Federal Judge Allows EFF’s NSA Mass Spying Case to Proceed

Rejects Government’s State Secret Privilege Claims in Jewel v. NSA and Shubert v. Obama

San Francisco – A federal judge today rejected the U.S. government’s latest attempt to dismiss the Electronic Frontier Foundation’s (EFF’s) long-running challenge to the government’s illegal dragnet surveillance programs. Today’s ruling means the allegations at the heart of the Jewel case move forward under the supervision of a public federal court.
“The court rightly found that the traditional legal system can determine the legality of the mass, dragnet surveillance of innocent Americans and rejected the government’s invocation of the state secrets privilege to have the case dismissed,” said Cindy Cohn, EFF’s Legal Director. “Over the last month, we came face-to-face with new details of mass, untargeted collection of phone and Internet records, substantially confirmed by the Director of National Intelligence. Today’s decision sets the stage for finally getting a ruling that can stop the dragnet surveillance and restore Americans’ constitutional rights.”
In the ruling, Judge Jeffrey White of the Northern District of California federal court agreed with EFF that the very subject matter of the lawsuit is not a state secret, and any properly classified details can be litigated under the procedures of the Foreign Intelligence Surveillance Act (FISA). As Judge White wrote in the decision, “Congress intended for FISA to displace the common law rules such as the state secrets privilege with regard to matter within FISA’s purview.” While the court allowed the constitutional questions to go forward, it also dismissed some of the statutory claims. A status conference is set for August 23.
EFF’s Jewel case is joined in the litigation with another case, Shubert v. Obama.
“We are pleased that the court found that FISA overrides the state secrets privilege and look forward to addressing the substance of the illegal mass surveillance,” said counsel for Shubert, Ilann Maazel of Emery Celli Brinckerhoff & Abady LLP. “The American people deserve their day in court.”
Filed in 2008, Jewel v. NSA is aimed at ending the NSA’s dragnet surveillance of millions of ordinary Americans and holding accountable the government officials who illegally authorized it. Evidence in the case includes undisputed documents provided by former AT&T telecommunications technician Mark Klein showing AT&T has routed copies of Internet traffic to a secret room in San Francisco controlled by the NSA. The case is supported by declarations from three NSA whistleblowers along with a mountain of other evidence. The recent blockbuster revelations about the extent of the NSA spying on telecommunications and Internet activities also bolster EFF’s case.

On my way home from work around eleven at night, I pulled onto an exit ramp and I saw flashing lights behind me. Being sixteen at the time, (this was no more than a few months ago), I had no idea what to do and was freaking out because I had no idea what I had done wrong. I drove about a minute down the highway looking for a safe place to pull over because there were several semi trucks pulling out of a weighing station to my right, making it difficult for me to pull over to the side of the road safely. During this minute long duration, I was driving 40 miles per hour in a 70 mile per hour zone to let him know that I had intentions of stopping. This was no high speed pursuit.
I pulled off onto another exit ramp and pulled into a well lit gas station directly off the right side of the road. My parents always told me to pull over to a well-lit public place if this were to ever happen in the middle of the night. I turned my car off, turned my overhead light on, rolled down the window, and was about to retrieve my license and my insurance information from my purse and glove compartment when I heard a sheriff screaming at me to open my door from the outside and to exit the vehicle with my hands behind my head. I did so and realized that he was standing behind his open car door with a loaded gun pointed directly at my head, and he had called two other cruisers for back up. At this point, I was scared to death. Keep in mind that I was sixteen, in a Pizza Hut uniform, and I am 5’2” tall and 120 pounds – not intimidating whatsoever. He had me place my hands on my car, and marched over to me and began to interrogate me with questions –where I was going, why I didn’t stop, why I was resisting police procedure. I explained to him that I had never been pulled over before, being a young girl, and it being 11 PM and completely dark, I felt I had the right to pull over to a place where I felt safe.
After he took my information, he asked if I was hiding anything in the vehicle and if he could check it out. I know now that I could have told him hell no, but I was uneducated about my rights at the time. He dumped all of my belongings out of my purse, emptied my make-up bag, staining my passenger-side seat, emptied a bottle of ibuprofen, broke two CD cases, threw everything that was in my backpack into my back seat, and then asked me if I knew why I was pulled over. No, obviously I didn’t, but I knew this wasn’t standard procedure for being pulled over for petty reasons. He then told me that my license plate light was burnt out and it was “no big deal” and laughed about it.
I’m sorry sheriff, but I don’t think getting a gun pointed at your head for a faulty license plate light is necessary when all I wished was to pull over to a public area where I felt safe. I think your actions justified any young woman doing so in the middle of the night.

