McConnell claims that his sister Kristine 'Con Air' Marcy set up the 8(a) Base One honeypot in the Bronx with loans from HSBC so that Hillary Clinton could monitor any attempts by the CIA or FBI to disrupt the global drug trade which has been controlled by HSBC and Serco root companies since 1865.

McConnell believes that HSBC directors have been paying Clinton since 1994 to monitor the 8(a) Base One honeypot and give them the names of CIA or FBI agent who had to be transferred, fired and/or killed to protect the bank's services to the global drug and weapons trade.
"However, the Senate's January 2014 report on the Benghazi attack reveals lawmakers found that the Benghazi facility required special waivers to be legally occupied, since it did not meet the minimum official security standards set by the State Department. Some of the waivers could only have been signed by Clinton herself, the Senate found. Clinton would have a lot of explaining to do if she signed waivers allowing the facility to be legally occupied without reviewing the U.S. special mission’s security posture."
McConnell claims that by the end of 2009, Clinton had had the Oval Office Red Switch system transferred to Valerie Jarrett in the West Wing offices allowing the two women to spoof POTUS 44 and give unusual instructions to 8(a) partners such as the Base One and Blue Mountain agents who used unarmed local Libyan guards to protect the Benghazi compound on Sept. 11, 2012.
"On the morning of September 11, 2012 , David Sparrowgrove, a State Department regional security officer, wrote to Visintainer and others, "The dissolution of the partnership leaves BMG without a security license to operate in Libya and the Libyan partner has no capacity to manage the guards or the contract. As a result, we feel the best course of action is to terminate the contract in short order." Sparrowgrove also writes, "I've CC'd OPO Branch Chief Ricki Travers who has had the unfortunate pleasure of dealing with these types of emergency situations in the past."
McConnell claims that Clinton informed HSBC representatives in Libya that the US mission in Benghazi was unguarded on 9/11/12 and the nearby CIA annex had to be attacked and all files on the Libyan drug and weapons trade had to be destroyed; McConnell further claims that HSBC deployed Serco's Black-Hand Blue-Mountain agents in a commando-style group which ..

HSBC, Tripoli HSBC closed its Tripoli office in February. With the end of hostilities and the rapidly normalising situation on the ground, the bank said it is able to re-open for business. HSBC's representative office was first established in 2006, although the bank’s presence in Libya goes back almost 60 years, having opened its first branch in Tripoli in 1952.

The primary purpose of the representative office in Libya consists of providing advice, assistance and services to domestic Libyan institutions and to multinational clients with business interests in Libya, and in providing financial advice on project, infrastructure and trade finance. "This is a significant development, and we are delighted to reopen our doors in Tripoli," said Timothy Gray, CEO of HSBC Libya. "We look forward to playing our part in working with the new authorities and helping to return Libya to stability and growth."

PUBLISHED: 12:11 GMT, 2 November 2012 | UPDATED: 17:16 GMT, 2 November 2012 The CIA was operating a covert mission in the U.S. consulate in Libya when it came under attack by al Qaeda-linked militants on September 11, intelligent chiefs have admitted.

Four Americans, including Ambassador Chris Stevens, were killed in the six-hour, commando-style attack on the US Mission in the Libyan city, for which al-Qaeda and Islamist militia Ansar al-Sharia have been blamed.

The CIA made the revelation as it laid bare the heroic rescue by a handful of its agents in which they fought off wave after wave of mortar and rocket attacks with just their handguns as they sought to infiltrate the compound and shepherd its American staff to safety.

A timeline, released by the agency, has blown open the dramatic sequence of events, revealing for the first time that of the 30 American officials evacuated from the country following the deadly attack, just seven worked for the State Department.

The rest were part of a crack team of intelligence and security experts on a secret mission aimed at counterterrorism and securing heavy weapons held by the embattled regime.

They had been operating out of a building known as 'the annex', around a mile away from the consulate in central Benghazi.

Intelligence officials told how when the annex received a call about the assault, about a half dozen members of a CIA security team tried to get heavy weapons and other assistance from the Libyans.

But with time running out, the team went ahead with the rescue attempt armed only with their standard-issue small arms.

A fierce firefight ensued and the team managed to get into the consulate and shepherd its occupants back to the annex under constant attack from machine gun fire and rocket-propelled grenades.

'The security officers in particular were genuine heroes,' an official said. 'They quickly tried to rally additional local support and heavier weapons, and when that could not be accomplished within minutes, they still moved in and put their own lives on the line to save their comrades.

