At Least 4 Known Alien Species Have Been Visiting Earth For Thousands Of Yrs. EX Canadian Defense Minister Whistleblower

Department of National Defence (Canada)
Canadian Forces
Canada
Commanding officer
December 30, 2014 - I am well aware that just because somebody (no matter what their ‘position’) says something to be true, does not mean it’s true. Exceptions, however can be made if there is evidence that goes beyond their words and correlates with what they say. At the end of the day, you have to listen to what your heart tells you.
Paul Hellyer was the Canadian Minister of National Defense in the 1960′s during the cold war. He was responsible for combining the Canadian Air Force, Navy and Army into what is known today as the Canadian Forces. He was the highest ranking person (on paper) inside of the Department of Defense for Canada. The Honorable Paul Hellyer is the highest ranking person among all g8 countries to openly speak about UFOs and extraterrestrials.
He has been speaking about UFOs and extraterrestrials for quite some time now, and he recently made an appearance on RT news stating that there are at least 4 known alien species that have been visiting Earth for thousands of years.
Upon retirement, Hellyer began to blow the whistle on UFOs and extraterrestrials. His testimony is backed up by hundreds of other high ranking military and political personnel all over the world, including official documents released by dozens of governments worldwide that have officially acknowledged the presence of UFOs.
I think it’s also important to point out that the Canadian government recently acknowledged the fact that various federal agencies, including Transport Canada, the RCMP and the Department of National Defence used to track and investigate UFO sightings. (1) They claim to have stopped those programs, but that contradicts the defence minister’s (Hellyer) claims. There is good reason to believe, and a lot of evidence to suggest that some of these UFOs are indeed extraterrestrial space craft (not all military), and the activities of the agencies responsible for these programs goes far beyond just tracking of UFOs, but into contact with various extraterrestrial races, other classified technological developments and more.
Here is some of what Paul Hellyer has to say, for more you can watch the video clip below:
“In one of the cases during the cold war, 1961, there were about 50 UFOs in formation flying South from Russia across Europe. The supreme allied commander was very concerned and was about ready to press the panic button when they turned around and went back over the North Pole. They decided to do an investigation and they investigated for three years and they decided that with absolute certainty that four different species, at least, have been visiting this planet for thousands of years. There’s been a lot more activity in the past two decades, especially since we invented the atomic bomb. They are very concerned about that and if we will use it again, because the whole cosmos is a unity and it affects not just us but other people in the cosmos. They’re very much afraid that we might start using atomic weapons again and this would be very bad for us, and them also.” – Paul Hellyer
“Many are benign and benevolent, and a few are not. They come from various places, for a long while I only knew about ones that came from different star systems, the Pleadies. There are extraterrestrials that come from Andromeda, and ones that live on one of Saturn’s moon’s. There is a federation of these people, and they have rules, one of them is that they don’t interfere with our affairs unless they are invited. They have accepted the fact that this is our planet, and we have the right to run it but they are very concerned, they don’t think that we are good stewards of our planet. We are ruining our planet, we’re doing all sorts of things that we shouldn’t be doing, and they don’t like that. They’ve made it clear, and they have given us a warning.” – Paul Hellyer
“Decades ago, visitors from other planets warned us about the direction we were heading and offered to help. Instead, some of us interpreted their visits as a threat, and decided to shoot first and ask questions after. It is ironic that the US should be fighting monstrously expensive wars, allegedly to bring democracy to those countries, when it itself can no longer claim to be called a democracy when trillions, and I mean thousands of billions of dollars have been spent on black projects which both congress and the commander in chief have been kept deliberately in the dark.” – Paul Hellyer

Benjamin Fulford - February 9, 2015: Zionazi defeat now inevitable, Pentagon to turn blind eye as Russia, Iran and Turkey take-out Saudi Arabia

Thanks Tina for the heads up!

