(not) Susoni ******************************** (snip) Phase one of the world's first commercial spaceport, which will be the hub for Virgin's consumer spaceflights, is now 90 per cent complete. The 1,800-acre Spaceport America site, in Las Cruces, New Mexico, is the home base for Virgin Galactic, Richard Branson's most ambitious business venture yet. It already boasts a runway stretching to nearly two miles long, a futuristic styled terminal hanger, and a dome-shaped Space Operations Centre. The work is now just months away from completion, according to a spaceport spokesman, and is set to be done by the end of the year, well in time for the first expected Virgin Galactic spaceflights in 2013. (AB note: The World Global Settlement Funds, referenced on this page, should not be confused with the SG World Trust. The World Global Settlement Funds have in excess of $47 trillion to disburse to 140 nations across the globe. This due and lawful disbursement has been blocked by the Washington DC private corporation for more than three decades. The SG World Trust is much bigger, and older, than The World Global Settlement Funds.)

On the morning of Tuesday 9th August 2011, a SWIFT noticed transfer of World Global Settlement payouts from Brussels to the US was intentionally stopped by the Obama White House. This unlawful interference led to Pasadena-based attorney, Al Clifton Hodges, writing a letter of information and protest to Manuel Sager, the Swiss Ambassador to the US. Switzerland is a World Court Lien Holder nation. There is currently a $47 trillion Lien in operation against the US Treasury and the US Federal Reserve Board.

Clifton Hodges is counsel for Michael C. Cottrell. Cottrell is in charge of the $10 trillion-plus US Dollar Refunding Project and is a WGSF Basel list payee. The USDRP, like the (official) Iraqi Dinar Revaluation Project, is part of the World Global Settlements refinancing programme.

The full text of Al Clifton Hodges' Swiss letter of the 9th August 2011 can be read here. It was copied to Michael Cottrell, Lindell H. Bonney Snr ($14 trillion WGSF Authorized Signatory and Paymaster), Christine Lagarde (IMF), Chinese President Hu Jintao (Lien Holder), Queen Elizabeth II of England (Lien Holder), French President Nicolas Sarkozy, and the Washington DC private corporation president, Barack Obama. On the second page of his letter, Clifton Hodges refers to duly authorised Interpol agents currently present and active in the US on WGSF-related business.


On the evening of Thursday 28th July 2011, Barack Obama, the President of the United States, informed the World Court at The Hague that as long as he was President, he would not sign off on the World Global Settlement Funds. More background here (28.07.11).

Obama's refusal to lawfully execute his responsibilities in this specific followed upon the wide circulation of a letter dated 7th July 2011, from Lindell Bonney to Dana Wilcox (full text here). The financial data set out in this letter showed that the US income taxes expected to be paid to the US Treasury from just four of the World Global Settlement Fund-related recipient-paymasters would amount to a sum in excess of $11 trillion. This would be sufficient to pay off most of the US national deficit and would pump-prime the US Dollar Refunding Program.

You may have heard on the news about a southern California man that was placed under 72-hour psychiatric observation when it was found he owned 100 guns and allegedly had an estimated 1-million rounds of ammunition stored in his home.  His house also had a secret escape tunnel.  My favorite quote from the television reporter was, "Wow!  He has about a million machine gun bullets."  The headline referred to it as a "massive weapons cache.  By southern California standards, the man was assumed to be "mentally unstable."   However, if the same guy lived...