'At every level in the chain of command, from the senior officers in Libya to the most senior officials in Washington, everyone was fully engaged in trying to provide whatever help they could.'

The CIA revelations come after Barack Obama's administration came under sharp attack over its handling of the incident amid claims Washington told officers on the ground to 'stand down' before the rescue took place.

'There was no second-guessing those decisions being made on the ground, by people at every U.S. organization that could play a role in assisting those in danger,' the official added. 'There were no orders to anybody to stand down in providing support.'

In the first days after the attack, various administration officials linked the Benghazi incident to the simultaneous protests around the Muslim world over an American-made film that ridiculed Islam's Prophet Muhammad.

Only later did they publicly attribute it to militants, possibly linked to al-Qaeda, and acknowledged it was distinct from the film protests.

The changing explanations have led to suspicions that the administration didn't want to acknowledge a terror attack on U.S. personnel so close to the Nov. 6 election, a charge Obama has strongly denied.

According to the timeline, around 9:40 p.m. Benghazi time, officials at the CIA's relatively fortified and well-defended base in Benghazi got a call from State Department officials at the U.S. diplomatic mission about a mile away that the less-fortified public mission complex had come under attack from a group of militants.

Other official sources said that the initial wave of attacks on the diplomatic mission involved setting fires using diesel fuel.

TIMELINE OF EVENTS: HOW THE RESCUE OPERATION UNFOLDED 

9.40pm - CIA officials in 'The Annex' get a distress call from the consulate saying they are under attack. 
10.05pm - Armed only with handguns, team of about six CIA security officers leave their base for the public diplomatic mission compound. 
10.30pm - With bullets whistling overhead, the CIA team move into the compound after unsuccessfully trying to get heavy weapons and help from local Libyan allies. 
11.10pm - A Defense Department drone, which had been on an unrelated mission some distance away, arrived in Benghazi to help officials on the ground gather information. 
11.30pm - U.S. personnel who had been working or staying at the mission all accounted for, except for Ambassador Stevens. 
11.40pm - Driving back to the secure base, the evacuees come under further fire. 
12am - The installation itself comes under fire from small arms and rocket-propelled grenades. 
12am - A CIA security team based in Tripoli, which included two U.S. military officers, lands at Benghazi airport and begins plotting how to locate the missing ambassador. 
1am - The patchy attacks on the base begin to die down after 90 minutes of fierce fighting. 
4am - The reinforcements from Tripoli take a convoy of vehicles to the CIA base to prepare for evacuation. 
4.30am - a fresh round of mortar attacks is launched on the base, killing two U.S. security officers. 
5.30 - A heavily armed Libyan military unit arrive at the CIA base to help evacuate the compound of U.S. personnel to the Benghazi airport.

From 6am - Roughly 30 Americans, as well as the bodies of Stevens and the other three Americans killed during the attacks, were loaded on planes and flown out of the city, several U.S. officials said.

The dense smoke created by the fuel both made it hard for people at the compound to breathe and to organise a response to the attack.

About 25 minutes after the initial report came into the CIA base, a team of about six agency security officers left their base for the public diplomatic mission compound.

Over the succeeding 25 minutes, the CIA team approached the compound, and tried, apparently unsuccessfully, to get local Libyan allies to bring them a supply of heavier weapons, and eventually moved into the burning diplomatic compound, the intelligence official said.

At around 11:10 p.m., a Defense Department drone, which had been on an unrelated mission some distance away, arrived in Benghazi to help officials on the ground gather information.

By 11:30, U.S. personnel who had been working or staying at the mission had been rounded up except for Ambassador Stevens, who was missing, the intelligence official said.

When they tried to drive out of the diplomatic compound to return to the CIA base, however, the convoy carrying U.S. evacuees came under fire. Once they got back to the CIA base, that installation itself came under fire from what the intelligence official described as small arms and rocket-propelled grenades.

These patchy attacks went on for roughly 90 minutes, the intelligence official said.

Around the same time, a CIA security team based in Tripoli, which included two U.S. military officers, landed at Benghazi airport. Upon its arrival, however, the team spent some time trying both to arrange local transport and to locate the missing Ambassador Stevens.

After some time trying to solve these problems, the security team that had flown in from Tripoli eventually arranged for an armed local escort and extra transportation, but decided not to go the hospital where they believed Stevens had been taken.

In part this was because they had reason to believe Stevens was likely dead, and because security at the hospital was believed, at best, to be 'uncertain,' the intelligence official said.