The Dallas law office representing a State Department whistleblower was broken into and robbed during the first weekend of July. Three computers were stolen and the firm’s file cabinets had been searched, but valuables were left untouched.

“It’s a crazy, strange and suspicious situation,” attorney Cary Schulman of the Schulman & Mathias law office told Foreign Policy Magazine’s The Cable.
The burglars left behind silver bars, video equipment and other valuables, causing Schulman to believe that they were looking to find information on the case of former State Department inspector general investigator Aurelia Fedenisn, who leaked government documents last month. Fedenisn provided CBS News with documents that accuse the State Department of covering up criminal investigations involving its diplomats and employees, including offenses such as illicit drug use, sexual solicitation of minors and prostitutes, and sexual harassment.
The documents state that US Ambassador to Belgium Howard Gutman “was suspected of patronizing prostitutes in a public park.”
Schulman believes that the perpetrators of the burglary may have been politically motivated supporters of the Obama administration, but the suspects have not yet been identified.
“It’s clear to me that it was somebody looking for information and not money. My most high-profile case right now is the Aurelia Fedenisn case, and I can’t think of any other case where someone would go to these great lengths to get our information,” Schulman told The Cable.
Last month, lawyers representing Fedenisn told The Cable that the State Department tried to silence her by threatening her and her family. Law enforcement officers allegedly camped in front of her house, harassed her children, and tried to make Fedenisn incriminate herself.
Schulman believes that officials are trying to force Fedenisn to sign papers admitting that she stole the documents – a crime that the former investigator denies.
The law office does not believe the State Department authorized a break-in, but suspects that supporters of the administration may be to blame.
“It wasn’t professional enough,” he said. “It is possible that an Obama or Hillary supporter feels that I am unfairly going after them. And the timing of this is right after several weeks of very public media attention so it seems to me most likely that the information sought is related to that case. I don’t know for sure and I want the police to do their work.”
Local Fox affiliate KDFW aired a surveillance video of the two suspected burglars, who can be seen walking out of the office carrying computers.
State Department spokesperson Jen Psaki claims the agency had no involvement in the break-in.
“Any allegation that the Department of State authorized someone to break into Mr. Schulman’s law firm is false and baseless,” she said.

