rule veterans seeking medical
assistance to be mentally unstable,
adding them to a Justice Department
list that keeps them from arming
themselves. Iowa Republican Senator
Chuck Grassley, chair of the Senate
Judiciary Committee, complained that
the policy had swept up too many
veterans for criminal suspicion.