Not long before dawn, the reinforcements from Tripoli managed to take themselves and a convoy of vehicles to the CIA base to prepare for an anticipated evacuation. However, just after they arrived at the CIA base, the official said, a new round of attacks on that facility was launched, this time with mortars. Although the mortar attacks lasted only 11 minutes, two U.S. security officers were killed by a direct hit from one of the shells, the intelligence official said.

Finally, a bit less than an hour later, a heavily armed Libyan military unit arrived at the CIA base to help evacuate the compound of U.S. personnel to the Benghazi airport, the official added.

Over the next few hours, roughly 30 Americans, as well as the bodies of Stevens and the other three Americans killed during the attacks, were loaded on planes and flown out of the city, several U.S. officials said."

Firm That Provided Intelligence On Bergdahl Tied To Benghazi Fiasco

The shadowy private intelligence firm subcontracted by the Defense Department that provided information on kidnapped soldier Bowe Bergdahl was partnered with another obscure outfit that provided security at the attacked U.S. special mission in Libya.

FoxNews.com reported Friday that the Eclipse Group, run by former intelligence operatives, provided the military with intelligence that Bergdahl converted to Islam, declared he was a "mujahid," or Islamic warrior, and at certain times was allowed by his captors to carry a gun.

Eclipse is headed by Duane R. "Dewey" Clarridge, a former senior CIA operations officer known for his role in the so-called Iran-Contra Affair, where senior U.S. administration officials secretly helped facilitate the sale of arms to Iran despite an embargo. Clarridge was charged with seven counts of perjury and false statements to Congress but was pardoned by President George H.W. Bush in 1992.

FoxNews.com reported that during the period of his subcontracted work, from November 2009 through May 31, 2010, Eclipse provided extensive information on Bergdahl, including at least 13 situation reports, to Brig. Gen. Robert P. Ashley Jr., who in April 2010 was named an intelligence director at U.S. Central Command, or CENTCOM.

One report said a member of the Haqqani network claimed Bergdahl had declared himself a "mujahid." Another report detailed Bergdahl's possible whereabouts and revealed the soldier was playing soccer with his captors.

Still another report said Bergdahl temporarily escaped from his captors only to be recaptured and punished with confinement in a metal cage.

Eclipse, meanwhile, is tied to the obscure Blue Mountain firm that was contracted by the State Department to provide external security at the U.S. special mission in Libya attacked on Sept. 11, 2012.

Blue Mountain was reportedly one of the only private firms willing to meet the State Department’s unusual requirement that the Benghazi compound be "protected" by unarmed local Libyan guards instead of armed, well-trained guards in the known major jihadist threat environment in Benghazi.

In October 2012, Reuters reported that the State Department's Benghazi security contract was worth $783,284 and was listed as a "miscellaneous" award, instead of being included in the main State Department contract that funds security at overseas compounds.

For Blue Mountain to legally work in Libya and meet Libyan regulations, it had to first form a business partnership with a local security firm.

A December 2011 United Press International report said Blue Mountain joined forces one month earlier with Clarridge's Eclipse Group.

Reuters reported Eclipse and Blue Mountain parted ways in the spring of 2012 over problems with Tripoli contracts, according to several sources familiar with the matter speaking to the news agency.

Hillary Clinton Lies In New Book

Published excerpts of the Benghazi chapter in Hillary Clinton's book, Hard Choices, contain misleading statements about the deadly attack and the then-secretary of state's personal role in the decision-making process.

Denying a personal role in the decision-making process regarding security of the compound, Clinton writes that she did not see the cables requesting additional security.

She claims cables related to the security at the compound were only addressed to her as a "procedural quirk" and didn't actually land on her desk.

Clinton writes: "That's not how it works. It shouldn't. And it didn't."

However, the Senate's January 2014 report on the Benghazi attack reveals lawmakers found that the Benghazi facility required special waivers to be legally occupied, since it did not meet the minimum official security standards set by the State Department. Some of the waivers could only have been signed by Clinton herself, the Senate found.

Clinton would have a lot of explaining to do if she signed waivers allowing the facility to be legally occupied without reviewing the U.S. special mission’s security posture.

Further, the Senate found it was Clinton's top deputies, including officials known to be close to the Clintons, who were responsible for some major denials of security at the compound.

For some lawmakers, it defies logic that Clinton was not informed, especially since she was known to have taken a particular interest in the Benghazi facility. She reportedly called for the compound to be converted into a permanent mission before a scheduled trip to Libya in December 2012 that eventually was canceled.

Meanwhile, in defending the White House's claim that an anti-Islam YouTube video provoked the attack, Clinton writes in her book that the video also sparked a protest at the U.S. Embassy in Cairo the same day.