The defeat of the international Zionazi* crime cabal is now inevitable due to rapidly unfolding events around the world, most notably in the Middle East and the Ukraine. The arrest by Germany last week (as reported in this blog) of a US government official carrying billions of dollars in forged US $100 bills destined for the Ukraine has had enormous and ongoing repercussions. The Pentagon contacted this writer to say this was “actionable intelligence.” Hopefully this action will include arrests of all top Zionazis starting with the Bush crime family. We have all waited too long for this to happen already. Remember, Washington D.C. is not actually part of the Republic of the United States of America but is rather a foreign enclave. It is time to remove that cancer from the Republic and restore American independence.

In any case, there are clear signs that this Zionazi cancer is being dealt with elsewhere already.

There is a G20 meeting going on in Turkey which, according to Russian sources, is part of a series of meetings aimed at being the equivalent of the 1945 Yalta conference held by Roosevelt, Churchill and Stalin. It was the Yalta conference that created the post-World War 2 order we still live under. So, the implication is that a series of ongoing meetings will herald the biggest changes in international architecture since the end of World War 2.

These meetings are discussing a total transformation of the current international architecture including the IMF, the World Bank and the UN. Some national boundaries may also be redrawn, notably in the Middle East, the Ukraine and Korea. There is also a determination to permanently end Zionazi mischief.

The discovery that American State Department officials were supplying forged dollars to both sides of the battle in the Eastern Ukraine has already caused Germany and France to split with the Zionazi regime in Washington D.C. German Chancellor Angela Merkel and French President Francois Hollande already met Russia’s Vladimir Putin last week without US approval and are planning on another meeting Wednesday. There is very little leaking in public about the talks but, according to Russian sources, France and Germany are seriously thinking of leaving NATO and creating alternative security arrangements with Russia.

The US official arrested by Germany has spilled the beans on exactly how the Zionazis were orchestrating the civil war in the Ukraine. The Vanguard Corporation, a front for the Federal Reserve Board (according to MI5) has paid mercenaries to kill people on both side of the conflict there so that they would blame it on each other. They also gave money to buy weapons to both sides of the conflict.

This is the same modus operandi they used to destroy Yugoslavia. It is the one also now in operation in Syria and Iraq.

The report of what the Germans discovered in the Ukraine prompted a Japanese government source to tell this writer about a meeting with Agostinho Neto, President of Angola during that country’s civil war. At the time Neto showed him a room filled with $5 billion in cash and told him George Bush Sr. had flown it in on a jumbo jet and told him to use it to buy weapons. This event took place at a time when officially the United States was supporting rebels fighting against Neto’s “communist” regime. You can be sure Bush Sr. was also supplying the rebels with similar funds.

Anti-social behavior by the Zionazis is now being increasingly understood to be the main source of the world’s terrorism and moves are being made to end it once and for all.

The G20 meeting ending today in Turkey comes on the heels of a major security conference that just ended inGermany. Pentagon sources say that already a secret deal has been reached with the Russians, Turks and Iranians that will allow them to take out the regime in Saudi Arabia and force them to pay heavy financial compensation for all the terrorist activities they have sponsored. The Pentagon will not defend the Saudis who they rightfully suspect were one of the main sponsors (together with US based Zionazis) of the 911 terror attacks. They are also pressuring the Zionazi whores in Washington D.C. to release the evidence of Saudi involvement in 911. Of course the Zionazis do not want to do that because they know the Saudis will then point the finger at the fifth columnists in the US led by George Bush Sr., Senator John McCain, John Kerry, etc. Nazis in Israel like Benyamin Netanyahu would also be exposed as being in bed with the Saudis in financing international terror networks.

In any case, the plan to take down the Zionazis in the Middle East has already begun with regime change in Yemen. Now the Island nation of Cyprus, a member of the EU, has allowed Russia to open military bases there. These bases will be used by the Russians for their Middle Eastern operations. The Pentagon is doing their bit by supplying the Lebanese army with weapons they need to fight the Israeli-Saudi backed ISIS mercenary army. The Turks are also now cooperating with the Syrians, Russians and Iranians in a battle to take out not only Saudi Arabia but also Kuwait, the United Arab Emirates, Qatar, Bahrain, and Oman. The Egyptians have also agreed to cooperate with this effort to remove these kleptocratic, trouble-making regimes, Russian sources say. Israel with eventually become, as mentioned before here, a Jewish autonomous zone within the now forming moderate (Sufi) Islamic federation.

