(This is from at least 4 independent sources) Different from previous announcements and attempts because Maliki gives a SPECIFIC date and SPECIFIC rate! Tony says heres how it all went down to today Maliki had an agreement with USA on Sat to announce the RV Maliki got greedy and tried last minute BS - which rescinded the offer made to him. So, Maliki deliberately instigated a crisis to either gain 30 more days in power or hava a state of emergency (marshal law) declared to retain power. This power was not extended or given to Maliki and the crisis grew to out of control proportions for him. So, Maliki asked for USA help. USA says Iraq must seat the government and rv the currency to stabilize the country. So, new government was OFFICIALLY seated and ANNOUNCED yesterday. This had an immediate calming effect particularly because new PM announced as Chalibi who has a lot of cross- unifiying abilities across different factions. CBI took steps yesterday to RV yesterday and it got STOPPED by USA AGAIN. Maliki went back to his people and said if he could get RV done would his people elect him to a third term? They agreed not really believing he could accomplish it. So, Maliki announces the RV to occur on Friday to get this deal based on his PREVIOUS agreements surprising everyone.