Navy Vice Admiral William McRaven has been entrusted in removing these secret military files concerning the May 2011 Navy SEAL raid on Osama bin Laden’s alleged hideout in Abbotabad, Pakistan from the Pentagon’s data banks.
The files of the bin Laden SEAL operation had to be removed to sustain the Big Lie.  Osama was allegedly killed on the orders of the US government, despite ample evidence that he was already dead at the time of the attack:
… the US government pulled off one of the most audacious stunts of the 21st century, when on May 2nd 2011 they claimed to have killed Osama bin Laden during a Navy SEAL operation in Abbottabad, Pakistan. The contemptuously sloppy story spun by the US government, parroted without question by the controlled corporate media, and obligingly swallowed by a largely gullible Western public, was dubious in the extreme. Who was killed? Was it Obama or someone else?
“Rest in Peace”, “‘Truth” will prevail. The files are no longer at the Pentagon, they have now been sent to the CIA, in violation of the Freedom of Information Act. The white House also acknowledges that the procedure of moving government records was in violation of federal norms:
A draft report by the Pentagon’s inspector-general briefly described the secret move, which was directed by the top US special operations commander, Admiral William McRaven.
The transfer did not set off alarms within the Obama administration even though it appears to have sidestepped rules governing federal records and circumvented the Freedom of Information Act.
President Barack Obama has pledged to make his administration the most transparent in US history.
The CIA said the documents were handled in a manner consistent with the fact that the operation was conducted under the CIA’s direction. (Belfast Telegraph, July 8, 2013)
The Pentagon spokesperson denied the fact that the removal of these files was to avoid the legal requirements of the Freedom of Information Act.
But secretly moving the records allowed the Pentagon to tell The Associated Press that it couldn’t find any documents inside the Defense Department that AP had requested more than two years ago, and could represent a new strategy for the U.S. government to shield even its most sensitive activities from public scrutiny. Who was killed in the SEAL’s  Abottabad raid ? Was it Obama or someone else?
According to the official statement, the record transfer from the Pentagon to the CIA has nothing to do with Freedom of Information. Its objective was “to protect the names of the personnel involved in the raid, according to the inspector general’s draft report.”
Protect whom? Several members of the SEAL raid are now dead, allegedly “due to combat and training accidents”:
According to the New York Times, “79 commandos and a dog” were involved in the raid that killed Osama bin Laden — though other reports peg the number at approximately 24. Since the raid, SEAL Team Six — the team that conducted the Bin Laden raid — has lost several members due to combat and training accidents, though none of them have been confirmed as being specifically part of the Bin Laden raid.
The largest loss to the team took place in April of 2011 when Taliban fighters shot down a U.S. helicopter and killed 22 members of SEAL Team Six, along with 16 other U.S. troops. None of those SEALs, however, were reported to have worked on the Bin Laden raid. Separately, the BeforeItsNews piece references Cmdr. Job W. Price, who committed suicide in December of 2012, as being another person connected to the Bin Laden raid who has died. This accusation doesn’t hold up because Price was reportedly part of SEAL Team Four, not Six, and was not part of the Bin Laden raid.
The most recent death tied to SEAL Team Six took place on March 28, when Special Warfare Operator Chief Brett D. Shadle was killed in a parachute training accident when he collided in midair with another SEAL over the Arizona desert. He was later identified as being a part of Team Six, though it’s unclear if he was actually assigned to the Bin Laden mission.
The problem with completely confirming or disproving the accusation that so many SEAL Team Six members have died is that the U.S. military typically does not disclose which units special forces members work on, even after their deaths. In interviews with MSN News, spokespeople at the U.S. Navy, Pentagon and Special Operations Command (SOCOM) each refused to comment on the BeforeItsNews article or the claim that 25 members of the Bin Laden raid team have died. The members of SEAL Team Six know the untold truth. And they are forbidden to reveal it.
“Many credible commentators, including respected intelligence analysts and heads of state, had claimed years before 2011 that bin Laden was dead.” (Brit Dee, op cit)
Several members of SEAL Team Six which carried out the attack are now dead.
The Osama Legend is now classified, buried in the Osama Death files stored in the archives of the CIA.
Only the CIA knows the names of the surviving members of the SEAL team involved in the May 2011 Osama Abbotabad raid.

