Could is not an absolute certainty. The word is used to get you to 'think' about whether you want to deal with what could happen.
What Could happen also could not happen.
Who lives their life and only do things based on what could happen, without considering what could not happen.
You can tell your boss you need a raise during hard economic times.
The boss could not give you a raise, but the boss also could give you a raise.
These nurses realize one thing.
To get the shot, they have to sign a contract.
that contract tells them all the things the shot could do to them and shows their acceptance of all the things the shot could do to them.
Refusing the shot is refusing the contract.
From a constitutional perspective, who is going to tell you that you must enter into a contract that you do not want to enter into?
Does their boss have the power to tell them, they have to sign an agreement to receive something that could do them harm?