And money is power. The most powerful of the Black Nobility families are located in Italy, Germany, Switzerland, Britain, Holland and Greece in that order. Their roots may be traced back to the Venetian oligarchs, who are of Khazar extraction, and married into these royal houses in the early part of the twelfth century. (Following a great Khazar victory over the Arabs, the future Emperor, Constantine V, married a Khazar princess and their son became Emperor Leo IV, also known as "Leo the Khazar". The Medici popes, and Pius XII (Eugenio Pacelli) were Khazars, as is the present Pope, John Paul II. Not all Black Nobility are royal houses,and many of the royal families no longer have kingdoms. According to researcher and author Dr. John Coleman, a "Committee of 300" was established early in the eighteenth century, "although it did not take on its present form until around 1897", (when the China opium trade was legalized) Documentary proof as to the existence of the Committee of 300 is not forthcoming, and it may be no more than a convenient phrase to describe certain key players. Socialist politician and financial adviser to the Rothschilds, Walter Rathenau, writing in the Wiener Press (24 December, 1921) said, "Only 300 men, each of whom knows all others govern the fate of Europe. They select their successors from their own entourage. These men have the means in their hands of putting an end to the form of State which they find unreasonable." Exactly six months after publication, Rathenau was assassinated. Dr. Coleman’s work opens the door to further studies on named members of the ruling elite, particularly in America. Whereas the English have a long history and are very aware of their ancestry, certain families of "blue-bloods" in the United States that have historic ties with the British through blood and money. These "noble" families are behind most if not all of the so-called pro-environmental movements that are actually intended to curb the population growth of ALL nations. Prince Philip and Prince Charles are the most visible symbols of this movement, and are a true part of this conspiracy to destroy industry and take the world back to a New Dark Age. Most if not all the crowned and uncrowned heads of these dynasties enjoy huge incomes from ground rents. All favor Global 2000 Report to the President that’s calculated to end all industrial progress, and by famine, disease and wars, eliminate the excess population industry supports. All oppose nuclear power that can produce clean cheap electricity, the key to economic development and prosperity in the Third World. They ardently desire a return to the feudal system where they will once again be absolute rulers. While professing Christianity, the oligarchical families, for the greater part, actually despise it in secret. Masonry provides their religious fulfillment. And without faith, they have no belief in reward or punishment and a world to come. They live for the here and now. Many of these oligarchies are in the drug and arms trade through well-distanced intermediaries (like so many of the large banks). In 1815 the Jesuits and their Freemason allies among the crowned heads of Europe held the Congress of Vienna, whereby Swiss neutrality (already sanctioned by the Peace of Westphalia in 1648) was forever guaranteed; and no matter how many wars are provoked in which the common man has to do the fighting, the money of the Nobility in Switzerland should always be free from plunder. It’s part of Rothschild’s meticulous long-range planning, and why Switzerland exists to this day. But that doesn’t mean to say your money would be safe. Some US$280 billion p.a. in flight capital and drug money flows into the Swiss accounts of the Black Nobility. The place of Freemasonry in the power structure of the Elites is quite evident as they carried through Adam Weishaupt’s conspiracy to avenge the Jesuits after their abolition in 1773 by short-lived Pope Clement XIV as "immoral and a menace to the Church and the Faith". By launching the French Revolution and directing Napoleon’s conquest of Catholic Europe, and by revolts against the church in Mexico and Latin America, they cut-off Vatican income. Nathan Rothschild’s financing of Britain resulted in the defeat of Rome’s enemy Napoleon, (as well as being the source of his wealth and influence). Since Gregory XVI conferred a Papal decoration on Kalman Rothschild for loaning the Vatican five million pounds in a period of difficulty, the Rothschilds have been the fiscal agents of the Vatican. With Vatican interests at heart, the Rothschilds extended their financial and political dominion in the United States. The Vatican’s interest in the US was clearly revealed in the secret 1822 Treaty of Verona between Austria, France, Prussia, and Russia whereby the Jesuit Order pledged itself as the price of reinstatement to destroy "the works of Satan" it had established in setting-up, by revolution, representative governments such as the republics and "democracies" of France and the USA, replacing them with the only form of government approved by the church, rule by "divine right", as declared by the Vatican (Daniel 2:42-43; Revelation 17:12-13). As Senator Robert Owen pointed out to the US Senate in 1916, the prime target to which the Vatican and the "Holy Alliance" directed the subversive and destructive activities of the Society of Jesus, is the United States, and other republics in the Western hemisphere. This plot, he claimed, was the target at which the