The words, "A well regulated militia" means that governments can regulate firearms.

The phrase "No state shall convert a liberty into a license, and charge a fee therefore>' is not found in Murdock V Pennsylvania.

Similarly, the phrase "If the state converts a right (liberty) into a privilege, the citizen can ignore the license and fee and engage in the right (liberty) with impunity." is not found in Shuttlesworth v. City of Birmingham.

Because "We the People" are the head of the government which contains in part federal(contract or by agreement) government limited to the terms of the contract("The Constitution for the united States of America") they are opperating under to provide essential government services to us (We the People) and no more or less, we would have to give them our voluntary consent to do anything other wise. In other words we would have to allow them to take our guns voluntarily. They can not do anything about a right they do not have themselves. Living,breathing,flesh and blood people do not answer to corporations. Americans people are not the same as UNITED STATES defined in 28 USC 3002 as a federal corporation.

The second amendment does not give the people unlimited rights to keep and bear arms. What part of "A well regulated militia" don't you understand?

The phrase "well-regulated" was in common use long before 1789, and remained so for a century thereafter. It referred to the property of something being in proper working order.