However, the Cairo protests were announced days in advance as part of a movement to free the so-called blind sheikh, Omar Abdel-Rahman, who is serving a life sentence in the U.S. for conspiracy in the 1993 World Trade Center bombing.

In fact, on the day of the Sept. 11, 2012, protests in Cairo, CNN's Nic Robertson interviewed the son of Rahman, who described the protest as being about freeing his father. No Muhammad film was mentioned.

Clinton, however, writes that the New York Times later proved in an investigation that the Muhammad video was "indeed a factor" in what happened in Benghazi.

Clinton was referring to a Dec. 28, 2013, New York Times piece by David D. Kirkpatrick titled "A Deadly Mix in Benghazi."

This reporter released a series of articles questioning the veracity of Kirkpatrick's piece, showing that details were contradicted by the U.S. government, Benghazi victims, and numerous other previous news reports – including Kirkpatrick's own previous reporting.

In her book, Clinton defends the actions of then-United Nations Ambassador Susan Rice, who on Sunday, Sept. 16, 2012, infamously appeared on five morning television programs where she asserted the attack was a spontaneous protest in response to a "hateful video."

Writes Clinton: "Susan stated what the intelligence community believed, rightly or wrongly, at the time."

Clinton's claim is called into question by numerous revelations. For example, the U.S. immediately had surveillance video from the mission that showed there was no popular protest at all on Sept. 11, 2012.

Gregory Hicks, the No. 2 U.S. official in Libya at the time of the attack, testified that he knew immediately it was a terrorist attack, not a protest turned violent. According to Hicks, "everybody in the mission" believed it was an act of terror "from the get-go."

The CIA's station chief in Libya reportedly emailed his superiors on the day of the attack that it was "not an escalation of anti-American protest."

The claim of a popular protest also defies logic. Spontaneous protesters do not show up with weapons, erect armed checkpoints surrounding the compound, and demonstrate insider knowledge of the facility while deploying military-style tactics to storm the U.S. mission.

Nor do spontaneous protesters know the exact location of a secretive CIA annex, including the specific coordinates of the building that were likely utilized to launch precision mortar strikes. Spontaneous protesters are not thought to be capable of mounting a fierce, hours-long gun battle with U.S. forces stationed inside the annex.

"Judicial Watch: State Department Documents Show Its Security Contractor Operating without a License in Benghazi on Day of Terrorist Attack 
DECEMBER 11, 2014 State Official Describes Benghazi as an 'Emergency' Situation 
(Washington, DC) – Judicial Watch has obtained and released internal Department of State documents detailing the department's $783,284.79 contract with U.K.-based Blue Mountain Group (BMG) to provide security at the diplomatic outpost in Benghazi, Libya. The documents show that BMG did not have a license to operate in Libya at the time of the attack due to a business dispute with its partner in Libya, XPAND Corporation, and quote a State official describing the Benghazi security issue as an "emergency situation." Judicial Watch obtained the documents through a court order in a Freedom of Information Act (FOIA) lawsuit (Judicial Watch v U.S. Department of State (No. 13-00243)).

BMG notified State Department Contracting Officer Jan Visintainer of the dispute on June 6, 2012. On July 10, 2012, Visintainer advised the company that the department, "is not required to mediate any disagreements between the two parties of the Blue Mountain Libya partnership." The letter further suggested that "it is in the best interests of both of the 50/50 partners to resolve their differences and successfully complete this contract."

Despite that urging, the documents obtained by Judicial Watch include an agreement, dated August 20, 2012, between Blue Mountain Group and XPAND Corporation to dissolve their partnership. On September 9, 2012 – just two days before the terrorist attack – an unidentified partner at Nabulsi & Associates (the law firm representing XPAND) wrote to Visintainer advising the department that XPAND, which owned the security license under which BMG was operating, "hereby bar and prohibit BMUK [Blue Mountain U.K.] from utilizing such license." The letter continues:

Accordingly, we kindly inform you that any use of such license by BMUK in Libya shall be illegal and a clear violation of Libyan laws. We therefore request that the US mission ceases any dealings with BMUK if such dealings are based on any form of reliance on such security license.

In response to XPAND's letter, an unidentified BMG official wrote to Visintainer on September 11, 2012:

I have never experienced anything like this in business before. The agreement was signed and we were to operate under the [Blue Mountain Libya] license and confirmation of this was due through from [sic] the partners. However, they have had a change of mind and now this. I will call you very shortly.