Monroe Doctrine was directed. What the Senator did not realize is that the Monroe Doctrine protects the interests of "The City of London". The Rothschild-Vatican cabal unsuccessfully attempted to gain control over the power of the purse in the US through the First and Second Bank of the United States. They were established under emergency powers granted to the President by the Constitution, as temporary institutions to tide the country through the periods of financial stress occasioned by the Revolutionary and 1812 Wars. But the aims of the conspirators to establish a banking monopoly were thwarted by the Constitution, up until the organization of the FED and the ESF. It is said the Black Nobility promised a neutral Germany if Soviet Russia allowed East and West Germany to reunite. And that Russia promised to see that all royal houses are restored to the rightful heirs if they decouple Europe from the American Alliance. Imperial nobility enjoy a more elevated status than the nobilities of the German successor states and, indeed, of the Italian states. The descendants of Italian Holy Roman Empire titles have formed an Association to which all male line descendants of someone ennobled by Imperial Patent is entitled to belong. And the Principality of Liechtenstein has also claimed the ability to confirm a succession to Imperial titles, and has confirmed the right of a Spanish noble man to heir such a title for purposes of the Spanish law requiring the successor state to confirm that the claimant to a particular title is in fact the heir. Thus there is a remaining jurisdiction, even though no Imperial titles have been conferred since 1806. In 1963, the Holy Roman Empire Association (Associazione dei Nobili del Sacro Romano Impero) was established to unite male descendants in its membership who are invested with nobility of the Holy Roman Empire. It also includes a number of honorary members. The Black Nobility belong to the "Committee of 300" that controls the UN. Prince Bernhard of the Netherlands has the power to veto the Vatican’s choice of any pope it selects. This may explain the untimely end to Pope John Paul I’s 33-day pontificate. The Prince has veto power because his family, the Habsburgs, are descended directly from the last Roman emperor. (The Habsburg Frederick III was the last emperor to be crowned in Rome; his great-grandson Charles V was the last to be crowned by a pope). This is the civil equivalent of the Pope’s claimed "apostolic succession" from Saint Peter. 1967 2001 Prince Bernhard is leader of the Black Families and he also claims descent from the House of David through the Merovingian dynasty, a claim that was acknowledged to be valid by the Carolingian dynasty that supplanted them, by other monarchs and by the Roman Church of that time. Thus he can truly say that he is "related to Jesus". Prince Bernhard’s House of Orange had its origins in France. The Habsburgs are related through marriage with the Merovingians, who are said to have descended from the Tribe of Benjamin who went into exile following war with the other eleven Tribes - see Judges chapter 21. Exile took them to Arcadia in the central Peloponnese, Greece. Here they aligned with the Arcadian royal line and towards the advent of the Christian era, migrated up the Danube and Rhine, through marriage engendering the Sicambrian Franks - the immediate forebears of the Merovingians, who were ultimately of Semitic origin, and descendants of King Saul. They are identified with the Spartans, and both books of Maccabees link the Spartans with the Jews. I Maccabees 12 tells of Jonathan sending a letter to the Lacedemonians (Spartan Greeks) asking for their help, since they were brethren. The Spartans replied, "It is found in writing, that the Lacedemonians and Jews are brethren and that they are of the stock of Abraham" (verse 21). It is assumed by some writers that this means the Spartans were Israelites, but the Spartans were not Israelites they were Edomites descended from Bela son of Beor and brother of Baalim, and king of Edom (Genesis 36:32; I Chronicles 1:43). Edom was the son of Isaac and grandson of Abraham who sold his birthright, and bred his posterity off the Book of Life. Early in the fifth century the Merovingians established themselves in what is now Belgium and northern France. There they adopted the Cabalistic pseudo-Christianity of the Cathars, a dualistic religion that holds there are two eternal gods, the god of Good and the god of Evil. It is revealing that this Luciferian belief is held by Masons of high degree and those who would be Masters of this world today, and who claim that Lucifer will ultimately be victorious. Under Clovis I, who reigned from 481-511, the Franks converted to Roman Catholicism. Through him, Rome began to establish undisputed supremacy in Western Europe. In return for being the sword of Rome whereby the church would manifest her power and impose a spiritual dominion, Clovis was granted the title of "New Constantine" and to preside over a unified "Holy Roman Empire" based on the church and administered on the secular level in perpetuity by the Merovingian bloodline. Like "the sure mercies of David", this was a pact that could be modified, but not revoked, broken or betrayed. They believe Jesus survived the cross and married Mary Magdalene who bore His son then lived in seclusion in the south of France. During the fifth century this lineage is said to have married with the royal line of the Franks engendering the