CAMPBELL COUNTY, Ky. — A former Campbell County judge was indicted on additional charges Thursday.
Timothy Nolan, 70, was indicted Thursday on two counts of human
trafficking of a person under the age of 18, two counts of human
trafficking with an adult and one count of unlawful transaction with a
minor.
Following the indictment, Nolan faces 20 felony counts and two misdemeanor accounts.
Nolan was a Campbell County judge more than 30 years ago and recently served as a Campbell County Board of Education member. He resigned from the board in May.
Court records said Nolan "used money, drugs, housing, threats to call the probation office, and violent acts, as means to coerce, deceive and force these women to engage in commercial sexual activity."
The 70-year-old pleaded not guilty to charges of human trafficking, rape and prostitution in May. He is currently in Campbell County Jail on $750,000 bail.
Court docs: Former judge 'coerced' victims to have sex
A search warrant listed several electronic devices to be removed from Nolan's home, including multiple computers, an Apple iPad registered with Campbell County schools, cellphones, a digital recorder, thumb drives, and several DVDs, CDs and VHS tapes.
Campbell County police claim those items contain, "images, videos, or other files, in digital form, depicting sexual conduct by a minor."
A detective told WLWT since Nolan was charged, more victims have come forward, both minors and adults, for a total of 17 victims.
One victim, referred to as "Jane Doe 1," told police she was "addicted to heroin, essentially homeless, had no transportation and had no income, and that Nolan took advantage of her. She stated that he would buy heroin for her and record her 'shooting up' on his cellular phone. She stated that she has had sex with Nolan in exchange for money over 50 times."
Another victim, called, "Jane Doe 2," said, "Nolan would pay her to have sex with him during a period of time in which she was addicted to heroin. She stated that during these instances, she had no income, food, or transportation and relied on Nolan for these things. She stated that she felt '100 percent coerced and did not want to do what she did.'"
Nolan's attorney Margo Grubbs would not comment on any specifics about the case.
"(Nolan) maintains his innocence in these charges and that what is being alleged is only a small piece of factual allegations, and he denies that it has anything to do with human trafficking, rape or prostitution," Grubbs said.