The Zionazi regime in Washington D.C. is also in trouble as it has yet to find a source of financing to keep it going after February 17th. The same is true for the European financial system.

Despite the hyper-inflated stock markets and mindless cheerleading by the corporate propaganda press, indicators of real economic activity show a major deep freeze. The Baltic Dry Index, which measures the price of shipping and is thus a good indicator of trade, is at even lower levels than it was after the 2008 Lehman shock. China has also just announced that its

January foreign trade fell 10.8% compared to the same period a year ago.
This plunge is happening because neither the Europeans nor the Americans have money to buy stuff from the rest of the world. The regime in Washington D.C. continues to lie about its deflation, imploding economy and worse than depression level unemployment. The European banks will have a $100 trillion derivative hole in their accounts when the Greek government makes good on its promise to end debt slavery.

Another indicator of how surreal the situation has become is that, according to MI5, “the Danish banking association says that it has so much cash which was given to the banks in the European Central Bank QE debt creation exercise, that it no longer needs retail deposits and will start charging depositors. It also does not need to make loans.”

Faced with the ongoing implosion of their fraud based financial system the Zionazis are resorting to their trusty old nuclear blackmail card. They started with what seems like a nuclear artillery shell fired in the Ukraine (the Russians say it was a hit on an ammunition factory).

http://rt.com/news/230459-donetsk-explosion-ukraine-shelling/

Several e-mails were sent to this writer using complex cabalistic numerology to explain that February 17th would be the day that World War 3 starts. My answer to the cabalists is to remind them this Friday is a Friday the 13th and is thus an auspicious day for rounding up religious maniacs trying to start a world war.

Furthermore, if you think you will be able to fool the pentagon or the Russians or the Chinese into fighting each other, think again. We all know the Russians are close allies with the Chinese. Now we have a headline on the official Chinese government Xinhua news site headline saying “US-China cooperation stronger than ever before.”

http://news.xinhuanet.com/english/indepth/2015-02/08/c_133978620.htm

Not only are these people no longer being fooled, it also seems the Chinese are learning to use the same sort of trickery the Zionazis use to manipulate public opinion. They staged a plane crash in Taiwan last week that is looking very much like an event that used computer graphics and crisis actors. Take a look at the pictures in this link to see obvious CG glitches and actors coming out of the river the plane landed in with dry hair.

There is also stuff going on that we cannot talk about it yet. However, we can confirm representatives of the White Dragon Society have had friendly meetings during the past week with representatives of Mossad, the P2 Freemason Lodge and the Chinese government. The British also sent an analogue written message of support for White Dragon goals. We are working hard to come up with a win-win solution to make sure 2015, the year of the sheeple, is a great year for the people and other living creatures of this planet.

*The blog previously referred to them as Nazionists but found out the term Zionazi already exists and so, in accordance with linguistic rules, will switch to that phrase