Merovingian dynasty. When in 496 the church pledged itself in perpetuity to the Merovingian bloodline it was presumably in full knowledge of their claimed identity. This would explain why Clovis was offered the status of Holy Roman Emperor, and why he was not created but only "crowned" king. In 754 the church clandestinely betrayed its pact. The Prieure de Sion is the name of the secret order which created the Knight Templars as its military and administrative arm. (It should be remembered that the Knight Templars were the forerunners of Freemasonry). The Prieure de Sion continues to function through the centuries, acting in the shadows, and has orchestrated certain critical events in Western history. It exists today and is still operative. Its declared objective is the restoration of the Merovingian dynasty and bloodline - to the throne not only of France, but of other European nations as well -- a restoration that is sanctioned and justifiable, both legally and morally. There is strong evidence to suggest that this order was the author of Freemasonry, and "The Protocols of the Learned Elders of Zion", as well as the Rosicrucians. There is abundant evidence to suggest that Nostradamus was one of their secret agents, and there is no question that numerous quatrains which refer to the advent of "le Grand Monarch" indicate that this sovereign will ultimately derive from the Merovingian dynasty. Implying a double hegemony of the Papacy and the Empire, of the Vatican and of the Habsburgs. He frequently referred quite explicitly to the Knights Templars and to the house of Lorraine which is now synonymous with the Habsburgs. Although deposed in the eighth century, the Merovingian bloodline did not become extinct. On the contrary it perpetuated itself in a direct line from Dagobert II and his son Sigisbert IV. By dint of dynastic alliances and intermarriages, this line came to include Godfroi de Bouillon, who captured Jerusalem in 1099, and various other noble and royal families, past and present - Blanchefort, Gisors, Saint-Clair (Sinclair in England), Montesquieu, Montpezat, Poher, Luisignan, Plantard and Habsburg-Lorraine. At present, the Merovingian bloodline enjoys a legitimate claim to its heritage. The crown of Charlemagne -- a replica of which is now part of the imperial Habsburg regalia -- is said to have borne the inscription "Rex Salomon" (Encyclopaedia Britannica, 14th Ed., 1972, Crown and Regalia, Fig. 2). And the "Spear of Destiny", which is said to have pierced Christ, reside today in the Treasure House, Vienna, awaiting another Holy Roman Emperor (The Rigby Joy of Knowledge Library. History and Culture I, 1977:160; The Holy Roman Empire, Friedrich Heer, p. 284). It is clear why the "Protocols of the Elders of Zion" speak of a new king "of the Holy seed of David", (Holy Blood and the Holy Grail, Baigent, Leigh and Lincoln). Otto von Habsburg (image right) is today the titular Duke of Lorraine and King of Jerusalem. The Prieure de Sion claim to hold the lost treasure of the Temple of Jerusalem plundered by Titus in AD70 which would be returned to Israel "when the time was right". This might explain why Rome must defer to the "kings of the earth" and how she will seal a covenant with the Jews who have long hidden behind the shield of baptism. Prince Bernhard is in fact related to the Khazars, and therefore a Gentile. Revelation 2:9, "I know thy works, and tribulation, and poverty, (but you are rich) and I know the blasphemy of them which say they are Jews, and are not, but are the synagogue of Satan." Assisted by the CIA, Prince Bernhard has brought the hidden ruling body of the Illuminati into public knowledge as The Bilderberg Group. (Established in 1954, its headquarters is 1 Smidswater, Den Haag, Nederlands). At the heart of the Bilderberg Group are 39 members of the Illuminati chosen from three committees drawn from the members of all the secret groups that comprise the Illuminati: * the Freemasons * the Vatican * the Black Nobility This committee works year round in offices in Switzerland. The Committee of 300 now call themselves World Government Founders for the NWO. A reference no doubt to their hereditary claim to the "Divine Right of Kings". It is imperative that we realize that privately, the Black Nobility refuse to ever recognize any government other than their own inherited and divine right to rule. They believe the United States still belongs to England. And work diligently behind the scenes to cause conditions whereby they might regain their crowns. Every royal and so-called noble dynasty past and present of Europe have seats on the Committee of 300, most often by nominees. There are just too many of these "royal" families for them each to have representatives on the Committee of 300. It is impossible to understand the world today without knowing what the ESF is and what it has been doing. Officially in charge of defending the dollar, the ESF is the government agency which controls the New York Fed, runs the CIA's black budget, and is the architect of the world's monetary system (IMF, World Bank, etc). ESF financing (through the OSS and then the CIA) built up the worldwide propaganda network which has so badly distorted history today (including erasing awareness of its existence from popular consciousness). It has been directly involved in virtually every major US fraud/scandal since its creation in 1934: the London gold pool, the Kennedy assassinations, Iran-Contra, CIA drug trafficking, HIV, and worse...