The documents indicate that the dispute and licensing issue led the State Department to immediately plan to terminate their contract with BMG. On the morning of September 11, 2012, David Sparrowgrove, a State Department regional security officer, wrote to Visintainer and others, "The dissolution of the partnership leaves BMG without a security license to operate in Libya and the Libyan partner has no capacity to manage the guards or the contract. As a result, we feel the best course of action is to terminate the contract in short order." Sparrowgrove also writes, "I've CC'd OPO Branch Chief Ricki Travers who has had the unfortunate pleasure of dealing with these types of emergency situations in the past."

In an email from Deputy Assistant Secretary of the Bureau of European and Eurasian Affairs Mark Toner dated October 17, 2012, the fact that the dispute between BMG and XPAND meant the company was operating without a license is glossed over, any reference to the September 11, 2012, emergency Benghazi security situation is specifically omitted, and he describes Visintainer's response in July as "invoking collaborative resolution to the said dispute." The misleading responses are significant because they were also shared with Congress.

The day after the attack, the Nabulsi law partner wrote again to Visintainer on behalf of XPAND to express their condolences and to advise the State Department that in light of the attack, "XPAND shall put its differences with the security operators, Blue Mountain UK, to the side for the moment, and shall allow the use of its security license by BMUK to meet your full needs until a suitable alternative has been arranged."

The records reveal that Blue Mountain Group was not the only security contractor to bid on the Benghazi contract. A February 1, 2012, email from State Department contractor Neil Kern identifies two other bidders, including Torres Advanced Enterprise Solutions. According to federal contracting records, Torres, a Service Disabled Veteran Owned Small Business based in Virginia, has won nearly $70 million in contracts with the department (including those to provide guard services in Pakistan, Iraq, and Jordan).

It's unclear from the documents why the Benghazi contract was instead awarded to BMG, which apparently had never previously provided security for a U.S. government agency.

The documents also disclose a previously unknown "Benghazi Group supporting the Secretary" that evidently was managing responses to press and Congressional inquiries.

As previously reported, Judicial Watch has obtained records revealing significant and ongoing problems with BMG's security operations in Benghazi. These included several guards walking off the job out of fear for their safety and an altercation between the BMG guard force commander and a member of the 17thFebruary Martyrs Brigade that led to the commander’s dismissal.

The role BMG played in protecting the security of the Benghazi Consulate first came to light shortly after the September 2012 terrorist attack when State Department spokesperson Victoria Nuland emphatically denied on September 18, 2012, that State had hired any private firm to provide security at the American mission in Benghazi. The department later retracted that claim.

"These documents took years to see the light of day and show the Obama administration had a security emergency on the day of the Benghazi terrorist attack. And the documents indicate the administration specifically withheld this pertinent information from both Congress and the American people. It seems an odd coincidence the Middle East firm providing security for the Benghazi facility desperately wanted out two days before the terrorist attack," stated Judicial Watch president Tom Fitton.

Post 911 the UK Government identified that it lacked the capability to search and access the victims of collapsed structures caused by terrorist activity. In 2002 the decision was made to develop that capability, nationally, within the Fire & Rescue Service (FRS) due to prior experience deploying to earthquake zones. 19 FRS in the UK now provide the country with a USAR capability with one team in Wales split between two sites in Cardiff and Swansea. Although primarily established to respond to domestic terrorist incidents, the equipment and highly trained USAR technicians also respond to complex incidents where specialist teams are required e.g. the Gleision Mine incident in 2011.

The USAR Team are Rescue Specialists in:

Confined spaces
Breaching & breaking concrete to gain access 
Specialist technical search utilising acoustic and seismic life detection equipment & Specialist rescue dogs
Shoring specialists with both timber and mechanical shoring equipment
Trench collapse specialists
Large transportation incidents i.e. trains, aircraft

These are specialist skills, highly valued by the UK Government and utilised for international incidents. The USAR team morph into UK-ISAR (UK International Search & Rescue) on behalf of the UK Government’s Department for International Development (DfID) and deploy primarily to countries stricken by earthquakes. Recent deployments include Indonesia, Haiti, New Zealand and Japan. The team need FPOS training and have chosen Blue Mountain as their training provider. "Opened in 1994 as the successor to the Transitional Immigrant Visa Processing Center in Rosslyn, Va., the NVC centralizes all immigrant visa preprocessing and appointment scheduling for overseas posts. The NVC collects paperwork and fees before forwarding a case, ready for adjudication, to the responsible post.

The center also handles immigrant and fiancé visa petitions, and while it does not adjudicate visa applications, it provides technical assistance and support to visa-adjudicating consular officials overseas.