We also wrote about the many places in which incredible discoveries of underground networks have been uncovered.  Now, in another remarkable finding, archaeologists have found a system of subterranean caverns under Jerusalem which date back to at least the First Temple period between 10th and 6th centuries BC.
Archaeologists were digging in the ancient Ophel area near Temple Mount when they discovered a cave filled with loads of dirt and rock.  After removing piles of rubble, they were astounded to find that the cave appeared to link to a system of tunnels, which were clearly man-made – the walls were layered in plaster, chisel marks could still be seen carved into the rock, and holes where candles would have been replaced, still showing burn marks on the rock, had remained intact.
The cave also appeared to be linked to a structure featuring water channels dating to the First Temple period, which suggest that at one point in time, the tunnels may have formed part of an ancient water cistern which would have served Jerusalem’s royalty for collecting and storing water. But that was not all it was used for.
Evidence of use as a passageway for people associated with the period of time just following Herod the Great was also found.  Archaeologists discovered that some walls had been constructed after the cistern had lost its use for water and were high enough and large enough to move individuals from one location to another.
Historians have suggested that these tunnels are what were referred to by the Jewish historian Josephus in his writing, The Jewish War, where he spoke of the creation of subterranean caverns used by the inhabitants of the city to hide or escape from Roman soldiers as the city was besieged during the First Jewish Revolt in 70 AD.  Sadly, their efforts were in vain as they were eventually discovered by their Roman pursuers and captured.
The Ophel excavation work continues to try to build a more accurate picture of the history and purpose of the mysterious underground network and the secrets that lie hidden in the cold, dark walls that lie below the ancient city of Jerusalem.

If you turned on the news over the holiday weekend, chances are you saw something about the looming disaster called Obamacare. This is because, as the Heritage Foundation put it, "Last week, the Obama Administration attempted to spin its announcement of a one-year delay in Obamacare's employer mandate as an effort to implement the law 'in a careful, thoughtful manner.' Don't be fooled. Even Democrats have admitted the law has turned into a massive 'train wreck,' with delays, glitches, and problems aplenty."

Meanwhile, Michael Ciampi, a family doctor in Maine was able to reduce his prices and improve service by no longer accepting health insurance. I strongly encourage you to read this article explaining Ciampi's own personal attempt at health care reform.

We have decided to make some radical changes in our practice. I have a feeling people may be very curious to know why, so I thought I would give an in-depth explanation.

My father got out of medicine in 1999 in part because of an ever increasing amount of paperwork and requirements put on him by the government and insurance companies. Unfortunately, since he retired, they have gotten exponentially worse. We have to spend a lot of time and money filling out forms, maintaining very expensive software systems, and constantly dealing with prior authorization requests, and appealing denials for services that we have provided in good faith, etc.

We have never been able to accept Medicaid patients because that population in general requires a lot of intense care, but the state (under both Democrat and Republican administrations) pays little or nothing. With their rules and requirements, we would have actually lost a fair amount of money for every patient we would have seen on Medicaid. It has been easier for us to see established patients who go on Medicaid for free, and hope they get regular insurance back at some point in the future.

Medicare has been a little better, but they have not increased their reimbursement rates in about 10 years or so. Every 6-12 months, an automatic formula, the SGR (Sustained Growth Ratio?), which was established by Clinton/Gingrich, mandates that Medicare rates be reduced in order to keep Medicare spending flat. Each time a cut is looming, Congress, usually at the last minute (or sometimes a few weeks retroactively), postpones the cut. Each time they do, the next time it comes up, the cut is even deeper. This past New Years, with the whole fiscal cliff fiasco, the cut would have been over 26%. It was postponed, but will likely be close to 30% the next time it comes up at the end of the year. We are currently being paid 30 cents on the dollar by Medicare. Our revue has been flat for 10 years. Our expenses have gone up by at least 30% or more.

With no end of this vicious cycle in sight, we cannot make any long term plans. We work to cut our overhead as much as we can, but we are getting to the point that we cannot anymore if we are to meet all the regulatory requirements placed on us, and still pay our employees, pay for their insurance, and maintain a practice that people would want to come to (You can only lower the heat so much).

The commercial insurance companies are not much better. They base most of their payments on Medicare rates. They pay more, but they also require us to do more paperwork to get the money.

All these things have been going on for years. They have made it very hard to stay in practice. The upcoming implementation of Obamacare was the last straw for us, both financially and ethically.