By Ted Tweitmeyer 9-2-11 For many years while the shuttles have been flying, NASA has been working on an advanced engine for a new space plane which will have sufficient velocity to achieve orbit. A number of difficulties were encountered during development of the new engine technology and the exact status of it is currently unknown. No known successful test launch into orbit of a space plane from runway on the ground has taken place at NASA. Yet the agency discontinued the shuttle program without a viable replacement, instead counting on the struggling Russian space agency and a 3 person Apollo-style capsule for ferrying astronauts to/from the space station. Does this make sense? To many people, the loss of the shuttle program brings to mind the private space program which has already achieved orbit. It would make you wonder if it could replace the shuttle. Consider that if the space station was now under construction, this tiny passenger-oriented space plane could not lift the massive sections of the space station up to the requisite 200 mile high orbit. The private space plane would need to be incredibly huge to accomplish such a task. Lifting a few passengers up to very low Earth orbit (essentially sub-orbital for all practical purposes) whose orbit soon decays is one thing. Lifting massive, multi-ton ton space station modules and satellites up to a real Earth orbital altitude where they will stay there by themselves with little help for years is quite a different story. Satellites are several stories tall and utilize a single stage engine to lift them to approximately a 22,500 mile high orbit. Perhaps to find out why our manned space program is essentially and possibly intentionally crippled we need to look at a few developments: 1. Advanced space vehicle technology is already in use by government agencies which employs a form of gravity propulsion. Thousands of eyewitnesses have seen these huge vehicles, often appearing as flying triangles and possibly other shapes. Many triangles fly so slowly and close to the ground they block out most of the sky. Sometimes these are low enough that seams and features on the hull's surface have been sighted. This technology clearly makes the space shuttle program useless, as it has been for more than 20 years since these vehicles first went airborne. Further, this technology can do everything the shuttle does and much more but with much less fanfare, no pollution and almost no noise. 2. One description of the early black triangle propulsion system almost thirty years ago was described as a ring 60 feet in diameter filled with high pressure, rotating mercury vapor to reduce the weight of the vehicle by 89%. A thruster in each corner of the vehicle would counter the remaining weight. Since that time we can be certain many more advances have been made. I spent many hours plowing through NASA's image servers and was able to find a photo of a toroid ring. This object looks far too large to be a tire tube for a truck: Hairstyle of the women in this image suggests this photo was taken about 50 years ago. (Note hairstyle of female at 1:00 position.) These people appear to be inspecting the ring for any defects as no tools are visible here. If the height of the man standing near the left side is about 5ft tall, this toroid appears to be about 7 feet thick. 2. Were we told in the past to stay out of space by ET or their agents? There was a long-forgotten NASA press conference held near the end of March 1998. In this conference it was stated there would be no more manned space missions and no reason was given. Then the very next day another press conference was held where it was stated that manned missions will continue. Again, no answer or reason was given for the second statement. Why? 3. On June 11, 2011 NASA sent out a short video message to its employees about being prepared. Did they know about hurricane Irene TWO MONTHS before it would occur? The spokesman in the video (which was posted on the NASA website) flatly stated NASA is also responsible for "people on other worlds." What other worlds? What more do they know but refuse to make public? Apparently quite a lot. For them to know about Irene ahead of time is fascinating in itself. 