Homeland Security sets up Obama amnesty complaint hotlines for illegals

Homeland Security sets up Obama amnesty complaint hotlines for illegals

Memos say agencies want to know if federal officials violate ‘new DHS enforcement priorities’
By Stephen Dinan - The Washington Times - Sunday, February 8, 2015
The Homeland Security Department has set up hotlines for illegal immigrants who believe their rights under President Obama’s amnesty policy have been violated.
In a memo announcing the customer complaint line, U.S. Customs and Border Protection asked illegal immigrants to “please tell us about your experience” if they believe they were treated “contrary to the new DHS enforcement priorities.”
The department alerted “stakeholders” last week of three complaint hotlines: one for CBP, which oversees the Border Patrol; one for U.S. Immigration and Customs Enforcement, which handles immigration laws in the nation’s interior; and one for U.S. Citizenship and Immigration Services, which is poised to handle the millions of amnesty applications expected to be filed.
The amnesty policy grants tentative legal status to up to 4 million illegal immigrants and orders Border Patrol agents and Immigration and Customs Enforcement agents not to arrest other illegal immigrants who say they have been hiding in the U.S. for years but don’t meet the criteria for full amnesty.
Border Patrol agents said the complaint lines amount to a slap in the face to those who put their lives on the line to enforce the law.
“Instead of supporting our agents, this administration has decided it is more important to find new ways to solicit complaints and invite ridicule against them,” said Shawn Moran, vice president of the National Border Patrol Council, the labor union that represents line agents. “We demand that this administration spend more time defending the men and women defending our nation and less time promoting the extreme agendas of pro-illegal-immigration organizations.”
He said he would like the Homeland Security Department to set up a complaint line for agents instead, so they could register their concerns over the administration’s failure to enforce laws involving their own pay, the disparity in the firepower they bring to the fight with drug cartels and the administration’s “failure to fully enforce our immigration laws.”
Immigrant rights advocates, meanwhile, are torn over whether complaints have proved effective. Some say they are useful, but others say they rarely produce results and question the department’s ability to investigate complaints against itself.
The Homeland Security Department and CBP issued memos detailing the customer complaint lines last week. CBP’s notice included this invitation: “If you believe you (or a family member) were apprehended and processed by a Customs and Border Protection officer or Border Patrol agent contrary to the new DHS enforcement priorities, please tell us about your experience by contacting the CBP INFO Center.”
The Homeland Security memo says it expects more “questions and feedback” from the amnesty and lists all three complaint lines.
The Obama administration has tried to walk a tight line, insisting it is boosting enforcement even as the president and his political appointees at the Homeland Security Department have carved an ever-widening circle of illegal immigrants for protection in order to appease their advocates.
In the past two years, Mr. Obama has tilted toward the advocates’ position, cutting deportations 20 percent from 2012 to 2014 even as illegal crossings of the U.S.-Mexico border have increased.
In November, Mr. Obama announced an amnesty for illegal immigrant parents whose children are American citizens or legal permanent residents, granting them legal status for three years and work permits entitling them to compete for jobs. He also expanded a 2012 amnesty for illegal immigrants who came to the U.S. as children.
He also had top officials at the Homeland Security Department issue “guidance” ordering agents to generally ignore illegal immigrants who have hidden in the U.S. for some time or who claim other extenuating circumstances.
The guidance indicates that agents should not bother pursuing illegal immigrants who don’t have serious criminal records or aren’t recent illegal immigrants, meaning those who arrived in the U.S. since Jan. 1, 2014. Even immigrants convicted of domestic violence may not be “priorities” for deportation if they were also victims at some point.
The guidance has confused and angered immigration agents.
Mr. Moran, testifying to a Senate committee last week, said agents now have to go through a checklist when they encounter illegal immigrants. Those who give the right answers are likely to be released.
“The messaging on the training from CBP has been inconsistent at best,” he said.
Sen. Ron Johnson, Wisconsin Republican and chairman of the Homeland Security and Governmental Affairs Committee, said it sounded as though immigrants only had to say “magic words” to avoid arrest.
During the border surge this summer, Mr. Moran said, agents discovered that some of the illegal crossers had written scripts with them to coach them on what to say to be released into the U.S.
Homeland Security spokeswoman said the hotline memo was intended to make sure stakeholders knew where to go for information.
“This provides one place for all stakeholders to find out more about the new DHS guidelines, deferred action, eligibility for new initiatives, or to register comment or complaint,” said Ginette Magana, the spokeswoman. “DHS continuously engages with stakeholders, members of Congress and interested individuals to provide the most up-to-date information and answer questions about any new initiatives.”
But the memos go further. The page providing the complaint hotline for Customs and Border Protection, which oversees the Border Patrol, specifically invites complaints from immigrants who believe agents didn’t follow Mr. Obama’s priorities.
“The CBP Info Center (CIC) is a toll-free service for individuals with questions about CBP procedures or who wish to register a complaint about an encounter with CBP that they believe to be contrary to guidance,” the department says on the CBP page.
The CBP page says it has only “limited assistance” available in Spanish for those calling to complain, but the complaint hotline for ICE specifically says it can handle calls both Spanish and English.
Homeland Security has had complaint lines for some time, and Mr. Obama picked a fight with Congress over an advocacy office in ICE several years ago. Congress canceled funding for the job, so Mr. Obama changed the title but kept the same person doing the same work and argued that he met the letter of the law.