When we established our independent practice, we joined the Maine Health Physicians Health Organization. It started as a collaborative so that small practices could do collective bargaining with big insurance companies, and to share experience and resources. The organization has changed. Instead of working for the physicians, they take the view that the physicians work for them. This organization now requires all member to be part of the "Accountable Care Organization" (ACO) model which was established under Obamacare. We believe that it is immoral and we will not participate. Because of this, we are being forced out of the organization.

FYI: The way an ACO supposedly works is that for every patient that consents to be in this program, Medicare gives Maine Health (Maine Medical Center's parent organization) a lump sum of money per year. If the doctors and Maine Medical Center spend less than that sum on the patient, they split the profit. If they spend more, the doctor and MMC must pay Medicare the difference. We cannot afford to take on this risk given that our profit margin is non-existent.

The stated goal of this program is to save money by forcing the hospitals and doctors to take better and more efficient care of patients. What is more likely to happen is that doctors and hospitals will start cherry picking only the healthiest patients to take care of, and do everything they can to limit the amount of medicine and care they give to the oldest and sickest of patients. We refuse to cooperate with such a system.

We have done a lot of research and thinking. We looked at the concierge model, where a patient pays $1500-$2000 per year to a doctor as a retainer fee, then has to pay for visits on top of this. If you succeed, it is very profitable, but that is not what we were comfortable doing.

After having worked as an employee of a hospital owned practice in the past, and hearing how unhappy my colleagues are that continue to work in "big box" medical practices, I would never go back to that. They are not treated with respect by their administrative overlords. They are constantly being pushed to see more and more patients and charge as much as they can. This may be good for the practice's bottom line, but it is not what I would consider good medicine. I even talked to a doctor at the VA about their system, but they have it even worse.

We decided that the right thing for us was to go to the direct pay model. It is really the way medicine had worked for thousands of years, up until the past few decades. It will reduce our overhead a great deal. We do not expect to get rich doing this, but we are hopeful that we can do well enough to stay in business and be happier.

I know this is a long rant, but I thought it better to give more details than less. I have done my best to make this as non-political as possible. Both parties are to blame for the situation.

That being said, I am convinced that Obamacare will make it much worse. In fact, I believe that it was actually designed to fail. When it does, and there are no more insurance companies left in business, and we truly have a health care crisis, they will institute socialized medicine. Some may welcome this, but those systems do not work, and many countries that have them, including Canada and Great Britain, are trying to find ways to increase privatized health care. It is my intention to skip this entire mess, and start working for patients directly right away.

Grenell comment: NSA officials have said Snowden has disclosed only 1% of what he stole from classified U.S. Government computers. Nevertheless, he has already released, among other items, detailed information on our intelligence gathering operations targeting international organizations and countries – as well as specific details about equipment used and the locations of offices targeted. The leaked details have clearly damaged our intelligence gathering techniques and may have imploded some of them altogether. Current and former U.S. government officials, like myself, are hesitant to comment in detail about the implications of the classified leaks because we are sensitive to not further damage our intelligence strategies.

Though Snowden clearly violated U.S. law when he broke his non-disclosure agreement, a reasonable debate has arisen as to whether or not his motivations justified his actions. Many have portrayed the young Snowden as a hero; having seen the extent to which the U.S. government was going to obtain intelligence information. They believe Snowden was so horrified that he decided to blow the whistle. They also believe Snowden sought the quickest way to remedy the situation and inform the public of what was going on – no matter the consequences. For many, his ends justified the means.

