Federal Reserve act was indeed signed on December 23, 2012, but the full text of the act is not being quoted. We get a response “This page is not available”. Maybe the government and the Fed do not want people to know that the Federal Reserve Charter expires on December 23, 2013

12 USC § 226 – “Federal Reserve Act”

Current through Pub. L. 113-31. (See Public Laws for the current Congress.)
The short title of the Act of December 23, 1913, ch. 6, 38 Stat. 251, shall be the “Federal Reserve Act.”