HSBC files show how Swiss bank helped clients dodge taxes and hide millions

HSBC files show how Swiss bank helped clients dodge taxes and hide millions

Data in massive cache of leaked secret bank account files lift lid on questionable practices at subsidiary of one of world’s biggest financial institutions
HSBC files: how secret Swiss account data detailing misconduct came to light
HSBC’s Swiss banking arm helped wealthy customers dodge taxes and conceal millions of dollars of assets, doling out bundles of untraceable cash and advising clients on how to circumvent domestic tax authorities, according to a huge cache of leaked secret bank account files.
The files – obtained through an international collaboration of news outlets, including the Guardian, the French daily Le Monde, BBC Panorama and the Washington-based International Consortium of Investigative Journalists – reveal that HSBC’s Swiss private bank:
Routinely allowed clients to withdraw bricks of cash, often in foreign currencies of little use in Switzerland.
Aggressively marketed schemes likely to enable wealthy clients to avoid European taxes.
Colluded with some clients to conceal undeclared “black” accounts from their domestic tax authorities.
Provided accounts to international criminals, corrupt businessmen and other high-risk individuals.
The HSBC files, which cover the period 2005-2007, amount to the biggest banking leak in history, shedding light on some 30,000 accounts holding almost $120bn (£78bn) of assets.
The revelations will amplify calls for crackdowns on offshore tax havens and stoke political arguments in the US, Britain and elsewhere in Europe where exchequers are seen to be fighting a losing battle against fleet-footed and wealthy individuals in the globalised world.
Approached by the Guardian, HSBC, the world’s second largest bank, has now admitted wrongdoing by its Swiss subsidiary. “We acknowledge and are accountable for past compliance and control failures,” the bank said in a statement. The Swiss arm, the statement said, had not been fully integrated into HSBC after its purchase in 1999, allowing “significantly lower” standards of compliance and due diligence to persist.
That response raises serious questions about oversight of the Swiss operation by the then senior executives of its parent company, HSBC Group, headquartered in London. It has now acknowledged that it was not until 2011 that action was taken to bring the Swiss bank into line. “HSBC was run in a more federated way than it is today and decisions were frequently taken at a country level,” the bank said.
HSBC was headed during the period covered in the files by Stephen Green – now Lord Green – who served as the global bank’s chief executive, then group chairman until 2010 when he left to become a trade minister in the House of Lords for David Cameron’s new government. He declined to comment when approached by the Guardian.
Although tax authorities around the world have had confidential access to the leaked files since 2010, the true nature of the Swiss bank’s misconduct has never been made public until now. Hollywood stars, shopkeepers, royalty and clothing merchants feature in the files along with the heirs to some of Europe’s biggest fortunes.
In one memo, an HSBC manager is recorded discussing how a London-based financier whom the bank codenamed “Painter”, and his partner, could cheat on Italian tax. “The risk for the couple is, of course, that when they return to Italy the UK tax authorities will pass on information on them to the Italian tax authorities. My own view on this was that … there clearly was a risk.”
According to the files, HSBC’s Swiss bankers were also prepared to help Emmanuel Shallop, who was subsequently convicted of dealing in “blood diamonds”, the illegal trade that fuelled war in Africa.
One memo records: “We have opened a company account for him based in Dubai … The client is currently being very careful because he is under pressure from the Belgian tax authorities who are investigating his activities in the field of diamond tax evasion.”
The records indicate HSBC managers were untroubled that a customer collecting cash bundles of kroner might be breaking Danish law. HSBC staff were instructed: “All contacts through one of her 3 daughters living in London. Account holder living in Denmark, i.e. critical as it is a criminal act having an account abroad non declared.”