4. The History Channel has devoted hundreds of hours to shows which they produced themselves that talk about UFOs, abductions and evidence that aliens have interacted with humans throughout history. When this same network first aired shows about aliens and UFOs years ago, they were almost always filled with cynicism, ridicule and negative comments about these very topics. Abducted people were often treated terribly on their older shows. These shows were also narrated by the same unmistakable voice which narrated the PBS Nova series for decades. Now these shows are no longer aired and have been replaced with pro-alien shows. 5. Werner VonBraun, the late former Nazi scientist and his team are the real founders of the US space program which pre-dates NASA. VonBraun was asked many years ago how could he possibly develop such advanced technology back in the early 1900s. He pointed upward, quietly saying "We had help." According to his secretary Bonnie Holmes, back in the seventies VonBraun stated that long range plans in place for America include wars, terrorism and will lastly be followed by the announcement of an alien threat. His secretary has already gone public with this information herself. 6. While perhaps not related, more and more alien-threat type movies are hitting theaters. The last time we saw this type of activity was back 60 years ago, such as the first version of the film "The Day The Earth Stood Still" which boldly portrayed a single alien and his robot telling all of mankind what they must do. Today's films are far more violent, and often portray humans as unable to fight back and hanging onto life by a thread.. Films like "Battle of LA" and "Skyline." There is at least one post-alien attack television series about this scenario, too. 7. Flyovers of massive black triangles, such as the one which flew over the Hudson river valley years ago have been seen by thousands of people. These sightings and encounters very well may be staged events (if humans fly all of them.) These sightings could also be used as evidence to "prove" aliens are already here. Connecting all these dots leads us to at least one possible conclusion ­ We are on the verge of hearing an announcement from the government that advanced space technology already exists. That should really hammer the already skittish and rumor-driven stock markets into the ground and the world economy along with it. We'll also certainly be told as well that the shuttle program is no longer necessary. Perhaps the idea of an outside alien threat (as stated by president Ronald Reagan) will also be used to start up the fear-factor in the population all over again, just as 9/11 did ten years ago. Announcement of "new" superior spacecraft technology developed or used by the government (which thousands of people have already seen outdoors) will first require the cooperation of the secret space program which operates vehicles propelled by advanced gravity drive technology. Some children don't like to share toys in their sandbox. But an announcement of an "outside alien threat" could be the catalyst to make that happen. When you have worked with the government you soon understand it has taken on a life of it's own and is far bigger than any one man, or group of men. But suppose the agency which operates these vehicles decides not to cooperate in the disclosure process? One possible alternative is to claim these human-built vehicles are of alien origin. Yesterday, Senator Ron Paul said the GDP is not a good measure – ex. “If we have a hurricane, the GDP goes up.” !!!!Now you know why they create storms!!!! Weather wars my eye, I believe our country is creating the storms and the reasons are multi-faceted. Ron Paul continues sounding sincere, speech after speech interview after interview. There’s no BS, just one wonderful down-to-earth man speaking the truth. He’s extremely knowledgeable of how this country is really run. I am truly tired of people stating he isn’t any good because he is running as a Republican. If we’re supposed to forget the party, then don’t tie Paul to the party, look at the man! After all, he speaks of liberty and the Republican party doesn’t know beans. The Senator says “the counterfeiters are over there at the Reserve.” He says get out of NATO and the UN, and bring our troops home from all foreign locations! Ron Paul said we’re paying for troops, security for Germany, South Korea and Japan. Wasp Spray - better than Pepper Spray

