Baghdad : the Kurds are demanding the adoption of the budget and the postponement of the differences until after the elections
BAGHDAD - Omar Star   Tuesday, February 11th, 2014

Ruled out mass « Kurdistan Alliance » yesterday to pass the budget in parliament , and confirmed its continued negotiations with the government to reach « compromise solutions » , suggested the postponement of the differences in the search for oil exports from the Kurdistan region until after the elections .

, It announced a mass « rule of law» , led by Prime Minister Nuri al-Maliki , the Kurds approval to participate in the first reading of the budget bill .

The Cabinet last month approved a budget bill ( 150 billion dollars) , and send it to parliament , amid strong objections from MPs and ministers Kurds .

He ruled deputy « Kurdistan Alliance » Mahma Khalil « majority to pass the budget , as happened in last year's budget because it will enter the country in the big problems that do not serve any party prepares for elections » . He added that « the budget related to Bakot citizens can not make it disputable political outbidding and so we are trying to be passed without any change in the share of the province and leave the discussion of punitive paragraphs until after the elections » .

aggiedad77:  FAMILY.....this article is HUGE in my opinion.......this speaks so loudly to how bad the Kurds need to have this budget passed....remember the articles today that spoke of their people not receiving salaries for January.....and now it being admitted they will also not get salaries for February......the Fed government....maybe Maliki specifically is putting a serious squeeze on them.....and it is one they cannot allow to continue.....their people are their best asset......

the Kurdish government cannot afford to allow this to continue to happen to their people.....thus they are willing to accept the budget today and deal with the punitive actions that are in the budget aimed at them when the government gets seated.......this is maybe not the best way to make things happen....but I believe it will be good.....

they seem most anxious now all of a sudden to get this ball moving.....also.....I believe this kind of attitude will get the budget put back on the agenda for tomorrow......which is only a few hours away for them now.

Now for the Monday afternoon news summaries:

"Greater Kurdistan" in a historical and geographical atlas

The Kurds of today reside primarily in the Kurdistan area of Iraq as well as in adjacent areas of Iran, Syria, and Turkey....they are the largest nation without a state in the world. Their land possessions have not always been as small as they appear today....they have been constantly divided and given away to other countries over the centuries. At one time their land stretched from the Mediterranean Sea, to the Black Sea, to the Caspian Sea.....quite a bit of real estate.

EU and Afghanistan sign deal on WTO accession

After this announcement I would imagine that the Iraqi's are riled up....why them and not us.....remember this is a process....and the WTO has come after Iraq....their time will come....soon.

Finance Minister discusses with chairman of Ernst and Young company ways to develop banking sector

Notice this is the interim Finance Minister......ready to make a name for himself....the chairman of E&Y touched on ways to keep up with banking developments....and how to use E&Y from a consultant standpoint.

Financial Kurdistan: We will not be late in the day the distribution of salaries of employees in the event of the sums paid Baghdad

The Finance Minister to the Kurdistan says.....we will not be late on payment of salaries as long as Baghdad isn't late in paying Kurdistan what is owed to them.....he goes on to add that Kurdistan's share of the budget should be 17%....but after Baghdad deductions....what is left is 11%....sounds like they have a common problem shared throughout the world...more month than money. He also makes a statement that comes as a total surprise to me....that this is not just limited to Kurdistan but a problem throughout Iraq.....IMO....I find that hard to believe....that the other provinces and areas aren't screaming their heads off to Baghdad to get their employees and citizens paid.

Parliamentary Finance: Reading in the budget session of parliament for tomorrow

NOW....here is some interesting news for today......at last....we already have read where the budget is supposed to be on the agenda in Parliament tomorrow....stop yawning......it gets better....this MP of the Finance Committee is saying they should have it voted on by the end of the month.....first that I believe we have seen that.....woohoo.

The Federal Government sent the second month salary of the provinces except for the Kurdistan region

Well it would appear that the Kurds are being singled out on the issue of salaries being paid.....none in January....none yet in February....and there is to be a meeting of the Kurdish ministers with the COM to find out what is going on....and it would appear that if they don't like the answers there.....they will have a new position to announce.....IMO.....this is not good politics to be treating each other in this manner....this is so school yard bullying tactics.....it is just unprofessional.

Transparency: central bank's measures caused a decline in the exchange rate of the dinar against the dollar

Interesting news regarding the CBI's exchange rate on the dinar against the USD......declining from 1166 to 1190....but bear in mind this rate will not show up on the CBI site....what we see on the English side....for that rate to change it requires approval of the IMF to take place. This most directly affects the banks of Iraq and any brokers.....thus the reason they talk about the negative purchasing impact it will have on Iraqis.....remember too there is a shortage of IQD around the neighborhood these days.

Finance seeks to integrate the system of the country's World Banking

The World Bank is looking for the Minister of Finance to integrate Iraqi banks the global banking system, that would upgrade any out of date systems so as to be compatible with international financial systems......a part of the reconstruction efforts for the entire country.....the advantage of leaning on the World Bank for this process is they can provide grants and expertise to the banks in how to become integrated with other international banks and training that would help bank employees get up to speed with new systems....many years of war and isolationism has caused the Iraqi banking system to be severely out of date.....they have been working in the right direction.....this would just be another avenue to pursue for their growth.

The withdrawal of the budget of the agenda of today's meeting

News can come out of Baghdad at just about any time....day or night.....note that this article came out at midnight Iraqi time....saying that the budget is now off the agenda again......on off on off on off.....we really won't know until the tick of the clock that initiates the Parliament session......and I personally do not put a great deal of faith in these kinds of news articles that are based on one member of a political bloc.....now if Speaker Najafi made the statement I might put a bit more faith in what is said.....so what it boils down to is....wait and see.

Well this is sort of the "early edition" of afternoon news to give Frank a chance to got thru it.Randy