This guy at least sounds real and not like a tape recording changing the words to fit the day of the week or month, which ever suits them..I understand this is a  Global Reset but that doesn't say anything about the way things are done and I am not speaking of Security.. I think some bigger things are happening also and I told you about that yesterday. Something is wrong with the scene that the gurus' want the people to buy !!!
Keep in mind that Iraq is still not out of Bankrupcy as of the 7th..the RV had to take place by then.. As I keep saying, something stinks somewhere???? Why was Bush, Clinton, and Obama all in Africa at the same time ???? Why and who wants everyone to blame ALL OF THIS WITH THE RV ON THE BANKS ??????? Issuing the following law:


Law No. (7) for the year 2013 /
General Budget Law of the Federal Republic of Iraq for the financial year 2013 /



((Chapter I))
Revenue

Article 1, first ":
A - estimated revenues of the federal budget for the financial year 2013 / amount (119 296 663 096) thousand dinars (one hundred and nineteen thousand two hundred and six, ninety-one billion and six hundred and sixty-three million six and ninety thousand dinars) as shown in (Table / A revenue according to key accounts) attached to this law .
 B - calculation of income from export of crude oil on the basis of the average price of 90 dollars per barrel and the rate of export of (2900000) barrels per day (two million nine hundred thousand barrels per day), including (250,000) barrels per day (two hundred and fifty thousand barrels per day) for amounts crude oil producer in the Kurdistan region and the intervention of all revenue actually achieved in the Development Fund for Iraq (DFI), or any other form replaced after discount (5%) for war reparations Kuwait or any other rate determined by the Security Council and paid to the United Nations.
C applied to the agreement between the federal government and the Kurdistan Regional Government ratified the decision of the Federal Council of Ministers / 333 for the year / 2012 and is binding on the federal government and the provincial government in all Maitalq by the terms of the budget law.

II ":
Committed to the ministries and departments not associated with the Ministry of the enrollment of all amounts cash grants that get under memorandums of understanding with governments or foreign institutions revenue of "final" to the public treasury Federal and Federal Ministry of Finance re-allocated to the purposes for which it was awarded for her, in coordination with the Ministry of Planning Federation.

III ":
Amounts of donations given to the ministries and departments not related to the Ministry after the acceptance of the Federal Minister of Finance revenue of the deadline for the public treasury Federal and that the Federal Minister of Finance allocated appropriations ministry or entity not related to the Ministry of the Exchange in accordance with the purposes for which it was awarded to her.

IV ":

Fifth:
 Is calculated amounts of grants and subsidies unused amounts allocated to government departments and public sector companies, the end of the financial year / 2012 in accordance with the accounting standards used to calculate the exchange-finals and are surpluses or paid in excess according to these foundations advance at the expense of the grant allocated to the department or unit in the fiscal year / 2013.

Expenditure and deficit

Article 2, the first "expenses:
The sum amount 138424608000)) thousand dinars (one hundred and thirty-eight thousand, four hundred and twenty-four billion and six hundred and eight million dinars) for expenditures for the fiscal year 2013 / distributed according to (field / 3 total expenditures) of the (Table / c expenditure by ministries) attached to this law.

A sum of $ (55108602000) thousand dinars (five and fifty thousand and one hundred and eight billion, six hundred and two million dinars) for project expenditures distributed according to (field 2 / expenses of the investment projects) of the (Table / c expenditure by ministries) attached to this law.

7-8-13 Arthur: AT THIS TIME PRELIMINARY INDICATIONS ARE THAT, DUE TO IT BEING OFFICIALLY PLACED INTO THE GAZETTE, THE 2013 IRAQI FEDERAL BUDGET HAS BEEN OFFICIALLY ENTERED INTO LAW FOR ENFORCEMENT.

THE TIMING OF THIS COINCIDES WITH EVERYTHING ELSE THAT WE KNOW IS HAPPENING IN THE NEXT 48 HOURS THAT WOULD HAVE TO HAPPEN FOR THE GLOBAL RESET TO COMMENCE.

IT WAS EXPECTED FOR THE NUMBERS TO STILL BE IN THE OLD RATE AS JUST BECAUSE THEY HAVE ENTERED THE BUDGET INTO THE GAZETTE MAKING IT NOW ENFORCEABLE DOESN'T MEAN THEY NEED TO CONVERT THE BUDGET INTO THE NEW RATE FOR ALL TO SEE AHEAD OF THE GLOBAL RESET.

