YES IT SEEMS THEY ARE VERY CLOSE WITH IT AND HAVE REPORTED THAT THEY ARE NO LONGER DEBATING AND WILL MOVING FORWARD WITH THE BUDGET LAW FOR THE ECONOMIC REFORM PHASE WE ARE NOW IN.
[Are the last of the ministers going to be voted in tomorrow [Saturday] too?]
THEY ARE REPORTED TO BE BUT AS ALWAYS WE WAIT FOR THE ACTION - THEY ARE SUPPOSED TO HAVE VOTED THROUGH THE INVESTMENT BASKET SO NOW THEY ARE DEMANDING THAT CBI MOVE FORWARD.
THEY ARE SAYING IS THAT ALL LAWS AND POLICIES ARE IN PLACE FOR CBI TO MOVE FORWARD AND THEY ARE DEMANDING THAT THEY DO MOVE FORWARD.

the Council of Ministers postponed meeting today, no budget discussions. Cabinet meeting, scheduled today, postponed until further notice.
[I hope this is a way to throw the media off track, and they will meet behind closed doors, and get everything done.]
doubtful given the news from the kurds.

...prior to opening the CBI's Capital Account, they must transition to Article VIII and a new Exchange Regime (some kind of float).
This is an absolute must because as investment begins to come into Iraq, it will create inflation.
And the solution to offset that is to allow the dinar to rise based on market forces.