HSBC’s Swiss bankers routinely handed over large sums of cash to visiting clients, asking few questions, the files show. The bank said it had since tightened its controls. “The amended terms and conditions allowed the private bank to refuse a cash withdrawal request, and placed strict controls on withdrawals over $10,000 [£6,600],” its statement said.
One example of the old system detailed in the files involves Richard Caring, a British tycoon and owner of London’s celebrity-packed Ivy restaurant, who on one day in 2005 removed 5m Swiss francs (£2.25m) in cash. When the Guardian asked him why, he declined to explain. His lawyer said it was a private matter and involved no impropriety. Caring’s UK tax status allowed him legally to keep his accounts secret from the tax authorities.
The files show how HSBC in Switzerland keenly marketed tax avoidance strategies to its wealthy clients. The bank proactively contacted clients in 2005 to suggest ways to avoid a new tax levied on the Swiss savings accounts of EU citizens, a measure brought in through a treaty between Switzerland and the EU to tackle secret offshore accounts.
The documents also show HSBC’s Swiss subsidiary providing banking services to relatives of dictators, people implicated in African corruption scandals, arms industry figures and others. Swiss banking rules have since 1998 required high levels of diligence on the accounts of politically connected figures, but the documents suggest that at the time HSBC happily provided banking services to such controversial individuals.
The Guardian’s evidence of a pattern of misconduct at HSBC in Switzerland is supported by the outcome of recent court cases in the US and Europe. The bank was named in the US as a co-conspirator for handing over “bricks” of $100,000 a time to American surgeon Andrew Silva in Geneva, so that he could illegally post cash back to the US.
Another US client, Sanjay Sethi, pleaded guilty in 2013 to cheating the US tax authorities. He was one of a group of convicted HSBC clients. The prosecution said an HSBC banker promised “the undeclared account would allow [his] assets to grow tax-free, and bank secrecy laws in Switzerland would allow Sethi to conceal the existence of the account”.
In France, an HSBC manager, Nessim el-Maleh, was able to run a cash pipeline in which plastic bags full of currency from the sale of marijuana to immigrants in the Paris suburbs were collected. The cash was then taken round to HSBC’s respectable clients in the French capital. Bank accounts back in Switzerland were manipulated to reimburse the drug dealers.
HSBC is already facing criminal investigations and charges in France, Belgium, the US and Argentina as a result of the leak of the files, but no legal action has been taken against it in Britain.
Former tax inspector Richard Brooks tells BBC Panorama in a programme to be aired on Monday night: “I think they were a tax avoidance and tax evasion service. I think that’s what they were offering.
“There are very few reasons to have an offshore bank account, apart from just saving tax. There are some people who can use an ... account to avoid tax legally. For others it’s just a way to keep money secret.”
The Labour party said: “Tax avoidance and evasion harms every taxpayer in Britain, and undermines public services like the NHS. What is truly shocking is that HMRC were made fully aware of these practices back in 2010 but since then very little has been done.”

Old people auctioned off to care homes on the internet: Anger over 'cattle markets for grannies' as councils accept lowest bids to save cash

Old people auctioned off to care homes on the internet: Anger over 'cattle markets for grannies' as councils accept lowest bids to save cash

  • At least a dozen local authorities are listing vulnerable people's details
  • Ages and care needs including medication sent to up to 100 care firms
  • They pick which people to bid for - and cheapest offer nearly always wins
  • Expert Ros Altmann: 'eBay-style' system 'awful' and 'just uncivilised'
  • Health group leader: 'It's an absolute disgrace - it's like a cattle market'

The elderly and disabled are being ‘put up for auction’ by local councils on ‘eBay-style’ websites, with care firms then bidding to offer them a bed.
At least a dozen local authorities are listing vulnerable people’s details – including their age and what care and medication they need – before inviting bids from care homes in the area.
The bidding is sometimes open for only a few hours, at other times it can last for two or three days. The cheapest offer often wins.