Never thought about this before but important to know!

I know some of you own GUNS but this is something to think about...---

If you don't have a gun, here's a more humane way to wreck someone's evil plans for you. Did you know this? I didn't. I never really thought of it before. I guess I can get rid of the baseball bat.

Wasp Spray- A friend who is a receptionist in a church in a high risk area was concerned about someone coming into the office on Monday to rob them when they were counting the collection. She asked the local police department about using pepper spray and they recommended to her that she get a can of wasp spray instead. 

The wasp spray, they told her, can shoot up to twenty feet away and is a lot more accurate, while with the pepper spray, they have to get too close to you and could overpower you. The wasp spray temporarily blinds an attacker until they get to the hospital for an antidote. She keeps a can on her desk in the office and it doesn't attract attention from people like a can of pepper spray would. She also keeps one nearby at home for home protection. Thought this was interesting and might be of use.

Val Glinka teaches self-defense to students at Sylvania Southview High School . For decades, he's suggested putting a can of wasp and hornet spray near your door or bed.

Glinka says, "This is better than anything I can teach them."

Glinka considers it inexpensive, easy to find, and more effective than mace or pepper spray. The cans typically shoot 20 to 30 feet; so if someone tries to break into your home, Glinka says "spray the culprit in the eyes". It's a tip he's given to students for decades.

It's also one he wants everyone to hear. If you're looking for protection, Glinka says look to the spray. "That's going to give you a chance to call the police; maybe get out." Maybe even save a life.

Obama Orders Sweeping Sanctions and Regime Change in Syria Without Congress

Once again President Obama has used the authority vested in him in the International Emergency Economic Powers Act and the National Emergencies Act to impose sweeping sanctions against a sovereign nation without Congressional approval.

On August 18th, 2011, Obama signed Executive Order 13582: Blocking Property of the Government of Syria and Prohibiting Certain Transactions With Respect to Syria, which authorizes the seizure of all Syrian-owned property and interests in property in the United States.  It also bans exports of U.S. services to Syria, the import of petroleum from Syria, and any new investment in Syria or those who support them.

The following actions are now prohibited:

(a) new investment in Syria by a United States person, wherever located; 

(b) the exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of any services to Syria; 

(c) the importation into the United States of petroleum or petroleum products of Syrian origin; 

(d) any transaction or dealing by a United States person, wherever located, including purchasing, selling, transporting, swapping, brokering, approving, financing, facilitating, or guaranteeing, in or related to petroleum or petroleum products of Syrian origin; and 

(e) any approval, financing, facilitation, or guarantee by a United States person, wherever located, of a transaction by a foreign person where the transaction by that foreign person would be prohibited by this section if performed by a United States person or within the United States.

The sweeping unilateral sanctions also permit the President to seize property without notice of those who sponsor or provide material assistance to Syria.  In the case that such a person should have Constitutional protections, Obama declared "there need be no prior notice of a listing or determination" because of his powers during a national emergency.

At the time of the signing, the White House called for Syrian President Bashar al-Assad to step aside, "For the sake of the Syrian people, the time has come for President Assad to step aside," indicating an official policy of regime change in Syria.

This action follows Executive Order 13572 from April called Blocking Property of Certain Persons With Respect to Human Rights Abuses in Syria which gave Obama the broad power to seize assets of Syrians suspected of being complicit in human rights abuses.

Previously, President Obama bypassed Congress when he imposed sanctions and seized property from the Libyan government by Executive Order 13566 in February of this year.  Less than a month later, the United States and NATO began policing the no-fly zone in Libya, also without debate in the Congress.  Now the U.S. and NATO are engaged in a civil war in Libya where billions are being spent, again without Congressional approval or oversight.

These new sanctions, along with recent EU sanctions, combined with calls for regime change in Syria, seem to be following the same pattern as the Libya invasion.  Thus, it is reasonable to assume that if Syrian President al-Assad resists, he will be forced out one way or the other.  It's also apparent that Obama believes he needn't consult Congress or abide by the Constitution about these matters because of powers vested in him under national and international emergency.  If the pattern is any indication, America may be headed for another undeclared war.