THIS IS ANOTHER MAJOR STEP. THEY ARE TIMING THIS SO THAT ALL OF THESE EVENTS WILL HAPPEN SIMULTANEOUSLY WHEN THE PTB FLIP THIS FINAL SWITCH AND LAUNCH THE RELEASE OF ALL THESE CURRENCIES WITHIN THIS FIRST BASKET OF WHICH THE IQD WILL BE THE STAR OF THE SHOW.

IT REMAINS TO BE SEEN RATHER THE UNITED STATES NEEDS TO BE OFFICIALLY BASIL III COMPLIANT WHEN THE COMPTROLLER SIGNS THE OFFICIAL DOCUMENTS ON TUESDAY FOR THE GCR TO START.

ADD THIS TO THE FACT THAT THE KURDS AND THE CENTRAL GOVERNMENT HAVE REACHED A PRELIMINARY AGREEMENT OF OIL AND GAS AND AT THE VERY LEAST IT IS NOW OFFICIALLY SAFE TO SAY THAT THE WE SHOULD ALL NOW BE ON HIGH ALERT!

With Chapter 7 Lifted, Iraq Regains Control of Its Own Economy

ERBIL, Kurdistan Region - The lifting of Chapter 7 sanctions last month can be considered one of Iraq's biggest achievements since the ouster of Saddam Hussein a decade ago, allowing Baghdad to regain control over its own currency, oil and economy.    

Chapter 7, imposed on Iraq by the UN Security Council after Saddam's invasion of Kuwait in 1991, froze all Iraqi assets in international banks, ordering they be used to compensate victims of the aggression. Besides placing limits on use of its wealth, the sanctions also placed limits on the Iraqi military.    

One of the biggest advantages of the lifting of the sanctions is the return of all frozen assets to the Iraqi government, estimated at $82 billion, according to Central Bank data.  Its return will not only revitalize the economy, it will strengthen the value of the Iraqi dinar and increase its purchasing power.    

A few hours after Chapter 7 was lifted, the value of Iraqi dinar increased against other currencies. The exchange rate of dinar is fixed against the dollar, but its value continues to rise. Saif Al-Halafi, an economic and banking expert, expects that the dinar will probably replace the dollar for investments, and that as demand for the dinar rises, so will its value.   
With Chapter 7 lifted, Iraq also can independently handle its oil revenues without UN supervision.     

"The lifting of Chapter 7 against Iraq will enable it to regain independence in its oil policy, and Iraq again can become an important regional and international energy player," said economic expert, Dr. Rebwar Khinsi. Iraq plans to emerge as one of the world's biggest oil exporters in 12 years.    

According to Iraq's energy plan, oil exports are expected to reach six million barrels per day (bpd) by 2017, elevating the federal budget to $216 billion dollars. The plan aims for exports of nine million barrels bpd by 2020, raising the budget to $324 billion dollars. In 2025, the federal budget will reach 432 million dollars, if Iraq succeeds to export 12 million barrels of oil per day.     

Under George Bush's administration the US government agreed to keep $50 billion belonging to Iraq in America, and Barack Obama's administration continues to do the same. An estimated $7.8 billion dollars are blocked in Jordan and Lebanon, and a huge amount of capital belonging to Iraqi Airways remains frozen in Kuwait and Jordan.    

The United Nations Security Council forced Iraq to compensate Kuwait for an estimated $52 billion. Following the first Gulf War, Iraq did not have an independent economic policy, with all of its income administered by Iraq's development program and supervised by the UN. Five percent of Iraq's annual oil revenue was allocated to compensating Kuwait.    
So far, Iraq has paid $41 billion dollars to Kuwait. According to Iraqi Foreign Minister Hoosyar Zebari, Baghdad is committed to paying the rest of the remaining $11 billion in compensation to Kuwait, and expects to pay off all of its debts by 2015.