Critics last night said the system was akin to ‘auctioning your granny’ and a ‘cattle market’, saying sensitive decisions about an elderly resident’s final years are being made by a computer programme that is only interested in costs.
It also means the patient or their family often does not see the care home, and that those running the home do not see the patient before they arrive.

One council has boasted of reducing care costs by almost a fifth using the system.
The auction-style process allows councils to circulate anonymised details of individuals to a large number of suppliers who then bid in an online auction for the contract.
As many as 100 providers can bid before the software produces a shortlist of the most favourable bids. Shortlisted bidders are then told where they are ranked in the process.

If they are in second position, they can adjust their bid – either by lowering the price or offering extra care services – so that they can move up to first.
Councils say quality is the first consideration, but figures obtained under a Freedom of Information request show 92 per cent of care packages commissioned on the system over a six-month period were awarded to the bidder with the lowest price, BBC 5 Live revealed.
Government adviser Ros Altmann: 'These eBay-style sites highlight the funding crisis for care'

Government adviser Ros Altmann: 'These eBay-style sites highlight the funding crisis for care'
Ros Altmann, a Government adviser and independent expert on care for the elderly, said: ‘These eBay-style sites highlight the funding crisis for elderly care. It is awful. The idea of bidding for a person is just uncivilised. These are not parcels, they are people.’
Janet Morrison, chief executive of the charity Independent Age, said: ‘Do we really want to treat older people as a “product” to be bought and sold this way? We are concerned that older people’s needs will lose out to price as the main reason for selecting a home.’
At least 12 councils use the auction-style systems. They include Kent County Council, Devon County Council, Southend Borough Council and Birmingham City Council. Dozens more are expected to follow suit.
Care companies bidding to offer a place have to state what services they can provide and at what cost before a computer system decides which company is the winner of the ‘contract’. Councils say the winning home is not forced upon patients, and that it is not always the cheapest bid that wins, with quality of care being the main consideration.
Birmingham has been using an online auction system since 2012 and says it has reduced its spending on care by almost a fifth.
It uses a software called SProc.Net, which has been devised by Matrix SCM, a company based in Milton Keynes which last year said it was in talks with 30 other councils.
Radio 5 Live also found that in some cases in Birmingham elderly people were being sent to homes which won the online auction despite being ‘zero-rated’ by the council on its own 0-100 scale of care quality – where scores under 60 are ‘poor’.
Les Latchman, chairman of the Birmingham Care Consortium, which represents care homes in Birmingham and commissioned the FOI request, said the system was forcing providers to offer lower and lower prices to secure the contract.

‘This reverse tendering is something that compromises quality and undermines ethical practice,’ he said. ‘If you are going to keep lowering the price, something has got to give.’
Mike Gimson, chairman of Moundsley Healthcare Group, said: ‘It’s an absolute disgrace what is going on in Birmingham. It is more like Hereford cattle market than it is a caring service for the elderly.’
A Birmingham council spokesman said: ‘The well-being of all our service users is paramount and we only award care packages to providers who are able to demonstrate that they can meet the needs of individuals.’
Another critic of the system is Emma Knight, whose brother James, 46, has learning difficulties and had lived in the same care home in Exeter for 28 years. When it closed, Devon County Council circulated his details by emails to care homes which were then invited to bid to offer him a place.
The details on the email included information about his ‘mood and well-being’ and medication. His family say other information which could easily identify him was also included.
Miss Knight, 44, of Ottery St Mary, said: ‘We had no idea his details were being shared. This sort of tendering should be stopped.’
