Can somebody please explain? WHY would the head pope make ANY decree that would BENEFIT mankind when the pope serves satan and is appointed to fulfill the plan (bring in the one world 'religion' to worship satan/anti-christ along with the one world government), and is the 'king of the world', issuing orders to every world leader who has to make his pilgrimage to Rome to kiss the pope's ring and ass? WHY WOULD THIS POPE ISSUE ANY DECREE TO BENEFIT MANKIND? For multiple centuries this position has traditionally been resonsible for the genocide of millions of innocent people. Something is wrong with this 'story/report', and people who believe this may well find out shortly that this report is a total sham.
Maybe that's the kind of man he is.
In answer to your question: He the Pope did it to save his own ass and the fate of the Catholic Church! The International Common Law Court and International War Crimes Commission have issued warrants for the arrest of Pope Francis 1 and his predecessors. Pope Francis has negotiated to cooperate with them and prove that he truly desires to reform the church and to stop protecting the worlds corporate criminal element. Since all corporations are formed under the ancient Roman Curia, the Pope has absolute control over everything they do. To end their criminal control and conduct, their corporations and immunity must first be dissolved and that is what he has done by this decree! Its a good start!
The reason the 'new Pope' has done this wonderful thing for mankind, is because the new 'elected Pope' no longer resides in that body. St. Germain has used it for quite some time and the original owner is in the Spirit World. It's called 'A Walk-in' and the original owner of that body agreed to the 'switch' after realizing his imminent arrest if he did not agree. St. Germain will use that body until he finishes this particular work, which he has almost completed. He has done numerous other deeds for mankind as the Pope also - in particular, re-distributing the enormous funds from the Vatican Bank to release to mankind, from which it was stolen.

Perhaps this Pope does not serve the dark side but Jesus...duh!! Have you not read about the man and the changes he has made?? At first I was skeptical but his actions are proving beyond any doubt that serves the true Master and our savior...Yeshua..
