which those 2 did.
