This story has already been debunked on a couple of factors: The program started under Bush, and also, it is only for the extremely needy and the phones may only be used for official purposes, not for calling friends or family and the like. Just for doctor appointments, calling 911, and for contacting government services. You have to be on food stamps or TANF in order to qualify.
So, if anything it should be called the Bush Phone for the Many Poor he created!
